Ovsepian volunteered his time and ex- pertise to the Clarence Creek concept plan project, working with Coun. Guy Félio, ward representative for the village, and an advisory committee made up several residents and stakeholders. “The findings show the strengths of ClarenceCreekliesinitsnaturalcharacter,” Ovsepian said, citing the traditional neighbourhood values of the residents combined with a strong francophone heritage, in a cozy hometown village setting. The disadvantages to the village according to residents, following several workshop sessions during the planning process, is the lack of some basic services like a local bank, caisse populaire, or even an ATM, the disappearance of many key small businesses like a grocery store and gas station, and the lack of one important piece of infrastructure, a local sewage disposal system. The village is connected to the munici- pal water system but homeowners and those businesses that do operate in Cla- rence Creek depend on septic field systems for their waste disposal. “This was seen by many as the biggest constraint to development,” Ovsepian said. The concept plan report outlines sug- gestions for revitalizing Clarence Creek through designation of a central village core area, identifying potential areas for future commercial or light industrial development and new homes, and setting aside specific areas for agricultural and greenscape purposes. A regular link to CRTranspo was also cited as important for the village’s future development. Ovsepian noted that City Hall could look at expanding the present intra-urban portion of CRTranspo, which right now focuses for the most part on providing an inter-urban public transit link to Ottawa for local commuters. “It (intra-urban transit) would connect all the villages with the downtown,” Ovsepian said. “It would allowCRTranspo to use its resources more for the city.”

Clarence Creek has a wealth of history, both natural and historic, and combined with that a neighbourhood charm that a consultant from California thinks make a good foundation for the village’s future revitalization. Aram Ovsepian, an urban design specialist based out of Los Angeles, California, presented his vision of a new concept plan for Clarence Creek to more than two dozen interested residents from the village during an evening public plan- ning meeting for Clarence-Rockland city council on May 9. At the end of his hour- long talk, Ovsepian received a long and loud round of applause from both the gallery and council. “I don’t know howwe’re going to repay you for all the work you’ve done,” said Mayor Marcel Guibord.” Councilmembersreceivedalarger,more detailed copy of Ovsepian’s report in their packages in advance of the May 14 regular session. other to work with the United Counties of Prescott-Russell in seeking funding aid to coverallorpartofastudyonwastetreatment systems. The study will examine the feasibility of an innovative de-centralized waste disposal system for Clarence Creek that would open up the village’s commercial development potential. Following the May 9 meeting adjournment, several people from the gallery came up to shake hands with Ovsepian and thank him in person for his concept plan for a new Clarence Creek. Ovsepian credited Coun. Félio, who he knows from past lectures at California’s engineering institutes on municipal plan- ning, with offering him a chance to stretch his urban design skills beyond the familiar confines of his home state. “It’s been an eye-opening experience,” he said.

De leur côté, les étudiants subiraient une augmentation de quatre dollars. Le coût pour une passe d’une journée passe- rait de 10 à 11 dollars. Rappelons que lors de ses prévisions budgétaires en janvier, la municipalité avait annoncé une hausse de 29 dollars par mois pour le laissez-passer, ce qui représentait une hausse d’environ 13 % du prix qui passerait de 216 à 245 dollars. Cette augmentation avait soulevé l’in- dignation de plusieurs usagers. Certains

Les Comtés unis de Prescott et Russell accordent une subvention de 20 000 $ à la Cité de Clarence-Rockland afin de l’aider dansl’organisationduFestivaldelarivière des Outaouais en juillet. Les membres ont approuvé une requête à cet effet, du maire Marcel Guibord, lors d’une assemblée la semaine dernière. Les maires sont d’accord que les comtés doivent appuyer financièrement les don- nées au sujet de l’importance de la rivière commeélémentcléd’unestratégiededéve- loppement économique. « On parle beaucoup de la rivière », a mentionné le président du conseil Fran- çois St-Amour. « Il serait logique que nous mettions notre argent dans la direction où on veut aller ». Le maire de Hawkesbury-Est, Robert Kirby, a ajouté : « C’est une bonne idée. Si on n’essaie pas, ça ne marchera pas ». En plus du Poker Run pour les bateaux puissants entre Rockland et Hawkesbury, les activités, qui auront lieu les 6, 7 et 8 juillet, comprendront également des évé- nements dans les cinq municipalités qui longent la rivière, ainsi qu’un Poker Run pour voitures (Mustang). Il est entendu que Rockland aura l’évé- nement cette année et que Hawkesbury sera l’hôte en 2013. Le maire de Hawkesbury, René Berthiaume, a rappelé que de tels événe- ments ont des retombées économiques très intéressantes pour les communautés. M & M Meat Shop franchises all over Canada held their annual Barbecue for Crohn's and Colitis fundraisers over the May 12 weekend and together they all raised more than $1.5 million dollars, bringing the combined total since M & M began its annual barbecue tradition in 1988 to more than $23 million dedicated to research and treatment of Crohn's disease and colitis and other related intestinal disorders that affect children and young adults for themost part but also attack seniors. The Rockland M&MMeats outlet raised more than $3600 this year, a whole $1000 more than in 2011, through both the Saturday barbecue and sale of "pledge stars" at the store since the end of March.

