Actuellement, la course se fait entre trois candidats, soit Estelle Patenaude, Francis Drouin et Jacques Russell Township collecting budget ideas Russell Township council and staff are now diving into the municipal budget process, starting with a special evening open house in council chamber at the municipal office January 7 for both individual citizens and community groups, clubs and others to pres- ent ideas and projects for consideration in the 2015 budget. Chief Administrator Jean Leduc reported during a phone interview Monday that several emails have already come in to the municipal office with suggestions for the budget. The Wednesday eve- ning meeting was designed as a drop-in session during that people can either provide more information on an existing budget idea or present new proposals or requests for council and staff to consider when drawing up the preliminary draft of the budget.

New education leader Tim Mills is the new superintendent of education for the Upper Canada District School Board (UCDSB). Mills’ appointment took effect in early December 2014 while he still held the post as executive director for the Upper Canada Leger Centre for Education and Training (UCLCET). The UCLCET will continue to be part of his responsibilities in his new posting along with the district’s international educa- tion program, and the T.R. Leger School of Adult, Alternative and Continuing Edu- cation. He will also supervise the Cornwall and Dundas families of schools in the UCDSB. The 49-year-old Cornwall resident is a past principal for both elementary and secondary schools in the Cornwall area and is a special education consultant for the Upper Canada district.

McMillan acclaimed as school board chairman
ring its December inaugural session before the Christmas break. Trustees Caroll Carkner and David McDonald were acclaimed as the first- and second-vice chairs for the board. «I am really pleased,» stated McMillan, 62. «I think it shows a lot of confidence and support for myself and the first and second chairs. This is the kind of support we need in order to move forward to the challenges that face us.» McMillan is former elementary school teacher with the UCDSB, retiring in 2007 after three decades of service. He had writ- ten two books on education: Thirty Days of Mondays , and What If: Learning for the 21 st Century . He earned a reputation for inno- vative instruction methods, creating The Current Experience program during his time at Commonwealth Public School. The pro- gram was a project-based cross-curriculum system for Grades 7 and 8 students that showed «impressive results» for student learning. McMillan noted the challenges for the UCDSB during 2015 include working to improve the EQAO results within the dis- trict, and creating effective student pro- gramming at a time when student enrol- ment is in decline inmany schools in various school districts. «We have a heavy road ahead,» stated Mc- Millan, «but I feel confident we can accom- plish what we need to.»

AlexandreBisson, ArianeParisienet Philippe Laflèche, tous trois de l’École secondaire catholique de Casselman, ont chacun reçu une bourse d’une valeur de 1000 $ (volet comptabilité), le 15 novembre dernier, en se classant en deuxième position lors de la 11e finale provinciale de la compétition académique Place à la jeunesse . Une trentaine d’équipes, réunissant 90 élèves des écoles secondaires francophones provenant de partout en Ontario, ont participé à cette compétition de haut calibre, organisée par l’École de gestion Telfer, l’Université d’Ottawa et le ministère de l’Éducation de l’Ontario. En tout, 16 bourses totalisant 82 000$ ont été accordées aux gagnants des volets comptabilité, marketing, entrepreneuriat et débat oratoire. On voit les récipiendaires en compagnie de l’enseignante Anne Demers (deuxième de la droite) qui n’a pas compté ses heures dans le but de les amener à participer à ce concours et à bien se classer. Les trois jeunes étudiants de 12 e année poursuivront leurs études à l’Université d’Ottawa.

Qui mieux que nos élus peut agir pour nos communautés et leurs besoins? N’oublions pas le rôle crucial que joue l’éducation dans la survie et le re- nouveau des communautés francophones en Ontario. L’Association des conseils scolaires des Pourquoi existe-t-il des conseil scolaires? écoles publiques de l’Ontario, l’ACÉPO, tient à ce que les représentants des com- munautés n’aient qu’un seul mandat, celui de la gestion scolaire. Le rôle essentiel des conseils scolaires est de communiquer directement avec les communautés afin que tous les efforts soient concertés et axés sur les élèves. Est-ce que les élus sont des experts en éducation, en finances, en admi- nistration, en législation? Parfois, mais pas nécessairement. Le mandat d’un conseil scolaire est d’avoir une sagesse collective en regard de la préparation des élèves pour que ces derniers soient des citoyens res- ponsables, capables de vivre en société et habiletés à contribuer à l’essor de leur com- munauté à la mesure de leur potentiel.

La pluie verglaçante de dimanche dernier a transformé le paysage, faisant faire de multiples contorsions aux branches d’arbres, rappelant sûrement à certains la crise qui a frappé l’Ontario et le Québec il a 17 ans. Heureusement, la pluie verglaçante, qui a quandmême causé des pannes d’électricité en divers endroits, s’est rapidement transformée en pluie dimanche avant l’arrivée du temps froid. L’hiver 2015 s’annonce aussi froid que celui de 2013-2014. Deux facteurs climatiques favorisent l’influx d’air froid cet hiver, soit la présence d’air doux près de l’Alaska et le développement d’un faible El Niño dans l’océan Pacifique. Résultats? La présence de cette zone favorise la descente d’air arctique vers l’Ontario et le Québec. Il faudra prendre son mal en patience.

