Final approval of the budget will take place during the regular session of council on Feb. 13. One capital expense item that made it through the budget review is the decision to buy a new pumper truck for the Cla- rence-Rockland Fire Department. The present pumper is 20 years old now and not eligible to continue as a primary response unit under the guidelines by the FireUnderwriters Survey of Canada (FUS). The FUS provides fire protection ratings for municipalities. Insurance companies use these ratings to help determine fire insurance coverage costs for their clients. Not having an FUS-approved primary pumper would have affected Clarence- Rockland’s overall fire protection service rating and that would have impacted local fire insurance rates. Michael Currie, FUS risk management servicesdirectorforWesternCanada,noted during a phone interview that Clarence- Rockland’s present fire rating provides local homeowners and businesses with fire insurance savings ranging from 30 to 70 per cent, depending on other factors that their insurance takes into consideration. That works out to anywhere from $300 to $1500 a year saved in fire insurance premiums. “Without a first-line pumper, they (City of Clarence-Rockland) might be sacrificing a fire (rating) grade,” Currie said. “They would be losing that 30 to 70 per cent savings.” Thecitystillhassomelimitedborrowing capacity and will take out a loan to cover the $450,000 price tag for a new approved pumper truck.
Clarence-Rockland council has managed to avoid a repeat of last year’s double-digit tax rate hike with this year’s new budget proposal. For Mayor Marcel Guiboard results of the final review of the budget draft by the end of a three-hour evening session Jan. 23 proved better than he had anticipated. The CUPE contract comes up for renewal during the same year as the next civic elections in Ontario. “We’re going to have to work on it in 2014 when we leave,” said Guibord. Last month CUPE spokesman Jean-Marc Beazaire in a media release blamed the legal counsel representing the city during the negotiations for being more hindrance than help in moving the contract forward after talks had dragged on since January sediment build-up in water meters. When municipal officials do make home visits, they always phone the residence in advance and schedule a day and time for an appointment. The city may also issue general notices through the media or by other means to let homeowners know if any inspection programs are planned that may affect them. City staff also carry special photo iden- tification with them that can be checked to prove they are employees of the municipality. If anyone shows up claiming to be with the municipality, ask to see their I.D. and phone 311 if there are still any concerns. The city also asks residents to contact City Hall or the police if they receive any suspicious phone calls or visits.
There will be labour peace for the City of Clarence-Rockland for the next three years. The Canadian Union of Public Employees (CUPE) local 503 has ratified a new contract agreement during a membership vote on Jan. 23. A week ago prior to that meeting Clarence-Rockland council agreed to accept the contract with a unanimous vote during its regular January public session. Mayor Marcel Guibord expressed satis- faction with the situation during an interview following the end of a special final budget review session of council that same evening. La Coalition de Prescott-Russell pour éliminer la violence faite aux femmes présente le dernier des cinq articles qui ont débuté lors des journées d’action pour l’élimination de la violence faite aux femmes et de commémoration du 6 décembre. L’information publiée provient de la Campagne Voisin-es, Ami-es et Famille dont l’objectif est de sensibiliser les membres des collectivités pour que chacun et chacune apprenne à connaître et à reconnaître les signes avertisseurs de la violence faite aux femmes. Les enfants ne parleront pas nécessairement de la violence dont ils ont été témoins, mais on peut reconnaître quelques signes avertisseurs. Bien que les enfants soient en général dotés d’une grande capacité de résilience, et que certains ne montrent que peu d’effets négatifs à court ou à long terme après ce type d’expérience, tous les enfants qui sont exposés à la violence faite aux femmes courent des risques plus élevés de subir par la suite des actes de violence ou de mauvais traitements. L’agresseur peut se servir des enfants et des adolescent-es comme stratégie pour contrôler ses victimes adultes. Il peut par exemple : Prétendre que la mauvaise conduite des enfants est la raison de sa violence envers leur mère; menacer, en présence de la victime, de recourir à la violence envers les enfants et leurs animaux domestiques; garder les enfants en otages ou les enlever en vue de punir leur mère ou d’obtenir son obéissance; leur parler de leur mère en la dénigrant. Les enfants et les adolescents et adolescentes peuvent avoir des sentiments très ambigus à l’égard de leur parent violent. L’affection peut coexister avec le ressentiment et la déception; les jeunes peuvent imiter, apprendre et adopter les attitudes et les comportements de violence à l’égard des femmes dont ils sont témoins. En conséquence, il leur arrive de recourir à la violence et aux menaces pour obtenir ce qu’ils désirent, et de croire qu’on ne risque rien en faisant du mal aux autres, que les hommes sont les maîtres et peuvent diriger la vie des femmes, et que ces