Gloucester Point Beach Update Gloucester County was recently selected as the recipient of a $2.4 million grant by the Department of Conservation & Recreation (DCR). This grant will allow for the construction of a living shoreline and beach restoration project at Gloucester Point Beach Park. Significant erosion has occurred at this site over the years, and this grant is the first step in the county revitalizing and creating a more resilient beach. This site sees over 150,000 guests annually, and is the only publicly accessible beach in Gloucester. The Middle Peninsula Planning District Commission will oversee this grant on behalf of the County.

Serena & Company Salon has opened in White Marsh Village (4760 George Washington Memorial Highway).

Embellish Piercing Salon will be opening in the former Blown Away Salon suite next to Kroger (7102 Hayes Shopping Court). The Nurtury building on Main Street has been sold, and will be opening soon as Virginia Made Products (6619 Main Street). This shop plans to offer soaps, lotions and scrubs. Lotus Boba Café has opened in the same building as Hair on Main Salon (6655 Main Street). This restaurant offers bubble teas, pho noodle soup, pastries and blended drinks. The Inn at Warner Hall is planning Tavern 1642 and Austin’s Restaurant on the property, with plans to open later this summer (4750 Warner Hall Road). Get to know your local Animal Control team

Animal welfare in Gloucester County, Virginia is driven by the dedicated work of Gloucester County Animal Control (GCAC), a public agency committed to protecting both animals and the community. Operating under state and local laws, Animal Control Officers serve as the first responders to calls involving animal cruelty, neglect, abandonment, strays, aggressive animals, and bite cases. These officers enforce licensing laws, investigate complaints, and provide emergency response services 365 days a year. In addition to law enforcement duties, the officers manage the county's shelter, where they care for animals that are lost, surrendered, or seized during cruelty investigations. While public safety is a primary focus, GCAC is also committed to finding positive outcomes for every adoptable animal. Officers work closely with reputable rescues and local fosters increase “live release” rates. GCAC has earned no-kill awards for the past three years in a row.

The department actively promotes spay and neuter education and encourages responsible pet ownership.

This partnership strengthens the department's ability to go above and beyond — whether that means providing heartworm treatment, building outdoor dog runs, or supporting community outreach. Gloucester County Animal Control exemplifies a modern, compassionate approach to animal welfare, combining law enforcement, sheltering, rescue partnerships and education to protect animals and serve the public with the highest measure of integrity and care.

Gloucester County has a Land Use program which allows taxpayers to apply for specially reduced assessments on certain real estate devoted to agriculture, horticulture and forest uses. The program requirements include: 5 acres minimum of contiguous land (excluding a one-acre home site) for Agricultural and Horticultural lands. 20 acres minimum of contiguous land (excluding a one-acre home site) for Forest Use. The filing deadline for new applications and revalidation forms will be November 1. As participant in the Land Use Program, the property owner is responsible for notifying the COR Office within 60 days following any change in use. Local tax information The Gloucester County Treasurer's Office would like to remind all county citizens that the second installment of personal property and real estate tax bills will be mailed by the start of November, with a due date of December 5. Payments made in the Treasurer's Office by, or postmarked with the date of, Dec. 5, 2025 (or before) will be timely. Accounts remaining unpaid after the deadline will be subject to additional charges as provided by the Code of Virginia and the Gloucester County code.

Emergency Management

Step 2: Prepare a kit. Ensure you have all of your necessities, such as your identification, any important documents, nonperishable foods, water, a first aid kit, and important medications. Step 3: Prepare your home. When preparing your home for a hurricane, plan to use sandbags in any doorways, and if necessary, board up your windows.

Even though fall can be beautiful, it’s important to be conscious of the dangers that come with this season. It’s still the Atlantic hurricane season, dry brush can lead to an uptick in fires, and increasing hours of darkness can make driving more dangerous. Emergency Management is constantly training and planning to be of service to the community - but more importantly, the team aims to help your family stay aware of (and prepared for) risks before they happen.

Fire safety

Fires are extremely risky during the fall months because of how dry everything gets. Leaves are a common accelerant in fall fires. When lighting a bonfire, make sure the wood is at least 25 feet away from things like buildings and trees. Never start a fire using flammable liquids! Only use a match or lighter to ignite small bits of cardboard or another dry material. Keep your fire small; large fires can lead to out-of- control burning. Keep a safe distance between yourself and the fire. Always keep something near you to put the fire out, like a bucket of water or a garden hose.

Hurricane protocol

Hurricane season remains upon us as we head into these fall months. This season lasts from June 1 until November 30. Here’s how you can be prepared for these high-risk situations in just 3 steps: Step 1: Make a Plan. Know where your evacuation shelter is located, and if you are located in an evacuation zone.

