Lemaire de La Nation, François St-Amour, et le conseil viennent de mettre un point final au budget 2015. En effet, il a été adopté lors de la réunion du conseil du 9 février. L’augmentation de la taxemunicipale sera donc de 2 %. L’augmentation d’évaluation des maisons et de la croissance (nouvelles maisons et nouveaux commerces) atteint les 9,5 %, comme en 2014. Les propriétaires d’unités familiales évaluées en moyenne à 238 866$ subiront une légère augmentation de 32,37 $ par année, tandis que les com- merces évalués à 259 000$ devront payer 50,71$ par année. Le couperet pourrait tomber dans le sec- teur des parcs et loisirs. La Nation a l’inten- tion de commander une étude afin d’évaluer l’utilisation des parcs sur son territoire. Cependant, à Limoges, on s’apprête à créer un nouveau parc au coût de 37 000 $ puisque, de ce côté, la population augmente. La Nation allouera 14 500$ de son budget 2015 dans ce projet. Elle pigera 22 500 $ dans ses réserves prévues pour les parcs. Une faible augmentation de 3 % est attri- buée à la rubrique « Centres communau- taires ». La voirie se voit accordée un budget de 815 499 $, une augmentation de 300 000 $.

It will be the biggest, greatest project ever in the young life of the Russell Kin Club, and a foot-stomping dance party during Winter Carnival weekend just seems the perfect way to launch the fundraising for the future Russell Sports Dome. “We’re really excited about it,” said Doug Anthony, Kin Club president, during a phone interview. “We’ve wanted to do some kind of a major project, a bricks-and-mortar thing to give back to the community.” Russell Kin Club members began brain- storming ideas for their first big construction project last spring. By autumn, they had a list of half a dozen potentials, which included a drive-in theatre, a recreation centre, amini- putt golf-and-recreation park, a splash pad, upgrading and enhancing Centennial Pool and the surrounding area along the Castor River, and a sports dome suitable for hosting any number of sports indoors year-round. The recreation centre idea was dropped from the list in anticipation of the township doing its own review and evaluation on a potential future large-scale recreation complex. The sports dome proved the favourite itemon the list so the club began some pre-
liminary cost analysis. Kin Club officials later attended the township’s own public consultation session about a future recre- ation complex for the municipality. «A lot of residents talked about the need for a sports dome,» Anthony said, regarding the meeting last autumn. «We (Kin Club) were smiling inside. Our members’ vote on Nov. 23 was almost unanimous. It was a no-brainer.» The Kin Club sports dome study is based on similar-sized facilities like the Louis Riel Sports Dome on Bearbrook Road in Orléans or the one at Carleton University in Ottawa. «We did hundreds of comparisons,» An- thony said, adding that the sports dome over in Alexandria is a close match in both size and cost to what the club has in mind. The Alexandria sports dome measures 280 ft by 140 ft and costs between $1.4 mil- lion and $1.5 million to erect. The KinClub proposes something similar in size with the addition of a small community centre to providemeeting room spaces for clubs and other groups. Preliminary cost estimate for the project is between $2 million and $2.5 million.

The club has a site inmind for the dome, on a municipal lot, between three to five acres in size, located between the villages of Russell and Embrun. «That’s perfect for us,» Anthony said, «because we want to bring all the commu- nities together.” The club seeks an agreement-in-prin- ciple from the township to take charge of operating the dome as a public recreation facility once it is constructed. Next on the project organization agenda will be a com- munity consultation process about what kind of features and amenities the sports
dome should have. Anthony noted that the club is looking at a timeline of two to three years to get the project financed and built. The launch of the club’s own fundraising effort begins during Russell Winter Carnival weekend with a Saturday night dance. This year’s annual Poutmaster Fishing Derby will be the second fundraising effort with part of the proceeds from the derby going into the sports dome construction fund. A third large-scale fundraiser event is planned for this fall once organizers have worked out details.

Lise Bourgeois reconduite dans ses fonctions La Cité a annoncé la semaine dernière le renouvellement jusqu’en 2020 du mandat de Lise Bourgeois, originaire d’Embrun, à titre de présidente et première dirigeante de La Cité. Selon un communiqué émis pas l’institution, son leadership au cours des derniers cinq ans a permis à La Cité de figurer parmi les meilleurs collèges de l’Ontario. Au cours des derniers cinq ans, le nombre d’étudiants à temps plein est passé de 4000 à plus de 5000 aujourd’hui. En 2014, La Cité a aussi été désignée officiellement en vertu de la Loi sur les services en français de l’Ontario. Mme Bourgeois a été nommée en 2010. On lui reprochait également de ne pas avoir formé ses employés de façon adé- quate en matière de premiers soins et de mesures d’urgence.

