Following a video which showcased some key themes regarding the future of payroll, Jason opened the Annual Conference and Exhibition, welcoming delegates: “where we come together to educate and learn, collaborate with others in the industry and celebrate the profession”.

Special thanks were extended to the CIPP’s overseas guests for attending: American Payroll Association, Canadian Payroll Association and the Irish Payroll Association.

Jason looked back over the past twelve months since the last conference, and mentioned the graduation ceremony 2018, the Chartered members dinners, launch of The Compact Payroll Reference Book , the national forums, Scottish National Conference and Exhibition, and National Payroll Week 2019. NPW 2019 was the most successful to date, with the Institute hosting and supporting several events across the UK. For the first time ever, #NPW19 trended on Twitter and was mentioned on BBC Radio 2 at the start of the week. The CIPP worked with other membership bodies and publications to raise the profile. Discussing Chartered membership, Jason announced that the CIPP will be introducing an experience route to obtain this prestigious status, observing: “It’s important to recognise those members who are ‘qualified’ through their experience within the profession, but also to ensure that we do not devalue the importance of qualifications within payroll now. We are seeking support from members to develop this route.” Jason informed delegates that the Institute’s AGM, being held at the Hilton London, Bankside on 5 December. This is an important event. It is members’ opportunity to approve the CIPP’s financial accounts for the period 1 July 2018 to 30 June 2019 and to vote for board representatives. Jason urged members to read the profiles of the seven board candidates and vote.

Jason concluded by mentioning that throughout 2020 the CIPP will celebrate forty years since inception of the Association of Payroll and Superannuation Administrators (APSA).

Plenary one – Keynote speech

Daisy McAndrew , former chief political correspondent and economics editor

Steven Watmore, payroll product manager for UK & Ireland, Sage, introduced the sponsored keynote speaker.

Daisy’s keynote speech covered the political landscape, especially the impact of Brexit, and her career.

At age nineteen Daisy worked as a researcher in the House of Commons, then edited The House Magazine before becoming a freelance political journalist. She developed a career in broadcasting, making regular contributions across television and radio, and presented Channel 4’s lunchtime political programme Powerhouse. She co-hosted the weekly lunchtime show The Daily Politics and presented Yesterday in Parliament on BBC Breakfast. She went on to present the weekday drive time show for LBC. In September 2005, Daisy joined ITV as chief political correspondent for ITV News and in June 2008 became ITV News economics editor after returning from maternity leave.

Plenary three –Motivational session

Summit or Bust This first session of the day gave delegates a table-based team-building activity guided by mountaineer, Phil England. Working in teams each with a survival rucksack and a map of Everest the teams completed challenges to race to the summit.

The challenges included quizzes, solving puzzles and even taking shelter in a bothy bag. The winners were then rewarded with some kendal mint cake.

Plenary four – HMRC panel

The following questions were amongst those asked:

Q1: Would it make sense if incoming P45s for new starters showed which student loan plan to apply to ensure the employee is on the correct plan from the outset?

Q2: A number of our employees who are in receipt of universal credit have been adversely impacted when apparent fluctuations in pay have resulted in differing levels of financial support. 

We know that UC claimants’ income is assessed per ‘assessment period’ which is a calendar month.  The start date of this period is determined by when their first claim for UC is made. 

Using a calendar month causes problems for those workers paid four-weekly, as they sometimes have two pay days in a month, and those paid weekly as they can have five pay days in a month. When this occurs, claimants are excluded from UC due to having inflated earnings.

Does the way information is shared between HMRC and DWP have any bearing on this?

Plenary five – Update fromThe Pensions Regulator

Andy Nicholls FCIPP, industry liaison manager, The Pensions Regulator (TPR)

Andy covered three main areas in his presentation: progress to date and future changes; compliance and enforcement; and payroll thoughts.

TPR is changing in five key areas: clarifying its identity, setting clear expectations, improving regulatory oversight, using a wider range of regulatory interventions, and being more efficient and effective.

Andy set out some of the key proposals from the 2017 review of automatic enrolment conducted by the Department for Work and Pensions. These are to be introduced sometime from mid 2020s, including lowering threshold to 18 and, setting the lower level of qualifying earnings at £0.

TPR has launched a fresh round of employer compliance inspections across the UK, targeting those suspected of non-compliance.

Plenary six – Employment lawupdate

Jade Linton, senior associate solicitor, Thursfields Solicitors

Jade covered the past twelve months and included practical analysis of case law so that delegates would gain solid understanding of key employment law changes and events as well as some guidance on how best to prepare for what is ahead.

