Guibord. Le conseiller Bernard Payer a ensuite réclamé que sa nomination soit révoquée. De son côté, le conseiller André Henrie souligne que le délai des membres des comités est raisonnable dans le cas ou il y aurait des problèmes. «[…] s’il y a un conseiller qui réalise qu’il ne se plaît pas sur un comité, à ce moment là ça donnera l’occasion d’aller frapper à une autre porte». Bernard Payer s’est ensuite ravisé en proposant l’exclusion du règlement qui prévoit une révision des comités en janvier 2014. «Enlevez le paragraphe en bas et tout le monde va être content», a-t-il affirmé. Ce commentaire a dès lors suscité l’agacement chez le conseiller André Henrie. «Il y en a qui sont déjà contents Monsieur Payer. Si ça ne vous plaît pas, d’accord. Mais ça ne veux pas dire que c’est comme ça pour tout le monde. Ne mettez pas des mots dans la bouche des autres».

domaine». Joint par téléphone mardi, le conseiller Guy Félio estime que beaucoup de travail a été fait au niveau des infrastructures et des bâtiments. Il a déploré le fait que souvent le comité était la cible de critiques. «Maintenant, M. Payer et M. Thivierge vont avoir l’occasion de prouver qu’ils peuvent faire plus de travail que nous on a fait. Les nominations pour les comités ne sont pas complètes pour l’instant. Il reste toujours des modifications à apporter au comité des services communautaires.

Ministers pitch provincial budget
that the Wynne Liberal minority recognizes the need for backing from either the NDP or the Progressive Conservatives. “We cannot govern as though we were a majority.” Ontario’s Progressive Conservatives have already declared they will vote against the budget, even before it was presented to the legislature last week. Chiarelli criticized the Tories as being “disrespectful” to voters for not even reading the budget before an- nouncing their opposition to it. He noted that the NDP have indicated they want to review the document “to make sure what’s in the budget is more than a promise.” This follows after negotia- tions with the Liberals to have various NDP priorities for social programs and tax relief for lower-income families included in the budget. “I think that’s fair,” said Chiarelli, regarding the NDP decision to review the budget first
before announcing support or opposition. The proposed provincial budget includes a Youth Jobs Strategy worth $295 million over a two-year period to help create em- ployment opportunities for 30,000 Ontario youths. “This strategy will connect our children with careers they can build on,” said Labour Minister Naqvi. A revision to the Ontario Works and the Ontario Disability Support Program means people with disabilities involved in those programs will be able to keep all of their first $200 a month in regular earnings with- out any cuts to their subsidies. Where infrastructure is concerned the provincial budget confirms a $600 million commitment to Ottawa’s light rail transit project. Rural and northern municipalities have a two-year commitment of $100 mil- lion towards “shovel-ready” infrastructure projects. The provincial budget will also make the present 2-cents-a-litre gas tax fund a permanent part of the annual subsidy for municipalities with public transit systems in place. Ottawa-Orléans MPP McNeeley noted that represents an annual subsidy of $35 million for Ottawa’s OCTranspo system. “It’s a very, very significant infusion of public dollars for Ottawa,” he said. In MPP Grant Crack’s Glengarry-Prescott- Russell riding the permanent gas tax fund means more budget certainty for the City of Clarence-Rockland and Russell Township with their public bus services and also for
The Nation Municipality and the Village of Casselman which now share and support the Transit Eastern Ontario (TEO) system that provides commuter bus service for Casselman and villages in The Nation and also Crysler in North Stormont township. “I am very pleased with this budget,” said Crack. “It’s a fiscally responsible Liberal bud- get.” Meanwhile the NDP is setting up a web- site along with a toll-free phone number to collect public feedback on the proposed budget. NDP leader Andrea Horwath urged taxpayers to get in touch with her party about the budget before it comes back up in the legislature for the next reading. “People told us they are tired of being ignored by governments that seem more concerned with themselves than with the people who elected them,” Horwath stated in a press release. “We put their issues on the agenda. Energy Minister Bob Chiarelli and two of his cabinet colleagues, Madeleine Meilleur and Yasir Naqvi, spent the morning after May 2’s provincial budget announcement in Ottawa with regional Liberal MPPs Phil McNeely and Grant Crack. They were all there to pitch the first budget of Premier Kathleen Wynne’s administration to local media. While highlighting the benefits as pre- sented to the legislature, Chiarelli empha- sized that approval of the budget demands support from the Opposition. “This budget invests in the community and in the people,” Chiarelli said, adding

