Zero tax success for counties budget

budget projected a possible four per cent tax increase to make up the $40.3 million municipal levy needed for the counties to deal with all operation and capital works expenses not already covered through se- nior government grants and other revenue sources. Counties council directed administra- tion to find a way to bring the budget down to a zero tax increase as has been possible with the last two counties budgets. Several indicated they would settle for a maximum two per cent increase if necessary. Staff reviewed the list of expenses pro- posed for 2015 and were able to reduce it by about $1.5 million. Much of the cost-cutting was in the public works area with some construction projects deferred to a later date. The revised budget will still allow the counties to continue with many planned road improvements. Parisien anticipates no problem in seeing the revised budget plan approved by the end of February. «It seems to be going to fly,» he said. Warden Robert Kirby expressed satis- faction at the likelihood of the UCPR again getting early approval of its annual budget. «Very happy,» he said during a later phone interview. «Everybody’s givingme the verbal approval.» Warden Kirby noted that keeping the counties budget at a zero-per cent increase should also have trickle-down benefits for member municipalities still working on their own budget plans. «It gives an opportunity for the lower-tier municipalities to raise a little more funds (for projects), and some of them are fairly strapped,» he said. Getting early approval for the budget also means the UCPR can take advantage of ear- lier public tender opportunities for some of its capital works projects contracts. Many contractors will offer lower bids in an effort to secure a full year of work for their crews before the start of the spring construction season. In Clarence Creek, staff and administration at the Centre d’accueil Roger Séguin are look- ing at capital works expenses for the current year. The centre has filed a request with the United Counties of Prescott-Russell (UCPR) for $250,000 to help with those plans. Part of the money would go towards clearing a debt incurred for upgrading the centre’s septic service field and the rest towards energy-conservation and efficiency improvements in the facility’s heating and lighting systems.The centre has received aid from the counties in the past for improvements that benefit the senior residents in the building. Property owners in Prescott and Russell counties can look forward to at least one break on their tax bills in the spring. Comtés unis. «Dans l’entente où on a été grandement perdant, on a transféré un montant d’un peu plus d’un million de dollars prévu pour la rue St-Jean pour sa reconstruc- tion et le chemin Baseline a été repavé au complet par le passé à partir de Joanisse», a affirmé Jean-Marc Lalonde. Celui-ci a réitéré le fait que la Cité est responsable d’environ 27 % des revenus de taxation des CUPR. «On paie 27 % sur tout ce qui a été transféré. J’ai compté et on est perdant pour près de 4,1 millions $», a ajouté M. Lalonde. Rappelons qu’au mois d’août, les Com- tés unis de Prescott et Russell avaient accepté d’assumer la responsabilité de la vieille route 17 (du chemin Dallaire jusqu’au chemin Division) et du chemin Baseline (entre le chemin Canaan et le chemin Landry). Food for thought in final fire dispatch report

