Jessup Falls Escarpment. Richard Makush of the OMB chaired the Wednesday morning session, listening to legal counsel for both the United Counties of Prescott-Russell (UCPR) and others listed as participants and interested parties in the case. “It seems obvious that we need another pre-hearing conference,” said Makush, after the first hour of listening to various legal counsels bring up concerns about both their clients’ issues and also questions from the gallery about legal procedure for the OMB review.

Following a brief recess, Makush an- nounced that he was able to schedule the appeal case for a confirmed five-week hea- ring date next fall, in L’Orignal, from Oct. 2 to Nov. 3. He dismissed a suggestion for a teleconferencing option as part of the OMB review process. “With this number of parties (involved),” he said, “it’s just unmanageable.” The Jessups Falls Escarpment is the centre of the controversy over the current UCPR Official Plan. The previous plan had the area listed as an aggregate mineral source, which is important for a local developer who wants to build an asphalt plant there. During the mandatory review process for revising the Official Plan, counties council, in response to a grassroots lobby effort, remo- ved the aggregate resources designation from the escarpment. This also blocked the proposed asphalt plant development. The provincial government, when it re- viewed the revised-and-approved OP, res- tored the aggregate resources designation for the escarpment. Several area residents objected and filed appeals so the matter is now before the OMB.
The beginning of November saw the first gathering of what will be a long provincial review process on the Official Plan for the United Counties of Prescott-Russell that began this month. Is there a summer country-western music festival in Clarence-Rockland’s future? If Eric Sanscartier has his way, yessirree! But first he has to convince city council that this idea can sing. Sanscartier made a pitch to Clarence- Rockland council during the question period portion of its Nov. 7 committee of the whole session. He is a local country-western musi- cian, who performs under the stage name of Eric Michael Hawks, and has an album out. His proposal is to use Parc Simon and the adjoining Jean-Marc Lalonde Arena and parking lot area as the main site for a festi- val in mid-to late-July. The location would provide both, participants and spectators, with convenient washrooms and other sup- port facilities and also easy access to the downtown core for any shopping or other tourism-related activities.
There are also concerns about the suita- bility of Parc Simon as a site if there is bad weather as has happened during past years with Canada Day and the river festival events in Rockland. “We’ve not had a long enough time to look at all the options,” said Helen Collier, chief administrative officer. Council directed administration to conti- nue discussions with Sanscartier about his proposal and try to work out the details more for a later report at a future meeting. During a later point in the committee of the whole session, several councillors wondered if Bourget, Clarence Creek, or Cheney-Hammond might also serve as a location for a country-western festival as

Two people from Ottawa now face charges resulting from an interrupted burglary in Cheney. Russell County OPP received a call close to 11 p.m., Oct. 24, about a break- in in progress at a house in the Village of Cheney in Clarence-Rockland. Roxanne Girouard, 39, and Daniel Sabourin, 40, both
through crime. Girouard is also charged with obstructing a police officer and with two counts each of possession of cocaine and failure to comply with a legal recognizance. Le Centre régional de santé mentale et toxicomanie prend son envol

Tous ont parlé de partenariat, mais tous ont également parlé du travail accompli par le personnel de l’HGH et en particulier, de celui du directeur général Marc LeBoutillier, lequel, bien humblement, agissait à titre de maître de cérémonie à l’occasion. « L’HGH investit dans ses infrastructures pour assurer la pérennité des services. Avec son personnel qualifié, dont huit psychiatres et un psychologue, le programme de santé mentale et de toxicomanie est en voie de devenir un centre d’excellence dans son domaine », a souligné Marc LeBoutillier. Une équipe multidisciplinaire Au nouveau centre régional de santé mentale et toxicomanie, on y retrouvera huit psychiatres et un psychologue, des psy- chothérapeutes, des travailleurs sociaux, conseillers et intervenants, des infirmiers et ergothérapeutes et des pairs aidants. L’équipe du centre prévoit effectuer près de 23 000 interventions par année. Les centres satellites de Casselman et Rockland offriront les mêmes services à la clientèle en santé mentale et toxicomanie qu’auparavant. Finalement, les installations intérieures ont coûté 2,5 M$ et ont été entièrement fi- nancées par l’HGH et la Fondation de l’HGH. En présence de Bob Chiarelli, ministre de l’infrastructure de l’Ontario, le nouveau Centre régional de santé mentale et toxi- comanie a été inauguré en grande pompe, le 28 octobre dernier. Rappelons tout d’abord que ce centre offrira divers services à la population tel un service de traitement en santé mentale et une équipe de crise (pour les 16 ans et plus), un service de toxicomanie (12 ans et plus), un service de gérontopsychiatrie (65 ans et plus) et une équipe communautaire de traitement intensif. Lors de l’inauguration officielle du centre, déjà en opération depuis la saison estivale, plusieurs invités d’honneur, dont le ministre ontarien de l’infrastructure Bob Chiarelli, ont pris la parole. « Ce centre représente un plus pour la communauté et c’est un bel exemple de leadership », a mentionné le ministre qui a également parlé de créativité et de partenariat pour expliquer la réussite de ce projet. Le ministre est heureux que les citoyens puissent y retrouver compas- sion, professionnalisme et expertise sous un même toit, des qualités qui bénéficieront aux familles. Grant Crack, député provincial de Glen- garry-Prescott-Russel, a aussi parlé d’un grand pas. « On parle ici d’un bel exemple de réussite dans la communauté », a-t-il indiqué.

