Push for change for the homeless

The overall goals are: to inspire Canadians “with the idea that anything is possible”; raisemoney and help stimulate change “for a significant cause”; and meet with people, both one-on-one and in groups, to encou- rage them to take personal action themselves “to help make a difference.” Which led in the end to Roberts pushing a shopping cart 9000 kilometres across Cana- da, fromNewfoundland to B.C., to promote public awareness of the plight of homeless people. He is trundling through southern
Québec now and expects to arrive in Eastern Ontario, in Hawkesbury, on Sept. 22. Plans are afoot for a welcome to Ontario gathering when Roberts arrives, after which he will continue on his way along County Road 17 towards Ottawa. Rally point for the welcome is 10 a.m. at the Monument de la Francophonie at 87 John Street. Police and others, including special guest Walter Gretzky, will join Roberts for a short walk from Confederation Park over the John Street Bridge into Hawkesbury, and on to the Robert Hartley Sports Complex at 425 Cartier Blvd. During a noon-hour ceremony, Roberts and various local dignitaries will make brief speeches about the project and the issue of homelessness in Canada and in the Pres- cott-Russell region. An evening fundraiser,
including a sports memorabilia silent auc- tion, will take place at the Royal Canadian Legion branch hall on Nelson Street. Continuing on along County Road 17 towards Ottawa, Roberts is expected to arrive in Rockland on Sept. 25. Russell County OPP have a barbecue welcome and fundraiser planned at the Jean-Marc Lalonde Arena, starting at 10 a.m. Roberts then heads on for Ottawa and from there turns west to make his way to British Columbia, with the goal of arriving in Vancouver on Sept. 30, 2017, completing his 9000-kilometre trek after 17 months on the road. La sécheresse inquiète le conseil municipal
Malgré les pluies récentes, les débits dans ces régions restent inférieurs avec seulement 30 % des débits d’été normaux. Le reste du territoire de la CNS reste au niveau II avec moins de 50 % des débits mensuels d’été normaux. GolamSharif et JohnMesman ne gagnent rien à sembler alarmistes, les faits scientifiques sont nombreux et la météo est hors du contrôle des municipalités. Le sous-bassin qui alimente Clarence-Rockland connaît actuellement des conditions de sé- cheresse sévère. Les prévisions de trois mois d’Environnement Canada, d’août à octobre, indiquent des températures supérieures à la normale et des précipitations normales pour la plupart de l’est de l’Ontario; cepen- dant une quantité importante de précipita- tions est nécessaire pour que les conditions retournent à la normale. Golam Sharif et son équipe conseillent aux résidents, entreprises et autres indus- tries à travers le territoire, de réduire leur consommation d’eau de 50 %, en limitant l’utilisation non essentielle d’eau telle que l’arrosage des pelouses, le lavage de voi- tures, etc. Les propriétaires sont invités à prendre connaissance des règlements en vigueur pour la prévention des incendies et la rareté de l’eau dans leur municipalité. Les élus, bien au courant de la sécheresse de niveau III, considérée sévère, songent même à déclarer l›état d›urgence si les choses ne s’améliorent pas. L’an dernier, le gouvernement provincial a redonné aux municipalités le mandat de s’occuper des dossiers de sécheresse et de gestion d’eau. C’est pourquoi l’équipe de la Conservation de la Nation Sud s’est donnée comme tâche d’informer les municipalités de l’Est ontarien sur la situation critique de
l’aquifère. « Ce n’est pas tout lemonde qui remarque les répercussions de cette sécheresse histo- rique dans la région de Clarence-Rockland. Souvent on me dit que l’herbe est verte, donc il n’y a pas de problème. Mais en fait, la sécheresse des derniers mois ne permet pas à l’aquifère de se régénérer. Les gens avec des puits peu profonds sont très à risque de manquer d’eau, s’ils n’en manquent pas déjà », a affirmé M. Mesman.

