Council reviews new parks and rec master plan

Township council has its “summer reading” assignment now. JonathanHack of the Sierra Planning and Management consultant firm presented council with a summary of the 120-plus- page Russell Township Parks and Recreation Master Plan. During his half-hour presentation at the June 1 council session, Hack explained that what council members have in their hands is not just a revision of the oldmaster plan but a whole new one to help guide present and future parks and recreation maintenance and development. “It’s part of a wider master plan process that the township have been undergoing,” Hack said. “It’s a new master plan, not an update. It carries on from the successes of the township to date.” The document is the result of a consul- tation process that began with an online survey of residents, followed by focus-group workshops and other methods of gathering feedback. Hack noted that the parks and recreation master plan is not meant to be a hard-and- fast blueprint of what the townshipmust do
for local recreational needs but a detailed set of guidelines, including new vision and mission statements, to help council and administration with decisions that reflect both what residents of Russell Township want for their parks and recreation facilities and what the municipality can also afford. “This plan is about listening to needs,” Hack said. “Investment must be strategic. Investment must be also be prudent and where necessary.” The master plan outlines existing parks and recreation infrastructure and program- ming and provides suggestions for the town- ship to pursue in developing partnerships that will help strengthen existing services. In the end, Hack noted, the parks and recreation master plan’s first priority is to provide for the needs of children and fami- lies in Russell Township. Council approved acceptance of the parks and recreationmaster plan report for further review and study. The report is included in the June 1 council agenda package which is available for public reading online through the Russell Township website.

Policing advisory policy The Community Policing Advisory Committee will have a new name by the start of summer. It may also have some new policies in place to help keep both Russell Township administration and council more in touch with the municipality’s policing and protection situation. Council accepted a recommendation from the committee to change its name to the Russell Township Policing Advisory Committee. Council also received for later consideration some suggestions from the committee dealing with general operating policies including having volunteers with local Neighbourhood Watch groups record all 911 call incidents they deal with during patrols, forwarding all Watch incident reports to the municipality for information, and also providing Watch patrol vehicles with bilingual identification stickers. Township administration will review the policy recommendations for a later report to council. – Gregg Chamberlain

Nouveau visage du Tigre Géant en octobre
Dès le 20 juin, le tout premier Marché de L’Académie de La Seigneurie, à Casselman, fera son ouverture officielle à 8h. Les marchands locaux seront présents pour offrir une gamme de produits frais, comme des fruits, des légumes, de la viande, des produits transformés et des créations artisanales. Les élèves du primaire et du secondaire de L’Académie seront également sur place pour offrir des produits de la serre de l’école. Le marché sera ouvert tous les samedis durant l’été, de 8 h à midi, jusqu’au 31 octobre. Des pancartes seront installées dans le village de Casselman afin de diriger les gens. « Nous sommes très fiers de parrainer ce service pour la communauté de Casselman et des environs. Ce qui est bien, c’est que cette initiative est en lien avec notremajeure haute spécialisation en agriculture et transformation des aliments », s’est réjoui le directeur de L’Académie, Pierre Campeau.
Les travaux vont bon train pour le futur magasin du Tigre Géant, à Embrun, qui est en train de subir une transformation. La toute nouvelle succursale restera sur son lieu actuel mais révèlera à la population un tout nouveau visage. D’une superficie d’environ 20 075 pieds carrés, les travaux du Tigre Géant, plus moderne que l’actuel, devraient prendre fin à l’automne. L’ouverture officielle est prévue pour le 17 octobre prochain. Aumoment demettre sous presse, le propriétaire du Tigre Géant d’Embrun, Art McGoughey, a souligné dans un communiqué de presse que « nos clients nous demandent un nouveaumagasin depuis unmoment déjà, alors nous sommes vraiment heureux de leur présenter leur Tigre Géant, version améliorée, a-t-il tenu à dire. »

