FOURNIER | Two years after the body of Jessica Marie Lynn Godin was found in Fournier, the Ontario government contin- ues to offer a $50,000 award for informa- tion leading to the arrest of the person responsible for her death. September 24, 2011 at approximately 2:20 p.m., a passer-by located the body of the 18-year-old in a ditch on Du Parc Street. Investigators believe that the death was the result of a hit and run collision. Thursday, Ontario Provincial Police inves- tigators conducted a roadside canvass on Du Parc Street as they kept seeking people who could provide information about the unsolved death. Godin had been residing at a friend’s house in Fournier. The investigation re- vealed that she left the residence at approx- imately 6 p.m. September 22, 2011 and was last seen alive that day between the hours of 7 p.m. and 8:15 p.m. in Fournier. A post-mortem examination indicated that the injuries she sustained and where she was located were consistent with being struck by an eastbound vehicle travelling on Du Parc Street, Fournier. Officers have conducted over 90 inter- views and have completed over 250 as- signments in an attempt to identify the person(s) responsible. basic facility at a cost of $5.7 million and then Infrastructure Ontario (IO), as the projectmanager, would spend themoney needed for improvements to the building to meet OPP needs. The other “turnkey” option has the town responsible for all of the construction with IO as project man- ager. The province would then pay back the municipality for the improvements through the rent payments during the first 10 years of the lease contract on the building. The report recommends the turnkey option for building construction because there are better cost controls and proj- ect scheduling for the municipality. The remaining question is how to pay for building a new station. The report pre- sented several possible funding options based on a 20-year leasing arrangement and how the cost for a new police station along with several other major capital projects in the works now would affect the town’s future borrowing capacity.
Getting a new Ontario Provincial Police station for Hawkesbury will not be a sim- ple matter. A report presented to the United Coun- ties of Prescott-Russell suggests the town seek help financing the project. The re- port notes that the best design for a new station, using the one in Long Sault as a model, would have a projected price tag of close to $10 million. That figure includes an estimated $3 million to $4 million for the improvements to the basic building design itself to meet the needs of a po- lice station. The overall proposal is for a 20,000-square-foot building, located on a lot of at least three acres to provide ad- equate parking and be located with easy access to the highway. Police probe break-in The Hawkesbury Ontario Provincial Po- lice detachment is investigating a break and enter that occurred at a Prospect Street residence over the weekend. Police were called on Sunday evening when the owner noticed that some- one had broken in during the week- end as the owner was away. The inves- tigation would suggest that someone broke into the house through a window. Stolen items include a 17-inch HP laptop computer, a 42-inch Toshiba flat screen television, a Blu Ray disc player, phone charger and jewelry. Constable Anne Char- bonneau is investigating the burglary. 24 charges In the week of September 9 to 16, Hawkesbury O.P.P. officers responded to 227 occurrences and laid 24 charges. Six assaults were reported. Officers investigat- ed three break and enter incidents and one theft. Four RIDE initiatives were conducted and no impaired driving related incidents were reported.