of its fire dispatch system through its own annual budget. Client municipalities like Clarence-Rockland pay a fixed rate based on local population size. If Ottawa gains more clients for its fire dispatch setup or loses any, it does not affect the fixed rate for client municipalities. Financing for Hawkesbury’s fire dispatch service is more dependent on its clients. Three-quarters of the cost is covered through client fees from the other municipalities based on their population sizes, average number of calls per year, and the number of fire stations involved. If a new client, like Clarence-Rockland, were added on, then the costs for the other client municipalities would decrease. The report noted that the dispatch service fee for Hawkesbury will be $4.46 per capita in 2016, for its present clients. If Clarence-Rock- land signed up as a client, then the fee would drop to $3.33 per capita. Clarence-Rockland currently pays $3.25 per capita for Ottawa dispatch service. Joining the Hawkesbury setup would mean both an increase in the per capita fee plus a one-time $38,000 setup cost for Clarence-Rockland, something the municipality has rejected. If any of Hawkesbury’s present client mu- nicipalities chose to switch over to Ottawa, they would have a lower per capita fee of $3.25 for their fire dispatch. The costs for themunicipalities staying withHawkesbury would then increase from the current $4.46. «If one or more municipalities decide
to switch from Hawkesbury Fire Dispatch to Ottawa Fire Dispatch,” the report noted, “the costs for the remaining municipali- ties will increase, causing the remaining municipalities to also change fire dispatch service providers.” The end result would be that the Hawkes- bury dispatch service could prove too ex- pensive tomaintain and it would shut down, forcing everyone to then contract with Ot- tawa. The report noted that each municipality will have to look at new paging and radio link setup for their fire departments because the current equipment is getting older and will soon reach the end of its reliability lifespan. Municipalities need to start budget planning now for replacing that equipment within the next few years. If one or more choose to switch over to Ottawa for fire dispatch, then they also have to budget for the connection fee to the Ottawa system. For now counties council has accepted the final report and the mayors will pres- ent it to their own individual councils for review and recommendations. Warden Kirby noted he will present the report to his own council in East Hawkesbury Township at its next meeting, and he expects that all the mayors for municipalities that contract with Hawkesbury for fire dispatch may need to get together soon for amutual consultation. “At one point or another,” he said, “we’re going to have to sit down and decide what we’re going to do.”
Either things stay the same or the City of Ottawa takes over fire dispatch service for every municipality in Prescott-Russell. Those are themain choices given in a final consultant’s report to the counties council. Peter Gamble, of theWillowFalls Consult- ing firm, presented the United Counties of Prescott-Russell council (UCPR) with a final verbal summary of his company’s analysis of fire dispatch service for the municipalities in Prescott and Russell counties. During a later interview, Warden Robert Kirby said Gamble’s presentation didn’t tell themayors on counties council anything different from what they already knew after reading the pre- liminary report fromWillowFalls Consulting. «There was no surprise,» Kirby said. Right now, both the City of Ottawa and the Town of Hawkesbury provide fire dispatch service for parts of Prescott-Russell.The City of Clarence-Rockland contracts with Ottawa while the other seven municipalities and also North Glengarry and North Stormont townships contract with Hawkesbury. While the final report listed five possible options in the cost analysis for future fire dispatch services, the executive summary noted that the whole issue came down to an «either/or» decision situation for both the counties and themunicipalities contracting for fire dispatch service. «There are really only two viable options
for themunicipalities who are currently get- ting fire dispatch services fromHawkesbury Fire,» stated the report. «All municipalities stay with Hawkesbury Fire (or), all munici- palities switch to Ottawa Fire.» The report noted that both setups provide bilingual service for callers. Radio commu- nication between the dispatch centre and trucks out on a call is also bilingual for the Hawkesbury setup while Ottawa Fire Dis- patch uses just English for its radio commu- nication. The report noted that among the UCPRmunicipalities and the two townships outside of Prescott-Russell, there is a range of English/French language skills among members of each department with some firefighters fluent only in either French or Englishwhile others have a range of bilingual ability from fluent to functional. Le 4 septembre 2010, Anne-Marie épouse Mathieu Rochon en l’église de la Très-Sainte-Trinité de Rockland. Mathieu, né le 3 juin 1985, à Saint- Pascal-Baylon, est le fils de Joanne Éthier et Jean Rochon. De cette union naît un petit garçon le 1 er novembre 2013 nommé Cédric Robert Rochon, en l’honneur de son grand-père Robert Boivin décédé le 6 juin 2012. Anne-Marie et Mathieu débutent leurs fréquentations en septembre 2000 à l’école secondaire de Plantagenet. Tous deux obtiennent leur diplôme de La Cité collégiale en 2005, Anne-Marie en administration et Mathieu en techniques forestières. À la suite de ses études, Mathieu continue à travailler avec la compagnie «Paysagement 4 saisons» de Saint-Pascal-Baylon et décide de devenir ainsi paysagiste. En juin 2007, Anne-Marie et Mathieu achètent la maison familiale des Rochon à Saint-Pascal-Baylon où ils y vivent toujours.

