Le maire de Rigaud, Réal Brazeau, indiquait par ailleurs que les architectes travailleront beaucoup avec le verre pour mettre en valeur la beauté des lieux et agrandir certains espaces cloisonnés. Les planchers de bois franc retrouveront aussi leur lustre d’antan et seront dégagés des moquettes. La remise en état de l’édifice est évaluée à plus ou moins deux millions de dollars, indique M. Brazeau en précisant qu’une somme de 800 000 $ a déjà été consacrée aux plans et devis. « C’est un patrimoine important pour Rigaud et en plus on va lui donner une mission communautaire. » L’édifice appelé à devenir la Maison du citoyen, hébergera des organismes communautaires dès son ouverture prévue en juin 2013. Certains d’entre eux n’ont présentement pas de lieu de rassemblement etseréjouissentdecettenouvelle.Lesautres apprécient l’initiative qui leur permettra d’avoir pignon sur rue dans un lieu aussi inspirant.Le ClubOptimiste,laCorporation du Festival des couleurs, le Cercle d’histoire de Rigaud et le Cercle des fermières en sont.
Les uns entrent, les autres sortent, ils sontnombreuxàavoirprofitédelajournée « portes ouvertes » sur les lieux du futur hôtel de ville de Rigaud. Plusieurs associent la bâtisse patrimoniale du 73, rue St-Pierre aux Sœurs de Ste-Anne qui y ont logé jusqu’en 2005 et qui en ont été propriétaires jusqu’en 2011. Cesontelleségalementquil’avaientacquise en 1933 pour lui donner la vocation de pensionnat pour jeune garçons, selon les vœux du curé de l’époque, Monseigneur Pierre A. Sabourin. Le Jardin du Sacré- Cœur offrit l’enseignement pendant 35 ans, rôle assuré par les religieuses. Certaines d’entre elles étaient présentes dimanche et avaient plaisir à regarder l’exposition de photographies anciennes dont plusieurs prises en ces murs. Le Cercle d’histoire de Rigaud était aussi sur les lieux et le public a pu profiter d’une littérature abondante. Pendant cette visite, les gens ont pu admirerlesnombreuxtrésorsd’architecture qui ont été conservés intacts, armoires Le processus pour l’acquisition et l’aménagement du futur hôtel de ville de Rigaud va bon train. Amorcé en novembre 2011 avec l’adoption d’une résolution autorisant l’appel d’offres pour les plans et devis, le projet est maintenant rendu au lancement des appels d’offres pour la construction. Les soumissions seront ouvertes à la mi- juillet. Aussi, après l’avis de motion pour le règlement d’emprunt déposé le 11 juin, l’adoption du règlement d’emprunt devrait être officialisée en août. Rappelons qu’avec l’édifice de trois étages du 73 rue St-Pierre, vient aussi 16 000 pieds carrés de terrain ainsi qu’une petite maison située à côté du bâtiment principal. Les Sœurs de Ste-Anne conserveront l’usage de la petite maison pour les quatre prochaines années. Le maire Réal Brazeau indique qu’il n’est pas dans les plans de revendre des lots de terrain. Le déménagement de l’administration municipale est prévu pour juin 2013. Présentement, les bureaux sont situés à l’extrémité est du village, en retrait sur le chemin de la Mairie. Aussi, le conseil municipal tient-il régulièrement ses réunions publiques à la Bibliothèque plutôt qu’à son siège social. Ce qui n’aura plus