Home invasion robbery arrests Two men from Russell Township are charged with robbery related to a home invasion incident on Route 400. Police were called on December 27 about a break-in at the residence while the occu- pants were home. seemed to be missing from inside the buil- ding. Police filed the charges after pulling over 2008 Nissan
Altima seen speeding on Ste-Catherine Street in St-Isidore on December 19. Police impounded the car and Billingsley is sche- duled for the January 28 provincial court session in L’Orignal. Food Bank assault A Casselman woman has a court appea- rance early in the new year as a result of a pre-Christmas ruckus at the Casselman Food Bank. Police charged Barbara M. Lan- gevin, 54, of Casselman with assault after answering a December 19 call from the food bank about an intoxicated woman on the premises who was verbally abusing the volunteer staff and struck one of them in the face. She is scheduled for the January 7 provincial court session in L’Orignal.
The police report states that the accused forced their way in and struck the occupants leaving the premises with a home safe for storing money, and some other items. Po- lice have arrested Christopher Carbonette, 46, of Russell, and Jonathan Carbonette, 42, of Embrun. Both are charged with break-and-en- ter with intent to commit an indictable offence, robbery, and assault. Christopher Carbonette is also charged with possession of stolen property under a value of $5000. Both were scheduled for first appearances on the charges in early January in provincial court in L’Orignal. Speed drug bust Project Paradigm marked another case file for the police list of drug-related arrests in Eastern Ontario. Project Paradigm is a joint operation between various OPP de- partments targeting the drug trade. Russell County OPP partnered with officers from the Organized Crime Enforcement Bureau, Drug Enforcement Unit, and the Emergency Response Team on a vehicle stop December 16 near Limoges Road in Russell Township. An Ottawa couple was arrested following search-and-seizure of the vehicle. Police found almost 3,000 tablets of methamphe- tamine, also known as “speed”. All of the rectangular tablets were marked with a UFC logo. Projected street value of the drugs is about $15,000. Police also seized $790 in Canadian currency. Michale Wright, 28, and Tanya Lee Rowen, 32, of Ottawa, are both charged with narcotics possession for the purpose of trafficking. Rowen is also char- ged with possession of marijuana. Triple assault Omar Hassan, 30, of Limoges is charged with three counts of assault following OPP investigation of an incident on Ottawa Street in Limoges. He is scheduled for the February 5 provincial court session in L’Ori- gnal. Break-in Police have a break-and-enter case invol- ving a house that was still under construc- tion. OPP investigated a call December 28 about an overnight break-in at a residential building site on Provence Street in Embrun. A garage door was damaged but nothing
Police are investigating a pair of business break-ins at the end of the year. Someone gained access to two Caledonia Road out- fits: Wholesale Auto Parts and Mark’s Parts either on or before Dec. 31. Missing are eight drive shafts and 75 aluminum wheels of various sizes. Anyone with information on the thefts can call Const. Sébastien Bris- son at the Hawkesbury OPP detachment at 1-613-632-2729 or the CrimeStoppers confidential tips line, toll-free, at 1-800-222- 8477. Drunk speeder Police arrested Christopher A. Neilson, 18, of Ottawa on New Year’s Day after receiving complaints from the Montée Lebrun neigh- bourhood in Casselman about someone driving up and down the road at high speed. An officer investigating the com- plaint clocked Neilson at 153 kilometres an hour in a posted 50 kph zone. Neilson failed a roadside screening test and was taken to the detachment where he failed a breathalyzer test. Neilson is charged under the Criminal Code with dangerous driving and having care and control of a vehicle while his blood-alcohol level exceeded 80 milligrams. He is also charged under the Highway Traffic Act with speed racing. Theft from seniors Lauren Laviolette, 40, of Ottawa is char- ged with three counts of theft of property under $5000 value. The charges resulted from an OPP investigation that started at the end of November 2014 about a theft complaint from the Russell Meadows Reti- rement Home in Russell. Laviolette will ap- pear in provincial court in L’Orignal January 21 on the charges. Assault charge Police have charged a 43-year-old Embrun man with two counts of assault following investigation of a family dispute incident December 22 on Notre-Dame Street in Em- brun. The assaults involved a young person. No names have been released. The accused is scheduled for the January 15 provincial court session in L’Orignal. Luckily, by resu- ming healthy eating habits and some form of regular physical exercise we can repair the damage to our bodies. The best way to get started is by eating lots of vegetable soups that are rich in vita- mins and avoiding high-fat foods such as sauces, fried foods, and desserts. Taking the time to sit down and eat slowly creates a low-stress mealtime that rewards the ap- petite and is good for digestion. It will also allow you to better control the amount of food you consume. Catching up on your sleep is also crucial to staying in shape! Daily exercise Doing some form of exercise on a daily basis will also help you to regain your vita- lity and boost your mood. It will also pro-
tect your cardiovascular system, preserve bone density, improve brain function, and limit weight gain. Start moving by choosing the stairs instead of the elevator, parking the car a block from work, or dancing for 20 minutes to music you love. Gradually work up to daily walking, hiking, or swimming. Pleasure To stay motivated, it is recommended that beginners start with short 15-minute sessions, once or twice a week, and gra- dually increase the frequency to three 30-minute sessions per week. Don’t forget that pleasure is an important factor in kee- ping new resolutions. Be sure to warm up before starting any physical activity and avoid pushing yourself if you feel any pain. So, on your mark, get set, go!