La marche des femmes sans peur aura lieu à Chute-à-Blondeau
rappelle que le taux de violence faite aux femmes est assez élevé dans la communauté. « C’est encore une problématique pré- sente dans notre région et c’est pourquoi il faut continuer à sensibiliser la population », croit Mme Jutras. Dans la région comme ailleurs, le taux de 33 actes par 1000 femmes n’a pas changé depuis plus de 20 ans. La directrice du Centre Novas est aussi revenue sur le fait que 89 % des femmes victimes de violence sexuelle connaissent leur agresseur. Le maire de Hawkesbury Est, Robert Kirby, s’est dit fier d’accueillir cette marche symbolique. « À cette occasion, la popu- lation du village va doubler, a-t-il blagué. Dans mon cœur, je crois profondément que les femmes ont le droit de circuler où elles veulent, quand elles le veulent et en toute sécurité », a poursuivi le maire, plus sérieusement. Chaque année, entre 150 et 175 personnes participent à cette marche devenue tradi- tionnelle et Anne Jutras s’attend à accueillir autant de personnes cette année. C’est donc un rendez-vous pour cette marche en ce 21 septembre, de 19 h à 20 h. Le rassemblement se fera au 2005, rue Prin- cipale, au Centre communautaire de Chute- à-Blondeau (Hawkesbury Est). La Traversée est un groupe d’entraide qui offre un soutien, un accompagnement pour aider les endeuillé(e)s à naviguer à travers cette dure épreuve et pour redonner un sens à la vie. Selon elle le deuil est l’ensemble des réactions d’ajustement, d’adaptation et de transforma- tion nécessaire pour que les gens puissent vivre sainement et de façon autonome après le décès d’une personne significative. The CIO represents 440 private commercial campgrounds in the province. Together they are pressing the CRA and the federal financeministry and the department of small business and tourism to revise the policy so that small private campgrounds are recognized as small businesses and are entitled to the small business deduction on their income tax reports. A brief states that private camping opera- tions in Ontario represent 15,000 jobs in the province, contribute $1 billion a year to the provincial economy, and generate $294mil- lion in tax revenue to senior governments. Copies of the resolution will go to the small business and tourism minister and to all Ontario MPs.

Owner/operators of small campgrounds in the Prescott-Russell region can count on the United Counties council to stand by themagainst a clawback proposal con- cerning their small business tax deduction privilege. The Canadian Revenue Agency (CRA) has begun sending out notices to campground owners that their commercial income tax files may undergo reassessment because of an agency policy change dealing with the small business tax deduction. The policy change means some private campgrounds may be classed as “too small” to qualify for the deduction. The United Counties of Prescott-Russell (UCPR) council voted to support a resolution

200 potted trees to be planted The Raisin Region Conservation Authority (RRCA), in partnership with Tree Canada, is taking steps to create the area’s first edible forest. The project, funded by Tree Canada’s Edible Trees Program, is one of 20 projects approved among 167 applications across Canada. Its objective is to provide the local community access to wild tree and shrub edibles, as well as to learn about the health benefits of wild foods. Approximately 200 potted trees and shrubs will be planted to create the garden. “We want to make wild edibles more accessible to people,» said Normand Genier, RRCA’s forestry specialist. “They are all around us, extremely nutritional, fresh and free!”. The event will be held on September 10, between 10 a.m. and 3 p.m. at Gray’s Creek Conservation Area. A Wild About Edibles workshop will also be held highlighting the benefits of wild foods, learning important identification features of wild edible species, and the correct harvesting methods and timing. – Francis Racine

All students are back in school throughout Ontario. In Eastern Ontario, the English catholic school district has spent the past summer on some extra upgrade work for several of its schools, thanks to some extra infrastructure funds from the Education Ministry. Roger Cauley, plant and maintenance manager for the Catholic District School Board of Eastern Ontario (CDSBEO), pre- sented district trustees, Aug. 30, with a sum- mary report of the upgrade work finished over the summer and during the 2015-2016 school term. Cauley’s staff either supervised or were themselves responsible for finishing “a considerable number of projects” at more than 46 CDSBEO facilities. “It has been an extremely busy year for our department,” stated Cauley. “We’ve com- pleted several significant projects, andmany other upgrades within board facilities.” Amid-July funding announcement from theministry resulted in an extra $227,000 for the CDSBEO under the provincial School
Renewal Programandmore than $2million from the School Condition Improvement Program. Cauley noted the extra money al- lowed for completion of several projects not already scheduled for attention during the past school term. Most of the additional im- provements added to Cauley’s “completion list” included air conditioning upgrades at two district schools, painting at seven CDS- BEO facilities, and flooring work at two sites. In Rockland the St. Patrick Catholic School saw renovations to some existing rooms to meet increased need for daycare programming at the school.The work includ- ed newwashrooms, work cubbies, flooring, doors and paint. Other schools in the CDSBEO saw up- grades for building heating systems, acces- sibility improvements for students, staff, and visitors to meet the requirements of the Ontario Disabilities Act, installation of portables, upgrades of hospitality rooms and some drinking water fountains, and improvements of playground areas.