The Russell Land Registry Office is a one-storey brick structure constructed in 1874-75; it is located on a .040-hectare lot at a prominent corner on the Village’s main street. The original building stands with a high degree of integrity; the proposed designation does not include the one-storey wood frame and brick addition built in 1978/9. The heritage value of the Russell Land Registry Office resides in its history and architecture.The build- ing is associated with the provincial government’s role in ensuring that land registration was under- taken in a uniform manner across Ontario. Built to a standard plan developed by the Department of Public Works in 1868, the Russell Land Registry Office was one of several constructed in counties across Ontario during the late 19th century. In their design and fireproof construction techniques that included stone foundations, double brickwalls and barrel vaulted room structure, the registry offices reflected the paramount importance placed on the safety of land registration documents by the Province in the 19th century.This is exemplified by the fact the Russell Land Registry Officewas one of only a fewbuildings to survive (with the exception of its timber and slate roof) a major fire in 1915, that destroyed over 20 buildings in the Village. Construit selon un plan type élaboré par le ministère des Travaux publics en 1868, le bureau d’enregistrement a été un parmi plusieurs édifices érigés dans les comtés de l’Ontario à la fin du 19e siècle. Dans sa conception et ses méthodes de construction résistant au feu, qui comprenaient des fondations de pierre, des murs en briques doubles et des salles voutées en berceau, les bureaux d’enregistrement reflétaient l’importance capitale qu’accordait la province à la sécurité des documents d’enregistrement des titres de propriété, au 19e siècle. Par exemple, le bureau d’enregistrement des titres de propriété de Russell a été l’un des seuls bâtiments à échapper à un incendie majeur (à l’exception des poutres et du toit d’ardoise) en 1915, qui a détruit plus de 20 bâtiments dans le village. Cyclone air cadets celebrate anniversary decade

my own cadet career, let alone become a staff member at 5 Cyclone, I was invited to attend a COs parade by the founding CO, Capt. Scott Barker.” “On that night, I witnessed a small group of cadets, only two flights, mostly filled with first-year cadets in various states of civilian dress. The few seniors in uniform, who had transferred over from other squadrons, led them through the parade adequately, and we had made it to Capt. Barker’s speech. In the middle of this speech, two very large, gift-wrapped boxes were brought onto the parade square. At Capt. Barker’s command, they were unwrapped and opened by the cadets on parade. And out flew parade boots, pants, tunics, shirts, and ties. To this day, I have never seen a group of cadets any hap- pier than those cadets were when they saw that they had finally received their uniforms.” Since those days, 5 Cyclone has grown froma small two-flight squadron to three full
flights plus an official cadet band. Members of 5 Cyclone Squadron have drilled, played, and worked together as a unit for their own benefit and for the benefit of both the Cana- dian Armed Forces and their home com- munity. This year’s 10 th anniversary review parade featuredMajor-Gen. Derek Joyce as the official guest review officer. A veteran of both Canada’s Middle East and North Africa operations on behalf of NATO, Maj.- Gen. Joyce is now stationed in Ottawa as deputy commander at Military Personnel Command. Following inspection and demonstrations of close-order drill, precision band perfor- mance andmarching, squadron command and V.I.P. guests presented this year’s service awards and honours for both cadets and civilians.

Paternity leave was unthinkable not so long ago. However, society is changing quickly and everyone’s roles are being redefined. Women have an established place in the job market and are able to make a good living; men are increasingly involved in childrearing and take on some of the household chores. Because of this, Mom is no longer the default caregiver, and more and more fathers are now putting their careers on hold to take on the role of stay-at-home dad.

A little rain doesn’t bother fans of mud bogging. Saturday’smonsoon-style storm may have put the brakes on part of the fun of Valley Supersport’s inaugural Limoges Mud Bog spectacle but it still couldn’t stop the weekend show fromgoing on to the end. Martin Cayer, one of the co-organizers of the mud bog, confessed to having a sore throat Monday after the weekend from all the cheering he himself had done during the event. Cayer is happy with the results of the com- pany’s first mud bog event over the May 30 weekend, despite the stormy Saturday weather, reporting an estimated 700 or more spectators turning out to watch close to 70 competitors try to plow their way through the water-filled muddy troughs using dirt bikes, quadcycles, ATVs, and four-wheel- drive trucks. “For sure we’re going to have it again next year,” Cayer said. “But we’d like to hold another event this year, maybe in fall.” Cayer also credits strong support from local spon- sors and a «dedicated group of volunteers» for the success of the first Limoges Mud Bog. He and his fellow event organizers will do a brainstorm review session about their inaugural mud bog and make any changes deemed needed for a follow-up event. The feedback session will also help with company plans to develop amotocross track at the Valley Supersport site on Calypso Road. “For sure we’re going to have it again next year,” Cayer said. “But we’d like to hold another event this year, maybe in fall.”

