La chaleur intense a incommodé quelques pompiers, qui ont

souffert d’épuisement et de coup de chaleur. L’enquête du Bureau du commissaire des incendies de l’Ontario est toujours en cours, mais tout porte à croire qu’un bris mécanique dans la salle des machines serait à l’origine de l’incendie. Plus précisément, l’échangeur d’air est présentement étudié

par les spécialistes, mais la cause précise demeure encore inconnue. La résidence de 1,2million $ a subi d’im- portants dommages en raison de la chaleur et de la fumée et, selon Richard Sincennes, l’intérieur du bâtiment est vraisemblable- ment une perte totale.

Le 14 juin dernier, un incendie ayant pris naissance dans la salle des machines d’une résidence du Domaine Héritage à L’Orignal a ravagé le bâtiment et les cinq occupants ont eu la vie sauve grâce aux alarmes des détecteurs de fumée. « Le feu s’est déclaré dans le sous-sol et est rapidement monté jusqu’au grenier, a précisé le chef de la caserne des pompiers de L’Orignal, Richard Sincennes. Council agrees to support energy project

contract in the application process. After that, studies will have to be conducted on Natural Heritage Assessment, environmental impact, and other studies as required. These studies can takemore than two years to conduct. Only after the studies are complete, and accepted by a third party company, will the project begin construction, which should take approximately sixmonths.Throughout the process, there will be several publicmeetings to keep residents up to date on what is happening, and to answer any questions. Gilkes commented that the government has the last word on projects such as these, and residents don’t actually have any say. Charette said Gilkes could get his say through elections.

The Champlain council passed a motion June 22, agreeing to support the Parc eolien Gauthier project, with a few exceptions to the resolution. The Champlain Township does not want to have any wind turbines within their municipality, but will support the project to put in a substation in Champlain Township, near the corner of Dunning and Ritchance Roads. The developers, Leader Resources, asked for the township’s support during the regular town council meeting June 10. The proposed wind farmwould be inThe Nationmunicipality.The Nation passed a resolution for support for the project in December 2013. Support from the municipalities will make it easier for Leader Resources to get through the competitive application process with the province. The wind energy project consists of four phases: development, construction, operations, and renewal or decommission. Proposals are to be submitted to Independent Electricity Systems Operator (IESO) Large Renewable Procurement (LRP) program by September 1, 2015. The LRP is a competitive process for procuring large renewable energy projects (generally greater than 500 kW). The wind turbines would be built on private land by RES Canada, with a maximum of 15 windmills. Each windmill would take approximately 1.2 acres and stands approximately 95 metres in height, with blades 50 metres in length. The turbines would produce 40MWwind energy generation, enough to power 11,600 homes annually. In Champlain Township, only a substation would be built, with transmission lines running along existing Hydro poles. At a publicmeeting held June 22 by Leader Resources, residents seemed uncomfortable with the project. “It wouldn’t even be an issue if the taxpayers weren’t subsidising the project,” said Stan Thayer, resident of Dunvegan. Beth Trudeau, director of the Prescott Russell Landowners Association, said she is against the destruction of farmlands. One resident fromL’Orignal said he felt the whole thing was just a waste of time. “I just I don’t see any need for it,” the L’Orignal resident said. “The maps are hopelessly inaccurate. These dog and pony shows are just ridiculous.” Vern Gilkes of Vankleek Hill said he is very concerned about farmlands being caught up in bankruptcy problems, as is the case in land near Prince Edward County. “I amnot for this project at all,” said Gilkes. “The only people that are benefiting from this project are the people installing these things.” Gilkes presented an article from 2009 about the Byran wind energy project, part of a failed SkyPower Corporation project that left construction liens on approximately 150 properties. Construction liens are legal claims on a project to ensure a builder, tradesperson or consultant gets paid for their work. However, another article also from 2009 stated liens against SkyPower are against the leasehold interests only, not against the landowners. Representatives from Leader Resources said they could not comment on other projects. “My fear is that when the farmers go to sell their land, they won’t be able to,” said Donna Loretto from L’Orignal. “Something else is afoot. Something just doesn’t seem right.” Project manager Daniel Charette said, at this point, Leader Resources is looking to win the

A cost comparison from a recent report conducted by Willow Falls Consulting com- pany shows if all municipalities switch to the Ottawa fire dispatch, therewill be a cost savings of 20 per cent over five years. Mayor Barton discussed the need for Hawkesbury to upgrade its equipment, and the cost for these upgradeswill be passed onto themunicipalitiesHawkesbury serves. “Ottawa is doing a $50millionupgrade,” Barton explai- ned. “So it doesn’t matter if they add us in.” The township will have to conduct a study to decide if switching to the Ottawa service will be best for the township, as well as cost effective. Since other municipalities are also considering the switch, Mayor Barton said doing the study as a group would be more efficient, as well as less costly. “The study will tell uswhat we need to do,” saidBarton. CAO/ Treasurer PaulaKnudsen said therewouldbe a 10 per cent discount, if themunicipalities do the study as a group, and the study should be complete in two months. “Inmy humble opinion, we can’t afford it,” saidBarton, regarding remainingwithHawkes- bury. “Hawkesbury won’t be able to afford it on its own. If everybody else opts out, theywill have a very difficult time to have a dispatch.” Mayor Barton asked the council to agree in principle, so the study could at least get started. “We have to pass another motion to pass the Glentel proposal. Wemay have to come back in July to pass a motion,” said Mayor Barton, much to the chagrin of council members.

