Dozens of motorcycles rolled out of the River Rock Inn parking lot in Rockland Saturday morning on a cross-country jaunt through Prescott and Russell counties, all in the spirit of helping others. Is there a solar farm in Pendleton’s future?

«There’s a lot of activity in certain areas of Ontario for certain (alternate energy) tech- nology,» said Jan Kieran, EDF EN Canada spokesman, during an interview at the com- pany’s July 9 open house on the project at the Curran Community Centre. «We have a special feeling for Eastern Ontario. It’s where we’ve constructed all of our solar projects.» The provincial government has a Sep- tember 1 deadline for applications to the Ontario energy system’s alternative supply program. Companies in the «green energy» sector can propose small- and large-scale projects involving solar energy, wind, or biomass generation, and also small-scale hydroelectric setups.
EDF EN Canada has been working on plans for its Pendleton project since 2011, first scouting potential sites and then acqui- ring the land for the project, following with meetings with officials for the township and the South Nation Conservation Authority, and also with neighbouring land owners. Last Thursday’s open house was the la- test step in the company’s information and consultation process as part of its project development brief to present to the province with its energy program application. M ore than three dozen residents drop in to the community centre to view informa- tion panels and talk with EDF EN Canada officials. Kieran said overall response to the company’s proposal has been positive and he credits the company’s policy of trying to be a community partner with all of its solar energy projects. “We operate andmaintain our facilities,” he said, “we are active in the community. We are a neighbour. We have staff whomow the lawn and shovel the snow on site. We are in the community.” Kieran noted that what EDF EN Canada needs most from residents in the Pendleton, Curran and other areas adjacent to the pro- posed solar farm site is feedback. The com- pany’s proposal includes plans for a “green screen” of trees and shrubbery native to the area surrounding the solar farm site as part of the viewscape plan to hide the array of panels from the view of people driving by. “It’s all still an open process,” Kieran said. “We are here to listen.” Company officials are optimistic that they can present a proposal that will earn pro- vincial approval and add another alternate energy project with the EDF EN Canada label on the list of “green energy” sources for Ontario’s power grid. “We’re excited,” said Kieran. “It’s a busi- ness we know well, it’s a community we know well, and it’s a technology we know well. We think we can submit a winning proposal.” Residents and other interested indivi- duals or groups who were not able to attend the Curran open house can still present comments about the Pendleton solar farm project proposal. A Toronto company is burning the mid- night oil now tomake sure its proposal for a solar farm project in Pendleton is ready to present to the provincial government for approval. EDF EN Canada Inc. wants to set up a 14-megawatt solar farm in the Pendleton area of Alfred-Plantagenet Township. The proposed solar farm would be located on a 140-acre property near the intersection of County Roads 19 and 2. If approved, it will be the latest of several similar projects the company has set up in other parts of Eastern Ontario.

Business slumps through Laurier Steet sewer repair

concern was about garbage pickup. Deschatelets noted that hers is not the only business suffering because of the traffic restriction on Laurier. She added that the partial closure of both Laurier and Edwards Street because of the City’s work on the Lau- rier sewer line and the counties’ supervised work on the service connections across County Road 17 are affecting businesses in both those neighbourhoods. «I hope they have got something planned to (help) support those businesses who have to got to survive the year,» she said.

The City closed off the two-block section of Laurier Street to local and emergency service traffic only in early April after the section of sewer line near the St-Jean Street intersection collapsed. A TV camera drone sent in to explore the sewer line found the break and also revealed signs that a further section of the aging section of pipe needed immediate replacement to prevent another future break. Project leader Julien Lenhart explained that the city has been rushing both the repairs on the line and the plans for repla- cing the old pipe. The city has hired CH2M Engineering to replace the section of sewer line and reconnect it to the main by Aug. 14. The contract provides for a bonus if the company gets the work finished sooner and daily penalties for going past the Aug. 14 contract deadline. «It’s a strict completion date,» said Len- hart. «We really want to make them respect the deadline.» While work on replacing the sewer line continues, traffic along that section of Lau- rier is limited just to residents in the area and business owners and their customers. But the barrier cones setup has eliminated the street-side parking now, which means that customers at Mari Jo, the neighbouring

Rockland City officials expect to have a section of old sewer line beneath Laurier Street replaced before the end of August. But it won’t be soon enough for some busi- ness owners who have seen their walk-in trade drop during the past weeks thanks to the partial street closure. About a dozen people who either live in that part of the neighbourhood or have a business there attended a public informa- tion meeting July 13 for an update on the City’s progress in replacing the old section of sewer line beneath the street that collapsed in early April. The section of sewer line involved is loca- ted within the two-block area between the Edward and St-Jean Street intersections. Julie Deschatelets, owner-operator of Mari Jo Dairy Bar, reported the repair situa- tion could not have come at a worse time for her business. The period from April/ May to the end of July is the prime period for her dairy bar operation and she has half the amount of business «since the barricade cones went up» that she should have if the street was fully open to all traffic. «This is the season for my business,» she said. «A lot of my staff are losing hours too.» The usual staff size for this time of year at Mari Jo Dairy Bar is between eight and 10

