Justice can still work on a tight budget

In the United States, ponzi schemes often come under the jurisdiction of the Securities Exchange Commission because they may involve the buying and selling of fraudulent stock. “Fraud is fraud,” said Nicholson, “and while I don’t comment on any specific case, we have seen an increase in cases of fraud in this country, including white- collar crime, and we have responded to that with our Bill on white-collar crime, to have increased penalties for people involved in taking other people’s money by fraudulent means. But the investigation of these schemes is within provincial jurisdiction. The policing and, for the most part, the administration of justice is within provincial jurisdiction. But we all have a role to play. “We’ve had legislation in the last cou- ple years onwhite-collar crime. It becomes, among other things, more victim-friendly. "We actually put an application right into the Act to assist people who become victims of these individuals who have, one way or another, taken their money. So we try to assist at that level to make it a little easier for them to have their matters heard, because these things cause a great deal of pain for people. "Many times it’s not just the amount of money, it’s what that money means to the individual. Many times it can be life- savings, and to have that fraudulently taken away concerns us all. We will conti- nue to do our part at the federal level.” Nicholson noted that the rise of cyber- crime demands that both his ministry, and the Public Safety Ministry of Vic Toews, keep revising the Criminal Code so that it remains in touch with the 21 st century. He referred to recent legislation that Toews has introduced, giving police greater powerformonitoringtheWorldWideWeb and collecting information from Internet service providers for criminal investiga- tions into pornography and other matters. The legislation has become a source of controversyovertheissueofprivacyrights. “The Criminal Code is stuck in 1950s technology, and the criminals have moved beyond just telephoning each other,” Ni- cholson said. “They have given up sending telegrams to each other. The criminal has taken advantage of all the new technolo- gies, and the Bill that he (Toews) has before parliament - and that has gained quite a bit of publicity in the last couple of weeks - addresses that.” He observed that the twin problems of criminal Internet use, and the social responsibility of the Web industry sector, are not new to his ministry. “But we have this problem all the time. I met a number of years ago, for instance, with Internet service providers (ISPs), and I indicated to them that we all have a stake in doing something about child pornography. They quite correctly pointed out to me that many of them realize they have a ‘moral obligation’ to turn over evidence of child pornography. “I told them, ‘With respect, you have to have more than a moral responsibility. You’re going to have to have a legal responsibility.’ One of the Bills that we enacted last year requires now ISPs to turn over evidence that comes to their attention, or information that comes to their atten- tion, about child pornography.” Keeping up with criminals now and in the future, Nicholson noted, requires cons- tant vigilance. “It’s trying to be up-to-date with what’s happening in the world of technology,” he said. “The Criminal Code has to be continuously updated because crime becomes more sophisticated, and the Criminal Code has to keep up with it.”

Un congé en famille réussi

Un sincère merci aux mascottes : Boston Pizza, Panthère de l’École secondaire catholique de Plantagenet, Patouf de l’école St-Paul de Plantagenet et Subman de Subway. Délices à la carte... la saison des sucres se met à table! Les produits de l’érable sont uniques en leur genre et, le plus beau de l’histoire, ils sont prisés par les gourmets depuis des lustres. Petit tour d’horizon de la riche histoire de ce nectar printanier. Les autochtones d’Amérique du Nord se régalaient de la sève sucrée de l’érable à sucre, acer sac- charum de son petit nom, bien avant l’arrivée des colons européens. De toute évidence, celle-ci a subsisté jusqu’à nos jours. La cueillette de cette eau tout sucre tout miel dans des seaux a été progressivement remplacée par un système d’évacuation par tuyaux sous vide. Ce procédé assure la salubrité du milieu tout en allégeant le travail des producteurs. C’est qu’il faut de 30 à 45 litres de sève d’érable pour pouvoir déguster un seul litre de sirop!

