La rue Laurier donne des maux de tête

Les travaux devraient se poursuivront jusqu’au 14 août, si tout va bien.
Depuis le début du mois de juin, à Rockland, la rue Laurier a été réduite de moitié afin de permettre aux employés de la ville de procéder à la réfection des tuyaux d’égouts de la rue qui étaient fissu-
rés. Plusieurs commerçants ne décolèrent pas puisque la rue est en partie fermée à toute circulation. Comme lementionne la directrice géné- rale de la cité de Clarence-Rockland, Helen
Collier, le coût de l’opération est évalué à 750 000 $. « L’année prochaine, il en coûtera 100 000 $ pour faire l’étude de la phase 2 car il faudra éventuellement refaire la partie Est de la rue Laurier », a-t-elle spécifié. Plusieurs commerçants se plaignent néanmoins de ces travaux qui perdurent, et plusieurs résidents en ont des maux de tête. Comme la propriétaire duMari-Jo Dairy Bar Laitier, Julie Deschâtelets, qui a remarqué une diminution dans l’achalandage de son commercemais aussi sur l’utilisation de ses employés. C’est que depuis la fin juillet, la rue Laurier est fermée des coins Edwards à St-Jean.
« L’an dernier, j’avais deux personnes à temps partiel et six à temps plein. Cette année, j’ai six employés dont deux à temps plein seulement. La journée où ils ont mis des cônes pour réduire les voies, j’ai vu une différence, et là, je la vois encore plus depuis que la rue est fermée. Mon chiffre d’affaires, cette année, sera clairement affecté. Je n’ai que quatremois pour fairemon année », a- t-elle dit, impuissante. Même son de cloche du côté du restaurant Friendly où, là encore, les employés ont remarqué une importante baisse dans la clientèle. Les travaux devraient se poursuivre jusqu’au 14 août.

Former town manager joins Champlain LHIN Pierre Tessier, who has served as chief administrator for both Russell Township and the City of Clarence-Rockland, is now on the board of directors for the Champlain Local Health Integration Network (LHIN). He was confirmed for a three-year term starting this spring. Besides his past work as a municipal administrator, Tessier was a member of the Ottawa Transition Board (OTB), which supervised the amalgamation of 11 neighbouring municipalities and a regional government board into what is now the City of Ottawa. He is also the current interim executive director for RDÉE Canada, a non-profit corporation working for the economic development of francophone and Aca- dian communities in Canada. Tessier stated that his goal as a director for the Champlain LHIN is “efficient and effective delivery of services, with an emphasis on the patient experience.” – Gregg Chamberlain Salmonella outbreak warning The Public Health Agency of Canada (PHA) and Canadian Food Inspection Agency (CFIA) have issued a recall notice on several brands of frozen breaded chicken products because of a series of salmonella cases in Ontario, Québec, Nova Scotia, and Newfoundland-Labrador. Both agencies state that the risk still remains low of a full-scale outbreak but advise consumers to be careful when handling any frozen or raw breaded chicken or other meat products. The two agencies have recorded 47 cases reported since July 2 of people suffering from salmonella poisoning with the majority of cases in Ontario. There are a dozen cases in Québec, and two each in the maritime provinces. Investigation has determined the people became sick sometime between Feb. 7 and May 23. A variety of suspected frozen raw breaded chicken products available for sale during that period are now under a recall notice. The complete list is available at the CFIA website at http:// www.inspection.gc.ca. Symptoms of salmonella poisoning include fever, chills, diarrhea, stomach cramps, headache, nausea, and/or vomiting. The symptoms last for four to seven days. People in good health may not become sick enough to require hospital treatment.