NORTH GLENGARRY | Police are seeking two men as suspects in an investigation of an attempted abduction September 5 in North Glengarry. The incident occurred September 13 on Concession 2 at approximately 5 p.m. when two men tried to pull a woman into a van. The Stormont-Dundas-Glengarry Ontario Provincial Police detachment reports that the woman was at the end of her driveway when a black van with tinted windows approached. A male passenger asked her for directions. When the woman neared the van, the passenger grabbed her shirt and attempted to pull her inside. The woman was able to free herself and ran to her residence where

Industrial devolution As the industrial devolution continues in Hawkesbury, another vestige from a bygone era, Amoco Fabrics and Fibers, is biting the dust, literally. The demolition of the defunct carpet backing factory on Cameron Street marks the end of years of efforts by the town to find a buyer for the property. It also signals the end of the line for a huge facility that was at one time a producer of major economic benefits for the municipality and the region. Reflecting a continent-wide trend, Hawkesbury’s “industrial park” has gradually been losing its original industrial vocation. The section of the municipality that was once the reserve of manufacturers has been taken over by retailers and restaurants. The town is now banking on the “knock it down and they will come” concept to find a taker for the former Amoco property. For many, Amoco still rekindles memories of a long, hot and sometimes violent summer. In 1980, unionized workers at the plant staged a six-month strike which included several clashes between police officers and picketers. A community and families were divided. The conflict, the subject of a book, “Une communauté en colère,” came to a head on a frightening night in July when a riot broke out at the town hall. Understandably, the cli- mate was never quite the same after the union members returned to work that fall. Layoffs followed as the American-based corporation trimmed costs. The factory, which was built back in 1969, closed down in 1999. But the effects of the industry lingered. Before BP Amoco closed the factory, it had undertaken a program to recover and treat solvents that had contaminated the site. Since 1993, a control and monitoring system has been in place to handle the materials. In 2001, the corporation gave the site to the town, providing funds to continue to deal with and monitor the contamination. But taxpayers have also foot some of the bill. In 2009, the federal government provided $2 million toward the expenditure of $2.2 million to remove materials that had been buried on the land. In recent years, the site had generated significant amounts of money for the municipal- ity. However, in 2011, Bentley Leathers, which had at one time contributed over $1 million in rent per year, moved out when it opened its new distribution centre. Goldmanco Inc. , of Toronto, had announced in February 2008 that it wanted to establish a shopping centre on the Amoco land. But this project never became a reality, and since then, the large 358,000-square-foot building has become a liability. The pollution is no longer an impediment, stresses the Hawkesbury Community Industrial Strategic Planning Association, the body that administers the site. In a request for provincial funding earlier this year, the town related that the cost of contamination control “has become unsustainable at about $250,000 per year.” Still, the municipality said that contamination levels were within provincial norms and the clean-up of the pollution could be completed by 2015. But high building maintenance costs mean that the town is better off knocking down the empty building and trying to sell off the vacant land. Meanwhile, further to the west, the remnants of the former Duplate windshield factory, which was also recently demolished, are being cleaned up as a new private owner enter- tains ideas for this vast and vacant tract of land. At the same time, down on Main Street West, the former Canadian International Paper waste lagoon, remains. The Ontario gov- ernment, which owns the stinky riverfront pond, insists it will clean up the lagoon, even- tually. The cash-strapped province obviously is in no hurry to spend millions on moving around wastes that have been lingering for decades. If and when a clean-up is completed, the site will become a municipal park. Public green spaces are wonderful, but they don’t create jobs or generate tax revenues. On the other hand, the former Duplate and Amoco sites could, eventually, be transformed into financial assets. If this happens, there could be an up side to the industrial devolution of Hawkesbury.

La Fromagerie St-Albert renaîtra de ses cendres
En effet, plus de 120 personnes se sont rassemblées pour souligner le début de la construction de la nouvelle fromagerie, un projet d’environ 30 M $. L’établissement devrait ouvrir ses portes en mars, si toutes les conditions sont réunies, a affirmé l’ancien directeur général et porte-parole, Réjean Ouimet. «Je viens appuyer la communauté et