La CAMO entendait, le jeudi 29 janvier dernier, la cause des deux partis à la salle du conseil de Clarence Creek. Rappelons que la compagnie LLG Development Inc. avait déposé une motion visant à invalider la demande d’appel de M. Simoneau. Ce dernier déplorait, entre autres, ne pas avoir eu l’occasion de se prononcer sur ce projet d’envergure à Rockland. L’avocat de la compagnie LLG Develop- ment Inc. a particulièrement insisté sur l’article 17, section 36 de la Loi sur l’amé- nagement du territoire qui stipule que: «N’importe laquelle des personnes ou en- tités suivantes peut, au plus tard 20 jours après que l’avis […] est donné, interjeter appel devant la CAMO de la totalité ou d’une partie de la décision de l’autorité approba- trice en déposant un avis d’appel auprès de celle-ci : 1. La personne ou l’organisme public qui, avant l’adoption du plan, ont présenté des observations orales lors d’une réunion publique ou présenté des observa- tions écrites au conseil.» Ainsi, Yvon Simoneau n’aurait pas res- pecté le délai accordé, maintient l’avocat
n’ait pu assister à la réunion du 15 septembre dernier alors que la salle du conseil avait at- teint la capacitémaximale de 67 personnes. Dès lors, selon l’avocat, la réunion n’était pas accessible. Tout juste avant la réunion du conseil, une séance d’information était organisée dans la salle du conseil au sujet du projet de gratte-ciel. La salle avait à ce moment-là atteint sa capacité maximale et plusieurs personnes avaient été contraintes d’attendre à l’extérieur. C’était le cas, entre autres, pour M. Simoneau. À la suite de la séance d’information, plusieurs personnes sont demeurées dans la salle du conseil empêchant à nouveau l’accès à d’autres personnes. L’avocat de M. Simoneau affirme dès lors que son client n’a pas eu l’occasion de faire entendre ses opinions ou inquiétudes au sujet du projet en question. Par la suite, les organisateurs auraient déclaré que les candidats à l’élection municipale avaient un siège réservé pour assister à la séance d’information. Yvon Simoneau n’aurait pas été avisé au préa- lable de ce fait.
Aujourd’hui, Anne-Marie travaille en finance et comptabilité à l’Université d’Ottawa et Mathieu continue comme paysagiste et entrepreneur à son propre compte.

Principal reports on quest for excellence at Rockland Public School
Staff at Rockland Public School have a clear goal in mind. They want their students to learn to ask “why” things are and not just wait for someone to tell themwhat things are. “We just don’t want them to wait for the answer or to get the answer,” stated Jason Palmer. Rockland Public School principal (RPS), “We want them to concentrate on working through the process of learning and achieving the answer.” Palmer presented a progress report on the school and its students during the Janu- ary 28 session of the Upper Canada District School Board (UCDSB). Understanding how and why things are is one of the key points of the school’s strategy for teaching students to use critical thinking in both the classroom and the community. Teachers are encouraged to include ac- tivities in the classroom curriculum that help students develop their critical thinking skills. During reading sessions, for example, students are encouraged to think about how and why a character in a story gets to where he or she is in the adventure and not just read the story and wait and see what hap- pens. In other classroomactivities, teachers may use charts, videos or other methods to help students think more about the “how” and “why” behind things.

The school’s special needs students programmirrors similar success rates with RPS outscoring the provincial average for Grade 3 reading and writing skills for special needs students.The Grade 6 score for literacy among special needs students proved strong. “We have a strong literacy team that is drilling down to the data on our scores,” stated Palmer, “and deciding what strategies we should focus our energies on.” School staff and administration are also working onways for parents to becomemore involved with students learning through special events like “Math Night” where the parents learn about their children’s class- roommath lessons and are shown ways that they can help their childrenwith homework. Plans are in progress for a “Math Board Games” evening session to show parents how math can be fun and educational. Palmer also noted that RPS has a strong and varied extracurricular activities pro- gram, including traditional intermural sports along with an art club, a knitting club, and a newspaper club.The school alsomakes use of social media, like Facebook, and other methods to keep students, parents, and school staff in close contact with each other.

Recall alert on apples There is a recall alert on Granny Smith and Gala apples brought into Canada by the U.S. wholesaler, Bidart Bros. The Canadian Food Inspection Agency (CFIA) is monitoring the recall because of suspected contamination of the fruit with the bacteria that causes listeriosis. The recall alert was first issued December 24 last year and updated in early January this year. It applies to all Granny Smith and Gala apples marketed under the brand name Big B and also Granny Smith apples marketed as Granny’s Best. This recall applies just to those two brands of apples and only to apples brought into Canada through the U.S. company, Bidart Bros. The suspect apples were distributed to stores throughout Ontario and Quebec. The CFIA advises consumers to throw out any suspected apples while retailers are urged to return any unsold apples with these brands to their suppliers. The CFIA recall alert follows on a recall in the U.S. in response to an outbreak of listeriosis traced to the suspect apples. Symptoms of listeriosis include vomiting, nausea, fever, muscle and head ache and neck stiffness. The CFIA will issue further updates as the investigation continues.

