ROCKLAND | Le conseiller Raymond Serru- rier a remis sa démission à titre d’élu au conseil municipal de Clarence-Rockland lors de la réunion régulière, lundi. «Après trois années d’exclusion, de manque d’éthique, de manque de respect, de leadership qui divise, j’en ai assez», a af- firmé le conseiller du quartier 4. Ce dernier affirme qu’il doit maintenant «relever de nouveaux défis de santé sur le plan familial auxquels s’ajoute le stress né- gatif de demeurer en poste au sein de ce conseil dysfonctionnel». On sait également que Raymond Serrurier fait face à une plainte pour conflit d’intérêts déposée l’année dernière. Le conseiller maintient qu’il ne s’agit pas de la raison de son départ et qu’il entend aller jusqu’au bout de ces accusations. «[...] j’ai bien l’intention de continuer à me défendre con- tre la plainte bidon de nature politique qui a été déposée contre moi et qui fut initiée par des membres de l’entourage du maire.» Pour sa part, le maire a dit regretter la démission du conseiller. «Je vais tout sim- plement dire que c’est dommage qu’on perde M. ROCKLAND | Raymond Serrurier will not be sitting at the council table. The Ward 4 representative on Clarence- Rockland city council announced his resig- nation during the Nov. 18 session. “After three years of exclusion, the lack of ethics, the lack of respect, and the divisive leadership, I have had enough,” Serrurier said. He also cited family health and personal reasons for his decision to give up being on city council. He said those reasons were in addition to all the negative stress from be- ing part of a dysfunctional city council. Serrurier has held the Ward 4 seat for eight years. During the past three years as part of the council’s “old guard”, he has been an outspoken critic of Mayor Marcel Guibord and several of the rookie council members voted in during the November 2010 municipal election. His resignation announcement follows more than a month after Mayor Guibord and Councillors Di- ane Choinière and Guy Félio were charged, along with local lawyer and businessman, Stéphane J. Lalonde, with breach of trust. Lalonde is also charged with counselling to commit breach of trust. The charges resulted from OPP investi- gation of a series of emails exchanged be- tween the four following the November 2010 municipal election. The main subject of the emails concerned how to force the removal of then-city director Daniel Gatien from his position. At the time Gatien was pursuing a defamation suit against Lalonde, who was a former business partner of Gui- bord. Serrurier himself faces a legal issue deal- ing with a conflict of interest charge filed against him last year. He denied that his own court case has anything to do with his decision to resign and he also said he will fight to clear his name, adding that the charge is “politically motivated” and was filed by friends of the mayor. Serrurier said his involvement in Clarence- Rockland’s community affairs will continue after he steps down. No texting while driving Sgt. Patrick MacGregor answered a call about a suspected impaired driver seen swerving along County Road 17 in Alfred- Plantagenet Township after midnight Oct. 27. He intercepted a 2001 Volkswagen and found the driver had been texting on his mobile while he was driving. He also found a small amount of marijuana in the car. Brett Avery Govan, 29, of Alfred-Planta- genet Township was arrested for drug pos- session and also charged him under the Highway Traffic Act with using a handheld wireless device while driving. He was released on a promise to appear at the Nov. 20 provincial court session.

l’aréna se chiffre à environ 175 000 dollars. Selon M. Loney, l’aréna Jean-Marc Lalonde pourrait mieux servir la population si elle était utilisée à titre de centre multi- sportif et communautaire. Lors des discus- sions sur la vocation de l’aréna Jean-Marc Lalonde l’an dernier, l’installation de gazon artificiel avait été proposée notamment par le Club de soccer unifié de Rockland. C’est une proposition qui a semblé plaire aux Ca- det de l’air. «Ce n’est pas tout le monde qui peut se payer de l’équipement de hockey. Des espadrilles et un short pour le soccer sont moins coûteux», a confié M. Loney. Ce dernier ajoute que le problème des coûts reliés à un aréna repose sur le fait qu’il n’est pas utilisé à toutes les heures de la journée. «Souvent, les patinoires ne sont pas utilisées durant la journée du lundi au vendredi. Alors, nous avons cette grosse structure qu’il faut chauffer et refroidir, ça coûte de l’argent». La solution, selon Gord Loney, est l’utilisation de l’aréna par différents groupes, allant des personnes âgées aux garderies en passant par les ligues de sports d’été. Ajoutez à cela un endroit idéal pour l’organisation de salons d’exposition div- ers. «À la fin, ce sont les contribuables qui doivent payer la note et non les politiciens. Nous croyons que cette communauté doit avoir une vision pour l’avenir.»

