There are also worries about noise pollution. “The object of our group,” said Lavoie, “is to have the (township) council vote against the rezoning (request).” The group has a temporary website set up at www.nzap.ca, and is also working on plans to appeal to the Ontario Municipal Board (OMB) if the OP and rezoning chang- es are allowed. An afternoon community barbecue/information gathering is planned for Aug. 11 at 6560 County Road 17, adja- cent to the site for the proposed asphalt plant. For now the proposal is still in the re- view process. Other government ministries and agencies like the South Nation Con- servation Authority (SNC) are reviewing the proposal and sending briefs with their comments and concerns. NZAP is collect- ing copies of as many of these briefs as are available for review and study. “We’re following this process very closely,” Lavoie said. “We want to keep the people informed.” A public information and feedback ses- sion on the asphalt plant and the rezoning request was held July 16. Another may be held at a later date. The municipality has a 180-day grace period before council votes on the rezoning request. “It’s really a short time,” Lavoie said. “We have to work really hard. The people have to make it very clear, so there is no doubt in the minds of the councillors that when they vote ‘no’, that is what we want.” Plantagenet | A group of homeowners is taking a page out of the toreador’s man- ual and dangling a red cloth in front of a company that is bullish on setting up an asphalt plant next door to local farmlands. “We’re going red,” said Suzanne Lavoie, with a chuckle, as she explained the first public relations tactic for No Zoning for As- phalt Plant for Plantagenet (NZAP), a grass- roots protest group fighting a proposed as- phalt plant project. P.B. Paving & Landscaping wants the zon- ing designation for some property on Con- cession 2 off of County Road 17 near Jes- sop’s Falls changed to allow development of an asphalt plant. Neighbouring house- holders and farmers opposed to the project are now tying red ribbons, scarves, T-shirts, and other pieces of cloth to their roadside mailboxes to catch the attention and pro- voke the curiosity of passing motorists. “It’s to increase awareness,” Lavoie said. “There are still a lot of people who don’t know about this.” The future of the asphalt plant proposal hinges on the company getting approval from both the United Counties of Prescott- Russell (UCPR) and Alfred-Plantagenet Township for an amendment to the UCPR Official Plan (OP) for land use in the area, which would then open the way for rezon- ing of the property. The main concerns for the group, and oth- er residents in the area, are the environmen- tal and safety impacts of an asphalt plant in the neighbourhood. Local landowners are worried what effect the plant could have on the water table and air quality. Celle-ci a vu le jour il y a environ un mois et est présidée par Mike Gervais. « La construction est un, sinon le gros moteur économique à Rockland. Sans con- struction, on sait ce qui arrive à une ville, tout arrête », a-t-il confié. La nouvelle association se donne comme mandat d’anticiper, de prévoir et planifier le développement dans le secteur de la con- struction. L’ACCR rassemble des travailleurs de la construction, des gens de métier de même que des professionnels directement et indirectement touchés par la construc- tion. D’entrée de jeu, l’ACCR aborde le dossier de la reconstruction et du prolongement de la rue Caron. « La rue Caron, c’est une voie importante pour donner accès aux gens. Mais, c’est aussi par là que passe le tronçon sanitaire principal pour tout le sud. Alors, si la rue Caron n’est pas faite, on va manquer de capacité. » Actuellement, les infrastructures existan- tes en égout peuvent accommoder environ 400 nouvelles unités résidentielles. La crois- sance moyenne est d’environ 200 unités par année à Rockland. Backdoor visitors Alfred | An Alfred home was burglarized but the problem for police may be to fig- ure out how many times. The OPP Hawkesbury detachment re- ceived a call about a break-and-enter at a home on Telegraph Road in Alfred. The break-in took place some time overnight on July 17 and 18. Entry was through a back door. Forensic examination of the site suggests more than one entry and at present there is no report of what was stolen if anything. L’ACCR peut apporter une certaine continuité à des dos- siers.» L’Association a déjà franchi un pas impor- tant en se joignant au Comité infrastruc- tures et bâtiments de la municipalité. Six membres de l’ACCR siègent au comité. « On va influencer les priorités, on va influencer ce qui doit être fait. On ne dit pas que les dossiers et la municipalité n’avancent pas, on veut s’assurer qu’on avance tous dans la même direction », indique M. Gervais. L’ACCR est présentement en mode re- crutement. Une soirée de rencontre entre les différents intervenants en construction a eu lieu mercredi dernier. L’Association souhaite également favoriser le réseautage dans l’industrie. Un des objectifs du regroupement est également d’insuffler la fierté de l’industrie de la construction. « C’est un début, et on est bien parti. In the case of the Rockland Variety call, the store is part of the older portion of the town of Rockland in a block where the buildings are bunched close together with very little space separating them. This kind of situation makes it easy for a fire to “jump” fromone building to another if it is not soon brought under control. A PES call demands as many trucks and crews respond as possible to either bring the original fire under control fast or at least contain it and keep it from spreading. Rockland | It seemed like such a small fire call that Wednesday morning but residents who stood around on the street watching wondered about all the fire trucks and other emergency vehicles that showed up in front of the Rockland Vari- ety Store. A little do-it-yourself repair work in back of the variety store July 11 resulted in an accidental fire igniting. Soon after the fire report went out, all three district stations in Clarence-Rockland and other emergency units responded with a total of 11 trucks parked outside the store on Laurier Street. Part of the building block was cordoned off and Laurier Street traffic detoured onto St-Jean Street or one of the other cross streets further down. Fire fighters had the situation under control within half an hour and the building vented of smoke. No one was injured and there was minor damage as a result of the fire. Rockland District Station Chief Luc Chayer explained later that the large number of ve- hicles responding to what seemed to be a minor fire call is a result of the department’s pre-planning strategy for dealing with parts of the City of Clarence-Rockland that are designated as “potential extreme situation” locations (PES).