la fromagerie, que j’aimais beaucoup», a déclaré Stéphane Aupry, qui travaille en production laitière. « C’est émotionnel par- ce que le jour de la reconstruction est enfin arrivé », a ajouté Michelle Mongrain, qui tra- vaille au magasin de la fromagerie. Après la bénédiction du chantier par le curé Joseph Éveillard, le député fédéral Pierre Lemieux, le représentant pour le débuté provincial Grant Crack, lemaire de la Nation, François St-Amour et les dirigeants de la Fromagerie St-Albert ont pris la parole afin de souligner l’importance de ce second souffle pour l’entreprise. «C’est parce que la communauté et notre équipe se sont serrés les coudes qu’on a pu arriver à l’étape de la construction», a déclaré le directeur gé- néral, Éric Lafontaine. «La nouvelle fromag- erie sera beaucoup plus grande. On a voulu bâtir la fromagerie du futur», a-t-il ajouté. La nouvelle fromagerie occupera une sur- face de 76 000 pieds carrés, soit 20 000 de plus qu’auparavant. «La bâtisse sera toute en acier, avec plusieurs murs coupe-feu, a expliqué M. Ouimet. Elle sera très résistante aux incendies. » L’édifice sera de deux étag- es. La coopérative maintiendra le nombre d’employés à 120, et invite tous les anciens employés à revenir. «On sait que nous al-
lons sûrement en perdre, parce qu’ils ont dû se trouver un autre emploi, mais nous es- pérons que la plupart reviendront», a confié M. Ouimet. L’ancien directeur-général de la Fromag- erie St-Albert est fier d’avoir accompli le projet en 32 semaines, malgré quelques retards. «C’est sûr que ce n’est jamais assez rapide pour nous mais, en temps normal, construire une fromagerie de cette enver- gure prendrait au moins deux ans», a-t-il expliqué. M. Ouimet a repoussé sa retraite pour aider à la remise sur pied de l’établissement. «Ça va aller à 2014, après la construction. Peut-être plus tard si on a besoin de mon aide», a expliqué M. Ouimet. Rappelons qu’un incendie majeur a dé- truit la Fromagerie St-Albert, le dimanche 3 février 2013. Personne n’a été blessé, mais les flammes ont complètement dé- truit l’édifice malgré le travail acharné de la centaine de pompiers qui ont combattu l’élément destructeur. «L’incendie a été un coup difficile pour les citoyens de St-Albert, qui en ont perdu leur souffle. Aujourd’hui la communauté reprend son souffle avec ce nouveau départ», a commenté, pour sa part, le maire de la Nation, François St- Amour.

GRENVILLE I Gaëtan Carrière a décidé de disputer le fauteuil de maire du village de Grenville à Ronald Tittlit lors des mu- nicipales de novembre. Conseiller respon- sable à la voirie pendant 14 ans, il avait perdu les dernières élections de 2009 et ambitionne aujourd’hui de devenir le pre- mier citoyen de la municipalité. Il déplore que le village connaisse une léthargie à laquelle il dit vouloir mettre fin. Pour lui, depuis les quatre dernières années, aucune réalisation ne s’y est faite, à part les travaux d’embellissement d’une ancienne station-service et l’ouverture récente d’un restaurant de Tim Hortons. «Ce sont les deux choses qui se sont pas- sées en quatre ans, soutient Gaëtan Car- rière. Rien n’est fait sur les petites et moy- ennes entreprises; même pas un comité de créé à ce sujet. Pas d’emploi». Le candidat à la mairie du village de Gren- ville, qui regrette que plusieurs sociétés préfèrent passer le pont pour aller s’installer en Ontario, annonce qu’il va relancer les PME et attirer de nouveaux commerces et industries. Son intention aussi serait de maintenir le plus bas possible, le niveau des taxes ou essayer de les diminuer. M. Carrière promet également à ses con- citoyens de prendre des mesures pour mieux faire surveiller les routes par les pol- iciers afin d’éviter les risques d’accidents conséquents aux excès de vitesse. Il fustige, par ailleurs, «une gestion boit- euse au niveau du Conseil avec certains comités qui ne fonctionnent pas bien». L’ancien conseiller responsable de la voirie veut bien rassurer les Grenvillois sur ses ca- pacités, en leur rappelant qu’il avait amorcé son premier mandat avec un déficit de 90 000$ qu’il aurait comblé. Ce sont deux entités bien distinctes», a tenu à préciser sa directrice générale, Chantal Ladouceur, lors d’une entrevue téléphonique avec notre journal. Mme Ladouceur a expliqué que Tour- isme Prescott-Russell est un organisme à but non lucratif qui a son propre conseil d’administration qui est composé unique- ment d’opérateurs touristiques. «Nous ex- istons pour faire voir notre grand territoire qui se trouve entre deux grands centres urbains, soit Montréal et Ottawa», a-t-elle expliqué. Il n’est pas rare de voir la camion- nette de cet organisme lors de grands fes- tivals dans Prescott-Russell. «Nous sommes là, partout, et nous désirons que les munici- palités du territoire sachent que nous som- mes là pour eux», a-t-elle tenu à souligner. Voilà pourquoi l’organisme a créé son propre logo qui représente les quatre élé- ments principaux: les rivières, les blés, les forêts et les festivals. «Notre organisme est né grâce à la recommandation du plan de développement stratégique qui voulait jus- tement sortir le marketing touristique de la gouvernance du gouvernement régional des Comtés unis.
