Planning directors for both the city and the UCPR noted that present area maps list the project site as within the Ottawa River #oodplain and also there is potential !sh habitat listing that could be of concern to the federal Department of Fisheries and Oceans. Michel Lacasse, of LLG Develop- ments, expressed doubt to the committee that the project would pose any risk to a !sh habitat or that there was any #oodplain problem with the site. The UCPR oversees the O$cial Plan for Clarence-Rockland and other municipalities within its jurisdiction. Louis Prévost, UCPR planning director, also expressed concern during the Sept. 3 meeting at the lack of time his department had received to review the development proposal prior to its pres- entation. Both he and the city’s planning department sta" recommended putting o" approval of the rezoning application to the October meeting of the municipal planning committee to allow time for more in-depth reviews. The rezoning application, along with all existing reports and support documents, will now go on to city council for review and consideration. Both the application, and any requests for amendments to the O$cial Plan, also still have to go before the counties council.

ROCKLAND | A new development pro- posed for Rockland has cleared one hur- dle but more may be in the way before the town sees its !rst real high-rise building towering over the landscape. After almost three hours of listening and reviewing reports and presentations until late at night during its Sept. 3 meeting, the planning advisory committee for the City of Clarence-Rockland approved in a four- to-one registered vote an application from LLG Developments Inc., represented by Stéphane J. Lalonde, to accept a proposed zoning amendment request that could allow construction of a 16-storey high-rise along the County Road 17 corridor near the Chamberland Street intersection. Coun. André Henrie, committee chair- man, was the dissenting vote. He suppor- ted recommendations from city sta" and a request from the United Counties of Pres- cott-Russell’s (UCPR) planning director for a postponement to next month to allow time for more in-depth reviews of the proposal and also for !ling of any further information documents and/objections to the request. “The feeling I have from this crowd to- night,” said Henrie, “is we should give it a little more time, to do what needs to be done, so that everyone is a little more com- fortable (with zoning request).”
The other four members of the planning committee disagreed. “Personally, I feel comfortable deciding tonight,” said Coun. Diane Choinière. Representatives for FOTENN Consultants Inc., the design !rm representing LLG Deve- lopments during the planning committee session, presented a power-point summary of the project. The proposed development calls for a mixed commercial use on the ground #oor of the high-rise structure while the third to 16th #oors are for 112 residen- tial units. The design includes three levels of underground parking plus a bicycle storage area for the use of tenants. Preliminary reports from both the city’s planning and emergency services depart- ments expressed concern that the present infrastructure setup is beyond the capacity to support such a “big city” type of develop- ment. An initial review from the !re depart- ment notes that the city’s !re !ghters have
neither the training nor the equipment required for dealing with a high-rise !re situation and gave a preliminary budget estimate of $100,000 needed to meet those training and equipment needs. During a later phone interview, Cla- rence-Rockland Fire Chief Pierre Sabourin noted that the department has no objec- tions to any such development proposal. The concern is that the department is not equipped and trained yet for dealing with a high-rise situation. He added that preparing for such a situa- tion is not a problem if the department can budget for the equipment needed and the training time. “It’s not a big issue,” Sabourin said. “We just have to be able to train for a high-rise situation.” He also noted that the type of equipment the department would need to add to its inventory would not involve any new spe-

new for the Rockland BDO o$ce’s fundrais- ing strategy and it proved more successful than organizers and volunteers could have hoped. Ten people signed up to become Mr. Clean clones as part of the event and the goal was to try and raise at least $10,000
through pledges from sta" members at the two o$ces and others, along with dona- tions collected during the Friday afternoon barbecue at BDO while the headshaving was going on. By noon hour that day, Leduc was al- ready rubbing out the last three zeroes of the $10,000 written on the giant imitation presentation cheque and changing the do- nation total !rst to $10,100. Then $10,200. Then 300 and the number kept climbing. By Monday afternoon, after adding both the barbecue concession donations to the already-con!rmed pledges, the total from Rockland BDO’s Drive Away Hunger drive stood at $12,220 with one more pledge still to come in. “This is going to be quite an event for us,” said Conrad Montcalm, Rockland Food Bank spokesman. “Our total year’s (opera- tions) budget is $80,000, so this is going to be a big chunk.” All money raised from the Rockland BDO campaign will go towards supporting the local food bank.