Champlain Township is also considering switching its fire dispatch service from Hawkesbury to Ottawa. La Nation municipality has already opted to go with Ottawa, and other municipalities are now considering the same. Champlain council has voted to go ahead with a study to determine what the best move would be. The Hawkesbury fire dispatch service currently services Russell Township, Village of Casselman, La Nation municipality, East Hawkesbury, Alfred-Plantagenet, Township of North Glengarry, Township of North Stor- mont, andChamplainTownship.Their current contract will end in February 2016. The municipalities met in Hawkesbury to discuss a study conductedbyGlentel Commu- nications onwhat it would cost to switch to the Ottawa dispatch service, and the implications of that switch. Russell Townshiphas already conducted a study, and is seriously considering themove. It cost Russell Township $3,700 to do the study, and will cost $25,000 to make the switch. If Russell leaves Hawkesbury dispatch, it would mean an increase in costs for Cham- plain and the othermunicipalities servicedby Hawkesbury. “If Russell leaves, our costs will go from $35,000 to $49,000 in one shot,” said Mayor Gary Barton. “If someone else leaves, our costs will go up again.”

There will be live music on stage starting at 8 p.m., with an amazing fireworks show at 10:15 p.m. The L’Orignal volunteer firefighters invite the public to a Canada Day celebration and 50 th anniversary of the Canadian flag at the municipal park at 772 Front Road West. The day begins at noon with a barbecue, inflatable structures, and water slide. From1 p.m. to 4 p.m., kids can get their face painted. Two guided tours of the fire trucks will be available at 1 p.m. and 6 p.m., and there will be cake and cupcakes at 6 p.m. Live music shows begin at 7:15 p.m. followed by fireworks at 10:15 p.m.. Free popcorn and cotton candy will be offered, compliments of the L’Orignal Knights of Columbus. Alexandria will be celebrating Canada Day fromnoon to 10 p.m. in Island Park with family, food, friends, fun, and of course fireworks. Activities include pony rides, inflatable games, a petting zoo, charity bingo, live music and lots more. St-Eugène will be celebrating Canada Day with a family day at St-Eugène Park with plenty of activities and fireworks at 10 p.m. Many other municipalities in the area will also be celebrating Canada Day on Wednesday with plenty of fun for the entire family.

Canada’s 148th birthday is going to be celebrated in a big way across our region. FromHawkesbury to L’Orignal, Alexandria, and St-Eugène, there are parties happening all over to celebrate the biggest of birthday parties. Canada became a new federation on July 1 st , 1867, with its own constitution. By signing the Constitution Act, formerly known as the British North America Act, Canada was officially born. Now, almost 150 years later, Canadians far and wide celebrate this important birthday. Hawkesbury has a full day of fun events scheduled at Confederation Park. The morning starts off with a brunch, from 8 a.m. to 12 p.m., at the Golden Age Club, 421A Cartier Boulevard, and a petanque tournament at 9:30 a.m.The official opening ceremony and flag raising will take place at the Royal Canadian Legion, 152 Nelson Street, at 10 a.m. From 12 p.m. to 6 p.m., there will be inflatable games for the kids and face painting from 12:30 p.m. to 4 p.m. Various food concessions and kiosks will be available throughout the day, and the Canada Day cake will be served at 1 p.m. Line dancing with Yvon Cayen will be going on from 1 p.m. to 3 p.m., and from 1 p.m.

L’Orignal Old Jail summer program

Opened in 1825, the L’Orignal jail was the oldest prison in service in Ontario’s justice systemuntil its closure in 1998. Now a museum and interpretive centre, the L’Orignal Old Jail is open for its 8 th season, from June 1 until Labour Day in September, every day from 10 a.m. to 4 p.m. Summer students will conduct bilingual tours and provide tourist information on the area and local activities. The tours offer the opportunity to see and experience the narrow vaulted cells whose walls stood witness to prisoners’ sorrows and secrets during its 175 years of operation. As well, learn about the five hangings that occurred in the L’Orignal Old Jail. During the last seven years, the L’Orignal Old Jail has had close to 15,000 visitors. Every year, the co-ordinator, members of the L’Orignal Old Jail committee and the enthusiastic guides have organized new exhibits and displays about the Old Jail and the history of the area. This summer, the program promises to be most interesting.The permanent exhibitions of Caledonia Springs and Treadwell Lords are still in place.This year, a temporary exhibition has been added tomark the centenary of the First WorldWar. L’Orignal Old Jail, in collaboration with its partners, will commemorate those who enlisted to fight in this Great War that

changed the face of Canada. Several shows and events will be taking place throughout the summer. July 16, at 7 p.m., the jail will play host to aMurder Mystery evening. July 18, at 2 p.m., Alex Comber, a military archivist at the Library and Archives Canada, will give a lecture on the German cannon in L’Orignal and other nearby First World War trophies. July 25, at 7:30 p.m., back by popular demand, Lawrence Larouche & Cynthia Martin of Majinx will be returning to share their amazingmagic and comedy. Last year, it was all about Houdini. This year, it’s all about the magic that hides within us all. August 1, at 7:30 p.m., comedian David Arvisais returns to the jail once again with Genevieve Fortier. They will offer an evening of surprises. French only. August 9, at 2 p.m., the Baloose Band, with Germain Vinet and friends, has been sentenced to a concert for the general public. August 22, at 7:30 p.m., Rude Mood is back for an evening of blues rock. The group was founded in 2013 by the members of Electrocoustik Trio.