dernières n’ont pas le droit d’être traitées avec respect; le fait d’être exposés à la violence peut endurcir les enfants et les adolescents face à un comportement agressif. Lorsque c’est le cas, la violence finit par devenir « normale » et ne leur apparaît plus comme un signe inquiétant. Que faire si vous avez la possibilité de parler en toute sécurité à une mère, de son enfant ou de ses enfants, quel message devrez-vous lui transmettre? Le principal message à transmettre à une mère consiste à lui exprimer votre préoccupation à l’égard de sa sécurité et de celle des enfants. Vous assurer de ne pas lui faire de reproches ou de la culpabiliser quand vous lui parlez des effets que la violence faite aux femmes peut avoir sur les enfants. Il peut être utile de réfléchir avec la mère à d’éventuels moyens d’atténuer l’impact négatif sur les enfants. Vous pourriez aborder les points suivants lorsque vous discutez avec elle: Souligner qu’il est essentiel de fournir aux enfants la possibilité d’exprimer leurs sentiments en toute sécurité. Lui expliquer qu’elle pourrait essayer de leur donner des exemples de différents sentiments (le bonheur, la tristesse, la frustration, la peur, etc.), des moyens appropriés d’exprimer ces sentiments, ainsi que des méthodes permettant de les reconnaître chez les autres; employer des mots neutres en parlant du comportement de ses enfants et non des mots qui portent un jugement, comme « bon », « mauvais », « pas gentil », etc.; insister sur l’importance d’établir un plan de sécurité pour elle et pour ses enfants; lui suggérer de donner certaines responsabilités aux enfants. La possibilité de faire des choix et prendre une décision renforce leur estime de soi et leur sentiment de maîtriser la situation; lui suggérer de ne pas diaboliser ou critiquer le parent agresseur. Ceci peut troubler les enfants et leur donner l’impression de manquer de loyauté.

Alfred-Plantagenet Township may have its new budget finished the day before Groundhog’s Day. Mayor Jean-Yves Lalonde anticipates seeing a draft budget ready for final review and approval at a special evening meeting of council on Feb. 1. “We’ll adopt the budget then if at all possible,” the mayor said during a phone interview Jan. 23. Council marked the middle of January with a special two-day public discussion and review session on the budget. Mayor Lalonde noted that the Jan. 16 and 17 open sessions saw just himself and members of council and the heads of the various township departments attend at the Plantagenet Community Centre. He takes that as a sign that township residents are comfortable with how council is managing affairs. The review session still saw council go over each line item of the proposed 2012 budget with staff. Themayor noted that the final report may mean a two per cent to 2.5 per cent increase in the tax rate to cover the municipal levy portion of the budget but council and staff are trying to keep the increase as low as possible while still dealing with critical needs. “We’re trying to cover all the sections,” he said. “We are looking at something good for the roads.” One item that cannot be cut from the budget is purchase of a new pumper truck for the fire department. “We’re looking at a $200,000 expense,”

Tout d’abord, qu’est-ce qu’un REER ? Un REER est un régime enregistré d’épargne-retraite. C’est un mode d’épargne qui permet de placer les économies réalisées durant la vie active en vue de compléter et d’ajouter des sources de revenus à la retraite. Qu’est-ce que le compte d’épargne libre d’impôt (CELI) ? Le compte d’épargne libre d’impôt (CELI) est un placement enregistré dont le revenu de placement et les retraits ne sont pas imposables. Les placements CELI vous permettent d’accéder à votre argent en tout temps et d’effectuer des retraits pour répondre à des besoins urgents, pour faire un achat important ou pour planifier votre retraite. Le CELI est donc un outil flexible qui vous permet d’épargner et de réduire votre facture fiscale. Certaines restrictions peuvent s’appliquer selon le placement choisi. Peut-on retirer l’argent épargné avant la retraite ? Oui. Le REER peut servir à financer l’achat d’une première maison, par exemple, ou bien à financer un retour à l’école, sous certaines conditions. Le CELI peut être retiré en tout temps, sans obligation de le rembourser. Devrait-on commencer à cotiser à un REER ou à un CELI à un plus jeune âge ? Il est recommandé de commencer à investir le plus tôt possible, dès le premier emploi par exemple, et investir souvent de plus petits montants d’argent. En matière de REER ou de CELI, plus on commence à épargner tôt, plus les placements fructifient, ce qui facilite de beaucoup l’effort financier. L’effet de l’intérêt composé agit ainsi sur une plus longue durée. Pourquoi cotiser à un REER ou un CELI, plutôt que de mettre de l’argent de côté ? Le REER permet, entre autres, de faire fructifier son argent à l’abri des impôts jusqu’au retrait de la somme et ainsi de réduire son revenu annuel imposable. Le REER est un outil efficace pour amasser de l’argent en vue d’ajouter des sources de revenu à la retraite. Le CELI constitue un levier financier supplémentaire dans une stratégie de placement globale. Ce dernier vous permet aussi d’épargner à l’abri de l’impôt pour planifier vos projets et les sommes qui y sont accumulées ou qui en sont retirées ne sont pas imposables. En résumé, les deux régimes vous permettent de faire fructifiervos placements à l’abri de l’impôt.