From Superintendent Anthony Vladu, Ed.D. Dear Gloucester County Community,

Two years ago, 451 members of our Gloucester community completed a survey during the superintendent search. They didn’t care about a name. They didn’t care about a person. They cared about their aspirations for their children, their schools, and their future. They asked for servant leadership. A superintendent who listens, communicates honestly, and leads with humility. Someone willing to take criticism, share credit, and stand up for students and staff. They didn’t want a title. They wanted someone who would serve. This work is not about positions. It’s not about titles. It’s not personal egos. It’s about putting all of that aside to better serve this community. That is what parents do to raise their kids. That is what good educators do every day.

This job is too big for any one person. It takes all of us. Teachers, staff, administrators, families, and the school board working together. That is why our leadership team adopted five core values: integrity, teamwork, trust, communication, and leading by example. So what have we done together? We designated T.C. Walker and the Transportation Center as gun-free zones. We implemented 100 percent weapons detection in all schools and adopted the Standard Response Protocol to improve safety and preparedness. Together, we raised the on-time graduation rate to a all time record high of 95.6 percent. We cut the dropout rate by more than 300 percent. We reduced discipline referrals across schools and strengthened student behavior systems. We climbed from 38th to 22nd in state SOL rankings, outperforming Williamsburg-James City County and leading all districts from Virginia Beach to Stafford when adjusted for poverty. We expanded student supports with more behavior specialists, social workers, and access to counseling through Care Solace. And the work is not done. It continues every day to make our community the best it can be. Thank you Gloucester. My family and I are as humbled today as on day one for the opportunity to lead in this outstanding community.

Dear Parents and Guardians, A note to families on the Free & Reduced-Price Meal Program Frequently Asked Questions

We are grateful for the strong support from families and community partners who help make sure no child goes hungry in our schools. As we look ahead to the 2025-2026 school year, we will return to using the Free and Reduced-Price Meals Application to determine eligibility for student meals. Here is why we are making this change: 1.Sustainability and Funding Uncertainty: While CEP expanded access to meals, it placed a financial strain on the division. At the same time, future federal funding for CEP is uncertain, making it difficult to plan long-term. Returning to eligibility-based applications ensures we can maintain high-quality services for students across the division. 2.Food Waste: Many students were not consuming all components of a full meal. Reducing waste allows us to direct more resources toward food quality and nutrition. 3.Meal Quality: Parents, students, and staff have shared that meals can and should be better. We are happy to announce that GCPS will participate in the VDOE Virginia Food for Virginia Kids, giving our schools access to fresh, locally sourced ingredients and meals prepared from scratch, including student-inspired recipes and menu ideas. 4.Family Support: Families who qualify will continue to receive free or reduced-price meals. This change allows us to better serve students who need meal assistance, while improving services for all. Our Shared Commitment We are proud to be part of a community that consistently steps up to care for students. This summer, more than 500 families registered for our meal distribution program. Local churches support the backpack food initiative, and community organizations help pay off student meal balances, ensuring no child goes without. With your support, this shared commitment will continue. To ensure students receive the support they need and to help our schools qualify for vital state and federal resources. We are asking every family to complete the Free and Reduced-Price Meals Application, even if your child doesn’t typically eat school meals. Why it matters The percentage of students who qualify for free or reduced-price meals also determines whether schools are eligible for:

Q: What is CEP?

A: The Community Eligibility Provision is a federal program that allows eligible schools to serve free breakfast and lunch to all students without collecting household meal applications. Q: What federal changes could make schools ineligible for CEP? A: A federal proposal would raise the CEP eligibility threshold from 25 percent to 60 percent of 'identified' students (those in SNAP, TANF, Medicaid). This change could make more than 24,000 schools— impacting over 12 million students—ineligible for the program. Q: What will replace CEP at GCPS? A: We’ll implement the Free & Reduced-Price Meals Program, which relies on household applications. Qualifying students will still receive meals for free or at a reduced price. Q: Will my information be kept confidential? A: Yes, students enter a lunch number into the system. It is also state and federal law to protect the confidentiality of free and reduced lunch status.