Ce véhicule ingénieux servait à transporter les cheminots et leurs outils vers leur lieu de travail. Le pique-nique annuel au Parc historique du Village Gagnon se tiendra le 14 juin. Les anciens du village d’antan et leurs amis se rencontrent pour jaser, rappeler des souvenirs, fraterniser et s’amuser, et ce, depuis 2002. Le parc est situé au 1760, rue Calypso à Limoges. Les activités doivent débuter vers 10h30 pour se prolonger jusqu’en fin d’après-midi. Comme il n’y a pas de cantine sur les lieux, il faut apporter son goûter et ses breu- vages. Il y aura de la musique folklorique et beaucoup d’espace pour des jeux sur ga- zon. La maison ancestrale Pommainville, construite vers 1880, sera ouverte au public, en plus de l’exposition d’une centaine d’arté- facts de l’époque des défricheurs, soit la fin des années 1800 et début 1900. L’objectif est de restaurer cette maison pour en faire un musée régional. Dans le but d’amasser des fonds pour cette œuvre, une magni- fique peinture de la maison Pommainville, peinte par Élaine Patenaude, sera mise aux enchères. Un encan silencieux avec des objets donnés « Aux Amis du Village Gagnon » est également prévu. Le clou de la journée sera sûrement le dévoilement d’une draisine ferroviaire authentique (Pumper car) construite de toutes pièces par les soudeurs Reynald, Nor-
Salon du livre à Embrun en octobre
Il y aura bel et bien un Salon du livre à Embrun à la fin de cette année. C’est ce qu’a confirmé le comité ad hoc du Salon du livre de l’Est ontarien. La population est donc invitée à participer à l’événement, du 23 au 25 octobre prochain, à l’École secon- daire catholique Embrun. La programmation comprendra diverses activités, ateliers, ren- contres d’auteurs, séances de signatures, lectures d’extraits, prestations et plus encore. Le Salon accueillera également des exposants regroupant des distributeurs et des éditeurs. L’événement se veut une rencontre pour tous les fervents de lecture et offre l’occasion de goûter à la littérature franco-ontarienne et francophone en général. Les visiteurs pourront également se procurer des livres et fureter tout à leur aise. Plus de 55marcheurs ont répondu à l’appel de la 6 e marche annuelle Unmille en talons hauts , le 27mai dernier à Casselman, événement organisé par le Centre Novas CALACS francophone de Prescott-Russell. Des pompiers de Casselman et des Comtés unis de Prescott-Russell, des étudiants et des hommes d’affaires de la région ont enfilé leurs chaussures pour dire non à la violence faite aux femmes. Plusieurs badauds dans la rue se sont également joints au défilé qui était précédé du camion de pompier de Casselman. Anne Jutras, directrice générale du Centre Novas-CALACS, travaille dur à la tâche pour mettre en place l’événement, et elle est claire sur le sujet : « Le but premier, c’est d’amener les hommes à démontrer leur soutien à la cause des femmes, particulièrement en ce qui a trait aux agressions à caractère sexuel. Leur présence est très importante dans ce combat. » Dans son discours d’avant-marche, Mme Jutras a tenu à préciser les faits. « Une femme sur trois sera victime d’une agression sexuelle au cours de sa vie. Les filles âgées de 12 à 17 ans sont huit fois plus susceptibles d’être victimes d’une agression sexuelle ou d’un autre type d’infraction sexuelle que les jeunes garçons », a-t-elle tenu à faire entendre aux participants. Depuis le début de la campagne, ce sont 4000 $ qui ont été amassés pour la cause.