Plein gaz sur la rivière des Outaouais
Poker Run. Il y a deux ans, les divers inter- venants en tourisme ont constaté l’énorme potentiel touristique et économique que pourrait générer cette activité. De plus en plus, la rivière des Outaouais, une richesse naturelle, revêt un caractère récréotouristique, jusqu’à récemment sous- exploité. En 2011, un partenariat régional s’est alors formé entre toutes les municipali- tés riveraines, les Comtés unis de Prescott et Russell ainsi que plusieurs partenaires privés et communautaires pour offrir aux touristes une gamme d’activités récréatives et familiales. Outre la rivière, le lien du Festival de la rivière des Outaouais est sans contredit le Poker Run Rendez-vous de bateaux de per- formance et de plaisance ainsi que le Rock- land Ford Classic Poker Run. Cette dernière
composante permettra aux quelque 200 participants de découvrir la rivière et les communautés qui la bordent en emprun- tant un circuit routier. Cette année, après la Cité de Clarence- Rockland, c’est maintenant la ville de Hawkesbury qui accueillera les bateaux à la ligne d’arrivée du Poker Run, et ce, pour les deux prochaines années. En primeur cette année, une activité de motocyclettes sera au programme pour ap- puyer l’organisme Centraide. Spectacles Deux méga-spectacles seront présentés dans le cadre du Festival. Hawkesbury, l’hôte principal du festival, offrira à ses visiteurs une expérience visuelle moderne. CYCLE est un théâtre d’eau multimédia unique qui plonge le public dans une chorégraphie spectacu-
laire alliant images, lasers, fontaines et mu- sique. Le spectacle entraîne le public au cœur d’effets saisissants et d’émotions pures. Le spectacle sera présenté à la noirceur au parc de la Confédération de Hawkesbury. De son côté, la Cité de Clarence-Rockland fera plonger ses festivaliers dans l’histoire avec un spectacle de L’Écho d’un peuple. Les artistes rendront hommage au 400e an- niversaire de la visite de Samuel de Cham- plain sur la rivière des Outaouais. Ce spec- tacle sera présenté au parc du Moulin de Rockland à 20h, avec la famille St-Pierre en première partie. La programmation complète de l’événement sera dévoilée prochainement. get stations responded. Staff evacuated all of the children without fuss to the play- ground behind the school and fire fighters went inside to do a room-by-room search. Four went up on the roof with a thermal scanner. The smell was traced to a rooftop motor unit. After venting a couple of rooms in the school, fire fighters allowed the students and staff to return inside without further incident. District Chief Luc Chayer of Station Three commended the school staff and students for a quick and effective evacuation of the premises when the alarm sounded.
HAMMOND | An alert teacher with a keen nose helped local fire fighters to track down a funny smell. One of the staff at Pope John Paul II Catholic Elementary School in Hammond noticed an odd “vanilla” smell in one of the rooms at the school around noon on May 1. Rockland family forever grateful
This letter is to acknowledge the mem- bers of the Clarence-Rockland Fire Services. On April 4 the fire department responded to a call at our home at 864 Laurier Street. We are blessed to have such a professional team. They took charge of the situation, quickly assessing the cause of the emergency as a carbon monoxide poisoning. As our family was taken out of the house by paramedics, the firefighters took charge, not only of the situation in our home, but
their concern went beyond our personal safety as they cared for our pets. They made us feel secure and assured us that everything would be alright, as we were taken to Montfort Hospital. They replaced our old smoke detectors with new ones, opened our windows to ventilate our home, and used large fans to exhaust the bad air. Only then did they return our pets to our home, safe and secure. As residents in Rockland, we are thankful
and eternally grateful to those that volun- teer their time and compassion on a daily basis. They must be commended as they risk their own safety to help the citizens of our community, all the while maintaining other careers, and caring and protecting others unselfishly. A special thank-you to those who re- sponded to our call for help and treated us with integrity and respect. As I was told by the emergency unit doc-
tors at Montfort Hospital, my blood-oxygen levels were at 56 per cent. I was extremely close to perishing. Without the quick thinking and expertise of these courageous people, I might not have had this opportunity to thank the real heroes in my community. Police host drug drop-off day event

In Russell County, the OPP detachments in Embrun at 411 New York Central Avenue and in Rockland at 626 Chemin de la Baie are the designated drop-off points on May 11. Drop-off hours at either site are between 10 a.m. and 3 p.m. that day. “Police in communities across Ontario recognize prescription drug abuse can lead to increases in a wide spectrum of violent acts and property crimes,” stated Staff Sgt. Julie Cyr. “”We support this excellent initia-
tive as another way to reduce this threat to public safety in a secure manner.” Anyone with old, unused, and unwanted prescription drugs in their medicine cup- boards or elsewhere at home or the office can drop the items off without even having to get out of their vehicles. The AIM of the program is to get unwant- ed or unnecessary prescription pain reliev- ers like oxycodone, anti-depressants, and stimulants out of circulation. Abuse of prescription medicine is a grow- ing problem in Ontario with the most re- cent statistics indicating THAT 24 per cent
of teenagers reported using and sharing prescription medicines among their peers that they obtained from within their own home. Police are also seeing more theft cases that involve stealing prescription medica- tions from drug stores, hospitals and medi- cal clinics along with incidents where peo- ple have used fake prescriptions to get the medications. On Prescription Drug Drop Off Day police will accept all medications without ques- tion from anyone who brings them in for later safe disposal.