Jade revealed changes on the horizon, such as health reform, pregnancy and maternity discrimination, off-payroll working, and the Good Work Plan.

The CIPP’s Annual Excellence Awards 2019

On the evening of Thursday 3 October 2019, payroll, pension and reward professionals donned formal attire to attend the CIPP’s Annual Excellence Awards held at the Celtic Manor Resort, Wales.

The CIPP’s Annual Excellence Awards are the industry’s most prestigious awards for individuals and organisations that have had a positive impact on the payroll, pension and reward professions over the last twelve months. It was a night filled with glitz, glamour and glory as the Institute recognised all the hard work of individuals, teams and organisations that were nominated this year.

After the sumptuous meal, Ken Pullar, CIPP chief executive officer, welcomed everyone to the Awards, and spoke briefly on the success of the conference and exhibition and National Payroll Week.

Vickie Graham, CIPP’s business development director, took over proceedings and thanked the awards’ sponsors and the judges for their work in short-listing and selecting the winners. Vickie provided brief comments about the evening’s after-dinner speaker Hugh Dennis and welcomed him to the stage.

Hugh Dennis is a comedian, writer, actor, impressionist, and voice-over artist best known for his work with comedy partner, Steve Punt, and for the comedy series ‘Outnumbered’ and ‘Mock the Week’.

Hugh performed with the Cambridge Footlights while at university and later appeared regularly at the London Comedy Store. A skilled impressionist, Hugh provided voices for ‘Spitting Image’, had cameos in ‘Brass Eye’ and narrated children’s TV for CBBC. Hugh has performed on various TV and radio shows, including ‘The Imaginatively Titled Punt and Dennis Show’, ‘Me, You and Him’, ‘My Hero’ and comedy-drama ‘Fleabag’. He has guest-hosted ‘Have I Got News For You’, is a long-standing panelist on the satirical celebrity show ‘Mock the Week’ and currently writes and presents the award-winning Radio 4 show ‘The Now Show’. Hugh amused the Awards guests with quips which he carried over into the actual presentation of the awards.

Honorary fellowship awards 2019

The honorary fellowship is granted to those who have spent their careers furthering the industry. They have made significant contributions to both the profession as a whole and the CIPP during the course of their career.

This year, we award honorary fellowship to two individuals.

Awarded to: Brendan Mulkern FCIPP

Brendan has been actively involved in the development of the CIPP’s pensions qualifications offering. He has been a breath of fresh air to the pensions aspect of the CIPP, offering industry insight and challenging a traditional qualification. Having worked within the pensions industry in the public sector for many years, he continually works towards raising the profile of pensions. From initial work with Lancashire County Council in the late 1980s, Brendan’s career flourished through leadership roles at Powys Council and Lancashire as the pensions manager. He became chief policy and external affairs officer at the Universities Superannuation Scheme, the largest funded scheme in the UK. Brendan now works as a consultant and adviser, taking on some of the most complex pensions issues for funds and employers. He has been very loyal to the CIPP from qualifying under the Institute’s predecessor body, APSA, to more recently leading a task group established to advise on the future of the Institute’s pension qualifications.

Awarded to: Tim Kelsey FCIPP

Tim is an expert in the payroll world, and particularly experienced in global payroll. His career started at the Medical Research Council where he worked as a payroll manager for eighteen years.

After working as payroll manager for Buckinghamshire County Council controlling a payroll of 15,000 staff, he set up his own business offering tutoring, lecturing, writing, mentoring and consultancy services to the payroll profession. This person regularly writes and speaks on International payroll issues and has lectured from Aberdeen to Dubai. An active member of the CIPP and passionate about the need for payroll people to have access to the best possible training and development opportunities, Tim frequently delivers training on behalf of the CIPP and continually demonstrates professionalism and support to those new to the industry, and global payroll, in developing skills for the future.

Lifetime achievement award 2019

Gifted by the CIPP board of directors

The recipient of this award is an energetic leader committed to payroll excellence and best practice standards. Originally a founding member of what is now the CIPP, she has worked her entire career to raise the profile of payroll within the UK, and support those coming into the industry.

She contributed to the development of the original Diploma in Payroll Management, the UK’s first qualification in payroll, which has since been developed into the Foundation Degree which exists today.

“I was very taken aback, honoured and delighted with being presented the Lifetime Achievement Award. “It has been an honour to work with the organisation from its beginnings and to see how it has grown and evolved to become the outstanding professional body that it is today. I am proud to be part of an organisation that develops and encourages its members to achieve higher standards within the payroll industry and to be recognised for my achievements and contributions in helping the Institute on this journey – and will certainly be ending my career of 47 years in payroll when I retire on a ‘high’.”
