A Message from the Director of Community Services The resilience of our Charlotte County community continues to be tested by the devastating impacts of recent hurricanes. Yet, our collective strength, determination, and community spirit remain unwavering. Since Hurricane Ian in 2022, followed by Hurricanes Idalia, Helene, and Milton, the theme of “recovery” has been ever-present. Our Community Services team has been diligently working to ensure our facilities are safe, while also collaborating with insurance carriers and federal partners to secure the resources needed for repairs and replacements. Recovery is a long journey, and we’re walking it together. Our goal is to restore access to the facilities, programs, and experiences that make Charlotte County such a special place. We sincerely thank you for your patience and understanding as we move forward.

Investing in a Stronger Future In 2020, Charlotte County voters approved the extension of the 1% Local Sales Tax, emphasizing a shared vision of enhancing quality of life. Since then, our staff has been hard at work bringing these important projects to life. We are currently finalizing the design for the replacement of the Port Charlotte Beach Recreation Center and Pool, with construction set to begin soon and an anticipated completion in Fall 2026. Numerous bicycle paths, trails, and sidewalks have already been completed, with more on the way. Designs are also underway for G.C. Herring and William R. Gaines Jr. Veterans Memorial Parks, with construction timelines to be finalized soon. We appreciate your continued support as these projects move forward. The end result will be lasting improvements that benefit all residents and visitors.

There are five divisions within Community Services dedicated to providing these services: Administration, Extension Service, Libraries and History, Parks and Natural Resources, and Recreation. Extension Service Charlotte County Extension Service is a partnership between the University of Florida’s Institute of Food and Agricultural Sciences (UF/IFAS), the United States Department of Agriculture (USDA), and Charlotte County government, to provide scientific knowledge and expertise to the public. Operating as part of the University’s Institute of Food and Agricultural Sciences, Extension provides information and conducts educational programs on issues such as sustainable agriculture, fisheries and marine issues, competitiveness in world markets, horticulture, water quality and quantity, natural resource conservation, food safety, child and family development, and youth development. Libraries and History The Libraries and History Division provides materials, assistance, and computers to meet the information and leisure needs of the community; meeting spaces for community groups and businesses; historic preservation and exhibits; programs and events to support literacy, lifelong learning, and educating the community about the history of Charlotte County by operating four libraries and specialized services. Parks and Natural Resources Parks and Natural Resources Division enhances quality of life by providing safe, well maintained, accessible park and athletic facilities for all users including athletic fields, beaches, parks and conservation lands, playgrounds, fishing piers, and boat ramps; managing and safeguarding natural ecosystems for public access for passive recreation and environmental education; enhancing community life by preserving clean air and water, conservation of wildlife and natural resources, and management of Habitat Conservation Plans. Special Event Permits Looking for a place to hold your special event? Charlotte County Community Services offers a wide variety of facilities, parks, and open space to hold events from 100 to 1,000 and more. Certain events require a temporary use permit from the Community Development Department Zoning Division. Examples of temporary use permit requirements are: • Outdoor sales, parking lot sales or tent sales of merchandise, products, services, or other commercial activities • Event uses, such as fairs, carnivals, circuses, and expositions • Fund-raising events conducted off-site by charitable organizations, nonprofit corporations, or school groups, as well as promotions, sales and other activities by charitable organizations, nonprofit corporations, or school groups • Temporary religious or revival activities • Any other temporary use similar in nature to the ones listed above, as determined by the zoning official For more information regarding special event permit requirements please contact the Community Development Department at 941.743.1964. Youth Services Youth services programs include both fee-based and free programs at recreation centers, parks, libraries, and other sites for toddlers, teens, and young adults. PARKING PASSES Applying for or Renewing Your Annual Parking Pass Parking Passes are available for purchase for three different lengths of time for those who frequently visit and enjoy our beautiful Charlotte County beaches and boat ramps. We encourage beach and boat ramp patrons to renew or apply for a new parking pass by mail. Annual – Effective for one year from the month of purchase with a cost of $50.00 (plus $3.50 tax) = $53.50. 6 month – Effective for 6 months from the month of purchase with a cost of $35.00 (plus $2.45 tax) = $37.45. 3 month – Effective for 3 months from the month of purchase with a cost of $25.00 (plus $1.75 tax) = $26.75. RENTAL INFORMATION RENTAL INFORMATION: Amenities and meeting rooms are offered to the public on a first come, first served basis. We are always available to serve you, Monday through Friday from 9 a.m. to 5 p.m., by calling 941.681.3742, to make your reservations. Or call 941.625.PLAY if you cannot reach staff at any of our facilities. A Facility Park Use questionnaire must be completed and rental fees for reserved exclusive use are required based on the following categories: Category 1: Any individual renting facilities for a private function or a recreational class or a not-for-profit organization renting facilities for an organizational function, to raise funds for charity, or for the maintenance of an organization. Category 2: Commercial, business, or individual renting facilities for the purpose of publicity, advertising, sales, or any other for- profit purposes. Floor plans for each recreation center can be found on our website under Facility & Pavilion Rental Information. Damage Deposit There is a $100 deposit per one-time event rental (over 30 people and/ or use of alcohol). The deposit will be required and must accompany the returned contract. This deposit is refundable after facility inspection. Insurance Reserving any facility, shelter, or open space within Charlotte County Community Services is a contractual agreement and may require insurance. The specific type and amount of insurance required is dependent upon the nature of the activity, program, or event that will be occurring. Alcohol The consumption of alcoholic beverages is prohibited in any County parks and recreation facility located within a Community Redevelopment Area AND between sunset and sunrise in all other parks and recreation facilities, except where alcoholic consumption is expressly authorized by the terms of a County lease, outdoor festival license, or other similar County event or temporary use permit. Recreation Centers and Libraries Reservations Recreation centers and libraries offer an assortment of facilities and rooms to accommodate a variety of meetings and events. Amenities at some of the centers include kitchens, public address systems, and stages. All centers have tables and chairs available for a variety of seating configurations. Staff will recommend physical arrangements to meet your event size. Call the facility for specifics on rooms and available amenities. Room rentals are based on the size of the room.

