Council approved a recommendation for posting nine warning signs, purchased at a cost of $100 each.– Gregg Chamberlain YOUTH ARSON CASE A 14-year-old Embrun youth faces charges of arson, resulting from police and fire department investigation of a building fire on Forget Street in Embrun, October 28. Inspection of the premises determined the fire was set on purpose in a bedroom inside the building. Damage is estimated at $300,000. The youth, whose name is withheld under the rules of the Youth Criminal Justice Act, is charged with arson without regard to human life, and also arson causing property damage. He will appear in provincial court in L’Orignal at a later date. – Gregg Chamberlain NEW ATV TRAILS The United Counties of Prescott and Russell (UCPR) approved a recommen- dation from its planning and forestry department for new additions to the ATV trail network in the Larose Forest. The additions, which will be available for use in Spring 2020, will provide more variety for ATV riders in the community forest and also eliminate sections of trails, which followed along local roads. The new Gagnon Trail has a two-year probation period for its use, with regular monitoring of trail usage and condition during that time.– Gregg Chamberlain RED PINE PLANTATIONS The red pine is the trademark tree of the Larose Forest. The tree has an average lifespan of between 100 and 150 years, and many of the red pine plantations in the Larose Forest are near the 90-year mark and becoming more susceptible to disease as they age. The United Counties of Prescott- Russell will focus now on steps to support the growth of younger genera- tions of red pine.– Gregg Chamberlain

Eden Nymaway Francoeur Nimmo, 18 ans, d’Embrun, est accusé de conduite imprudente à la suite d’une enquête policière sur un accident survenu sur la rue Maheu à Embrun, vers 6 h, le 3 novembre. Le dossier d’incident de la police indique qu’une voiture se dirigeait vers l’ouest sur la rue Castlebeau lorsqu’elle a perdu le contrôle et a heurté une maison sur la rue Maheu. La police, les ambulanciers paramédicaux et les pompiers ont répondu à un appel au sujet de l’accident. Russell Township has rewritten its smo- king bylaw to cover both tobacco and marijuana and also vaping products. Township council approved a recommen- dation from administration for a new bylaw to replace three older bylaws that deal with smoking in public. The new bylaw will deal with public smo- king of both tobacco and marijuana, and also deal with public use of vaping products. The bylaw will restrict public smoking and WBQJOHJONVOJDJQBMGBDJMJUJFT/PTNPLJOHPS vaping is allowed inside a municipal building. Anyone who wishes to smoke or vape must do so outside, at a specified distance from any entrance to a municipal building. The bylaw also follows many of the guide- lines in the revised Ontario Smoke Free Act, which bans smoking and vaping within 20 metres of municipal recreational properties like arenas and children’s playgrounds. This will also apply under the new township bylaw. /PTNPLJOHPSWBQJOHTJHOTXJMMCFQPTUFE at all municipal buildings and other facilities. Both the township bylaw department and the OPP will enforce the bylaw.

A per resident fee system, he argued, means that the only change to the UCPR council salary for mayors would occur every four years following the federal census, rather than whenever council decides to vote on the matter. “It looks bad to residents when councils give themselves a raise,” he said. “This would take all the politics out of looking at it.” Leroux said another benefit of such a system is that it would be easy for taxpayers to understand how the mayors are paid for sitting on UCPR council and why there might be an increase, or decrease, in their annual stipend. UCPR council asked the finance depart- ment to look into the idea and provide a report later in the month to include as part of the discussions for the 2020 budget.
How much should it cost taxpayers for local mayors to sit on the counties council? Russell Township Mayor Pierre Leroux has what he thinks is an easy and non-political method to calculate how much United Coun- ties of Prescott-Russell council members should get paid. “I would like to know what’s the impact if we go to a per resident rate for determining counties council salaries,” Leroux said during the UCPR council’s October 9 committee of the whole session. Leroux calculated that right now the annual stipend for each mayor on UCPR council breaks down to 25 cents per resident in the Prescott-Russell region, based on

LE FESTIVAL DE NOËL EST LANCÉ
UN NOËL MAGIQUE AVEC RICHARD ABEL
Grand passionné de musique et modeste, malgré son impressionnante carrière remplie de résonnants succès, Richard Abel n’hésite jamais à accepter une invitation pour faire part de son talent à rassembler les gens par sa virtuosité musicale. Surtout lorsqu’il s’agit de faire bénéficier un lieu de prière et patrimonial, un lieu de rencontre privilégié depuis plus de 150 ans, que représente l’église de Fournier pour ses habitants. Habitué des grandes salles de concert du Centre Bell à Montréal, de la Place des Arts, ainsi que de publics célèbres, comme le Prince Philippe (le conjoint de la Reine Elizabeth II), Brian Mulroney, Jacques Parizeau et Connie Francis, le pianiste se dit moins susceptible à ressentir du trac lorsque l’audience est moins nombreuse, comme ce sera le cas à Fournier. La paroisse de Fournier a réussi à organiser un concert avec M. Abel pour inaugurer la saison blanche dans des airs harmonieux. Il promet des grands classiques tirés de ses deux albums popu- laires de Noël, qui ont, tous les deux, été récompensés par des prestigieux prix Félix (il en détient cinq à ce jour). Il y aura moins de cantiques de Noël et davantage de classiques universels, pour accommoder une audience plus variée, comme celle de Fournier. « Le mérite des pianistes populaires comme moi, c’est qu’ils rendent la musique classique accessible et aimé par une plus vaste audience » a déclaré le pianiste, bien conscient de son rôle, soit d’éduquer les goûts musicaux de sa génération, un concert à la fois. Pour lutter contre le trac, M. Abel dit qu’il pratique assidument pour un concert, puisque « plus on maîtrise ce que l’on fait, plus qu’on en est sûr et moins qu’on ressent du trac ». Parler en anglais lui cause un peu d’angoisse, mais heureusement « la musique instrumentale est là pour fournir un langage universel à toutes et à tous. Là, il n’y a plus de barrières linguistiques pour personne ». Pour finir, il promet un après-midi tout à fait magique.

Les airs doux et enchanteurs des grands classiques du fameux pianiste populaire Richard Abel retentiront dans l’imposante église de la paroisse Saint- Bernard de Fournier, le 1 er décembre prochain, lors d’un concert bénéfice très intime qui promet d’être un moment fé é rique de la saison.
On a procédé au lancement officiel de la 12 e édition du Festival de Noël de Casselman la semaine dernière. La présidente Jovette Richer, que l’on voit ici, était fière de dévoiler la programmation de 2019. Au programme, party de rue, contes de Noël, le Chœur du Moulin, sculpteurs de scie à chaine provenant de la série Carver Kings et spectacles Les symfolies de Noël . Il ne faudrait naturellement pas oublier le fameux marché de Noël, le hockey de rue et l’incontournable course du père Noël.