avait le droit de siéger au conseil régional. « Je vais aller pareil », a lancé Mme Monette, qui avait présidé l’assemblée dans l’absence de M. Saywell qui est à l’extérieur du Québec jusqu’au 23 juin « pour des affaires prévues depuis l’hiver dernier ». La résolution de nommer Mme Monette comme déléguée à la MRC était appuyée par les conseillers Noël Baril, Alain Carrière et Pierre Lessard tandis que les conseillers Daniel Gauthier et Teresa Ogle Foreman avaient voté contre la proposition. Le maire a souligné récemment que depuis plusieurs mois, les décisions du conseil sont contrôlées par les conseillers Baril, Carrière, Lessard et Monette.
« Une division profonde au sein du conseil municipal » a provoqué le maire à demander au ministère des Affaires municipales du Québec d’instaurer la tutelle de la municipalité. « Ce geste de dernier recours est ce que je crois être la meilleure solution pour sortir notre municipalité de sa crise », a écrit M. Saywell dans un message envoyé aux contribuables ». « À mon retour, nous devrions avoir reçudespropositionstangiblesduministère quant à une éventuelle tutelle ou autre mesure concrète pour régler définitivement notre impasse. » Lors de l’assemblée du 16 mai, le conseil avoté« demandaterMeJeanCarolBoucher, de l’étude légale Boucher & Associés, pour représenter la municipalité et entreprendre les procédures en inhabileté contre le maire John Saywell, aux motifs d’inconduites au sens de la Loi sur les élections et référendums dans les municipalités ». L es conseillers Baril, Alain Carrière, Pierre Lessard et Diane Monette ont voté pour la résolution tandis que quelques minutes avant, les quatre conseillers ont voté contre une résolution demandant la démission de M. Baril. Le maire a affirmé que le conseiller n’était pas habile à siéger au conseil parce qu’il avait unconflitd’intérêt.M.Barilaniél’allégation. La résolution contre le maire dit que le maire « a fait parvenir par courriel confidentiel au conseiller Noël Baril, un document intitulé : requête en quo warranto, ce document ayant toutes les apparences d’une requête en quo warranto considérant que cette requête portait même un numéro de Cour » et « cette requête a également été envoyée à tous les membres du conseil par le maire Saywell ». Des organismes locaux ont partagé leurs expertises avec quelques 15 leaders de demain d’un peu partout du Canada lors d’une visite à Hawkesbury dimanche. Les participants de la Conférence canadienne du Gouverneur général sur le leadership ont fait des arrêts chez Green Beaver, le Groupe Convex et l’hôtel de ville de Hawkesbury. Le leadership et les collectivités durables est le thème de la conférence cette année, explique Richard Leblanc, représentant du Syndicat desMétallos et un des gens qui ont servi comme hôtes. Le programme de deux semaines offre aux gens de tous les secteurs d’échanger des idées et de voir les quatre coins du pays, note M. Leblanc, qui a participé en 1998 à la conférence qui réunissait tous le pays du Commonwealth. Caroline Arcand, directrice générale du Groupe Convex, et John Candie, directeur général de la Société de développement communautaire de Prescott-Russell, ont également rencontré le groupe. « Nous sommes très fiers d’avoir été identifiés comme étant une démonstration de leadership dans la région », a dit Mme Arcand. « Nous avons mis en place un modèle vraiment novateur et il est clair que cet intérêt s’avère un beau gage de reconnaissance pour nous », a-t-elle ajouté. Selon Normand Charrette, président du GroupeConvex,« Ilestclairquelocalement, Groupe Convex est très bien reconnu. Et de savoir que le comité organisateur est composé de sommités canadiennes, démontre, une fois de plus, le rayonnement de notre organisation d’un océan à l’autre ». Lors de sa présentation, Mme Arcand a mis l’emphase sur les pratiques et les partenariats qui ont permis depuis 2004, de faire les choses autrement, de permettre aux personnes handicapées d’occuper un travail valorisant et ce, tout en contribuant audéveloppementéconomiquedePrescott- Russell par le biais des entreprises sociales sous l’égide de Groupe Convex.

La vague bleue passe par Argenteuil
Il ne faut jamais oublier qu’avant d’être des millions de litres d’eau, c’était à l’origine des petites gouttes d’eau », a-t-il dit. Il a également pris le temps de remercier les bénévoles et sa famille qui l’ont appuyé durant toute la campagne. Il nous a déclaré qu’il n’oublierait jamais sa priorité d’améliorer les services à l’hôpital d’Argenteuil. Pour le résident Yves Séguin, présent lors de la soirée, la victoire de Roland Richer a une valeur qui va bien au-delà des limites d’Argenteuil. « Roland est un homme de confiance et un homme intègre. Son élection a aussi envoyé un message clair aux gens qui font du bruit avec des casseroles dans les rues à Montréal et ailleurs. Ça leur envoi un message d’espoir : le message de tenir le fort! », a-t-il déclaré. Finalement, les résultats préliminaires inscrits sur le site Internet du directeur général des élections, au moment de mettre sous presse, indiquaient que Roland Richer avait obtenu 6 568 votes et dépassait de 501 voix la candidate libérale. Il est à noter que les résultats officiels seront connus dans les quatre journées suivant le jour du scrutin. Pour sa part, Roland Richer sera officiellement proclamé député cinq jours après le scrutin. (L.E., art. 377)

Roland Richer est élu premier député péquiste d’Argenteuil. Argenteuil est passé du rouge au bleu. C’est le candidat péquiste, Roland Richer, quienafaitdécoudreàlacandidateLibérale Lise Proulx. Il a gagné avec une avance de 501 voix. Dans le camp péquiste, l’atmosphère était à la fête. Klaxons, slogans et cris de joie se sont faits entendre tout au long de la soirée. C’est au resto-bar Le Caucus que se sont réunis les partisans du PQ pour attendre les résultats électoraux. Malgré le fait que les résultats donnaient une légère avance au PLQ en début de soirée, les partisans péquistes n’ont jamais perdu espoir. C’est vers 22 h que les esprits ont commencé à s’échauffer et que les cris de joies se sont fait entendre. Il y avait alors 129 bureaux de vote de dépouillés et le PQ avait 35 % du vote contre 32%pour le PLQ. L’atmosphère survoltée allait en augmentant. Bien avant 23 h 12, heure à laquelle les résultats des 180 bureaux de scrutin ont tous été compilés, les partisans péquistes criaient victoire. C’est sous un tonnerre d’applaudissements qu’ont été accueillis la chef du Parti Québécois, Pauline Marois, et le nouveau député d’Argenteuil, Roland Richer. Pauline Marois était visiblement très contente de la performance de Roland Richer. « Roland, tu as été fantastique et tu as toute notre admiration », a-t-elle déclaré. « Onaabattuuneforteressequiétaitdétenue par des Libéraux depuis 46 ans! Aujourd’hui, les Argenteuillois ont envoyé un message clair d’espoir à toute la population du Québec; non à la corruption et oui au changement! » Elle n’a pas mâché ses mots à l’endroit de Jean Charest. « Jean Charest a créé une crise sociale dont il est le seul responsable. » Pour sa part, Roland Richer s’est dit
