C’est une modification qui a été apportée lors de la deuxième lecture du nouveau règlement de procédures du conseil. Au départ, la période de questions devait être: « Limitée aux sujets qui seront enregistrés auprès de la greffière avant la réunion». Cette modification en avait fait sourciller

Un autre élément du règlement de procédures qui a suscité l’inquiétude est le pouvoir du président de l’assemblée, soit le maire, d’expulser des citoyens des réunions lorsque le comportement de ceux-ci est jugé inapproprié. C’est une modification qui a été critiquée, notamment par le citoyen Robert Gadoua. « Pourquoi est-ce nécessaire de donner au maire des pouvoirs additionnels, arbitraires et potentiellement dangereux qui pourraient dégénérer en abus. Pourquoi avez-vous besoin de ce
règlement ?», a questionné M. Gadoua. Le maire, Marcel Guibord, a répliqué en affirmant que les pouvoirs dumaire seraient exercés selon les dispositions de la Loi sur les municipalités. « Il y a eu certaines situations où le maire devait et doit intervenir. Dans certaines de ces situations, je dois avoir le pouvoir de maintenir un certain décorum ». Le citoyen Robert Gadoua a souligné toutefois qu’un comportement inapproprié doit être clairement défini. « Autrement, ça pourrait devenir de l’abus ». The Feb. 11 gather- ing in Orléans was the latest stop for the Papineau MP on his campaign tour for the leadership of the federal Liberal party. Trudeau’s speech, alternating between French and English, focused on the dys- function in Canada between voters and all the political parties. He blamed it on too much reliance by both the ruling Conserva- tives and others on the “politics of division” as a campaign and governing practice. “That politics of division, lets not kid our- selves, has proved very effective,” Trudeau said, adding that it got the Conservatives a majority in the last election after two stints as a minority government.

Dès lors, le transfert ou le retrait d’un autobus, selon plusieurs, serait à éviter. « Un autobus de plus du trajet 535 donne de la flexibilité aux horaires, a déclaré une usagère. On pourrait même voir une augmentation de l’achalandage » Un autre utilisateur a poursuivi dans la même veine. « Le transport en commun devrait être perçu plutôt comme un investissement favorisant la croissance de la Cité. Si on a déménagé à Rockland, c’est justement parce qu’il y a du transport en commun ». La municipalité tiendra ainsi compte des commentaires lors de l’adoption prochaine du budget 2013. « Tous ces commentaires me ramènent à l’importance d’avoir un comité consultatif. Il faut avoir des utilisateurs au sein du comité pour s’asseoir avec l’administration pour essayer de trouver des solutions. », a conclu Thérèse Lefaivre.

ROCKLAND | L’accessibilité et l’efficacité sont deux thèmes qui ont été évoqués lors de la réunion publique portant sur le service de transport en commun à Clarence-Rockland, le 6 février. Près d’une trentaine de citoyens ont pris part à la présentation effectuée par Thérèse Lefaivre, directrice des services communautaires. Rappelons que, pour l’instant, la municipalité envisage une hausse de 3 % pour le service CR-Transpo. Le coût du laissez-passer mensuel pour adultes passerait de 221 à 228 dollars; pour étudiants : de 159 à 164 dollars et le laissez-passer journalier : de 11 à 12 dollars. Les nouveaux tarifs entreraient en vigueur en avril. Une des options prisées par la municipalité verrait un des autobus #535 (St-Pascal, Bourget, Hammond et Cheney) transféré au 530 (Clarence Creek/Rockland). En ce qui a trait à l’accessibilité, certains utilisateurs souhaiteraient voir la part municipale augmenter et celle des utilisateurs diminuée. Actuellement, la municipalité couvre 19,98 % des coûts opérationnels. La municipalité s’est fixé une limite de 22 %. « Si le conseil a plus oumoins approuvé le fait que la part municipale ne doit être plus que 22 %, pourquoi est-ce qu’on ne fait pas le calcul avec 22 %? », a questionné l’usager, M. Lalonde, affirmant

Valerie McGirr of AECOM, lead consul- tant and project manager for the 174-17 EAP, said that a bypass route south is one of the alternatives still under consideration to solve the traffic congestion situation for the highway. She assured residents that there are no plans to divert traffic back along the
old Montréal Road route through the vil- lage itself. The February public information sessions in Cumberland, Orléans and Rockland are the first of several that will take place dur- ing the two-year EAP on the Highway 174- 17 expansion project. More will take place later this year after consultants have reviewed findings from further studies.
Shulty and several other Cumberland village residents told representatives for the City of Ottawa, the United Counties of Prescott-Russell and the engineering con- sultant firms doing the EAP that instead of trying to widen the present two-lane highway route along the Ottawa River, they should look at diverting traffic south of the village along either Innes Road or some other connector more suitable for expan- sion. “You need to build south,” said Glen Rob- erts. “It’s a no-brainer. The most sensible thing to do is build the route along Innes.” Cumberland homeowners believe that solution would avoid both the need for ex- pensive expropriation of residential prop-