Blessed Couples United Outreach, in partnership with Gloucester Toyota and Gloucester County Public Schools, is proud to present the 2025 Back- 2-School Block Party and Community Resource Fair on Saturday, Aug. 2 from 2-6 p.m. at Gloucester High School. Students from Gloucester, Mathews, and Middlesex Counties can enjoy free school supplies, lunch, games, and family-friendly activities. Family- favorites include our bounce houses, mobile gaming, live music, food trucks, health screenings, and local resource providers like Sentara, Riverside, and the Virginia National Guard. “This event unites the community and prepares our youth for a strong start to the school year,” explained organizer Derek Jones. Girl Scouts of the Colonial Coast From kindergarten through high school, Girl Scouts is where girls explore their interests, build real-life skills, and grow confidence alongside friends who cheer them on every step of the way. When a girl joins, she will forge meaningful friendships and create unforgettable memories! She’ll build confidence while exploring STEM topics, experiencing the outdoors, practicing entrepreneurship, and beyond. Of course, this all leads up to our Signature Event, the Guinea Jubilee, on September 26 and 27. After a short break, we will be hosting a Network After Hours at Buck’s Store Museum on October 16, in partnership with the Gloucester Chamber of Commerce. Arts at Abingdon Concerts by the Bay Lyyra: Saturday, Oct. 11 at 4 p.m.

Concerts by the Bay is proud to present Bad Moon Rising, a Classic Tributes Live band, on Sunday, Sept. 14 at 3 p.m. in the Mathews High School Auditorium. Bad Moon Rising invites you to take a trip down the Mississippi delta as they pay tribute to arguably the greatest rock band North America ever produced: Creedence Clearwater Revival.

Nobuntu: Thursday, Oct. 30 at 7 p.m. Nobuntu, the female a cappella quartet from Zimbabwe, has drawn international acclaim for its inventive performances that range from traditional Zimbabwean songs to Afro Jazz to Gospel. The ensemble’s concerts are performed with pure voices, augmented by minimalistic percussion, traditional instruments such as the Mbira (thumb piano) and authentic dance movements. This performance

will be held at Abingdon Church free of charge, and no reservations are required.

Courthouse Community Orchestra The Courthouse Community Orchestra, Gloucester's premiere philharmonic group, is looking forward to performing at the finale of Gloucester's Concerts on the Green summer series.

Several of our ensembles will be bringing toe- tapping, family-friendly orchestral music to the Courthouse Circle on Main Street on Sept. 21 at 2:30. Be sure to pack up your family and your lawn chair! We always have an excellent time. The orchestra is staffed entirely by volunteers, from our conductor to our musicians. This program teaches how to help yourself be found if you ever become lost. It includes info on how searchers look for you, how to stay dry and warm, and how to be patient. It’s great. The after dark hours are generally for the wild residents of the park! Join us as we keep the gates open late for you to experience the beauty and activity of the park at night. You can take a self-guided night hike, a self- guided bike ride or hit the lake for boating, kayaking or canoeing (all regular launch and rental fees apply). All activities require head lamps. You must check-in and check-out at Ranger Station.

NATURALIST PADDLE November 8 | 2-5 p.m. | $5 | Ranger Station

For ages 16 and older, 15 and under must be accompanied by an adult. Join us on a guided paddle as we make our way out to explore Beaverdam Reservoir and all the wildlife in their natural habitat, and enjoy the sunset on the lake as a serene end to our paddle. $15 rental equipment (arrive early to get fitted for rentals).

OWL PROWL (Family Friendly) November 15 | 5-8 p.m. | $5 | Ranger Station

Join our park team for an evening of calling, listening to and learning about owls. Participants are encouraged to bring a flashlight and wear appropriate footwear as the group will be walking the trails at night. Bring your binoculars and camera if you have one. Registration is required. Space is limited. OWL WALK November 21 | 5-8 p.m. | $5 | Fary’s Mill Entrance | 16+ Join our Beaverdam Birders for an evening of calling, listening to and learning about owls. KID'S FRESHWATER WORKSHOP September 27 | 2-5 p.m. | $5 | Ranger Station

Introduce your child to the joys of freshwater fishing in this hands- on, beginner-friendly workshop! Kids will learn how to cast, bait a hook, and safely catch and release common freshwater fish. All gear is provided—just bring your enthusiasm!

THE FULL HIKE 3rd Saturdays | $5 | Ranger Station | Registration Closes The Day Before Beaverdam has beautiful trails where you can enjoy the flora and fauna of Gloucester. The Multi-use Trail runs from the park’s main entrance to the Fary’s Mill Road entrance. We will shuttle you to FMR and drop you off at the trail so that you can hike, self- guided, the approximately 9 mile hike. Dress for the weather and in sturdy shoes. Bring water, snacks/food and binoculars and camera if you like.

KID'S SALTWATER WORKSHOP September 28 | 2-5 p.m. | $5 | Ranger Station

Join us for a fun and educational workshop where young anglers will learn the basics of saltwater fishing! Kids will get hands-on experience with casting, baiting, and identifying local fish species—perfect for beginners and curious explorers alike.