Picnic Pavilions County parks are a favorite place for special events, family get- togethers, and office outings. Reservations for picnic shelters ensure availability on a certain date. Picnic pavilion rentals entitle you to a specific picnic area in a park. Rentals are available at Ann & Chuck Dever Regional Park, Englewood Beach, Bayshore Live Oak Park, and many others. Pavilions include multiple tables, barbecues, or a large gazebo. Payment is required before the reservation is issued. Park staff cleans and removes trash prior to a facility reservation, but does not guarantee the cleanliness/condition of any reserved pavilion or open space. Open Space Many of our parks have open space available for rental. Unique and scenic park settings can be used for private gatherings, such as family barbecues and picnics, birthday parties, weddings, wedding receptions, concerts, and other community celebrations. Consider holding your next event at one of our open spaces, such as the amphitheater at Bayshore Live Oak Park, the deck at Port Charlotte Beach Park, or the stadium amenities at the Charlotte Sports Park.

Operating as part of the University’s Institute of Food and Agricultural Sciences for the past 90 years, Charlotte County Extension provides information and conducts educational programs on issues such as 4-H /development, marine habitat, fisheries and boating, agriculture, commercial and residential landscape best management practices, pest management, natural resource conservation, water quality and quantity, healthy food selection and preparation, and volunteer- enhanced opportunities.

Each branch offers a variety of onsite materials, laptop computers, printing and copy services, technology device assistance, reader’s advisory, meeting rooms and study areas, and various programs. Makerspaces offer accessibility to select resources: 3D printers, sewing machines, Cricut machines, video editing software, laser cutter, and CNC machine (resources vary per branch). Libraries & History also offers online access to digital books, audiobooks, movies, music, newspapers, magazines, historical archives, and a variety of databases. Beyond the library walls, the Division offers housebound delivery, traveling library services, historical talks, and informational/outreach visits to schools, organizations, residential facilities, and events. This two-story facility, originally built in 1968, is the oldest library in Charlotte County. It has been renovated several times, most recently in 2021. It is 13,000 square feet and serves the Parkside and surrounding communities by providing books, movies, music, digital resources, free Wi-Fi, laptops for use in the building, and comfortable seating for work or study. Library staff are available for reading recommendations and assistance with technology, printing, and more. The second floor contains an interactive learning space for children and teens; a Makerspace with a 3D printer, Cricut smart cutting machines, sewing machine and video editing software as well as a conference table for up to 12 people; and a meeting room with seating for up to 50 people which is available for rental. The Friends of the Port Charlotte Library bookstore is located directly next door.

