CDSBEO trustees approve balanced budget for 2015-16

Catholic District School Board of Eastern Ontario’s board of trustees has approved an operating budget of $165.9 million, and a capital budget of $4.2 million for the 2015-16 school year. Trustees approved the budget at the board meeting held June 16. Chair Brent Laton commended the group, «This budget will help ensure that the 2015-16 year will be another successful year. On behalf of the board of trustees, I extend my sincere gratitude for the work done by the executive council and the Finance Department.” Director of education Wm. J. Gart- land was pleased with the report. “The budget demonstrates that our staff continue to be dedicated to student success while remaining fiscally res-

ponsible with the Board’s financial resources. I commend all of our staff for their dedication in serving the best interests of our students. The work being done in schools and at the system level demonstrates our commitment to excellence in Catholic education.” Capital projects The Board will also receive $1.7 million for School Renewal, and $2.2 million for School Condition Impro- vement, to help address the backlog of facility repairs and upgrades. The 2015-16 financial estimates allow the board to continue to remain compliant with the provincially man- dated primary class size requirement as well as the aggregate class size requirements mandated for full-day kindergarten.

Hawkesbury lawyer Gerald Langlois will be back in L’Orignal court June 23, to res- pond to assault charges dating back to 2014 and January 2015. Gerald Langlois has two assault charges against him, one from September 2014, involving a woman, and other from Janua- ry 2015, involving the same person, both contrary to section 266 of the Criminal code of Canada. The lawyer is also accused of mischief by “wilfully breaking the cellphone” of said woman, contrary to section 430 (4) of the

Criminal code. Finally, Mr. Langlois is accused of sto- ring firearms, a handgun and two rifles, in a careless manner, contrary to section 86 (1) of the Criminal code. His next court date in L’Orignal’s Ontario Court of Justice is scheduled for June 23, at 1 p.m. Mr. Langlois is well known for pleading before the Supreme Court of Canada in 1980, in the key family law decision Pettkus V. Becker, a case that had a tremendous impact on family law and constructive trust.

Richard Quann, 42 ans, et Nancy Robert, 43 ans, ont été arrêtes pour possession demarijuana en vue d’en faire le trafic. Sébastien Quann, 19 ans, a également été arrêté pour la même raison lors de la descente, mais a aussi une charge de possession d’une autre substance contrôlée, soit de la résine demarijuana (hashish). Fermeture de route à Saint-Eugène Le conseil de Hawkesbury Est a accepté unanimement de fermer une portion du chemin au coin de la route Concession 3, à la hauteur de la route du Comté 14, le 8 juin dernier. Depuis deux ans, la rue qui passe devant la vieille église est fermée l’hiver et le conseil a affirmé n’avoir jamais reçu de plaintes à ce sujet. À la suite de la fermeture définitive, les gens ne pourront plus tourner sur cette route, ils devront plutôt se rendre directement au panneau d’arrêt. Cette décision survient en raison du danger que représente cette partie de la route pour les automobilistes. Le conseil a aussi cité en exemple d’autres endroits où des chemins ont été fermés après l’ouverture d’un croisement, comme sur la route Concession 6. La fermeture n’entrera en vigueur que lorsque les formalitées juridiques seront terminés. Le conseil doit, entre autres, organiser une rencontre publique et en faire l’annonce dans les journaux. – Véronique Charron

Succès pour le Festival du Canard et de la Plume

Le Service des incendies de La Nation a aidé les canards à atteindre la ligne d’arrivée juste un peu plus rapidement.

Les enfants ont encouragé leur canard préféré alors qu’ils nageaient vers la ligne d’arrivée.

Peter MacLeod était la tête d’affiche pour la soirée du vendredi. Un tournoi de volleyball et beaucoup de musique ont aussi fait partie du divertissement de la fin de semaine. Les enfants ont pu s’aligner le long de l’étang pour encourager leur canard lors de la course. Le Service des incendies de La Nation était présent pour donner un coup de main aux canards afin qu’ils puissent franchir la ligne d’arrivée. Les amateurs de voitures ont pu se rincer l’oeil, alors que des centaines de voitures étaient exposées. Du premier modèle Ford T, en passant par les muscles cars et les voitures spécialisées, il y en avait pour tous les goûts.

Plusieurs activités étaient organisées pour les visiteurs de tous âges. Water conservation notice for PR region The recent rain stormmay havemade some of the streets seem like small rivers in towns and villages throughout the Prescott-Russell region. But there is still a slight water short- age for the area. has a chance to absorb the water. Make sure not to leave sprinklers on during the night or during the heat of the day. Avoid car washing if possible or use a bucket for washing rather than just letting the hose run.

