La fonction du membre d’un conseil municipal est, entre autres, de favoriser le développement de la communauté en montrant de la transparence et de l’équité. À ma connaissance, aucun projet commer- cial ou industriel de cette importance n’a vu le jour dans le canton à l’exception d’Ivaco. D’ailleurs, cette dernière compagnie, qui a fait vivre tant de familles locales, était aussi dans la mire du groupe Action Champlain. Avons-nous réellement les moyens de laisser filer un tel investissement ? Nous avons eu un aperçu, il y a quelques années, d’une décision malheureuse prise par notre conseil dans le cas d’Eastern Ontario Ready Mix. Le résultat a fait qu’ils se sont installés
à l’entrée de Hawkesbury et la production ne semble pas, jusqu’à maintenant, produire des effets désastreux pour l’environnement. Du point de vue économique, selon le promoteur, le projet concerne un investisse- ment initial de 225 M$. Ce projet va générer des millions en taxes municipales et autres frais. N’oublions pas, en plus, que plusieurs travailleurs locaux pourront participer à la construction de cette cimenterie et d’autres s’ajouteront comme employés réguliers. Les entreprises et commerces locaux auront aussi l’occasion de créer de l’emploi en participant à la fourniture de biens et ser- vices dans le futur, ce qui représente une somme évaluée entre cinq et six millions de dollars par an selon Colacem. Pourquoi la communauté des gens d’affaires ne réagit- elle pas dans ce cas précis ?
Quant au plan technique, l’utilisation des plus hautes normes environnementales gou- vernementales existantes doit s’appliquer. Depuis plusieurs années, Colacem agit comme contribuable corporatif et semble avoir montré du sérieux dans ses opérations quotidiennes. Les conseillers et le maire qui ont voté contre le projet Colacem se doivent de prôner l’équité. C’est pourquoi le conseil devrait voter aussi facilement un montant équivalent à celui remis à Action Champlain pour les conseillers et la population qui appuient le projet, lors de la prochaine réu- nion régulière le 8 mai à 19h, et en même temps laisser le choix à toute l’industrie lourde de pouvoir s’installer dans le canton de Champlain.