So when he volunteered to sacri!ce that beard as part of a head-shaving fundraiser for the Rockland Food Bank, she jumped at the chance to snip o" the !rst lock of hair. Vinette and other BDO sta" members, along with a couple of the senior partners from the Charron Langlois legal !rm, let their stubble show Sept. 5 as they each took turns on a stool in the parking lot courtyard area outside of the BDO o$ce on Laurier Street and let a stylist shave their heads for the annual BDO Drive Away Hunger cam- paign to help out food banks. Mylène Leduc, organizer for the local BDO event, noted that last year the combined ef- forts of the Rockland, Embrun, and Ottawa Mayoral race is on Yvon Mayer has !led his nomination pa- pers to contest with Coun. MAHONEY / GIBBONS Denis Mahoney married Mary Rankins around 1847 in Ireland. They left Limerick Ireland in 1847 during the Irish Potato Famine (1845-1861) with Patrick, Margaret and John. Denis was born in Canada in November 1847. The family settled on Crown Land west of what is Rockland today. Denis was killed during the winter of 1847-1848 falling a tree. Their first churchwas located in Clarence Creek. John, son of Denis and Mary Mahoney, was married Sarah Lafontaine, daughter of Francis and Mary Annable on November 21 st 1874 in Clarence Creek. Their five children were John, Mary, Denis, Patrick and Sarah. They continued to farm the 100 acres settled in 1847 on the shore of Lafontaine Bay, named after the Lafontaine family. The Mahoney family donated the statue of St-Patrick which sits to the right of themain altar. Patrick Mahoney married Gertrude Harkin, daughter of James and Maria Keough, on August 22nd 1921 in St-Bernard church in Fournier. Gertrude taught at SS # 10 Cumberland. Their children; Mary, Lorraine, Clare and John R.The family homestead was increased to 354 acres.

Il y toujours des bines tradi- tionnelles au lard, à la mélasse et au sirop d’érable, et aussi des recettes moins com- munes, comme au lapin, au canard ou au gibier! Harold Gibbons, son of Austin and Josephine Gibbons from Quyon, married Mary Mahoney on August 28th 1954 in Rockland. The future bishop, James Mahoney, cousin of the bride, married the couple. Their children; Shawn (Lynn Barber), Alan (Susan Mc Faul), Sharon Ann (James Horton), Mary Jo (Tony Sponza) and Maureen (Brian Harrigan). Their grandchildren; Jessica, Kelsey and Jordan Gibbons; Matthew, Nicholas, Jonathan and Sarah Horton; Caitlin and Ryan Sponza; Maria and Thomas Harrigan. Alan continues to farm the Shamig Bay homestead settled in 1847. The name Shamig Bay was derived from the initials of the parents and children and reflects the name of the bay it overlooks. Harold passed away April 2 nd 2009. The Irish farm families were able to contribute so much in the building of the three churches with their time, horses, wagons and sleighs hauling the materials to the construction site.