The South Nation Conservation Agency (SNC) has issued a Level 1 Low Water Con- dition notice as of June 11. A Level 1 Notice means there is a potential for a water supply problem in the SouthNation River watershed but there is no cause for alarm at present if careful water conservation measures are observed. The SNC’s monitoring program for the wa- tershed indicates that the past spring season has seen about 60 to 70 per cent of the histori- cal average for rainfall in the region between the period fromMarch toMay. If the amount of rainfall during the late spring and early summer months continues at below-average levels then there is potential for more seri- ous water supply problems later in the year. The SNC suggests residents, businesses, and industries throughout the South Na- tion watershed region reduce their water consumption by at least 10 per cent. This is possible by doing away with non-essential water use and limiting needed water con- sumption as much as possible. Effective water conservation measures include: reducing personal shower time and also shutting off shower while soaping until it is time to rinse; make sure to use proper load size settings on washing machines; restrict lawn and garden watering to the earlymorn- ing or late evening hours when the ground

The SNC water response team has a June 17 review scheduled for an update review of watershedmonitoring reports and to discuss the low-water situation. The group includes representatives for municipalities within the SNC area, the agricultural sector and other special interest groups, and the provincial en- vironment and natural resources ministries. If below-average rainfall conditions con- tinue during the immediate future, then the SNC will have to consider either Level 2 or Level 3 Condition alerts. Level 2 means there is potential for a serious water supply problem while Level 3 means drought con- ditions are possible because the available water supply cannot meet urgent needs for the watershed fish and wildlife and human inhabitants. The SouthNation River watershed stretch- es from the headwaters of the South Nation River near Brockville and includes tributary streams like the Castor River as the South Nation flows down to the Ottawa River. The watershed stretches east as far asMaxville and west to the City of Ottawa and all the riverside communities in the Prescott-Russell region. Councillor Gerard Miner wanted to ensure the contract would state that there will be a substation only and that no turbines will be installed in the Champlain area. Edey suggested creating a contract that would be subject to an agreement to adhere to the stipulations otherwisemaking the contract null and void. A public community meeting has been scheduled for June 22, at 6 p.m., at the Vankleek Hill community centre, right after the Champlain council has had a chance to gather at a special meeting scheduled for 2 p.m. the same day, to discuss the project. The informational meeting will include a question and answer period at the end of the meeting to give the public the opportunity to ask questions and ease concerns. Leader Resources is anOntario renewable energy developer, with 450MWof projects in various stages of development.The company develops wind, solar and other renewable and sustainable energy technologies.

To wind, or not to wind. That was the question posed to the Champlain council at the regular council meeting, June 10, by Leader Resources, an Ontario company that develops renewable energy sources. Charles Edey, Sébastien Garneau and Donald Lesko proposed a renewable wind energy project to council Wednesday evening. The rather lengthy proposal explained the advantages of wind energy, its cost efficiency, and quite a bit of technical jargon. Essentially, Leader Resources would like to install a wind power substation on private property in the Champlain Township. The company has a joint use agreement withHydro allowing them to run their lines along existing Hydro lines. “We would like to ensure a friendly handshake moving forward,” said Edey. However, council had a few questions.

Hamel. “We have a lot of spaces to fill, and a community to keep happy.” AlthoughMikeDeans had trouble keeping food on the shelves over the past fewmonths, Hamel said the shelves are stocked, and full of fresh items just in time for the opening. “The shelves are being stocked as we speak,” quipped Hamel. “Everything will be ready for our opening.” Scott Foley, regional manager and director of operations, said the sale went through rather quickly and organizers had to hustle to be prepared. “It’s an exciting time for us,” said Foley. “The store is going to be full again.” Foodland is a chain of grocery stores in Ontario, owned by Sobeys Inc. The store in Vankleek Hill is currently a corporate run store, but is being prepared to be sold as a franchise. “Right nowwe just want to get the doors open,” said Foley. “We will update the branding as we go along. We are getting it ready and then we will Franchise it out to someone, hopefully local.”

We designed and headed a team of volunteers for the landscaping of the outdoor space at Pleasant Corners Public School. A donation of a pond for a high school in Cornwall was another project we did, and a beautiful water feature was constructed for the patients to enjoy at Hawkesbury General Hospital.” PondWorld is in themidst of rebranding its name to DJ Harvey Pond World, to keep up to date with the future of the company and pave the way for their son, Dustin. “Our new signature brand represents what we do and who we are. The new brand will also help to transition the business to Dustin in the future. His name is Dustin John and Doug and Judy for DJ.” “We certainly are not considering retiring because we never feel like we are working,” said Judy. “We love what we do. It is also very rewarding and satisfying to work in a business that we are passionate about. Our roles might change a little as time goes on and we will certainly work a little less.” The tour was such a great success. The Harveys are considering doing it again next year. With daughter Samantha helping with organization and sonDustin helping out, Doug and Judy think it would be a great way to raise money for another great cause.

