New HR boss for UCPR
The counties have gone local for hiring a new human resources director. Pierre B. Gauthier is the new human resources direc- tor of the United Counties of Prescott-Russell (UCPR). His appointment was approved during the April 27 regular session of counties council. “On behalf of the United Counties of Prescott and Rus- sell, I wish to welcomeMr. Gauthier as our new human resources director,” statedWarden Guy Desjardins. “We are confident that his years of experience as a lawyer, as well as in the field of labour relations, will make himan excellent employee of the senior management team.” Gauthier, a L’Orignal resident, has been a private practice lawyer operating out of Hawkesbury for the past 25 years, in addition to managing his own legal firm. A member of the Law Society of Upper Canada since 1991, Gauthier has vast legal experience in the
fields of labour standards management and collective agreements. His appointment as the newHR director results of an administrative review of 32 applications for the position followed by short-list interviews. UCPR council gave unanimous approval to administration’s recommenda- tion for his appointment. “The UCPR administration is very pleased with the hiring of Mr. Pierre Gauthier,” stated Stéphane Parisien, UCPR chief administrator, “and we look forward to work- ing with him in the near future. He will surely become an asset for our senior management team.” Gauthier’s appointment takes effect June 13.The new HR director will manage a teamof nine, responsible for staffing needs for the UCPR along with employee train- ing, payroll services, labour relations, andmaintaining occupational health and safety measures.

A Brockville-based cyber tech service company is making a bid to become one of, if not the biggest, Internet provider service in EasternOntario. Truespeed Internet Services is starting its move with approaches to the counties council and other local municipal governments for space on municipal water towers and other high-rise infrastructure for its transmission signals. Adam McGregor, Truespeed company president, pitched the company’s IP service for residents in the United Counties of Pres- cott-Russell (UCPR) during a presentation at the May 11 meeting of counties council. McGregor emphasize during his presenta- tion that the company is not asking for either the counties or any municipality to invest money in the company’s IP service project for Prescott-Russell. “We are not asking a penny from you,” he said, adding that what Truespeed seeks are partnership agreements to use existing municipal water towers and similar high- rise infrastructure as sites for the company’s radio transmitter systems. Truespeed’s plan for entering the IP ser- vice competition in Prescott-Russell already “The peak hours policy is probably the major factor to people having complaints about their service.” – Adam McGregor includes setting up at least half a dozen pri- vate radio towers for its LTE relay system, which McGregor said is a superior wireless Internet delivery system because the LTE signal can go through buildings and trees. Ordinary wireless service needs a clear line- of-sight setup and may be blocked by trees or large buildings. The UCPR has been part of the Eastern Ontario Regional Network (EORN) project, launched through the Eastern OntarioWar- dens Caucus (EOWC) through partnerships with the federal and provincial governments and the private sector. The goal of EORN was to improve broadband Internet service in Eastern Ontario and reduce or eliminate the “cyber holes” in the region’s information superhighway as well as make high-speed Internet service available tomore parts of the region. Prior to EORN, many rural sectors of Eastern Ontario either had no Internet service available or were limited to slower dial-up service through their home tele- phone lines. Some of the smaller urban areas also had limited access to high-speed service which is now an essential part of successful business operations. McGregor said that even though EORN has improved the Internet access situation for Prescott-Russell, it is still not perfect because of what he called the “traffic ma- nagement” policy of some IP outfits, which imposes limitations on the speed of Inter- net service during daytime hours when the majority of users are online. “The peak hours policy is probably the

Counties donate to Fort MacMurray relief

The United Counties of Prescott-Russell will contribute $20,000 to the relief fund aimed at helping residents of Fort MacMurray, Alberta, burned out of their homes by a massive wildfire. During its May 11 committee of the whole session, Counties council approved a proposal for the donation on behalf of its eight member municipalities.The counties join other municipal governments, the Alberta provincial government, and Ottawa in pledging funds for relief. Warden Guy Desjardins brought the issue up just before council went in-camera to discuss a legal item. He received unanimous support for the proposal to pledge a donation to the relief effort. Council members spent about 10 minutes discussing how large the donation would be. Themost recent media reports state that more than 80,000 people, including families with children, have fled their homes in Fort MacMurray, since the evacuation order was made for the northern Alberta town. They took refuge north and south, in various locations throughout the City of Edmonton, or in the work camps of the Alberta oil sands project. Many of those who fled north to shelter in the work camps have since been relocated to relief centres in the southern part of the province. The massive wildfire has so far razed an area almost 230,000 hectares in size. That is twice the size of Calgary. More than 2000 homes in Fort MacMurray’s southern and southeastern residential sectors are gone. The latest insurance damage estimates for the havoc left behind by the fire is more than $9 billion. Alberta forest fire crews, backed by crews flow in from nearby British Columbia and also fromOntario and Quebec and as far east as the Maritimes, have battled the inferno for the past two weeks using water bombers and ground support.The latest report is that fire fighters are now seeing some success in bringing the situation under control with hope that a change in the weather, including

