RUSSELL l Jonathan Bourgon, engineer and interim director of public works at the Township of Russell stated that all the road construction projects currently plaguing drivers in the township are on schedule for completion by the end of Au- gust. He states that the project of most imme- diate concern, the replacement of 800 metres of storm sewer, road, pavement and curbs, along Concession Street in the village of Russell, is progressing ahead of schedule. He also reports that force main installation on Route 400 is progressing well and paving is expected to be !nished in about two weeks. The paving of Eadie Road, which is done between Russell and Route 100, should be completed at about the same time. The only project slightly behind schedule is the culvert on Burton Road. That job has experienced di"culties with water #owing through the excavation in Leda clay, but it too should be !nished by the end of the month. (CV)
RUSSELL l This year’s edition of the Russell Fair is once again hosting a Demolition Derby, and o!ers a $2000 grand prize for the winner of the event which will be held Saturday, September 6 at 7 p.m. at the Russell Fairgrounds. The demolition derby is a relatively re- cent addition to the Russell Fair, and it has proven to be a fan favourite, with non-stop action, thrills and the crunch of metal on metal. This year the committee includes organization by Ontario Demolition Derby, which is involved with most of the derbies in Ontario.

À peine 18 mois après l’incendie qui avait ravagé la Fromagerie St-Albert le 3 janvier 2013, le directeur général, Éric Lafontaine, con- #rme que les festivaliers seront les pre- miers à goûter aux crottes de fromage fabriquées dans la nouvelle Fromagerie de St-Albert. M. Lafontaine a annoncé une reprise graduelle de la production, et le premier camion de lait a été livré au courant de la semaine. «Le premier fromage a été fabriqué, gouté et célébré par les employés et les membres du conseil d’administration de la coopérative, s’est réjouit le directeur général.» Les festivaliers et les clients de la boutique de la Fromagerie seront donc parmi les tout premiers à goûter à la curd locale. «Pour nous, il s’agit non seulement d’une renaissance mais du début d’un nouveau chapitre de l’histoire de notre coopérative qui est au cœur de la communauté depuis 120 ans», a expliqué pour sa part la présidente du conseil d’administration, Ginette Quesnel. M. Lafontaine est heureux de la tournure des événements. «Vous dire à quel point nous avions hâte de faire cette annonce, vous ne pouvez pas l’imaginer. Il nous reste encore des travaux à compléter au niveau de la !nition, de la boutique et du restaurant, et ça sera fait au cours des prochaines semaines», a-t-il annoncé !èrement. La production reprendra graduellement avec le fromage en grain, puis viendra le fromage fait en bloc, suivi des fromages de spécialités. Le nouveau fromage fera son apparition dans les points de vente d’ici l’automne. La toute nouvelle Fromagerie St-Albert s’agrandit donc. Sa super!cie totale sera de 30% plus grande que l’ancienne. On passe donc de 5 000 m2 (57 000 pi2) à près de 7 000 m2 (75 000 pi2). La dimension de l’aire commerciale, incluant le nouveau restaurant et la boutique, repousse les murs pour accueillir plus de clients, et le centre des visiteurs fait un bond puisqu’il mesurera 278,71 m2 (3000 pi2) contre 37,16 m2 (400 pi2) dans l’ancienne usine. On estime que la capacité de production annuelle atteindra les 10 millions de kg de fromage contre trois millions avant l’incendie de février 2013. «Entre-temps, a expliqué Mme Brunette, nous travaillons au développement de nos outils promotionnels et corporatifs, car nous avons tout perdu durant l’incendie, soit les brochures, les dépliants, les photos et tellement plus. Un tout nouveau siteWeb a été lancé le 11 août dernier que l’on peut

Pour célébrer la construction de sa nouvelle usine, la Fromagerie donnera aux 1000 premiers enfants qui se présenteront sur les lieux du Festival de la curd un petit casque de construction jaune à l’e"gie de la Fromagerie. Murale La !nition extérieure de la Fromagerie est prévue en septembre car l’équipe travaille actuellement à !naliser l’aire de production et la boutique. Cependant, l’artiste gra"teur gatinois, Lukasz Bober, travaille actuellement sur une immense murale sur le mur extérieur de la bâtisse. Les visiteurs pourront, à leur guise, écrire un petit témoignage ou simplement leur nom en attendant le revêtement !nal. «C’est un cadeau qu’on souhaite léguer à la future génération, un genre de capsule du temps. Un jour, lorsque le revêtement de la Fromagerie devra être changé, ces mots réapparaîtront comme par enchantement et rappelleront des souvenirs de 2014. Le passé ne sera jamais éteint», de conclure le directeur général.