SNC checks the water underneath Alfred-Plantagenet
project representative Tessa Di Iorio ex- plained that the survey has many potential benefits both for individual property owners and for the township at large. «The goal is to collect groundwater samples across the wholemunicipality and create a groundwater map,» Di Ioria said, adding that the map will be useful both for local landowners and also for developers deciding where to locate new housing pro- jects. «It’s a great pre-screening tool for deve- lopers,» she said, adding that the map can provide information on both the water qua- lity in a particular area and provide clues about the underground profile which may affect the water quality. The SNC is partnered with the United Counties of Prescott-Russell (UCPR0, the township, and the Ontario Geological Survey (OGS) on the mapping project. The OGS involvement is critical because i twill cover the sampling expense for the project. The goal is to get 175 samples from the entire township area, using a gridwork mapping systemof representative samples. So far the SNC has collected 100 samples and techni- cians hope to have more before the August 28 deadline on the project. Some of the samples are tested on-site and results recorded about water quality and content. Others may go to a private lab for analysis with the OGS covering the expense. Landowners whose wells were sampled as part of the survey will receive a copy of the lab report on their well water at no cost to them. After all the samples collected by the end of August are analyzed, the data will be used to create a groundwater quality map of the township. The goal is to have both the map and analysis report ready for presentation to the township and other interested parties by the end of 2016. Di Iorio noted that where Alfred-Plan- tagenet Township is now was once part of the Champlain Sea during prehistoric times. When the land shifted and the Champlain Sea drained away, the ancient sea bed be- came part of the township’s undergound profile. Below the marine sediment layer may be trapped pockets of ancient sea water, which could result in a salty taste to the water of a well. In other parts of the township the below- ground profile may feature shale bedrock and limestone and below them pockets of sulphur-tainted water that could give a «rot- ten egg» smell to well water.The groundwater map will help identify these areas and also areas where there are no problems with the overall water quality. So far, Di Iorio noted, there has been good response from landowners contacted about providing samples of their well water for the mapping study. There are still areas where SNC needs to get water samples. Nouveau programme prénatal en ligne Le Bureau de santé de l’est de l’Ontario (BSEO) a inauguré récemment un pro- gramme prénatal en ligne appelé Une nou- velle vie, destiné aux m ères en devenir, à leur partenaire ainsi qu’à leur famille. Le projet était en route depuis quelques mois, mais il n’était pas accessible à tous. Cela est maintenant chose du passé puisque le programme Une nouvelle vie est mainte- nant disponible gratuitement dans les cinq régions concernées, soit Stormont, Dundas, Glengarry, Prescott et Russell. Le programme comporte huit modules d’apprentissage, offerts en français et en anglais. Les modules explorent une variété de sujets dont l’importance d’une alimenta- tion saine et de l’activité physique durant la grossesse, en passant par les changements et les malaises qu’elles peuvent ressentir. De l’information est également consacrée à quoi s’attendre pendant l’accouchement, en plus de contenir des conseils sur l’allai- tement. Des renseignements sur comment élever une famille en santé et devenir père sont aussi des thèmes abordés dans le pro- gramme. Même s’il est recommandé de compléter le cours sur une période de six semaines, le programme permet aux couples de passer à travers les modules à leur propre rythme et dans le confort de leur domicile. Il est aussi possible de se rendre aux cours de groupes, mais les intéressés doivent s’assurer de réserver leur place tôt. Cumberland Caribbean mission Rev. Robert Merritt is looking for a few kindhear- ted souls. St. Andrew’s United Church in Cumber- land is helping sponsor a house-building project in the Dominican Republic. The project is being done through the Samaritan Foundation and what Rev. Merritt needs are volunteers and maybe a little extra community support. The plan is for a group of at least 10 or more people to form a mission team that will stay at an all-inclusive resort during their week-long sojourn in the Carib- bean island community. Mornings will be spent at the house-building site and afternoons on various other mission outreach tasks at local orphanages, shelters, schools or hospitals, depending on the need at the time. The mission will take place in January 2016. Participants will need to do some fundraising as part of their commitment to the project. Rev. Bogus lottery scam warning
OPPwarn residents in the Five Counties re- gion to beware of any “too good to be true” emails or letters in the mail that appear to be surprise lottery wins or unexpected cheques. Police received a report about a senior citizen in North Dundas Township who received what appeared to be a bank draft from Blue Cross. The phony cheque came with instructions for him to cash the cheque and then send back a finder’s fee. The attempted transaction failed and bank officials notified police about the fraud attempt against a senior. Police report this type of fraud is a common method for con artists who target seniors. They also note that the fake lottery/prize scam is now the second-most commonmarketing complaint recorded in OPP statistics on consumer fraud. It also ranks fourth-highest in total dollar loss. Con artists count on the excitement of a surprise win or the chance to claima valued prize to snare victims with their fake lottery, sweepstake or contest scam.They also count on their victims being too ashamed and embarrassed about being tricked to want to report the crime. Last year the Canadian Anti-Fraud Centre (CAFC) received more