Other competitors also have their routi- nes, whether for luck or just habit, Penny doesn’t know. She just knows why she does what she does. “I could use a little luck, to go with the hard work.” And it seems to work for her. Now she can relax, a bit, with her favourite books, a bit of roller-skating with her old-style traditional four-wheel skates, not the mo- dern blader types. Plus there are air cadets meetings to attend and with that, biathlon training for winter exercise, though she will admit that her marksmanship isn’t top-notch though she enjoys getting out on the biathlon ski trails and plunking away at the targets with her rifle. At home she’s also online, updating her websitewith reviews of concerts she’s been to, travel reports on some of the places she’s been and sights seen during competitions.Maybeshe’llstartdoingbook reviews. At the moment, she’s divided on her future career choices. “I can’t choose between an editor or a doctor.” She smiles at a suggestion that maybe editing a medical journal could satisfy both goals. CBC TV will have its camera on Penny and other competitors at the national spelling championships in Toronto later this month. The finals will air on April 1 and the top three spellers head for Washington, D.C., and the Scripps championship later in spring.
“Study, as usual, and hope for the best.” Hope means following a few personal rituals to court Dame Fortune’s favour. Like spending the night before any major competition with a hardcover copy of the 2002 edition of the 150,000-word Webster’s Third New International Dictionary resting underneath her pillow. Or pillows. “Because it has all the words,” she said, about why that particular dictionary becomes her “sleeping charm” before a competition. “When I travel to Washington, I bring the CD edition,” she said, smiling, “and that’s a lot easier to sleep on.” This particular ritual has been a part of her competitive life for years. “I’m pretty sure it started with my first spelling bee. I’m not sure who thought of it.” She has other habits as part of her pre- competition vision questing. “When I started doing the Canspell, I started finding pennies.” At this year’s regionals she had four pennies,andabent-overdime,tuckedaway in one of her shoes. The dime she found outside while roller-skating, something she enjoys doing when not cracking the books. During competition, she has another ritual. When she is given her word to spell, Penny goes through all the clue cues the judges are allowed to give each contestant. That includes the definition of the word, its origin, use in a sentence, any alternate pronunciations, and one final repetition of the word itself. It’s a ritual, but it’s not for luck. It gives her time to assess the word and, even if she

But luck is not the reason why she is the Postmedia Canspell regional spelling champion for the fourth time in a row by proving she has the biggest and the best vocabulary of anyone in the National Gal- lery of Canada on March 4. “Of course, I was very excited,” the 14- year-old living lexicon said, smiling, during an interview Monday afternoon at home. “I love going to Canspell, and winning anything is really exhilarating.” Penny has been taking on every word challenge in spelling since she was nine and Sunday afternoon’s competition saw her and 49 other young walking dictionaries from around the region lead their audience on a world tour of words, both ordinary and exotic, featuring bon mots like googol, a mathematician’s word for the value of one followed by 100 zeroes, and temerity, the word that won Penny her fourth straight title of Canspell regional champion. Her efforts earned her a place in the national Canspell championships later this month in Toronto, plus a $5000 cheque from the Egg Farmers of Canada. Measles alert for Ottawa region

The OPH urges parents to check their children’s vaccination records to make sure their inoculations against measles, mumps and rubella (MMR) are up to date. All children attending school or a licensed child care facility in Ontario must have MMR inoculations. Exceptions are allowed but only for special circumstances. Infor- mation on immunization is available from the OPH at www.ottawa.ca/health. The MMR vaccine is available at little or no cost through public funding. The current outbreak in Québec is affecting children and young adults who have received the recommended number of vaccine doses. Measles is a very contagious disease, passed on through coughing and sneezing. Symptoms begin with high fever, runny
nose, red eyes, and a cough. Follow-up symptoms include a red rash that starts on the face and head and spreads all over the body. Someone sick with measles can infect others during the four days before and the four days following appearance of the rash. Possible complications from measles include ear infection, brain infection, pneumonia and, in rare cases, death. Standard vaccination against MMR involves two doses of vaccine. A child should receive the first dose on or after the first birthday. The second dose is given between the ages of four and six. Two doses of MMR vaccine are also recommended for young adults, age 18 to 25, post-secondary students, health workers, and those who travel abroad.

The Ottawa Public Health office is monitoring a measles outbreak in Québec. Since April last year the province has recorded more than 760 cases of measles, making this the largest outbreak of the diseaseinNorthAmericasince2002.About 11 per cent of the cases recorded in Québec required hospital treatment. Ottawa Public Health (OPH) is working with la Direction de santé publique de l’Outaouais (DSPO) on monitoring the Outaouais region. So far no reports of measle cases in that region. The OPH is also monitoring the Ottawa area also with no reports of cases so far.

One thing for sure about Fred Stonehouse. He can take a licking and keep on kicking, and that is going to be bad news for anyone stepping into the ring with him. The 27-year-old martial artist took his first step higher up the competitive ladder over the Feb. 25 weekend with his debut as a carded fighter in the Throwdown bouts for muay thai at Casino du Lac Leamy in Gatineau, QC. Stonehouse’s match was an amateur-category setup, which means the fighters earn glory and the satisfaction of the win to soothe any bruises and for now thatisgoodenoughfornowforStonehouse. “It was great,” Stonehouse said. “You’re the centre of attention. People are coming from all around to watch you.” Stonehouse, from the Rockland AcademyofMartialArts(RAMA),squared off against Armin Eshtabi of Ottawa’s Ronin Martial Arts, for a three-round regulation muay thai match. Muay thai is Thailand’s national mar- tial art and it has a reputation as being hard-core with emphasis on knee and elbow strikes along with the kicks and punches. The past weekend in Gatineau was a new experience for him and he is eager to see how well he can do in regulation fighting. “This is just a taste,” he said. “I want to see how far I can go.