André Lalonde veut avoir un impact positif
de motoneige et avec le comité de trans- port en commun de Clarence-Rockland, André Lalonde n’est pas étranger aux entretiens avec les gens. On se rappellera notamment sa participation clé dans la réalisation du parc Jules Saumure en sep- tembre 2013, où il avait obtenu l’appui de l’organisme «Let Them Be Kids» et de la communauté. «Ça a été un gros projet communautaire. La preuve est là. Quand on travaille ensemble, on est capable de faire de belles choses», a confié le candi- dat. S’il est élu le 27 octobre, André Lalonde aimerait ramener un peu de positif au conseil. Il s’entend pour dire que depuis les dernières années, le négatif domine l’actualité municipale. «Il y a de bonnes choses qui sont arrivées, il y a de moins bonnes choses. Chose certaine, on doit arrêter les querelles internes. On doit être capable de prendre du recul. Il faut avoir une vision d’ensemble. Il faut être capable de la planifier, et ce, pour le rural et l’ur- bain.» Au niveau des dossiers qu’il souhaite éplucher, il y a bien sûr les incontour- nables infrastructures. André Lalonde précise, toutefois, qu’elles ne doivent pas monopoliser les ressources. «C’est bien beau d’avoir de belles infrastruc- tures, de beaux chemins, mais si les gens ne peuvent pas vivre à l’intérieur de leur communauté… Je pense à tous les ser- vices communautaires qui font partie in- tégrante de toute communauté. Je parle

Les élèves qui commencent l’année scolaire 2014-2015 devront se soumettre aux nouvelles exigences d’immunisation scolaire. La nouvelle réglementation oblige les étudiants à recevoir trois vaccins, ceux-là mêmes qui étaient recommandés dans le passé. Les élèves, âgés entre 4 et 17 ans, devront présenter une preuve de vaccination contre laméningite, la coqueluche et la varicelle (pour les enfants nés à partir de 2010). La nouvelle réglementation a également changé le nombre de doses que les élèves doivent recevoir pour être adéquatement protégés contre le tétanos, la diphtérie, la polio et les oreillons. Les parents doivent informer l’Unité de Santé de l’Ontario chaque fois que leur enfant reçoit un vaccin. C’est une citoyenne qui a constaté les dommages après une visite sur les lieux, samedi dernier. scène policière PRODUCTION ILLICITE Un homme de 32 ans de Clarence Creek devra répondre à une accusation de production de marijuana. Le 1 septembre, des policiers ont répondu à une dispute survenue sur le chemin Duquette, à Clarence Creek. A cet endroit, un homme et une femme se disputaient. Les policiers ont été informés que des objets ont été brisés. Les policiers ont également remarqué des plants de marijuana. L’homme a été inculpé pour production de marijuana et méfait en-deçà de 5000$. Il devra se présenter à la cour de L’Orignal le 17 septembre. DISPUTE FAMILIALE Des policiers ont dû intervenir dans une dispute familiale survenue sur la rue Laurier à Rockland. À cet endroit, les policiers ont rencontré un homme en état d’ébriété. L’homme et sa sœur se disputaient. L’homme a été emporté par la colère. Denis Ouellette, âgé de 47 ans, a été arrêté puis remis en liberté. Il a été accusé d’entrave à un agent de la paix et d’avoir troublé la paix. POSSESSION D’ARME Le 7 septembre, des policiers se sont rendus à une résidence de la rue Montcalm, à Casselman. Une femme avait rapporté avoir été menacée et agressée par son partenaire. Ce dernier aurait braqué une arme à feu sur la femme. L’homme âgé de 55 ans de Casselman devra répondre aux accusations suivantes: voies de fait, avoir braqué une arme à feu (deux chefs), entreposage négligent d’une arme à feu et possession non autorisée d’une arme à feu. Hit-and-run arrest Police have closed the !le on a hit-and- run case in Wendover with the arrest of an Ottawa man. Brian Dorion, 34, is charged with dangerous driving cau- sing bodily harm and failing to stop and remain at an accident scene invol- ving bodily harm. The charges followed three weeks of police investigation of a hit-and-run incident Aug. 18 on County Road 17 in Wendover between an east- bound Kia and a blue two-door Mazda 3, also headed east. The Mazda made an illegal pass on the right of the Kia, hit the car, making it lose control and veer onto the westbound lane into the path of an oncoming truck. The woman driving the Kia was treated for serious injuries and remains in hospital at present.