The third such event was this past February in Hawkesbury, and they report both tradeshow booth numbers and the walk-in viewer numbers as very good and growing each time. ”We’re going to do at least two of these in Rockland every year,” said Régimbald, a

Partylite consultant/hostess, “and one in Plantagenet, and we always try to pick a great cause.” Cancer awareness is a big cause for themboth.Thepastweekend’seventraised money for breast cancer research while the February venue in Hawkesbury focused on lung cancer. Last year’s opening events in Rockland and Plantagenet helped the Community Angel and Youth After Care programs. Future Rockland and Plantagenet One Stop Shop venues will support the Alfred-Plantagenet Food Bank while the Rockland event will focus on breast cancer research and a local children’s aid program, to be decided later.

as a community this year and Alfred- Plantagenet council and administration are in close contact with representatives of the township cemetery committee which is working on a special memorial event to help mark both the bicentennial and commemorate the name of the Chesser and Hagar families that founded the village.

A memorial celebration is planned for July 5, at 10 a.m., at the Chesser Cemetery. Part of the event will include installation of a bronze plaque ollowed by a visit to an adjacent parkland area that will receive its official naming as Chesser Park. John Chesser and Abner Hagar founded the village later known as Plantagenet.

Fine dining by the river

The one factor that remains the same with soap-box derby racing today is that gravity remains the power behind the steering wheel. The race takes place on a hill and the overall winner at the end is the driver with the fastest time in the final heat. The Alfred Soap-Box Derby will be on Aug. 12, or Aug. 19 in case of rain, on the hill on Concession 4 in Alfred between the Boundary Road and Montée Lajeunesse Road intersections. Hay-bale barricades will line both sides ofthederbyroutetoallowforlimitedsingle- vehicle traffic along the concession road during the race and to also protect both drivers and spectators. The viewing sec- tion for the race will be on just the one side of the road.

Soap-Box Derby racing is rolling its way into Alfred this summer. Alfred-Plantagenet Township council has given the green light to a request from the Alfred Knights of Columbus for temporary use of part of the Concession 4 road in Alfred as a soap-box derby race track. Soap-box derby racing dates back to the early 1930s in the United States and mid- 1940s in Canada, where the first Canadian award event was held in Mission, B.C. The homemade cars that children built out of soap boxes, orange crates, baby buggy wheels and whatever other scrap pieces they could find have given way to sleek, custom-made machines available for rent

Toastmasters club receives its official charter vision@eap.on.ca Rockland

The focus of the Toastmasters movement combines fellowship with fostering public speaking skills among its members. During the May 5 event Clarence- Rockland Mayor Marcel Guibord congratulated Les Voyageurs on their club’s latest achievement. Added to the felicitations were salutations from various dignitariesandotherguestsattendingfrom as far away as Chateauguay and Montréal’s St-Lazare area. Among those special guests was Sacha Pommepuy,aprofessionalentertainerwho provided the keynote address with an inspirational speech, entitled “Jumping the Hurdles, about how he himself overcame hearing and vision impairments with the aid of Toastmasters. It was a red-letter day for members of one of Clarence-Rockland’s social clubs and one thing for certain is that every one of The Voyageurs Toastmasters group knew just the right words to express their feelings. Les Voyageurs de Clarence-Rockland, a bilingual chapter of the Toastmasters Inter- national Club, received the official charter that certifies the local social group as a full- fledged member of the global organization. Toastmasters District 61 Governor Be- verley Miranda presented Voyageurs President Tim Halderson with the club’s charter certificate during a May 5 welcome ceremony at l’Outaouais Golf Club in Rockland. The Voyageurs have been active for the past couple of years in Clarence-Rockland, holding their meetings every second and fourth Tuesday evening at the Rockland District High School library.