Lemieux, Drouin et Laurin se font la lutte

Mais l’existence de ce mécanisme est remise en question, cette fois, dans le cadre des négociations du Partenariat transpacifique, un accord de libre-échange qui inclut une douzaine de pays, dont le Canada et les États-Unis. Pierre Lemieux, cet ancien élève officier du Collègemilitaire de Kinston et ingénieur, a débuté en lion avant même le lancement officiel de la campagne. En juillet seule- ment, on a pu le voir à neuf reprises dans différents événements médiatiques dans sa circonscription. « Notre gouvernement, notre Premier ministre, a dit qu’on va pro- téger notre système d’approvisionnement. On va le faire. Le système va rester intact », a voulu rassurer M. Lemieux. De son côté, le Parti libéral a choisi Fran- cis Drouin, originaire de Hawkesbury. C’est le 2 août dernier que le Premier mi- nistre du Canada, Steven Harper, a offi- ciellement lancé la campagne électorale qui se tiendra le 17 octobre prochain. Les candidats sont déjà au travail et le resteront pendant ces deux longs mois et demi de cavale à travers leur circonscription. Dans Glengarry-Prescott-Russell, ils sont trois à être connus. Le premier, Pierre Lemieux, candidat conservateur, cherchera à se faire élire pour un quatrième mandat consécutif. Avec un compte de dépenses confortables, la machine conservatrice semble être solide et le candidat Lemieux est confiant. Les thèmes de la campagne ne sont pas totalement définis mais se dessinent tranquillement. Dans l’Est ontarien, c’est le système de gestion de l’offre qui retiendra l’attention. L’équipe néo-démocrate de TomMulcair vient de présenter son candidat dans Glen- garry-Prescott-Russell. Il s’agit de Normand Laurin, résident depuis plus de 20 ans de Vankleek Hill. Cet expert-conseil en technologie de l’infor- mation se dit prêt à lutter pour son équipe. The amount of sassafras oil seized could have produced more than 4 million Ecstasy tablets. Police also seized 1000 kilograms of Helionix, another precursor required for making MDMA. This amount of Helionix could have been used to create more than 2.6millionMDA tablets, which are a variant form of Ecstasy. Each of these tablets has a street value of $20 apiece. King, 48, anOttawa resident, was arrested on narcotics charges. Also arrested as a result of the investigation were Jonathan Cayer, 34, of Gatineau, QC, and Cassian Popa, 38, of Montague, ON. SNC floats new dock project
There’s a new place for boaters to tie up at the Jessup’s Falls Conservation Area. The SouthNation Conservation Authority (SNC) dropped anchor with the completion of a new dock for daytime users at the Jes- sup’s Falls Conservation Area off County Road 17 between Plantagenet andWendover. The new facility features all that a modern recreational boater could want and need. “Compared to the previous wooden struc- ture,” stated Jim Hendry, SNC spokesman, “the aluminum framing will result in less operating maintenance time and cost, and a longer life.” The new dock, opened for use on July 17, also features a low-angle entry, wide ramp and railings, a toe guard, high floa- tation tanks for better stability, and a grea- ter surface area to meet the increased user presence at the conservation area.The low- angle entry also addresses the increase in the number of people using wheelchairs,

Originaire d’Alfred-Plantagenet, Mme Lortie compte plus de 18 ans de service au sein du CSDCEO, dont huit à titre de direc- tion. Stolen chainsaws A pair of chainsaws were taken from a company truck during the annual tractor pull competition in Casselman over the July 4 weekend. Both were Stihl brand chainsaws, one of them a Stihl Quick Cut chainsaw. Also stolen from a vehicle in Casselman were a GPS system and a small amount of change. The thief took advantage of an unlocked vehicle parked on Sauve Terrasse Street on July 10.The GPS is a Garmin Nuivi 250W system. Broken window A thrown rock is believed to be the cause of a broken window complaint froma home in the Laurier Street neighbourhood of Rockland. The incident took place some- time between July 12 and 13. Traffic safety checkstop OPP in Russell Township will step up their traffic education and enforcement work after several complaints about the intersection of Dignard Street and St-Pierre Road in the township. Domestic dispute Russell County OPP have charged aman with assault, mischief under $5000 value, and trespass. The charges were filed last month. His name and other details have beenwithheld at present to protect the iden- tity of the victim in the case. Drinking and driving François Morin was charged with drunk driving, driving with a blood-alcohol level exceeding 80milligrams, dangerous driving, and possession of methamphetamine. The charges resulted fromOPP investigation July 12 of a traffic complaint near the village of Casselman. His first appearance in provin- cial court on the charges was scheduled for July 29 in L’Orignal. Hay bale arson A case of arson with a country twist is on the OPP case files for Russell County. Police received a call July 12 about a fire in the Baseline Road neighbourhood of the City of Clarence-Rockland. Arriving at the scene near the intersectionwithDu Lac Road, they found several hay bales on fire.The fire was extinguished and police are asking for help from the public with information on who set

Local court still lacks local chief Crown
The provincial courthouse in L’Orignal continues to host a parade of Crown chief prosecutors from outside of Prescott-Russell to handle the local criminal cases until a new local prosecutor is appointed to replace Julie Bourgeois who was promoted to a judge’s post. The local office still has four assistant-crown prosecutors to deal with the bulk of the caseload.
New health service plan on drawing board
A solid foundation of home and community care will highlight a new three-year plan for health services in the Champlain region. The Champlain Local Health Integration Network (LHIN) board and staff are working
on a three-year Integrated Health Service Plan (IHP), which will cover the period from 2016 to 2019. The focus for the plan will be outlining both provincial and regional priori- ties for health care services in the Champlain
the summer break, Chantale LeClerc, LHIN chief executive officer, noted that the plan will “demonstrate the importance of a solid foundation of home and community care” for regional health programs. “When community-based services are strong,” LeClerc stated, “hospital and long- term care home beds are then available to people who need them the most.” Provincial healthministry guidelines for IHPs demand mandatory coverage of five areas in addition to any other local concerns. They are: a mental health and addictions strategy, health system funding reforms, home and community care, a Health Links system to aid people whomake themost use of health services and programs within the region and have the greatest need for them, and palliative care. The LHIN will hold stakeholder consul- tations as part of the IHP process using an online public survey, consultations with local health groups, people who use regio- nal health programs and services, and also patient and family advisory groups. The goal is to have the draft plan ready to present to the public for comment next February.

Milestone for Winchester hospital The Winchester District Memorial Hospital (WDMH) achieved the bronze level in the regional Healthy Foods initiative. WDMH is the second hospital in Eastern Ontario to reach that level since the project was launched. Cholly Bolland, WDMH chief executive officer, compared it to achieving a bronze in the Olympics or the PanAm Games for a district hospital.