Ramener la patinoire à l’aréna Jean-Marc Lalonde serait un manque de vision, lance Gord Loney, président du comité répon- dant des Cadets de l’Aviation, Escadron 832 Twillick, de Clarence-Rockland. L’organisation s’affaire actuellement à compléter une étudeportant sur l’utilisation future de l’aréna. Les Cadets n’offriraient cependant pas la possibilité de louer seuls l’aréna. «C’est une responsabilité trop im- portante pour une organisation jeunesse», a affirmé Gord Loney. D’entrée de jeu, il pré- cise que les Cadets de l’air ne s’opposent aucunement au sport du hockey. Le pro- blème se pose toutefois sur le nombre de glaces par rapport à la population de la Cité de Clarence-Rockland. Actuellement, la Cité offre trois patinoires, dont deux à l’aréna de Clarence-Rockland, situé sur la route 17, et une patinoire à l’aréna de Clarence Creek. «Ce qu’il faut se demander c’est: est-ce qu’il y a actuellement des associations qui n’ont pas de temps de glace?, a questionné Gord Loney. Si une patinoire est réinstaurée à l’aréna Jean-Marc Lalonde, les autres pati- noires perdront des utilisateurs». Présentement, le déficit opérationnel de

Le maire de Clarence-Rockland et ses proches alliés souhaitent que la période très oc- cupée d'avant Noël leur permette de nous faire avaler une autre ronde de coupures impor- tantes en espérant que les gens n'y porteront pas attention. On a le choix ; on porte atten- tion ou on paie le prix. D'une façon ou d'une autre, ça va nous coûter. Nous croyons qu'il est préférable de porter attention immédiatement plutôt que de laisser passer ce budget et de payer de nos poches pendant des années à venir. Trois dossiers en particulier sont une cause d'inquiétude, soit pour les payeurs de taxes, les usagers du transport en commun et les parents. Vous n'aurez qu'une seule chance pour exprimer vos inquiétudes face à ce bud- get lors de la réunion publique qui aura lieu dans la salle du onseil le 27 novembre. The counties office will continue accept- ing written briefs on the official plan report until Nov. 22 after which the report, along with all related comments, criticisms and requests, goes to the Ministry of Municipal Affairs and Housing for review and recom- mendations. The final version of the UCPR official plan won’t be back on the counties council table for approval until next spring at the earliest.

L’ORIGNAL | Too much attention on iden- tifying potential quarry sites and not enough on the environmental and life- style values. That is the main complaint against the latest report on the official plan for Prescott-Russell. More than a hundred people packed the counties council chamber Nov. 13 for the afternoon public hearing on the United Counties of Prescott-Russell Official Plan re- view (UCPR). Suzanne Lavoie from Mariposa Farm in Plantagenet was the first of close to two dozen area residents at the microphone commenting on and criticizing the latest official plan revision. She charged counties planning staff with relying too much on a report from the consultant firm, Stantec, which she said is flawed and focused more on identifying potential sources of aggre- gate material for future development. “This (Stantec) study is simply a work tool or planning tool for the counties,” she said. Raymond Romania of Plantagenet told council that the Stantec report contradicts information provided on the area from the Ontario Geological Survey about the loca- tion of potential aggregates. “They (Stantec) are adding parcels of land that make no sense at all,” Romania said, re- garding some of the mineral designations. Critics of the Stantec report claim there is not enough attention to protecting the en- vironmental values of the Jessup’s Falls Es- carpment area in Alfred-Plantagenet Town- ship. They fear the area may still see future development of an asphalt plant there. PB Paving, the company which had pro- posed the asphalt plant development, has suspended the project for now following local grassroots opposition and also the re- luctance of township council to support its proposal. During the public hearing Alan Cowan, a legal representative for the company, told counties council that provincial policy pro- tects aggregate resources for“potential use” and supports identifying such sites in offi- cial plans “as far as it goes”. Cowan noted that before any new quarry project can open all local concerns about environmental impact and other issues must be dealt with during the study pro- cess. He asked counties council to keep an open mind. “The decision you make is not to open a

Léger ralentissement en construction en 2013

Toutefois, la municipalité devrait con- tinuer de voir une augmentation au niveau de la construction dans les pro- chaines années, notamment avec l’arrivée de nouveaux promoteurs dans la région comme The Regional Group. « Des nou- veaux joueurs dans l’industrie pour- ront peut-être proposer des nouveaux produits pour une autre clientèle», a ajou- té Michael Michaud. Également, plusieurs économistes s’entendent pour dire que les taux di- recteurs devraient demeurer stables du moins pour les deux à trois prochaines années. Cela devrait ainsi permettre aux jeunes acheteurs d’acquérir une première propriété. «Les jeunes familles sont à la recherche de maisons jumelées ou de maisons en rangée. C’est ce qu’on com- mence à voir un peu plus à Rockland. La jeune famille pourrait éventuellement s’installer à Rockland à long terme», a af- firmé M. Michaud. Commercial Au niveau du développement com- mercial, en date de la fin d’octobre 2013, la municipalité a émis 19 permis de con- struction commerciale comparé à 24 en octobre 2012. Au total, la municipalité a récolté 42 401 dollars en frais pour les permis de construction.