Au cours de la semaine du 29 juin au 6 juillet, la Police provinciale de l’Ontario, détachement de Russell, a répondu à 303 appels, dont 21 accidents routiers, 9 vols, 12 violences conjugales et 2 conducteurs en état d’ébriété. Les agents de la PPO ont inculpé un homme pour deux chefs de harcèlement. Un autre a été accusé pour bris de condi- tion, tandis qu’une femme a été accusée de violence conjugale, ayant porté des coups sur son mari, et une autre de violence avec une arme. Le 30 juin dernier, vers 22 h 26, des agents se sont rendus sur les lieux d’un accident impliquant un seul véhicule sur la route 600 ouest, dans la municipalité de La Nation. Constatant que le conducteur avait les facul- tés affaiblies, il a été arrêté sur la scène de l’accident et amené au poste pour d’autres tests. Yvan Larin, 63 ans, de La Nation, a été accusé de conduite avec les facultés affai- blies dépassant les 80 mg dans le sang. Il a été relâché avec la promesse de comparaître à la cour de L’Orignal le 22 juillet. Le samedi 4 juillet, vers 19 h 25, les agents de la PPO ont répondu à un appel concer- nant la conduite dangereuse d’un automobi- liste sur l’autoroute 17, à Clarence-Rockland. Une fois le véhicule stationné dans le parking d’un commerce, les agents ont procédé à un test d’alcoolémie, que le conducteur a échoué. Il a été arrêté et amené au poste pour d’autres tests. Robert Lawrie, 66 ans, de Pointe-Claire au Québec, a été formellement accusé de conduite avec facultés affaiblies et avec un taux de plus de 80 mg dans le sang. Il a été libéré avec la promesse de se présenter à la cour de L’Orignal le 22 juillet. Le 10 juillet, vers 8 h, des agents de la PPO se sont rendus à la bibliothèque de Rockland pour constater qu’une fenêtre avait été brisée. Selon les agents, les dommages auraient eu lieu à l’heure de la fermeture, la veille, vers les 20 h. La PPO demande l’aide du public concernant cet événement. Drunk drivers wanders off An Ottawa man drove his car into a ditch and then walked away from the scene to sleep things off at a friend’s house. Police arrested Afton Rof Penny, 24, of Ottawa and charged him with impaired driving and driving with a blood-alcohol level exceeding 80 millimetres. The charges resulted from investigation of a late-night accident report July 11 in Alfred-Plantagenet Township. A Toyota Yaris was found in the ditch alongside the Concession Three road about half an hour before midnight. There was no one in the vehicle. Police later discovered the driver had walked away from the scene to a nearby friend’s house where he fell asleep. A talk with Penny led police to suspect he had been driving while impaired by alcohol. Penny’s case is scheduled for the Aug. 5 provincial court session in L’Orignal. comme l’a indiqué sa fille, Hélène Lacombe. « On a eu 25 ans de plai- sir dans ce chalet-là. On passait nos fins de semaine ensemble. Jeme suis acheté un chalet à côté, et on venait veiller, on jouait aux cartes, on faisait du bateau avec les enfants et les petits- enfants. » La famille est grande pour Mme Gratton, alors qu’elle a 10 petits-en- fants et beaucoup d’arrière-petits-en- fants et d’arrière-arrière-petits-en- fants. « On a arrêté de compter, parce qu’il y en a trop! », d’affirmer sa fille. La famille a tenu à souligner l’aide précieuse de Gisèle Scott, qui donne de son temps à leur mère, et ce, depuis plus de 20 ans. « Mme Scott, c’est un ange pour ma mère », de dire Mme Lacombe. Ça fait 21 ans, depuis le dé- cès de mon père, qu’elle lui consacre du temps. Même quand elle passait l’hiver en Floride, elle lui écrivait. » Pour Mme Gratton, l’amitié et le temps que lui donne Mme Scott se révèlent précieux, alors qu’elle parle d’elle, le sourire lui vient aux lèvres. « Elle venait me voir tous les jours et elle vient encore. On joue au Skip- Bo », a-t-elle affirmé avec un pétille- ment dans les yeux. Les célébrations ne sont pas termi- nées pour Mme Gratton, alors qu’un barbecue sera organisé en son hon- neur le 25 juillet prochain.
Le 24 juillet prochain, Madame Valéda Gratton célébrera son 100 e anniversaire à la Résidence St-Paul, de Plantagenet. Évangéline Gauthier, qui connaît la dame depuis 3 ans, a souligné l’impor- tance d’un tel événement. « 100 ans, ça se fête. C’est spécial, on ne pouvait pas laisser passer ça sans fêter. » Ses amis et sa famille lui ont pré- paré une soirée d’anniversaire, le 10 juillet dernier, à la Résidence St-Paul. Le député Pierre Lemieux s’est d’ail- leurs joint aux célébrations. Mme Gratton a aussi reçu un sou- hait d’anniversaire de la part du pre- mier ministre du Canada, Stephen Harper, et devrait recevoir sous peu un souhait de la reine d’Angleterre. Valéda Gratton est née à Lemieux le 24 juillet 1915. Elle a passé une partie de son enfance à Détroit, où elle a étudié dans une école anglaise. À 15 ans, elle revient avec sa famille s’installer sur une ferme à Lemieux. Elle y rencontre son époux avec qui elle se marie en 1937. Quatre enfants sont nés de cette union. Bien qu’ayant ensuite vécu à Ot- tawa, la famille reste dans la région en s’achetant un chalet à Plantagenet, où elle y passe ses plus beauxmoments,