There were very few questions from the audience in council chambers Thursday night in Rockland when consultants hosted their third public information session on the proposed expansion of the Highway 174-County Road 17 connection between Rockland and Orléans. “We found in Rockland there is over-ca- pacity which leads to congestion,” said Val- erie McGirr, AECOM project manager on the 174-17 project. “Though I think that comes as no surprise to anyone in this room.” Her opening remark earned a few chuck- les from the audience of about 50 seated in council chamber at City Hall on Feb. 7. Her followup remark earned some applause. “No one is going to suggest we widen Laurier Street,” she said. The main concern that came up during question period that followed was how to improve the public transit link between the two communities. Clarence-Rockland Coun. Guy Félio and retired MPP Jean-Marc Lalonde each of- fered suggestions for speeding up com- muter transit service between Rockland and Orléans-Ottawa to help reduce conges- tion on the highway. Both presented briefs of their ideas to consultants at the end of the formal open house. “We’ve got to eliminate as many traffic lights as possible,” said Lalonde during a later interview. His proposal for helping speed up com- muter traffic and reduce congestion along County Road 17 and Highway 174 calls for modifications to the highway setup at five key points along the route from Rockland to Orléans. It starts with closing the existing eastern exit from County Road 17 onto Lau- rier Street and re-aligning the highway for smoother traffic flow. Next is resurrecting an old idea for a pe- destrian underpass at Edwards Street. At the west entry into Rockland from the high- way, a roundabout setup would replace the present traffic-controlled intersection. At the Canaan Road intersection where County Road 17 becomes Highway 174 there would be an overpass for highway traffic. The last modification would be an underpass at the Trim Road intersection of the 174 to allow Trim Road traffic to pass through without interfering with the main highway flow. Two of the main points of Félio’s proposal calls for negotiations with OCTranspo on expanded route service between Rockland and Orléans. That could include extending service as far as Canaan Road intersection with a turnaround and parc-o-bus there .

ROCKLAND | Le conseil municipal de Clarence-Rockland entend demander aux Comtés unis de Prescott et Russell (CUPR) de modifier leur politique en ce qui a trait à l’aménagement du territoire. Le conseiller Guy Félio a dénoté une préoccupation en ce qui a trait à la séparation des terrains. « Dans les villages, les Comtés unis ne permettent pas qu’il y ait des séparations de terrains par autorisation si la propriété n’est pas desservie par l’aqueduc municipal », a précisé M. Félio. Dans la mesure où les villages de la Cité de Clarence-Rockland connaîtront une croissance dans un avenir rapproché, plusieurs lotissements de terrain sont à prévoir. Le plan officiel des CUPR stipule :
- Je n’avais pas le temps. - Je n’en avais pas besoin. - Je n’ai jamais aimé l’école. - J’ai toujours eu de la difficulté

On peut forcer les gens à se brancher, mais on récupérerait probablement les sommes investies sur 10 ans, 15 ans et plus, ce qui réduirait notre capacité d’emprunt », a affirmé M. Félio. La Cité n’écarterait pas l’éventualité de l’expansion du service d’aqueduc. Elle permettrait l’utilisation de puits, du moins, jusqu’au prolongement de l’aqueduc. « Au moment où on passe une conduite devant les propriétés, on va les forcer à payer la conduite. On ne va pas les forcer à se brancher. Eux, ils décident s’ils veulent se brancher, mais ils vont payer la conduite », a précisé M. Félio. Une résolution en se sens a été présentée à l’assemblé ordinaire du conseil, lundi dernier.

A-P council supports solar power
have a bright future in Alfred-Plantagenet Township. The municipality cannot offer financial incentive but the members of Alfred-Plan- tagenet Township council can offer moral support for local efforts at developing solar power facilities in the community. Council has passed four separate resolu- tions of support for rooftop solar power projects proposed within the community. When the project owners apply to the pro- vincial government’s FIT program to be- come part of the Ontario energy supply grid for alternate power systems, the resolutions may help them become eligible for priority points towards getting a FIT contract. The municipal resolutions just apply to support for the rooftop solar projects under the FIT program. They cannot apply to any other type of property use approvals. Counties wait for OPP report L’ORIGNAL | The counties council is still waiting for an answer to the question of how much a regional police contract might cost. The OPP is still working on the figures for the United Counties of Prescott-Russell council (UCPR) since the request for a cost- ing proposal first went out last year. A cou- ple of unexpected hitches have delayed a final report to the counties. The first delay was last August when the OPP Municipal Policing Bureau (MPB) de- cided to delay all costing proposal approv- als until the new 2012 cost recovery formula was finished and approved. That took place last September and at the time the MPB ex- pected to have the UCPR’s costing proposal worked out by either October or November of last year. Then a regional review on staffing indi- cated the Russell County OPP detachment was undermanned and senior command had to deal with that concern first. The MPB resumed work on the UCPR’s costing pro- posal last December and now the bureau’s goal is to have a report ready for the coun- ties council by either late January or early February this year. OTTAWA | Mothers-to-be in the National Capital Region and nearby areas around will soon have a choice between hospital, home delivery or birthing centre for when they are due. The Ottawa Birth and Wellness Centre (OBWC) will open later this summer and offer a range of midwife programs and ser- vices for expectant mothers. Midwives are women and men who specialize in assist- ing women through the birth process. They have restricted medical training focused on natal care and may work alone, as part of a birthing team, or in partnership with a doc- tor on deliveries. The OBWC will provide bilingual midwife- ry services to meet the needs of both the anglophone and francophone populations in the Ottawa-Orléans area and surround- ing communities. Centre staff expect to as- sist with 450 to 500 births each year. Midwife centre launched