ROCKLAND | La tendance est au ralentissement au niveau de la construction cette année par rapport aux années passées sur le territoire de Clarence-Rockland. «Au niveau du développement résiden- tiel, malheureusement, nous connaissons une année moins abondante que l’an dernier», a affirmé Michael Michaud, di- recteur de l’Aménagement du territoire. À la fin du mois d’octobre, il s’est constru- it 122 nouvelles unités résidentielles com- parées à 174 en octobre 2012 soit une dif- férence de 52 unités. «Je doute que nous allons combler le déficit dans les deux pro- chains mois», a précisé M. Michaud. La majorité des nouvelles constructions ont été réalisées dans la ville de Rockland, soit 95 unités résidentielles contre 142 en 2012. Dans les secteurs ruraux, il s’est con- struit 16 nouvelles unités résidentielles à la fin du mois d’octobre 2013 contre 32 en 2012. Au niveau des villages, 11 unités ré- sidentielles ont été créées. «À mon avis, c’est une tendance qu’on peut remarquer à travers l’est de l’Ontario et même la province. Bon nombre de promoteurs semblent éprouver de la dif- ficulté à vendre leurs unités», a affirmé Michael Michaud. Ce dernier a évoqué le

Marc Leblanc answered a traffic complaint about a Dodge Dakota seen weaving across the road along Highway 174 and County Road 17 from the City of Ottawa to Rock- land. The vehicle was found in the SmartCentre shopping plaza in front of theWal-Mart. The officer watched as the Dakota climbed up on the curb before coming to a stop. Const. Leblanc took the driver in to the detachment for a breathalyzer test. Results exceeded the legal limit. Stephen Comisso, 26, of Sudbury is charged with impaired driving, driving with a blood-alcohol content exceeding 80 mil- ligrams, and with being a novice driver un-
der the Highway Traffic Act driving with a blood-alcohol content above the zero limit. Drug bust A traffic violation check resulted in a drug case file for Const. Joe Barbe on Nov. 17. The officer was on patrol in the St-Jacques Street neighbourhood when he stopped a vehicle for a traffic infraction. While talking to the driver, the officer noticed some illegal drugs inside the vehicle. Luc Decarie, 36, of Rockland faces three narcotics charges: possession of marijuana, possession of cannabis resin, and posses- sion of other proscribed drugs. He is also charged with driving with a suspended li- cence. Phony Microsoft caller If someone claiming to be from Microsoft calls without warning about home comput- er problems, hang up. Police have issued a warning about a persistent phone scam using the Microsoft name as the lure. The caller claims to be either with the Mi- crosoft computer firm or with a call centre contracted with the company. The con art- ist then tells the victim that their home or business computer may have either virus or technical problems with its Windows pro- gram and offers help fixing the system but first asks for credit card information and/ or other personal identification or financial details as part of a credit check. Microsoft does maintain a technical sup- port service but it does not have any call centres that phone or email people about possible computer problems. Anyone re- ceiving such a call or an email message should either hang up or delete the mes- sage and avoid giving out any personal information that could result in either an identity theft situation in future or allowing someone to hack into their bank accounts or lines of credit. Copper wire thieves wanted Copper is better than gold for some thieves. The OPP have four reports of copper wire taken from light posts along highways in the Ottawa region and surrounding areas. The thefts have taken place during the past few months The result is some sections of some high- ways are left in the dark now as the long winter night draws on. The stolen copper wire ends up sold ei- ther to salvage outfits or other recyclers. Right scrap metal price for copper ranges from $3 to $4 a pound, more or less, de- pending on the quality of the copper and the dealer. Anyone with information on copper thefts in the area or who sees any suspi- cious activity near highway street lights is asked to call their local police station. The CrimeStoppers confidential tips line at toll- free 1-800-222-8477 will also accept reports about suspected copper thieves.
On Nov. 14 police received a call from the city’s public works department about two missing manhole covers. The 200-pound round metal plates went missing overnight. One manhole cover was taken from a lo- cation in the village of Bourget while the other was from a street in Rockland. Police are concerned about the safety is- sue this creates for both pedestrian and ve- hicle traffic at these sites. Anyone with information about the thefts or where the stolen manhole covers are is