Postes comblés aux comités consultatifs Certains postes vacants au sein des comi- tés consultatifs ont été comblés. Le conseil municipal de Clarence-Rockland a approuvé la nomination de Stéphanie Simard et Chan- tal Burelle-Demonsand au comité consultatif culturel. Le conseil a également approuvé deux nominations au conseil de bibliothèque. Il s’agit de Sherry Oake et Arthur Voth. Ceux-ci siégeront au comité constitué de sept personnes jusqu’à la fin du mandat actuel du conseil municipal. -Gregg Chamberlain Duval noted that one of the top issues he gets feedback on during his nomination campaign walks-and-talks around the riding is Ontario Hydro. Everyone he talks to, whe- ther a homeowner or a business person, lists the cost of hydro as a worry. “The concern is the mounting hydro cost,” he admitted. “They’re all talking about their bills. We have smart meters installed, we have conservation measures, people doing their laundry at night when the rate is sup- posed to be cheaper, and still the hydro bill goes up. People can’t keep up.” Duval thinks that Toronto has a “seat heavy” presence in the legislature so that Ontario’s rural issues do not get as much attention as they should. He cited that, along with government mis- management of Hydro and bureaucracy, as part of the reason for slow economic growth
and lack of jobs in the riding, which forces young people and families to move away. This also results in fewer students available for local schools, which forces school dis- tricts to consider school closures to cut back on their operation expenses. Right now there are two candidates— Duval and Amanda Simard—for nomina- tion as the Progressive Conservative choice for the GPR in the next provincial election. Derek Duval figures it is time he got off the sidelines and took a more active role in politics. That is one of several reasons he gives for his decision to seek the Progres- sive Conservative candidate nomination in the Glengarry-Prescott-Russell provincial riding. “I’ve always been taught that if you want something done right, you do it yourself,” Duval said during a Sunday phone interview. “And if you want something, you go after it. You don’t sit on the sidelines and wait for someone to hand it to you.” The Vankleek Hill businessman added that dissatisfaction with some of the recent and past policy decisions from the Wynne Liberal government also prompted him to seek nomination as the GPR’s Progressive Conservative candidate when the next pro- vincial election rolls around. “It’s my future, it’s my family’s future, it’s my daughter’s future,” he said. Duval’s background includes a bache- lor’s degree in business law from Carleton University, along with experience as a small business owner running his own company in the construction trade sector. At present he is project manager for Montebello Packaging, based in Hawkesbury. He also cited his student summer work on local farms and at the Ivaco Rolling Mill as part of his experience related to being

À l’approche du jour du Souvenir, quelques cérémonies ont déjà eu lieu, dont celle de Rockland qui se déroulait dimanche dernier. C’est sous un soleil radieux que se déroulait, dimanche dernier, cette cérémonie, organisée par la Légion de Rockland. Le défilé du corps de Cadet 832 de Clarence-Rockland a attiré quelque 200 personnes. Dignitaires représentant la Cité de Clarence-Rockland, pompiers, policiers, clubs sociaux et membres du public étaient présents afin de rendre hommage aux vétérans et militaires canadiens. Lors de la cérémonie, plusieurs gerbes de fleurs ont également été présentées par différents représentants d’organismes, de familles et de commerces. Vétérans et représentants de leurs familles ont pu honorer les leurs au cours de La dernière sonnerie, des deux minutes de silence et de diverses autres présentations.
Attirant tant les petits que les grands, c’est dimanche dernier que se déroulait la cérémonie du Jour du Souvenir de Rockland, où quelques centaines de personnes sont venues rendre hommage à nos militaires canadiens.

The Upper Canada District School Board will be holding Accommodation Review Committee (ARC) public meetings for the Building for the Future Pupil Accommodation Review. The purpose of the ARC public meetings is to receive information from the public in response to the draft recommendations for school closures and consolidations presented in an Initial Staff Report that was received by the Board of Trustees on September 28, 2016. A copy of that report, additional information, and a link to an online survey in response to the draft recommendations presented in the report are available through the “Accommodation Review” link on the UCDSB main page at www.ucdsb.on.ca. The wooden plaques were lami- nated after painting and the mural should last for at least 10 years or more before any of its pieces need either repainting or replacing. Rockland is not an official part of the SNC’s actual coverage area, but the South Nation River does empty into the Ottawa
River, an important habitat for many Ontario fish species, as both Mayor Guy Desjardins and Ward 1 Coun. Jean-Marc Lalonde noted n their remarks during the presentation. “The Ottawa River is home to some of the largest muskies (muskellunge) around,” said Mayor Desjardins. “The fish habitat in the Ottawa River is very, very important,” said Lalonde. “They (St. Patrick students) will educate their pa- rents and other adults on how important this is.”

Please be advised that the City of Clarence-Rockland’s Council has adopted the meeting schedule for the 2017 Operating and Capital Budget Deliberations. NOTICE is hereby given that the Council of the City of Clarence-Rockland will be commencing its operating and capital budget discussions on Monday, November 21, 2016. At these meetings Council will also give consideration to amendments to user fee by-laws to reflect the council-approved rates for 2017.