Avis de soumission de l’évaluation environnementale Centre de récupération des ressources de la région de la capitale, Taggart Miller Environmental Services
Taggart Miller Environmental Services, une coentreprise de Taggart Investments inc. et de Miller Waste Systems inc. (Taggart Miller), a conclu l’évaluation environnementale d’une proposition de projet de gestion intégrée des déchets désigné sous le nom de Centre de récupération des ressources de la région de la capitale (CRRRC). Conformément au paragraphe 6.2(1) de la Loi sur les évaluations environnementales, et tel qu’indiqué dans le Cadre de référence approuvé par le ministre de l’Environnement le 17 décembre 2012, Taggart Miller a présenté son évaluation environnementale au ministère de l’Environnement et de l’Action en matière de changement climatique aux fins d’examen et d’autorisation. Si le projet est autorisé, le CRRRC fournirait des installations et une capacité de récupération de ressources et le réacheminement de matériaux autrement destinés à l’élimination qui sont générés par les secteurs industriel, commercial et institutionnel (ICI) et de Construction et démolition (C et D) à Ottawa et dans l’Est ontarien, ainsi qu’une capacité d’enfouissement pour les matériaux qui ne sont pas réacheminés. Selon la proposition, les volets du CRRRC comprendraient entre autres : • un centre de tri des matériaux • le traitement des déchets de matériaux de construction et de démolition • le traitement des matières organiques • le traitement des sols contaminés par des hydrocarbures • la gestion des sols excédentaires • la réception de matériaux triés ou le tri des matériaux • la production d’un compost à partir de feuilles mortes et de résidus de jardin (si la quantité de matériaux est suffisante) • un site d’enfouissement technique pour les résidus découlant des activités de réacheminement et les matériaux qui ne sont pas réacheminés L’emplacement du CRRRC est indiqué sur la carte ci-dessous.
Le Phénix, organisme à but non lucratif voué à la représentation des personnes handicapées et au développement com- munautaire à l’échelle de la province de l’Ontario au Canada, invite les jeunes entrepreneurs âgés entre 19 et 29 ans, en situation de handicap visible et non visible, à assister à des séances gratuites d’information. Tous ceux qui veulent se démarquer, augmenter leur revenu, gérer leur horaire et mettre leurs talents en évi- dence pourront se rendre à Rockland le 14 janvier, de 14h à 19h, à l’édifice Valoris (860, rue Caron, salle 111), à Hawkesbury le 15 janvier, de 14 à 19h, à l’édifice SDC- PR-PRCDC (519, rue Main) ou encore, à Casselman, le 20 janvier, de 14h à 19h, à l’édifice Valoris (41, rue Racine). OPP over in the Stormont, Dundas and Glengarry counties region are having problems with some ATV riders igno- ring the “closed trail” signs posted by the Nation Valley All-Terrain Vehicle Club (NVATVC). Two men already face trespas- sing charges as a result of riding on such trails. ATV riders are reminded that clubs like the NVATVC or the Eastern Ontario Snowmobile and ATV Club (EOSATV) and groups like the South Nation Conserva- tion Authority (SNC) maintain recrea- tional trails for winter and summer use. These trails may be closed during spring and fall when ground conditions are bad, both creating the chance of bad ruts and gullies left behind from the weight of ATVs and also increasing the risk of acci- dents on trails which have become slip- pery. Some trails that the SNC maintains are for horseback riding or cycling and are forbidden to ATVs during the spring, summer and autumn seasons. Burglars find “treasure box” haul Several wedding rings are part of the list of stolen items from an evening burglary in Plantagenet. Police received a report about the Nov. 27 break-in at a home on County Road 9. Entry was through a basement window while residents were away from home earlier that day. The thief or thieves collected a brown wood jewelery box which contained a white- gold diamon wedding ring, two yellow- gold diamond wedding rings, one yel- low-gold anniversary diamond ring, one white-gold diamond engagement ring, three white-gold chains, one white-gold chain with fake diamonds, one pair of matching earrings, and one matching bracelet. They also took with them an an- tique crystal oil lamp, a Samsung 55-inch screen Smart TV, a Blu-Ray DVD player, and a Samsung 40-inch screen TV.Anyone with information on the burlgary can call Const.