Pompiers, policiers, jeunes adoles- cents et membres de la communauté ont déambulé dans les rues de la municipalité sous les sirènes stridentes des camions de
pompiers qui leur ouvraient la route. La di- rectrice générale du Centre Novas-Calacs, Anne Jutras, était bien sûr présente et a expliqué que le problème de violence faite aux femmes est malheureusement en aug- mentation dans les communautés. Ces défilés militants, qui ont pris nais- sance aux États-Unis pour ensuite se propa- ger au Canada, sont l’occasion de récolter des fonds pour les organisations qui vien-
nent justement en aide aux femmes qui sont victimes de violences sexuelles, con- jugales, physiques ou morales. Le vieux dic- ton qui dit «vous ne pouvez vraiment com- prendre une autre personne tant que vous n’avez jamais porté ses chaussures» a fait comprendre à bien des hommes ce que la femme vit et qu’il est important de soutenir une cause toujours taboue : les violences, quelles qu’elles soient, en raison du genre.

New deal for old tires
Nation council agreed to an offer from Clarence Creek Recycling (CCR) for renewal of the annual contract for collection and disposal of used tires and other scrap mate- rials from the municipal works. The company, based in Clarence Creek, is fighting to keep its client base in face of competition from an American outfit that
has set up an Ottawa satellite office as part of its expansion into Eastern Ontario. Clarence Creek Recycling turned down an offer from this company to deliver all scrap materials and used tires collected in the region to the company’s Toronto recycling plant. CCR has a close relationship with Laf- leche Environmental in Moose Creek and
sees no reason to change. CCR is now developing a new contract renewal program to protect its client base that includes “loyalty bonuses” for custom- ers. The Nation council accepted adminis- tration’s recommendation for contract re- newal with CCR for that reason and to help protect local jobs.