Located on over six beautifully landscaped acres adjacent to the Linear Park, the 20,000 square foot Punta Gorda Charlotte Library offers southern Charlotte County residents and visitors: a large youth department with an interactive learning wall and iPads for in-library use; separate teen room with gaming area; Makerspace with sewing machines, 3D printer, Cricut cutting machine and Boss Laser Cutter; two small study rooms; 12 laptops with wireless printing capabilities; spacious reading and study areas for adults, including an outdoor atrium area with rocking chairs and a Local History Reading Room; and Friends of the Library bookstore. Additionally, the facility provides an ongoing display of local artwork and houses an archival collection. Two meeting rooms are available for rental; when combined the rooms hold up to 140 seated participants.

DOGS IN PARKS

Charlotte County dog-friendly parks are a place for people to enjoy their dogs on-leash. With a little safety and knowledge of the rules, you and your furry loved one can enjoy a fun day at the park! Charlotte County dog-friendly parks with designated areas open for

Rules for Dog-Friendly Parks: • Dogs must be leashed at all times. • Dog owners are responsible for the clean-up and removal of their dog’s feces. • Dog owners are required to remain inside of the park with their animals. Dogs may not be left unattended at any time. • No more than two dogs per person on any one visit. • Dogs only. • Dogs must wear a collar with a current license attached. • Dogs must be current on rabies vaccines. • Female dogs in heat are prohibited. • Dogs 4 months of age or under are prohibited. • Dogs are not allowed on athletic fields. • Owners should fill in any holes that their dog digs. • Owners should be respectful of others. • Aggressive dogs are not permitted. • At the first sign of aggression the owner must remove their dog. Contact Charlotte County Sheriff Non-Emergency at 941.639.2101 for assistance with aggressive dogs that are not properly addressed. Many families cannot afford the luxury of providing quality park time with their dogs, separate from the time they can spend with their children. If you choose to bring your child to the dog park, it is very important for your child’s safety that you supervise your child closely. The safest place for your child while in the dog park is standing by your side or holding your hand. If you choose to let your child play within the dog area, please read the following guidelines: Kid Safety Procedures • Never run with the dogs • Always ask the owner before petting a dog you don’t know • Stay close to parents while in the park IF A STRANGE DOG CHARGES AT YOU: • Hide face, fold arms, and stand still “like a tree” IF YOU ARE KNOCKED TO THE GROUND: • Lie down • Tuck arms and legs into the body and lie “like a log” • Wait until an adult arrives or the dog leaves Remember... Owners are expected to know the temperament of their dog and are ultimately responsible for their actions of their dog, AT ALL TIMES, while inside of the park. Owners are NOT exempt from the Charlotte County Animal Control Ordinances in regards to dangerous/aggressive animals and may be subject to a fine of up to $515.00 in the event a violation occurs. ENVIRONMENTAL PARKS & CONSERVATION CHARLOTTE PRESERVES Charlotte County Community Services invites you to experience nature’s beauty at one of your environmental parks or preserves. Walk through the beautiful pine flatwoods and wetlands at Charlotte Flatwoods, bring your binoculars to view migratory and wading birds around Lemon Lake at Amberjack, or hike to the top of “Mount Tippecanoe” for a scenic view. Come and explore natural Florida in Charlotte County. Oyster Creek Entrance: Travel west on SR 776 (from Port Charlotte) and turn left onto 775 (Placida Rd). Immediately after Lemon Bay High School the Park is on the left side across the street from Cedar Point. This park has ADA accessible trails.

