PURPOSE OF MEMORANDUM The purpose of this presentation is to seek your approval of the proposed Final Fiscal Year (FY) 2026-2031 Consolidated Transportation Program (CTP). SUMMARY The six-year FY 2026-2031 budget in the proposed Final CTP is $8.4 billion. Attachment #1 outlines net increases and decreases in various individual and summative categories of the proposed CTP, which reflects a net increase in the six-year FY 2026-2031 budget of $3.4 billion (Attachment #1 – Line 6). The FY 2026-2031 net increase is the result of the following project and reserve changes incorporated in the proposed Final FY 2026-2031 CTP as shown in Attachment #2: Added New Projects Added two system preservation projects, one environmental project, and one information technology project for a net increase of $7.4 million. Added Construction Phase The construction phase of five projects was funded for a total of $284.1 million transferred from the reserves as design reached 60% level and cost estimates were established on fully developed scopes. Modified Budgets to Reflect Completed Projects Ten projects were completed or cancelled which netted no budget changes in the FY 2026-2031 period.