ROCKLAND | L’équipe d’improvisation, les Couguars de l’école secondaire catholique L’EscaledeRockland,aremportélesgrands honneurs au 25 e tournoi d’improvisation provinciale de l’Association franco- ontarienne des ligues d’improvisation étudiantes (AFOLIE). Le tout avait lieu du 1 er au 4mai, à l’école secondaire catholique de Plantagenet (ESCP). Les Couguars n’ont donc subi aucune défaite en séries éliminatoires pour terminer en première place dans la catégorie A et mériter la «Coupe Stanley». L’équipe locale a d’abord récolté une victoire convaincante de 5-1 face aux Aigles de l’école secondaire L’Essor de Tecumseh en début des séries éliminatoires. Dominic Gaumond a mérité la première étoile du match. Son coéquipier Jonathan Dion a remporté la deuxième étoile. En quart de finale, les Couguars rencontraient les Dynamos de l’école secondaire catholique de Casselman.
AVIS DE DÉBUT D'ÉTUDE Passage inférieur de la rue Limoges Évaluation environnementale de portée générale et avant-projet détaillé
APERÇU DE L'ÉTUDE Le ministère des Transports de l'Ontario (MTO) a retenu les services de l'entreprise Dillon Consulting Limited pour la réalisation de l'avant- projet et de l'évaluation environnementale de portée générale portant sur la réhabilitation du passage inférieur de la route Limoges à l'angle de l'autoroute 417, à la frontière de la municipalité de la Nation et du canton de Russell, dans le comté uni de Prescott-Russell. L'étendue des travaux requis sur le passage inférieur ainsi que les répercussions des travaux sur la circulation font actuellement l'objet d'une évaluation. Il est prévu qu'une voie de la route Limoges demeure ouverte pendant les travaux. La circulation à double sens sera maintenue au moyen de signaux de contrôle de circulation temporaires faisant alterner la direction de la circulation qui traversera le passage inférieur. La fermeture d'une voie sur l'autoroute 417 sera peut-être nécessaire, ainsi que la fermeture temporaire des rampes. LE PROCÉDÉ L'étude sera réalisée suivant l'évaluation environnementale de portée générale pour les installations provinciales de transport (2000) pour un projet de groupe « B ». L'étude déterminera la méthode la plus appropriée pour réhabiliter le passage inférieur et évaluera ses répercussions, y compris la gestion de la circulation pendant les travaux et les répercussions sur le milieu naturel. Le public aura accès à un rapport sur le procédé de l'étude à la fin de celle-ci. Si, au cours de l'étude, il est déterminé que le projet n'entraîne aucune répercussion importante sur l'environnement, le MTO peut décider de rétrograder le projet au groupe « C ». Dans ce cas, un avis sera publié dans les journaux locaux pour aviser le public du changement, et un rapport documentaire de l'étude sera préparé aux fins d'utilisation à l'interne du MTO. L’équipe de L’Escale à su captiver l’auditoire pour l’emporter par le pointage de 6-4 contre Casselman. Jonathan Dion a récolté la troisième étoile de match. Lors de la demi-finale, les Couguars se mesuraient de nouveau à un adversaire de taille, la Connexion Française de l’école secondaire catholique régionale de Hawkesbury. Le tableau affichait 5-4 pour L’Escale après huit improvisations. Hawkesbury avait concédé un point pour avoir accumulé trois pénalités. L’équipe de Rockland a donc mis le paquet lors de la dernière improvisation qui a impliqué tous les joueurs. Les Couguars l’ont emporté 6-4. Samuel Lavictoire s’est emparé de la première étoile du match. À nouveau, Jonathan Dion a mérité la troisième étoile. Les Couguars accèdaient ainsi à la grande finale du tournoi face aux Zouaves de l’école secondaire publique Le Sommet de Hawkesbury. L’Escale a débuté en force, remportant les quatre premières improvisations pour conséquemment savourer une victoire de 7-3. La première étoile du match est revenue à Jonathan Dion. Son co-équipier, Dominic Gaumond, a obtenu la troisième étoile du match. Au total, sur 59 improvisations dans le tournoi, les Couguars en ont remporté 44. Le tournoi d’improvisation de l’AFOLIE est l’un des plus importants tournois d’improvisation jeunesse au Canada. Plus de 2500 personnes, dont 440 jeunes issus de 40 écoles francophones de l’Ontario ont envahi l’ESCP pendant ces quatre jours. HAWKESBURY | The OPP and the provin- cial Crown attorney’s office are on board with a proposal to help keep some people out of the courts if they can. Inspector Bryan MacKillop, representing the OPP, and Ronald Lapensée, crown attor- ney for Prescott and Russell counties, signed a protocol agreement with Michael Lloyd, executive director for the Canadian Men- tal Health Association for Champlain East (CMHA). The agreement signed on April 25 represents several months of planning and discussions between the three parties. It creates a pre-charge diversion program that went into effect in May. The goal of the program is to help individuals who face charges for minor crimes but who are prov- en to have a severe or persistent mental ill- ness or a concurrent disorder due to mental illness or substance use that may explain their action at the time of the offence. “Often individuals who commit non-vio- lent minor criminal offences who are living with mental illness do not belong in the for- mal justice system,”stated Johanne Renaud, a CMHA team supervisor who worked on the protocol. “In many cases, there is a need for a more effective alternative and this pro-

Cette passion conduit tous les membres de la chorale, peu importe leur origine ethnique. «Plusieurs anglophones se sont joints à nous pour cette raison justement, a affirmé Gilles Julien, et également pour améliorer leur français». Pour une chorale, le défi est souvent le même, soit d’apporter du nouveau aux spectateurs. De son côté, François Julien confie que le secret du succès est d’offrir un bon mélange de vieilles et de nouvelles pièces. «Il faut toujours maintenir la balance dans nos choix de chansons. Le mélange adéquat est celui qu’on croit que l’audience appréciera». Lapassiondu chant n’est pas seulement ce qui anime les membres des Chansonniers. Les deux membres fondateurs et les nouveaux membres de la chorale se rassemblent pour s’exercer et se produire. Pour tous les membres, c’est le plaisir qui compte. «C’est une occasion de socialiser», confie François Julien, ajoutant que le plaisir est bonifié avec la chance de travailler au côté de son père sur un projet commun.

ROCKLAND | Les Chansonniers d’Ottawa seront à Rockland afin de présenter leur spectacle intitulé : Toi+Moi+Nous+Vous, le 8 juin à la salle de spectacle Optimiste. Les choristes étaient d’ailleurs à l’œuvre dans le cadre d’une répétition tenue au River Rock Inn, samedi dernier. Les choristes, chacun vêtu d’un tablier portant le livret de chansons et de danses, ont pris place dans la salle de bal. Le tout se déroulait en présence du directeur François Julien.