BROCKVILLE | Scores in the three R’s con- tinue to soar higher in Upper Canada district schools. But district want to see students grow even stronger with their reading, ‘riting, and ‘rithmetic. Upper Canada District School Board trust- ees (UCDSB) reviewed a report from Educa- tion Director David Thomas on the results of Ontario’s Education Quality and Account- ability Office (EQAO) standardized tests for the province in general and the UCDSB in particular. Thomas reported excellent re- sults for Upper Canada over the past de- cade of testing and he has hopes they will get even better in future. “Our classes are becoming places of learning as opposed to places of schooling,” Thomas told trustees. EQAO scoring for the past 10 years shows primary composition skills have risen from 52 per cent of UCDSB students able to write at either the third or fourth level to 74 per cent now. In the junior grades reading scores have gone from 52 per cent to 74 while writing skills improved from 45 per cent to 71 per cent over a 10-year span. Junior math scores are also higher at 77 per cent compared to 67 per cent a decade ago. But the increase is not as significant as for reading and writing and Thomas prom- ised the board that helping students de- velop their arithmetic skills, both in the pri- mary and junior class grades, will get more attention in the district’s curriculum plans. But police are thanking drivers ahead of time who make a point of avoiding getting too “cheerful” during the holidays. The OPP R.I.D.E. (Reduce Impaired Driv- ing Everywhere) campaign kicks off Nov. 23 and continues through to Jan. 2, 2014. OPP and other police forces in Ontario will be doing regular checkstops during the com- ing weeks to intercept suspected impaired drivers and also check on vehicle safety, and enforce provincial regulations on manda- tory seatbelt use and the ban on cellphone texting and other activities that distract driver attention on the road. “I am calling on all road users to help us keep everyone safe over the holidays,” stated Superintendent Don Bell, OPP high- way safety division commander. “Never al- low yourself to drink and drive, never allow someone you suspect is impaired by alcohol or drugs to drive, and if you are out on the road and suspect that a driver is impaired, call 911. I would like to thank in advance the hundreds of thousands of drivers we know we can count on to take these simple but important measures to help us get every- one through the holidays safely.

La rue Albert fait peau neuve

M. Lalonde précise également que la municipalité économiserait environ 150 000 dollars annuellement. Enfin, en plus des sports sur patins, Jean-Marc Lalonde souhaite également attirer les joueurs de curling. Ce sport connaît un essor depuis les dernières années notamment avec sa présentation lors des Jeux olympiques d’hiver. « Le 27 novembre, c’est la journée pour aviser le Conseil que les tarifs sont inac- ceptables et constituent une réelle menace pour l’existence de certaines associations mineures de Clarence-Rockland», lancent conjointement le Club de Patin de Clarence Creek, l’Association de Hockey Mineur de Clarence Creek, l’Association (Rep B) Crush de Clarence-Rockland, le club de Ringuette de Clarence-Rockland et le club de Hockey Féminin de Clarence-Rockland. Hausse des frais de glace Les associations de sports sur glace de Clarence-Rockland lancent une invitation à la population de se joindre a la réunion publique portant sur les frais d’usagers, le 27 novembre, à 18h, à la salle du conseil à Rockland. Dans le budget proposé pour l’année fiscale 2014, le conseil municipal de Clar- ence-Rockland propose une augmentation importante des frais pour toutes les asso- ciations de hockey et clubs de patinage, qui représentent plus de 800 enfants, qui utilisent les arénas de Clarence-Rockland. Cette augmentation d’environ 15 pour cent pour les frais de glace devrait permettre au Conseil d’aller chercher 60 000 $. Au cours des dernières années, les bud- gets que le Conseil a approuvés ont per- mis des hausses des frais de location de glace de 118 pour cent. Au cours des deux dernières années seulement, sept associa- tions de sport sur glace ont dû financer 111 000 dollars, unmontant que les parents des patineurs on dû défrayer. Pour couvrir ces coûts, les associations ont dû augmenter leurs frais d’inscription de 25 à 50 pour cent, ce qui a causé une diminution des inscrip- tions de 15 à 25 pour cent. La municipalité a également souligné l’achèvement des travaux sur la rue Laurier Est, de la rue Michel à la route 17. Les travaux de réhabilitation ont été effectués au coût d’environ 260 000 dollars. Le conseiller du quartier 2, André Henrie, a longuement milité pour la réfection de ce chemin. «Ça fait beaucoup de gens heureux aujourd’hui, a confié le conseiller André Henrie. Ça fait plusieurs années que je travaille pour faire avancer ce projet. Franchement, on se réjouit de voir ce qui s’est accompli cette année.» Travaux sur la rue Laurier

ROCKLAND | Après une dizaine d’années de discussions et de planification, la rue Albert fait aujourd’hui peau neuve. La municipalité de Clarence-Rockland aura investi environ 1,12 million de dollars au total dans le projet. Celui-ci incluait également des travaux au niveau des égouts. Le projet de la rue Albert a pris un peu plus de temps que prévu à se réaliser, entre autres, en raison de la construction de condominiums dans le secteur. À cemoment-là, lamunicipalité ne voulait notamment pas investir dans une route qui aurait, dans les circonstances, subi des dommages par la circulation de camions lourds.