The SignatureWater Feature tour by DJ Harvey PondWorld Inc. showcased five water features in properties such as the homes of Stéphane Richer, retired professional ice hockey left- winger for the Montreal Canadians, and senator Jacques Demers, former head coach for the Montreal Canadians. Richer was the only player to score 50 goals for theMontreal Canadians since the days of Guy Lafleur, and Demers is the last coach to bring the team the Stanley Cup. The tour was well received with rave reviews as the company took visitors to some of their most inspiring ponds and waterfalls, all for a good cause. Proceeds from the tour will go toward the Vaudreuil-Soulanges Palliative Care Residence in Hudson where a waterfall and stream will be built. “It’s for the enjoyment of not only the patients, but employees and visitors as well,” said Julie-Anne Lambert, assistant executive director of financing for the residence. “We are so excited.” Doug and Judy have traveled far and wide installing ponds, streams, and waterfalls, including one in Cobo San Lucas, Mexico for Gerry Nelson, the founder of Ticket Master. “The past 20 years in business has been an incredible experience,” exclaimed Judy. “We have traveled the globe and installedmany water features for wonderful and fascinating people.” The St-Eugène business has given back to

Wild Bill Whelan – flying high!

I live, sleep, and breathe balloons.” Whelan is scheduled to go to festivals in Quebec City, St-Jean-sur-Richelieu, Gatineau, P.E.I., and Sussex, NewBrunswick this season, and has been invited to attend a festival in Taiwan in 2016. He has been to several festivals overseas including Australia in 2004. “We were flying upside down in Australia,” Whelan joked. Whelan and his team are working on a new design that will launch in 2016. In the meantime, Whelan continues to enjoy his days working, playing, and smiling. “Anyone who is interested can help out,” he said. “We are always looking for volunteers. And we appreciate all the landowners that let us chase our balloons.” Amid everything else he does, Whelan is also a flight instructor, teaching others how to fly balloons.

Bill Whelan says he lives, sleeps and breathes hot air balloons. What started out as an attempt to get over a fear of heights turned into a lifetime love for balloons and a career that most only dream of. Born and raised in Ottawa, Whelan now lives and works in a very small town called Sandown, Ontario, in between Vankleek Hill and Lefaivre. “I think I am the only resident here,” quippedWhelan. “So I have declared myself the mayor!” It is clear that Whelan has a passion for what he does. When asked if retirement is anywhere in the future, he smiled and said absolutely not. “I will never retire. This is my job for life,” he laughed. “I get up every morning looking forward to what I do. I don’t know the difference between a Friday and a Monday. I always make new friends ‘cause I’m always dropping in on people.” Whelan received an engineering license in aircraft maintenance from Transport Canada. He owns and operates Lighten Up Balloons where he creates and repairs hot air balloons with his partner Sandra Rolfe. Rolfe has won 57 Canadian and three world awards in ballooning including her most recent world record in duration with a time of seven hours and 24 minutes. Whelan first got hooked on balloons in 1982, and built his first balloon in 1984. He has since built more than 30 balloons, and has helped to design and repair dozens more. “It’s one thing to build a balloon, but it’s quite another thing to design it,” stated Whelan. “Most people don’t understand how big everything is.” Whelan has built several specialty balloons including one of his favourites, the beehive, a large rounded balloon with several bees sticking out of it. “It took 1,600 hours of manpower to build that balloon,” saidWhelan. “That doesn’t count the design time. It also took 80 kilometers of thread.” Festivals all over the world Lighten Up Balloons has been invited to festivals all over the world. “I have been doing this a long time,” saidWhelan. “I have

Cake for a cause

Sarah Dagg, teacher at Vankleek Hill Col- legiate Institute (VCI), organized a cake auction June 12, with funds going toward a trip to the Stratford Festival during the next school year for her students. A professional auctioneer auctioned off 32 cakes, which raised more than $873 to go toward the student’s trip. The trip will include several plays, tours and a scavenger hunt, as well as accommodations, meals and transportation. Some cakes went for as high as $65. Students and teachers walked away with their cakes and big smiles. The afternoon proved to be a sweet one at VCI.

Jean-Guy Bonneau received a great honour at the town council meeting on June 10. ChamplainMayor Gary Barton presented Bonneauwith the Senior of the Year award onWednesday night. A businessman, Bonneau has been involved with the church, the Knights of Columbus and many community events. He purchased L’Orignal Packing Ltd. in 1971 and ran the company with the assistance of his two brothers, Yvan and Claude, and his controller, Roger Barbarie, until 2006 when he passed the business onto his son, Benoit. “I am sure there are probably a lot of seniors that should be recognized,” said Mayor Barton. “But we could only pick one.” Bonneau’s family was present for the award, which was received with applause and photographs. An update on lentil farming

Lentils have been grown around the globe since time immemorial. e seeds of these legumes are rich in protein and nutrients and originated in warm temperate regions such as Asia Minor, the Middle East, south- eastern Europe and central Asia. ey were one of the rst legumes to be domesticated some 9,000 years ago, at around the same time as wheat. Lentil production has grown in recent years, increasing from 2.1 million tonnes in 2002-2003 to 2.9 million tonnes in 2009-2010. Production has risen in Canada, the United States

and Australia, but it has been high- ly variable or has even declined in India, Bangladesh, Syria and Turkey. In the United States, production has increased signicantly since 2002, when lentils were included in the U.S. Farm Security loan program. Canada is the largest producer of green lentils, accounting for about 75 per cent of world production. is country also produced over a third of the world’s lentils in 2011 (1.5 million tonnes) and is the world’s leading exporter of lentils. e top four exporting countries