wraparound decal work. But these cheques are phony. They are fake documents drawn on a bank account that does not exist. The victim can cash the cheque, keep the $300 “salary” and then send the rest of the funds to a “wrapping company” located in Michigan, using ei- ther aWestern Union wire transfer or other money transfer method. The “wrapping company” will then send someone within a week to do the decal work. The trick to the scam is that the victim in the end is using their own money from cashing the fake cheque and depositing it to their own account.Themoney they transfer to the wrapping company is coming from their own chequing account fund. No one shows up later to do any decal wrapping but by then the scammers have removed all trace of their online trail, setting up a new website and email/text system to start all over and lure in another collection of victims using a different hijacked brand name.They depend on the victim’s willingness to believe that the detailed instructions and use of an overnight money transfer systemmeans the offer is legitimate. Companies which use vehicles with wra- paround decal advertising to promote their products do so through their own in-house advertising contacts, not through random emails or text messages. Anyone receiving emails or text messages or finding a website whichmakes this kind of offer should contact either their local police or the Canadian Anti-Fraud Centre, toll-free, at 1-888-495-8501 or report it online at www. antifraudcentre.ca.

One of the latest warnings from police about con artists at work concerns an “easy money” scheme targeting people with cars, with special attention paid to young drivers who have just got their first vehicle. A scam is at work in the Eastern Ontario region involving a phone promotion scheme for popular beverages, including flavoured water and beers.The con artists have website set up and alsomake use of random emails and text messaging to lure victims with offers of “regular weekly salaries” just for letting their car, van, or truck serve as mobile adver- tising for soft drinks, bottled water, or beer brands. One well-known company which had its brand name hijacked for the scam is Clearly Canadian, an Ontario-based fla- voured water company. Other legitimate brand names may also be used as part of the lure in the fraud. The key to the scam is that the con ar- tists offer their victims the chance to make money for use of their personal vehicle as a mobile ad for a particular brand, using wraparound decal advertising. The victim is asked to apply online to the “marketing division”, which will then send a cheque for the first week’s salary plus up to $2600 in “expense funds” to cover the cost of the

The police also offer a free Safeguard Ontario Property Security Review of a resi- dence, with advice on home security im- provement. A number of burglaries in the Prescott-Rus- sell region over the summer months have prompted the OPP to remind homeowners that they need to review their home secu- rity setup. Police suspect an open window or an unlocked door may have allowed a burglar easy entry to a home on Front RoadWest in Champlain Township. The daytime break- in on July 26 is believed to have occurred between 10:20 a.m. and 2:30 p.m. The suspect left the premises, taking a silver-and-white iPad and some assorted jewelery. Total value of the stolen goods is estimated at $2200. Anyone with information about anyone trying to sell an iPad of that