The homeowner reported that someone entered the house and took some copper pipes out of the basement. Entry was gained through a basement side window. Drunk driver Daniel St-Jean, 32, of St-Pascal-Baylon, was arrested on Feb. 8 and charged with impaired care and control of a vehicle, and also with have care and control of a vehicle while his blood-alcohol level exceeded 80 milligrams. The charges resulted after police respond- ed to a report about a vehicle seen in a ditch on Baseline Road in the Clarence-Rockland area on Feb. 8. Police located a silver Dodge in the roadside ditch. The OPP statement noted the driver showed signs of impairment. He was taken
to the detachment and subjected to an In- toxilyzer exam. The test results exceeded the legal limit. St-Jean is scheduled for the Feb. 25 pro- vincial court in L’Orignal.

outside of Prescott-Russell, there is a range of English/French language skills among members of each department with some firefighters fluent only in either French or Englishwhile others have a range of bilingual ability from fluent to functional. The City of Ottawa covers all the cost of its fire dispatch system through its own annual budget. Client municipalities like Clarence-Rockland pay a fixed rate based on local population size. If Ottawa gains more clients for its fire dispatch setup or loses any, it does not affect the fixed rate for client municipalities. Financing for Hawkesbury’s fire dispatch service is more dependent on its clients. Three-quarters of the cost is covered through client fees from the other municipalities based on their population sizes, average number of calls per year, and the number of fire stations involved. If a new client, like Clarence-Rockland, were added on, then the costs for the other client municipalities would decrease. The report noted that the dispatch service fee for Hawkesbury will be $4.46 per capita in 2016, for its present clients. If Clarence-Rock- land signed up as a client, then the fee would drop to $3.33 per capita. Clarence-Rockland currently pays $3.25 per capita for Ottawa dispatch service. Joining the Hawkesbury setup would mean both an increase in the per capita fee plus a one-time $38,000 setup
If any of Hawkesbury’s present client mu- nicipalities chose to switch over to Ottawa, they would have a lower per capita fee of $3.25 for their fire dispatch. The costs for themunicipalities staying withHawkesbury would then increase from the current $4.46. “If one or more municipalities decide to switch from Hawkesbury Fire Dispatch to Ottawa Fire Dispatch,” the report noted, “the costs for the remaining municipali- ties will increase, causing the remaining municipalities to also change fire dispatch service providers.” The end result would be that the Hawkes- bury dispatch service could prove too ex- pensive tomaintain and it would shut down, forcing everyone to then contract with Otta- wa.The report noted that eachmunicipality will have to look at new paging and radio link setup for their fire departments because the current equipment is getting older and will soon reach the end of its reliability lifespan. Municipalities need to start budget planning now for replacing that equipment within the next few years. If one or more choose to switch over to Ottawa for fire dispatch, then they also have to budget for the connection fee to the Ottawa system. For now counties council has accepted the final report and themayors will present it to their own individual councils for review sera donné. Those are themain choices given in a final consultant’s report to the counties council. Peter Gamble, of theWillowFalls Consult- ing firm, presented the United Counties of Prescott-Russell council (UCPR) with a final verbal summary of his company’s analysis of fire dispatch service for the municipalities in Prescott and Russell counties. During a later interview, Warden Robert Kirby said Gamble’s presentation didn’t tell themayors on counties council anything different from what they already knew after reading the pre- liminary report fromWillowFalls Consulting. “There was no surprise,” Kirby said. Right now, both the City of Ottawa and the Town of Hawkesbury provide fire dispatch service for parts of Prescott-Russell.The City of Clarence-Rockland contracts with Ottawa while the other seven municipalities and also North Glengarry and North Stormont townships contract with Hawkesbury. While the final report listed five possible options in the cost analysis for future fire dispatch services, the executive summary noted that the whole issue came down to an “either/or” decision situation for both the counties and themunicipalities contracting for fire dispatch service. “There are really only two viable options for the municipali- ties who are currently getting fire dispatch services from Hawkesbury Fire,” stated the report. “All municipalities stay withHawkes- bury Fire (or), all municipalities switch to Ottawa Fire.” The report noted that both setups provide bilingual service for callers. Radio commu- nication between the dispatch centre and trucks out on a call is also bilingual for the Hawkesbury setup while Ottawa Fire Dis- patch uses just English for its radio commu- nication. Chemin St-Pierre : demande urgente d’asphaltage

Le conseil a reconnu que le chemin St- Pierre ne faisait pas partie des priorités pour l’année 2015. De plus, le conseil a annoncé que le chemin St-Pierre pourrait faire partie d’un échange de routes avec les Comtés unis de Prescott-Russell. Le conseiller Jamie Laurin a cependant demandé ce que la municipalité de Russell devait faire pour que le chemin St-Pierre devienne une route de comté plutôt qu’une route municipale. « Avec de meilleures statistiques, de la meilleure documentation, peut-être pour- rions-nous avoir de meilleurs arguments
pour que ce chemin soit remis aux comtés », a répondu le directeur-général de la muni- cipalité, Jean Leduc. Le conseiller Jamie Laurin a fait remar- quer que le chemin St-Pierre devrait peut- être considérée artère principale compte tenu que c’est une route régulièrement empruntée par les résidents de la région et le transport en commun. Paquette a présenté sa pétition de plus de 400 noms et a demandé au conseil de prendre des actions le plus rapidement pos- sible pour la réfection de cette rue. « Je suis convaincu que les contribuables méritent une meilleure rue », a déclaré M. Paquette. Il amentionné que le chemin St-Pierre a été asphalté pour la première fois en 1988 et qu’après toutes ces années, avec la circu- lation incessante, le résultat est désastreux. « Il y a des trous, et certains sont vraiment gros. » Il a également ajouté qu’il avait eu une discussion avec un employé des travaux

Code of conduct for counties staff The United Counties of Prescott-Russell (UCPR) has adopted a code of conduct manual for its staff. It is the first time that the UCPR has had in print guidelines for its employees to follow when dealing with the public, including how to avoid any accidental conflict of interest situ- ations, and also how to maintain good relations between counties staff and the public, and between counties employees and their peers. The main themes of the UCPR employee code of conduct deal with loyalty, respect, and ethics. As for the mayors sitting on counties council, the must follow the conduct guidelines established by the Municipal Act, which governs the behaviour of elected officials.