A highway patrol run on the 417 in the Russell village area August 4 saw a driver pulled over for a minor tra"c violation. While talking to the driver, police noted some marijuana in the vehicle and arrested the driver and his passengers. Marvin Innocent Bien-Aimé, 25, of Mon- tréal, Étienne Lachance-Carigan, 20, of Montréal, and Éric Rosiclair, 27, of Pierre- fonds, QC, are each charged with posses- sion of marijuana, under 30 grams, and pos- session of cannabis resin, under one gram. Bien-Aimé and Carigan are scheduled for provincial court September 3 in L’Orignal on their charges. Rosiclair is scheduled for the September 7 court session. The following day, OPP were doing a checkstop at the highway o$-ramp in Li- moges when a vehicle pulled up. Police on duty noted signs of marijuana in the vehicle. They arrested Ashley Shannon Damiano-Al- lain, 27, and Kendall Gail Paolino, 27, both from Ottawa. Damiano-Allain is charged with posses- sion of marijuana, under 30 grams, and also with having an open liquor container in the vehicle. Paolino is charged with having an open liquor container in the vehicle Vehicle break-ins The August long weekend left OPP with a rash of vehicle break-ins and some un- happy patrons at the Calypso Water Park in Limoges. While families were enjoying the wa- ter park attractions thieves were going around the parking lot breaking into sev- eral vehicles and taking various valuables left out in the open. Vehicle owners are re- minded to take any valuables out of a car or truck if it is going to left unguarded for an extended period of time or else put them in the truck or secure storage box, or hide beneath a seat so there is no visible tempta- tion for a thief. Impaired driving An OPP patrol on Highway 417 in Russell intercepted a vehicle going 164 kilometres an hour in a posted 100-kilometre zone. Police report the driver showed signs of impairment and was taken to the detach- ment for a breathalyzer test. Guylain Boluka, 43, of Brossard, QC, is charged with driving while having a blood-alcohol level exceeding 80 milli- grams. He is also charged with street racing. WDMH sets new baby record A new baby record was set at Winches- ter District Memorial Hospital (WDMH) this July when 80 babies were born. The previous record was set in June of last year with 74 babies delivered. The WDMH program o$ers complete obstetrical care and has a core team of family physicians, obstetricians and midwives, as well as specially trained nurses and support sta$. pute in Casselman ended with a 48-year- old Casselman man charged with domestic mischief. Police have not released the name of the accused. The OPP report states that during an argument indoors between him and a woman, the accused threw several items around. Some of the items, including a laptop computer, were damaged. Windows smashed Police are asking for public help in solv- ing a window-smashing incident in Embrun Aug. 5. A tenant at an apartment building on Notre-Dame Street called police to com- plain that someone broke several windows of his burgundy-coloured Ford Fusion dur- ing the night. Calvin Pol, who replaced Craig Cullen after he stepped down to become the new pub- lic works director, has not yet !led nomin- ation papers or indicated he plans to run in October. If Pol decides not to run then council will be in a “lame duck” situation after Sept. 12. Under provincial law, a “lame duck” coun- cil has no authority to either appoint or re- move any municipal o"cials, or to hire or !re municipal employees. The council in such a case also cannot approve the sale of any municipal property which is $50,000 or more in value at the time, or approve any purchases or other expenses or liabilities for the municipality that are more than $50,000 in value, unless those items were already approved as part of the current municipal budget. Council can delegate authority for all these matters to the chief administrative o"cer (CAO) for the duration until after the election and a new council sworn in. But it must approve the bylaw for that tempor- ary authority before the municipal election nomination day deadline. During the 2010 civic election the council then delegated that authority to the CAO at that time. Council can choose not to pass such a bylaw but then if a “lame duck” situation simply cannot have hunters in unknown numbers accessing lands while others use these areas for recreation, organized hunt- ing and other activities. It’s not safe,” says Hendry. Wildlife on SNC lands that may be hunted, in season, include deer, moose, wild tur- key, ru$ed grouse, woodcock, ducks, and rabbits. Hendry emphasized that hunters should exercise caution, including wearing blaze orange. To obtain a letter of permission visit www. nation.on.ca, complete the form and send it to the SNCA o"ce. EMBRUN | When the o"cial municipal election campaign period begins next month there might not be much of any- thing Russell Township council members can do besides review reports and ap- prove certain resolutions. After the Sept. 12 deadline for nomin- ations in this year’s civic election, Russell Township may become a “lame duck” coun- cil under the guidelines of the Municipal Act. Three of the !ve council members sit- ting have !led their nomination papers for re-election but that just means three-!fths of the existing council may be back again in chambers after the October election. The Municipal Act states that if less than three-quarters of an outgoing council may become part of the new council after an election, then the municipality has a “lame duck” council situation until the actual elec- tion takes place, the ballots counted, and the new council sworn in before the end of the year. Coun. Éric Bazinet has already declared he will not seek re-election. Interim Coun.

NOMINATIONS – Notice to Municipal Electors
Nomination forms and full particulars of procedures to be followed may be obtained from the appropriate and designated Clerk responsible for conducting the 2014 municipal elections. If a greater number of candidates than required to !ll the said o"ce(s) are nominated, notice of the time for holding of the vote shall be provided to every eligible elector identi!ed on the voters’ list or who has completed the required form(s) for inclusions, additions or corrections to the voters’ list up to the !nal voting day. Voting by telephone and Internet will commence on Wednesday, October 22 nd , 2014 at 9:00 a.m. and continue up to and including 8:00 p.m. on Monday, October 27 th , 2014. As a result of the selection of alternative voting methods, being vote by telephone and vote by Internet, every eligible voter will personally receive, by !rst class mail, a Voter Information Letter. #is Voter Information Letter will identify the telephone number
NOTICE pursuant to Section 32 of the Municipal Elections Act, 1996 is hereby given that the last day that persons may be nominated as candidates is between the hours of 9:00 a.m. and 2:00 p.m. on NOMINATION DAY FRIDAY, SEPTEMBER 12, 2014 but nothing prevents a person, pursuant to Subsection 33(4)(a) of the Municipal Elections Act, 1996, from !ling nomination papers with the Clerk during his or her normal o"ce hours preceding nomination day. ELECTORS ARE HEREBY required to take notice and govern themselves accordingly, and further take notice that the manner in which said nominations shall be !led is set forth in Subsection 33(2) of the Municipal Elections Act, 1996.