La Médaille du Lieutenant-gouverneur pour la jeunesse, récompensant l’implication exemplaire, a été remise à AlexandraMercier. « Ce soir (les étudiants) sont nombreux à recevoir une bourse d’études ou un prix. L’obtention d’un tel mérite vient couronner les efforts qu’ils ont déployés tout au long de l’année scolaire et démontre, une fois de plus, que la persévérance est gage de succès », a déclaré le député d’Argenteuil, Yves St-Denis, via vidéo puisqu’il ne pouvait assister à la soirée en personne. Parmi les autres catégories reconnues durant la soirée, notons le bénévolat, l’effort et la persévérance, l’excellence académique ainsi que les catégories Athlète par excellence et Coup de cœur . Des bourses d’admission au Cégep de Saint-Jérôme ont également été distribuées. Les élèves demusique, de danse ainsi que les équipes de cheerleading ont présentés des numéros afin de divertir étudiants, parents, professeurs et dignitaires présents lors de la soirée. La Coop de bal, qui vise à rendre accessible à tous le bal des finissants et faciliter la consommation éco- responsable, a également organisé un défilé des dons reçus de robes, bijoux, souliers et habits pour hommes, durant la réception des prix et la prise de photo des gagnants. Un professeur récompensé « Ce soir, nous souhaitons profiter de ce moment pour souligner le travail de Monsieur Guy Sauvé, qui est enseignant en Histoire de secondaire 4. Ça fait dix ans queM. Sauvé organise notre tournoi de golf, alors nous avons décidé de lui remettre une mention honorifique pour son organisation au cours des dix dernières années », a annoncé Alain Falardeau, directeur de la Polyvalente Lavigne, concernant le prix surprise. D’ailleurs, M. Sauvé semblait très étonné et surtout touché de cette belle reconnaissance. Rappelons que le Tournoi de golf, qui s’est déroulé le samedi 14 mai dernier a amassé plus de 10 000 $.
L’école Polyvalente Lavigne a tenu son annuel Gala Reconnaissance, lemercredi 18 mai dernier. L’événement a pour but d’honorer les élèves méritants dans des catégories allant de l’excellence scolaire à l’implication bénévole et communautaire. « C’est toujours un grand plaisir pour moi d’assister à ces soirées reconnaissances, où on récompense les grandes réalisations de nos élèves », a commenté le président de la Commission scolaire Rivière-du-Nord (CSRDN), Jean-Pierre Joubert. Les deux plus grandes distinctions ont été remises dès les débuts de la cérémonie. La Médaille du Gouverneur général du Canada est la distinction la plus prestigieuse et est remise à l’élève ayant obtenue la meilleure moyenne générale au cours de la 4 e et 5 e secondaire, incluant les examens ministériels. Lors de cette journée, la population est invitée à sortir vélos, patins à roues alignées, planches à roulettes et poussettes pour une randonnée sécuritaire dans les rues de la ville. Les coureurs sont également les bienvenus et tous pourront s’inscrire gratuitement dès 10 h au Centre Jeunesse, le point de ralliement de l’activité. À 10 h 30, les membres du Club Optimiste feront une courte présentation sur les règles de sécurité et la saine cohabitation sur la route, des règles d’or pour les Optimistes. Le départ est prévu pour 11 h et un bon repas attendra les participants à leur retour. Également, le Village de Grenville fera tirer bicyclette neuve. Glengarry Pioneer Museum set to open doors for season The Glengarry Pioneer Museum will open its doors for the season on the Victoria Day weekend and will feature a guest presentation by Alan Jones, of Montreal, who has an extensive collection of over 300 bagpipes. The presentation, hosted on May 22 at 1:00 p.m., will be followed by an old-fashioned Victorian Tea. “The bagpipe, above all other instruments, can be said to be the only instrument to which no one fails to react; be it those who might cover their ears, those who would recite a joke, or those who will open their hearts, defend its virtues, and follow the pipes to the ends of the earth,” explained Allan Walker, organizer of the event and avid piper. – Francis Racine une communauté tricotée serrée et les citoyens sont toujours au rendez-vous lorsqu’il est temps d’aider leur paroisse. I had some friends who were artists and had no place to go then.” The Spring Festival has expanded over the years to include art, music, displays and concessions of local food and bever- age, and also provided a place and time for groups like the Champlain Library and the Vankleek Hill Horticultural Society and the Nature Society to promote their activities and projects. “This is now the second-oldest local continuous festival,” Arbor said. “We try to bring culture here.”

Owner/impresario of Arbor Gallery, Phil Arbor is almost the soul of the Vankleek Hill Spring Festival, and he’s been shepherd- ing the event every season for 34 years.
