Police file C-R council probe report with Crown

Rockland Citizen Facebook page. The emails, all in French, show Lalonde providing advice on how to remove Gatien from his position then as the city director. The suggestions included having council members file formal complaints against him. At that time Lalonde was the subject of a defamation lawsuit by Gatien for state- ments printed in Les Mousquetaires jour- nal, which Lalonde co-produced with oth- ers for several years prior to the November 2010 municipal election. The journal ceased publication soon after the 2010 election. In 2011 Gatien resigned from his position as city director and chief executive officer. The entire council later had to negotiate an out-of-court settlement with Gatien which cost the city $372,834.40 in salary and ben- efits, a severance package, and legal costs for Gatien. Clarence-Rockland’s ex-CEO is now the economic development director for Russell Township. In a past interview with the Ottawa Citi- zen, Lalonde claimed the emails could not be used against him in any investigation because their contents were under the le- gal protection of client-solicitor confidenti- ality privilege. The OPP investigation report has now gone to the prosecutor’s office for review and to determine whether or not criminal charges will result against the four. The Vision called the mayor’s office for comment. As of press time there was no reply.

The OPP are done with their investigation of Marcel Guibord and two members of council. Now the question is whether or not the Crown Prosecutor’s office will file any charges. The mayor and two councillors, Guy Félio and Diane Choinière, and the mayor’s for- mer business partner, Stéphane J. Lalonde, were the subjects of an investigation by the OPP anti-rackets unit about an alleged con- spiracy against Daniel Gatien, the former director for the City of Clarence-Rockland. The breach-of-trust investigation cen- tres around a series of emails exchanged between the four following the Novem- ber 2010 civic election. Guibord had filed a complaint with the OPP that the emails were stolen from his computer. But after police reviewed the contents of the emails their investigation focused instead on the newly-elected mayor and two councillors and Lalonde. The mayor has since told the Ottawa Citi- zen that the emails were fakes but has not explained why the complaint he filed re- ferred to them as stolen. As part of their investigation police in- terviewed Lalonde and tried to interview the mayor and two councillors about the emails. There is no confirmation at present whether police have talked to Mayor Gui-

bord. Félio reported in one media interview that he had declined to speak to police on the advice of his lawyer. Choinière has indi- cated she does not want to talk about the case.

The emails which are the subject of both the original complaint and now the breach- of-trust probe were posted online through Facebook by a person using the alias of Ser- gio Netaliano. The emails are still available online through the Citoyen de Clarence-

Algonquin land claim progress report

Ontario on the results of the preliminary draft AIP review. Crane stated that the pro- vincial and federal governments and the Algonquin Nation have all agreed to further review based on the comments and sug- gestions made during the various public meetings and stakeholder interviews. The goal is to have a final draft AIP ready to present to Algonquin Nation voters for ratification at the end of this year. The draft AIP will be available for public review at least two months prior to the vote. Once all three sides have approved the draft AIP negotiations can begin on the fi- nal land claims agreement. This stage of the process may take between four and five years to conclude, including time spent in public consultations.

Le conseiller de Saint-Pascal-Baylon évoque également l’échange de courriels entre les trois élus ainsi que l’avocat Stéphane Lalonde. Les courriels remontent à novembre 2010. Ils font état d’échanges entre le maire Marcel Guibord, les conseillers Diane Choinière,

Guy Félio, l’avocat Stéphane Lalonde ainsi qu’un entrepreneur local. Le thème qui revi- ent souvent concernait des méthodes pour évincer le directeur général de l’époque, Daniel Gatien. Successivement, Mme Choinière a de- mandé au maire ainsi qu’aux conseillers s’ils avaient comploté pour déloger l’ancien directeur général, Daniel Gatien, avant leur assermentation ainsi que pendant le congé de maladie de l’ancien dg. Les cinq mem- bres du conseil ont tous répondu par un «non» catégorique. «[…] vous avez impliqué cinq membres du conseil que vous identifiez comme «le groupe des cinq», qui disent carrément que ce que vous dites ce sont des fausse- tés. J’aimerais savoir où vous prenez vos

preuves pour faire de telles accusations, parce que vous avez fait ce document-là sous serment», a affirmé Mme Choinière. Each public forum runs from 3 to 8 p.m., with counties staff attending to answer questions. A final public meeting on the OP review report is scheduled for Nov. 13, 1 p.m., in the counties chamber in L’Orignal. At the end of November the counties' planning