a également un grand respect pour ceux qui ont pavé la voie, leur rendant hommage en paroles et en musique. Mélodies accrocheuses aux racines country et aux accents populaires, Claudia Asselin n’a pas raté son passage sur la scène d’Alfred. Entre deux chansons, il est fascinant de rencontrer les personnages frappants du festival country, qui ont toujours une histoire à raconter. L’un de ces cowboys qui a bien des milles dans les bottes est Sylvain Joyal, un résident de Casselman qui est le cousin du légendaireWillie Lamothe. Avec comme coiffe le chapeau de cowboy de son père, il s’est rappelé de bons moments de Willie. « J’ai chanté avec Willie quand j’avais 12 ans et mon chapeau était celui de mon père à cette époque-là, a-t-il indiqué. J’ai aussi chanté avec la famille Daraîche, mais aujourd’hui, neme demande pas de chanter ! Je laisse ça aux autres. Je porte encore le chapeau car il représente beaucoup de chose pour moi. »
Sur scène, les genres musicaux s’entremêlaient, de la complainte country francophone au succès américain Redneck Woman , popularisé par la chanteuse GretchenWilson. La variété était au rendez- vous et les spectateurs ont apprécié le fait que les ballades et le rock se taquinaient jalousement. Le plancher de danse a également été usé par bon nombre de danseurs. Le gentleman cowboy, Claude Brunet, et sa complice de danse, Cécile Dumont, ont fait tourner les têtes avec leurs habits classiques et leurs pas de dans des plus coordonnés. Le festival a pris fin avec une journée familiale et unemesse country. « On a eu du fun et on continue la route des festivals en retournant au Québec pour le reste de l’été, a indiquéMarcial St-Germain, un caravanier qui fait la tournée des festivals durant l’été. L’accueil à Alfred a été parfait, des gens chaleureux qui connaissent le country et comment fêter ! »

L’offre Prix employés (le « Prix employés ») est en vigueur du 1 er juillet au 30 septembre 2015 (la « période du programme ») et s’applique à l’achat ou à la location de la plupart des véhicules Ford 2015 et 2016 neufs (à l’exception des tous les modèles châssis-cabine, châssis nu et fourgon tronqué, du F-150 Raptor, des F-650 et F-750, de la Mustang Shelby GT500, la Shelby GT350, de la Mustang édition 50 e anniversaire). Le Prix employés s’applique au programme « A » habituellement offert aux employés de Ford Canada, mais exclut le boni négocié avec les TCA. Le véhicule neuf doit être commandé à l’usine ou livré chez votre détaillant Ford participant durant la période du programme. Cette offre peut être combinée à la plupart des autres offres de Ford Canada faites aux consommateurs et qui sont en vigueur au moment soit de la commande à l’usine, soit de la livraison, mais non des deux. Le Prix employés ne s’applique pas aux véhicules ayant droit à l’assistance-compétitivité des prix, à la réduction de prix aux gouvernements, au programme de primes pour parcs commerciaux, aux primes pour la location quotidienne, ni aux programmes de fidélité Plans A/X/Z/D/F.
