Water protection signs posted throughout the region

A new kind of road sign is popping up in communities, both urban and rural, all around Eastern Ontario. The sign points to passing motorists that they are driving through an area where there is a vulnerable drinking water source. The South Nation Conservation Autho- rity (SNC) and the Raisin River Conserva- New improved M & M opens with food bank fundraiser Proprietors and M & M franchise owners, Alain and Nicole Bernard, are combining the reopening of their renovated premises with a pre-Christmas fundraiser effort for the Rockland food bank. The Bernards celebrate the 20th anniversary of their M & M Food Market franchise in Rockland, this November 19th weekend, with an official grand opening of the expanded and renovated premises. An official ribbon-cutting takes place at 10 a.m., with Mayor Guy Desjardins officiating, and throughout the day, the Bernards have committed to donating $1.50 for every pur- chase in the store, to the Clarence-Rockland Help Centre to help support its food bank program. Another part of the signage program involves placing “boater awareness” signs at areamarinas, to remind boat owners and operators of the need for care to avoid any accidental spillage of gasoline, oil, sewage, or other substances in area lakes, rivers, and streams which may also serve as drin- king water sources as well as habitat for fish, waterfowl and some animals. Mayor Fernand Dicaire lobbies for PR Trail

Instead of $240,000 for trail maintenance next year, there would be $100,000. Most of the $140,000 reduction would go to the public works department’s road building schedule. The Services communautaires de Prescott-Russell Community Services (SCPRCS) non-profit group would also get a $10,000 boost in its annual support funding from the counties. During the half-hour-long discussion on the proposed 2017 budget revisions, Dicaire made no objections to extra support fun- ding for the SCPRCS or for finding money to ensure the counties’ roadworks schedule next year went ahead as planned. But he expressed concern about taking those funds out of the PRRT maintenance allocation, fearing that it could have an eventual impact on local tourism in his area. “Mine is themunicipalitymost affected,” he said. Dicaire got some support from Cham- plain Township Mayor Gary Barton, who noted that “the trail seems to have gotten out of hand as far as expenses” since the UCPR agreed to assume maintenance responsi- bility. But Barton added that he would also like some time to review the maintenance cost figures for the trail before the budget’s final approval. The budget revisions were accepted by a four-three vote during the committee of the whole session, withMayors Dicaire, Barton, andHawkesbury’s Jeanne Charlebois voting against. East Hawkesbury Mayor Robert Kirby was absent for the session. Warden Guy Desjardins, also mayor for Clarence- Rockland, cast the deciding vote. There has been a suggestion that UCPR member municipalities should look after maintaining those sections of the trail, and any shelters or other facilities adjoining, which run right through their villages. Di- caire said that Alfred-Plantagenet Township cannot afford to add PRRT maintenance to its annual budget. He also expressed hope that the proposed reduction of the trail main- tenance allocation would be a temporary budget measure. “Hopefully, next year I’ll be able to convince them it is something we cannot afford to get rid of,” he said, “that we should not get rid of. This (trail) is something that we’ve been promoting. It’s used every day of the year. It’s a (tourism) tool that we have, and we’ll never get it back if we lose it.”

That does not sit well withMayor FernandDicaire of Alfred- Plantagenet Township. “It’s just not right,” Mayor Dicaire said during an interview following the Nov. 9 committee of the whole session of counties council. The latest revision proposed for the 2017 budget for the United Counties of Prescott- Russell (UCPR) includes a suggested reduc- tion to the maintenance allocation for the Prescott-Russell Recreational Trail (PRRT).

Mayors review ambulance call report

The City of Ottawa owes a big debt to the United Counties of Prescott-Russell for ambulance call service. The question that counties council would like answered is how long Prescott-Russell can keep up the pace. The situation has gotten to the point that Warden Guy Desjardins of the United Coun- ties of Prescott-Russell (UCPR) took the issue up with Premier KathleenWynne during her recent visit to the Prescott-Russell region. “It’s all very well to help our neighbours,” saidWardenDesjardins, during an interview following the Nov. 9 UCPR committee of the whole session, “but there is a limit.” Michel Chrétien, emergency services director for the United Counties of Prescott- Russell (UCPR), presented counties council with a power-point summary report on the inter-municipal ambulance call situation between the UCPR and the City of Ottawa and also between the United Counties of Stormont-Dundas-Glengarry (UCSDG) and the City of Cornwall. All the ambulance services within the Eastern Ontario region are part of the inter- municipal assistance and dispatch program for emergency services, as allowed for under the provincial Ambulance Act. The Act also stipulates responsibilities for reimbursing use of another region’s ambulance service and also each area’s responsibility for safe- guarding and providing ambulance service for its own residents. The problem is that both, the City of Ottawa and the City of Cornwall, are get- tingmore benefit out the arrangement than either the UCPR or the UCSDG. While the inter-service agreement allows for the UCPR and the UCSDG to ask either Ottawa or Cor- nwall to dispatch their ambulance units when the Prescott-Russell or SDG services are swamped with calls, Chrétien’s summary report shows that Prescott-Russell is less likely to need either Ottawa or Cornwall to loan out one of their ambulances.The report shows that the number of inter-service calls fromOttawa for UCPR ambulance has more

According to the report, Pres- cott-Russell ambulances have responded to 757 calls in Ottawa while Ottawa has only responded to 106 calls in Prescott-Russell. Each call to Ottawa costs $649. An agree- ment, which allowed the United Counties to retrieve nearly $720 000 between 2006 and

2015, ended earlier this year and no new agreement has been negociated. That was also brought up during themee- ting with Wynne and the Eastern Ontario Wardens Caucus (EOWC) has also sent a brief to the provincial government about the matter. Warden Desjardins expressed concern that if the situation does not change, Prescott-Russell residents could end up paying a heavy price. “Things will come to a point where we have an emergency and all our ambulances are inOttawa,” Desjardins said. “Something’s got to be done.”
