Municipalities continue to struggle to find money for infrastructure improve- ments, he noted. “Infrastructure is a prob- lem for everyone, but there is not a lot of money floating around,” he pointed out. “We need to decide where we’re going and where we’re spending our money.” Council members concur that the regional govern- ment ought to build reserves for the public works department and a new Prescott-Rus- sell Residence. Chief administrator Stéphane Parisien added that the counties would also have to decide whether to build an addition to the administrative headquarters in L’Orignal. An expansion would enable the counties to consolidate all operations. As for a new home for the aged, this proj- ect would take five to ten years to complete. Concerning the location of new facilities, Barton wondered: “Do we want one in the east and one in the west? Can we afford two residences?”While the official home for the

for its committee of the whole and regular sessions. The suggestion is to move the date over to Wednesday of those weeks. In the past sometimes counties council has had to reschedule one or the other meeting because they were in conflict with another more important meeting or event that several or all of the mayors had to attend. Also sometimes counties staff would be rushed to do final preparations on Tuesday morning for some of the meetings because a mandatory stat holiday Monday had closed the counties office. The stat Monday situation would also make for a long day of meetings for some mayors who might have evening municipal council sessions to prepare for after they

had spent the day in L’Original for the scheduled counties council gathering. For the mayor of Casselman this is a regular situation since Casselman village council meets on Tuesday evenings.

There is no decision yet on whether or not to change the week day for counties council. The eight mayors will take the suggestion back to their municipal staff for comments and recommendations.

L’ORIGNAL | If it’s Wednesday morning it must be time for counties council. That is the feeling among some of the mayors representing the United Counties of Prescott-Russell (UCPR). Rappelons qu’en mars dernier, l’Agence fédérale de développement économique pour le sud de l’Ontario (FedDev Ontario) annonçait que la Fondation franco-ontarienne recevrait ce montant pour soutenir la création d’un fonds d’investissement pour développer le microcrédit à l’intention des entre- preneurs francophones dans le sud de l’Ontario. Le repas traditionnel fait encore partie du calendrier du Pavillon La Croisée à Emb- run. Plus de 350 personnes, enfants, bénévoles et le personnel du Pavillon ont eu droit à un bon repas de Noël sous la direction d’Ida Drouin. Les dons de la Fromagerie St-Albert dépassent les 50 000 $

Perrault a noté que les partenariats avec les industries et les organisations locales sont de plus en plus importants en raison de la diminution

des fonds publics. « Ils constituent un bénéfice durable et contribuent à améliorer la qualité de vie sur le bassin versant ». Depuis la création du PAE en 1993, plus de 700 projets d’une valeur de 11 millions $ ont été réalisés grâce à des subventions de 2,2 millions $.

FINCH | Un important consommateur d’eau est également un important contributeur aux programmes de l’agence de conservation de la rivière Nation Sud. Le dernier chèque au montant de 5000 $, présenté par la Fromagerie coopérative St- Albert au programme d’assainissement de l’eau (PAE) de la Conservation de la Nation Sud, a porté le total de ses dons à 51 000 $. La présentation du chèque a eu lieu à la fromagerie de St-Albert, un important utilisateur d’eau, où les principes du PAE sont appliqués de façon constante. La coopérative a commencé à contribuer au programme en vertu d’une entente de trois ans signée en 2004. Depuis lors, la fromagerie a remis, à chaque année, un chèque de 5000 $ au PAE, a indiqué la coordonnatrice du programme, Ronda Boutz. « Un don de 50 000 $ est certainement impressionnant pour quiconque », a expliqué Mme Boutz. « Cet argent a servi à mettre en œuvre environ 50 projets visant à améliorer la qualité de l’eau ». Le président de la coopérative, Denis Latour, a indiqué que ce soutien fait partie de l’engagement de la fromagerie à améliorer l’environnement. E MBRUN | Holder Tractor Incorporated of Germany has opened its North American distributorship in Embrun under the general management of CEO Steve Dick. The distributorship, which has been open for business since autumn, distributes to an estimated 20 dealerships throughout Canada and the USA. Holder Tractor bought a Canadian tractor company in Greely that had six employees. While moving operations to Embrun the company kept all six employees and has hired seven additional full-time staff, with expectations of more hiring in the future. Steve Dick says they pay premium wages and have a policy of hiring locally. The availability of a workforce skilled in the trades, including mechanics, was one of the reasons the Embrun location was chosen. “For us it was the location—the property and the building were right,”says Dick.“And

this is a better area to attract employees.” The company distributes, sells and services municipal-style tractors of the type used for sidewalk snow removal, lawn cutting, vacuum sweeping, maintenance, and small farm, orchard and vineyard use. Holder Tractors is also the North American distributor for several other tractor implement dealers. They will carry implements like snowblowers, mowers, blade, etc., as well as parts, from companies including Aebi Schmidt Holdings, Amaco Equipment, Metec Metal Technology of Vankleek Hill, and others. Dick said there are about 40 to 50 attachments available for the small tractors, which are manufactured in Germany, and are at the high end of pricing and quality. The tractors are designed with the engine between the wheels and a dump loader or vacuum sweeper on top, meaning salt and sand can be loaded less frequently. The tractors use a biodegradable hydraulic fluid. Final assembly and fitting up of new products to customer specifications is done in the Embrun shop. About 50 per cent of what Holder sells is manufactured in-house. Besides distribution, Holder also sells new machines directly to customers, including the City of Ottawa to which they recently delivered a fleet of 30. There is also a strong servicing and parts component to the business. Holder has spent about $4.5 million setting up shop, purchasing inventory and hiring in their first six months. About $1.5 million of that was spent on the building and property. The new roundabout at St- Guillaume and Notre-Dame caused the loss of their service road and their loading dock, which had been one of the selling features of the property, but Dick says they are working around that problem. Dick says the potential for business growth is “really high” and he plans for expansion next year as North American sales increase, with projections to double within five years.

Santa Claus stopped in at the Russell Legion hall on Sunday, December 15, to dis- tribute a few early gifts to children and to give $500 to the Good Neighbours Food Bank in Embrun. Santa was somewhat delayed due to reindeer with flat hoofs and had to walk part of the way. It was a busy day for him in Russell, as he had also stopped by Stella’s Touch Spa to meet with children there. Russell Public School held their annual Holly Carnival on Saturday, December 8, and the event was as popular as ever, with many volunteers constantly busy. Aid- an Friend, Lucas Watters and Blake Watters were some of the dozens of volunteers helping out. The boys sold the ever-popular donated baked goods that have been a staple of the day for parents and children for over two decades.