Ann & Chuck Dever Regional Park Entrance: Travel west on SR 776 (from Port Charlotte) and turn left onto San Casa Drive, the Park is on the right side of the road, use the skate park entrance, approximately 2 miles, the Preserve is on the right side of the road. This park has ADA accessible trails. Cedar Point Environmental Park Cedar Point is one of the last remaining large tracts of undeveloped land on Lemon Bay in Charlotte County. Cedar Point has pine flatwoods, scrub, scrubby flatwoods, mangrove swamps, salt marshes, and wetlands. Many species of animals inhabit pine flatwoods at Cedar Point, including bobcat, grey fox, yellow rat snake, pileated woodpecker, and bald eagle. Mangrove swamps are tidal wetlands that inhabit low energy shorelines in the coastal areas of southwest Florida. Mangrove trees are specially adapted to salt- and brackish- water environments. Mangroves provide habitat and nursery grounds for many species of fish and invertebrates. Situated on Lemon Bay, a long narrow estuary, Cedar Point is a great place to see wading birds in the mangrove fringes, watch for dolphins near the adjacent seagrasses and explore the pine flatwoods to find bald eagles, gopher tortoises, as well as a myriad of native plants. The park is located in Englewood south of SR 776. Travel west on SR 776 (from Port Charlotte) and turn left onto SR 775 (Placida Rd). Immediately after Lemon Bay High School on the right is Cedar Point Environmental Park. This park has ADA accessible trails. Charlotte Flatwoods Environmental Park Charlotte Flatwoods Environmental Park is 487 acres of mature pine flatwoods, hydric pine flatwoods, dry prairie, depressional marsh wetlands, and permanent freshwater ponds. Charlotte Flatwoods Environmental Park abuts both Southwest Florida Water Management preserve lands as well as Florida Fish and Wildlife Conservation Commission preserve lands, creating an important wildlife corridor to the Babcock/Webb Wildlife Management Area. The depressional marsh wetlands and larger slough system are home to several species of wading birds, as well as a family of sandhill cranes. The wetland areas also provide habitat for a wide assortment of reptiles and amphibians including the American alligator, banded water snake, and cricket frogs. Bobcats, deer, otters, and turkeys can be observed roaming through the pine flatwoods and dry prairies.

All trails are open from sunrise to sunset. Trail maps for each environmental park and Conservation Charlotte Preserve are available on the Charlotte County Parks and Natural Resources webpage at CharlotteCountyFL.gov. For more information on any of the environmental parks preserves, please call the Department’s Environmental Land Management Specialist at 941.613.3220. ENVIRONMENTAL PARKS Amberjack Environmental Park Amberjack Environmental Park is a 225 acre preserve made up of rare and unique scrub, pine flatwoods, marshes, and other beautiful natural areas, located on the southern half of the Cape Haze peninsula. Many different wildflowers can be seen blooming year-round in these habitats. Amberjack Environmental Park is traversed by two wetlands, one that formed the headwaters of a tributary to the Lemon Bay Aquatic Preserve, and one that drains into the west branch of Coral Creek. They are havens for several species of wading birds, including great blue herons, glossy ibis, roseate spoonbills, and snowy egrets. The park is located on the southern half of the Cape Haze peninsula in Englewood. Travel west on SR 776 (from Port Charlotte) and turn left onto CR 775 (Placida Rd). Drive approximately 4.3 miles and turn left on Gasparilla Pines Blvd.. Drive to the end of Gasparilla Pines and the park is on the right side of the road. This park has ADA accessible trails.

Ann & Chuck Dever Regional Park and Oyster Creek Environmental Park

Ann & Chuck Dever Regional Park encompasses over 250 acres of environmental lands. In the park you will find a sanctuary of old growth pines, scrub habitat, and mature pine flatwoods with mangrove fringe along Oyster Creek. Throughout these areas gopher tortoises have been observed, and along the creek perching snags are commonly used by osprey and the bald eagle. The boardwalk crossing Oyster Creek displays the variety of birds that utilize Oyster Creek and the surrounding tidal mangroves. The wetlands and mangroves provide habitat for wading birds species such as the wood stork, white ibis, roseate spoonbill, little blue heron, reddish egret, snowy egret, limpkins, and tricolored heron. The parks are located in Englewood south of SR 776.