NOTICE OF THE PASSING OF A DEVELOPMENT CHARGES BY-LAW BY THE CITY OF CLARENCE-ROCKLAND TAKE NOTICE that the Council of the City of Clarence-Rockland passed Development Charges By- law No. 2015-13 on the 26 th day of January, 2015 under Section 2 of the Development Charges Act, 1997 . The by-law relates to the payment of development charges for eligible City-wide services. AND TAKE NOTICE that any person or organization may appeal to the Ontario Municipal Board under Section 14 of the Act, in respect of the Development Charges By-laws, by filing with the Clerk on or before March 9, 2015, a notice of appeal setting out the objection to the By-law and the reasons supporting the objection accompanied by the fees. The appellant is advised to contact the Ontario Municipal Board to access required forms and applicable fees.

Trois individus devront répondre à des accusations liées aux stupéfiants à la suite d’une opérationmenée par la Police provinciale de l’Ontario, le 30 janvier. Les policiers ont exécuté un mandat de perquisition dans la village de Casselman menant à la découverte de marijuana. Patrick Bellefeuille, âgé de 26 ans, de Cas- selman, ainsi que Karalyne Roy, âgée de 21 ans, de Casselman, ont tous deux été accusés de possession demarijuana en vue d’en faire le trafic ainsi que trafic de marijuana. Geoffrey Ferguson, âgé de 26 ans, d’Ot- tawa, a été accusé de possession de mari- juana. Les accusés devront se présenter en cour le 24 mars. Drogue Alors qu’il effectuait une patrouille sur la rue Blais, à Embrun, un policier a remarqué un véhicule suspect stationné dans le parc. Lorsque l’agent s’est approché du véhicule, il a constaté la forte odeur d’une drogue
illicite. Une quantité de drogue a été saisie. Un adolescent âgé de 16 ans a été accusé de possession de marijuana en-deçà de 30 grammes Voies de fait Le 31 janvier, des policiers ont répondu à un cas d’agression survenu sur le chemin St- Pascal, à Saint-Pascal-Baylon. Sur les lieux, un homme et une femme ont rapporté avoir été frappés par un membre de la famille. Robert Dion, âgé de 36 ans, de Saint-Pascal- Baylon, a été accusé de voies de fait. À Casselman, les policiers ont été appe- lés sur la rue Jeanne-Mance. Des agents menaient une enquête non reliée lorsqu’un d’eux a été agressé par un homme. Douglas Tachynsky, âgé de 54 ans, de Casselman, devra répondre à une accusation de voies de fait contre un agent de la paix, ainsi que de voies de fait dans l’intention de résister à une arrestation.

Murder case in Lefaivre A 78-year-old Lefaivre man, Robert Edgar, is charged with second-degree murder involving the death of his wife, Zdenka (Radja) Sekora, age 83. Edgar’s lawyer, Robert Miller, stated during a provincial court hearing February 2 in L’Orignal that the couple had been married for 32 years with no events of violence during all that time. He asked for an adjournment to allow a five-day psychological assess- ment order to determine his client’s well-being and mental state. He said that Edgar has suffered from suicidal ideation for up to 20 years. Edgar’s case is remanded to the February 9 court date to continue. The charge resulted from OPP investigation January 25 of a 911 call at a residence on Concession 1 in Lefaivre in Alfred-Plantagenet Township.

Les générations futures de Rockland se rappelleront du lieu de l’ancienne forge H. (Henri) Ménard, forgeron général, qui se dressait jadis sur la rue Laurier. Des nouveaux condominiums ont pris la place et porteront le nom les Condos de la Forgerie. «Le nom forgerie a été ajouté pour rendre hommage à l’histoire, a confié Mike Gervais, président de l’Association de la construction de Clarence-Rockland. C’est important pour nous de garder un peu l’his- toire de cette entreprise familiale.» Lors de l’inauguration de l’édifice, le jeudi 15 janvier, la famille Ménard était invitée pour souligner l’achèvement. Paul Ménard est un descendant d’Henri Ménard, soit la troisième génération à Rockland. «C’est un honneur que la forge soit conser- vée dans le nom du projet, a souligné Paul Ménard. Nous, c’était la forge qu’on avait ici avec mon grand-père. C’est une belle fleur à l’histoire.» La forge existait depuis le début des années 1900. Le projet les Condos de la Forgerie est l’œuvre de C.H. Clément Construction. Il s’agit d’un projet évalué à environ 2,5 mil- lions $. On y compte 12 condominiums qui ont déjà trouvé preneur.