Les résidents ou propriétaires de commerces affectés seront avertis à l’avance par l’entrepreneur. – Maxime Myre Rabies prevention program The Ministry of Natural Resources is doing a “bait drop” project during the late summer season to help eliminate the risk of rabies in the Eastern Ontario region. MNR has contracted for an air drop of 30,000 pieces of bait containing the rabies vaccine over an area in the southern part of the region, including Wolfe Island, the Thousand Islands Bridge district, and around near Cornwall. The baits will help immunize most skunks, foxes, and raccoons within the designated area, who may have wandered up from the upper New York state region into Ontario, where there are confirmed reports of rabid raccoons. Un nouveau site Web pour les CUPR
visiteurs d’accéder plus facilement à tout type d’information reliée au gouvernement régional qu’est le regroupement des comtés, et aux nombreux services qu’il offre. « Au fil du temps, les attentes de nos résidents et des utilisateurs deviennent plus élevées, avec juste raison, et nous devons ainsi répondre à ces exigences », a expliqué Stéphane P. Parisien, directeur général des CUPR. De plus, notre équipe a constaté un besoin de faciliter la recherche d’information et de réponses sur notre site Web, un défi qui a été primordial dans ce projet », d’ajouter M. Parisien. Les internautes constateront notamment une nouvelle page d’accueil, à la fois colorée, simple et informative. Une série de menus dirigera les visiteurs vers les diverses sections du site, dans le but de trouver l’information souhaitée en trois clics de souris ou moins. D’autres liens amèneront les utilisateurs vers le calendrier des réunions du Conseil et des événements, vers les comptes Facebook et Twitter des CUPR, ainsi que vers les sites Web des huit municipalités locales. « Ce nouveau siteWeb assurera une expé- rience supérieure, un meilleur service à la clientèle et un accès rapide à l’information que nos résidents méritent, et toujours dans nos deux langues officielles », a résumé Guy Desjardins, président du Conseil des CUPR en 2016. C’est le mardi 30 août 2016 que toutes les Panthères de l’École secondaire catho- lique de Plantagenet (ESCP) ont fêté la rentrée en compagnie d’une des leurs. En effet, Elsa Lalonde est venue livrer un message très inspirant à ses « frères et sœurs » Panthères. En tout début de journée, les élèves ont été invités à se regrouper à la cantine afin de bien amorcer l’année tous ensemble. Les jeunes Panthères étaient ravies d’être de retour avec tous leurs collègues. L’année scolaire 2016-2017 a donc commencé par un mot de Mgr Léger ainsi que la bénédiction de cette nouvelle année.
Tous les membres du personnel de l’école ont ensuite été présentés à tout le groupe, afin que les Panthères accueillies cette année puissent se familiariser le plus agréablement possible avec leur nouvel environnement scolaire. La directrice de l’école, Francine Chayer, a ensuite annoncé le thème de l’année sco- laire 2016-2017. « La motivation, la pensée positive et l’importance de bien prendre soin de soi. » Ce fut ensuite la présentation d’Elsa Lalonde, une ancienne Panthère qui est maintenant aux études à l’Université d’Ottawa. Lorsque cette dernière a pris la parole, tous les élèves et les membres du
personnel se sont accrochés à ses lèvres. Un vibrant message de courage, de ténacité et de volonté a été livré aux Panthères de l’ESCP. Elsa a raconté à son auditoire les épreuves et les difficultés qu’elle a dû sur- monter, ainsi que les choix qu’elle a faits, pour être aujourd’hui la jeune femme forte et inspirante que voici Rappelons que l’École secondaire catho- lique de Plantagenet et le Pavillon intermé- diaire comptent près de 400 élèves, entourés de 60 membres du personnel dynamiques, dévoués à la réussite de tous les élèves de leur communauté scolaire.

Le MIFO en lice pour les Prix de la première ministre pour l’excellence artistique
LeMouvement d’implication francophone d’Orléans(MIFO) est finaliste pour les Prix de la première ministre pour l’excellence artistique. Le MIFO, l’un des six finalistes du prix Organisme artistique, offre des programmes touchant différentes disci- plines artistiques, ainsi que des activités communautaires et des services à l’enfance et aux aînés. Répondant aux besoins sur les plans artis- tique, culturel et éducatif de la collectivité, leMIFO est considéré comme un organisme local de grande importance. Les prix sou- lignent les réalisations exceptionnelles des membres de la communauté artistique de l’Ontario ainsi que leurs contributions à la mise en œuvre d’un secteur culturel fort et dynamique. Le programme, dont c’est la dixième édition cette année, reconnaît les artistes et les organisations artistiques dont les contributions se sont échelonnées sur une période prolongée. Les finalistes ont été choisis par un jury de spécialistes issus de diverses disciplines artistiques et culturelles. Les noms des lau- réats seront dévoilés le 5 octobre à l’occa- sion d’une réception donnée auMusée des beaux-arts de l’Ontario, à Toronto. « C’est avec grande fierté que leMIFO ac- cueille cette nomination prestigieuse. Nous sommes choyés de contribuer activement à l’épanouissement culturel de notre collecti- vité. La communauté est toujours au rendez- vous et c’est pourquoi nous nous efforçons de lui offrir une programmation artistique qui est à son image, soit dynamique, pas- sionnée, engagée et diversifiée », a affirmé la présidente du MIFO, Trèva Cousineau. Le soutien des arts et de la culture s’inscrit dans le plan économique du gouvernement, lequel vise à favoriser l’essor de l’Ontario et à concrétiser sa principale priorité, à savoir stimuler l’économie et créer de nouveaux emplois. Le plan en quatre volets consiste à aider un plus grand nombre de personnes à obtenir et à créer des emplois pour l’avenir en améliorant l’accès à des études collé- giales et universitaires de qualité.