and forestry committee will review all amendments proposed for the OP during the public forums before making final rec- ommendations to the counties council. The UCPR will then present the revised OP to Ontario Municipal Affairs and Housing for review and revisions. The counties plan- ning department expects to have a final OP report for counties council to review and adopt by December. Le 3 septembre, des agents de la Police provinciale de l’Ontario, détachement de Russell, ont effectué une perquisition dans une résidence sur la Promenade Blue Jay à Clarence-Rockland. Les policiers ont, entre autres, saisi 63 plants de marijuana matures, deux petits plants de marijuana, 2110 grammes de marijuana hachée et des balances digitales. La valeur marchande de la drogue saisie est d’environ 65 000 dollars. Mark Bédard, âgé de 45 ans, de Clarence- Rockland, a été accusé de: production de marijuana, possession d’une substance il- licite destinée au trafic et possession d’une substance illicite L’inculpé devra se présenter à la cour de L’Orignal le 6 novembre.

A credit care scam targeting building ma- terials supply outfits in Lanark County may be on its way to other parts of East- ern Ontario. The OPP East Regional office has had an ongoing investigation since December 2012 of a group of thieves using stolen credit cards to bilk building supply compa- nies. The thieves phone in an order for various materials and offer a credit card number for payment. The number is valid and the con artists either collect the materials them- selves or sometimes hire a freight company to pick up the materials and deliver them to another address. In either case, the materials are picked up and taken away soon after the order is phoned in and accepted. By the time the building supply outfit gets a report back that the credit card is stolen or other com- promised, the materials are gone. Investigation continues and the OPP warn all construction supply companies and oth- er merchants to take care and make sure that a credit card is valid. Do not provide goods or services unless the actual card is presented on site for payment verification. If in doubt, ask for a secondary piece of I.D. Also check with credit card companies to make sure the card is valid. Anyone with information about this fraud or any local businesses who have been tar- geted or think they are a target are asked to contact their OPP detachment.

Not by anyone we know.” The UCPR manages the community for- est, with the assistance and cooperation of the South Nation Conservation Authority (SNC). But neither the counties nor the SNC had any plans for doing a controlled hunt on coyotes during the summer this year. “It didn’t make sense,” Prévost said. “This type of hunt is usually done in the fall.” Prévost traced the rumour of a cull to blog article in the Ottawa Sun’s online edi- tion of June 17. The blogger, Jeff Morrison,

who writes under the byline of “Outdoors- guy”, stated that his sources, which he did not name, reported a “controlled hunt” to reduce the number of coyotes in the Larose Forest was planned for the early summer. Morrison stated that the coyote cull would involve “at least two officials from the MNR, as well as other concerned members from the community of Bourget.” Morrison stated that details from his sources were “sketchy” but that the cull would involve several shifts of hunters, in- cluding some from the area, taking turns to drive through specific areas of the commu- nity forest to shoot any coyotes they see. Prévost contacted the regional office for

theMinistry of Natural Resources (MNR) and was told staff there had no plans for a coy- ote cull in the Larose Forest. As of the end of August, he still has no information about howwho was proposing a coyote cull in the Larose Forest or if it was just either a rumour or some kind of prank.

L’Office de la qualité et de la responsabil- ité en éducation (OQRE) diffusera, le 18 septembre, les rapports individuels de chaque école élémentaire et de son con- seil scolaire, ainsi qu'un rapport provincial complet sur les tests au palier élémen- taire. Déjà, cependant, l’OQRE brosse un por- trait plutôt optimiste de l’état de l’éducation francophone en Ontario, particulièrement concernant les compétences linguistiques. Les efforts devront se porter sur les mathé- matiques. «Les élèves des écoles de langue fran- çaise de l'Ontario se sont améliorés de fa- çon notable et constante au cours des cinq dernières années, cela grâce aux actions combinées de chaque segment du système éducatif. Cependant, malgré ces progrès et comme lemontrent les résultats de cette an- née, il demeure des secteurs qui requièrent une vigilance continue. En particulier, nous devons améliorer notre soutien aux élèves qui n'atteignent pas la norme en mathéma- tiques en début de scolarité», indique le di- recteur général de l’OQRE, Bruce Rodrigues. En cours de scolarité, les progrès des élèves font l'objet d'un suivi au moyen de trois tests provinciaux de mathématiques (en 3e, 6e et 9e année) et de trois tests pro- vinciaux de littératie (en 3e, 6e et 10e an-

née). «Le suivi des résultats démontre que la réussite observée tôt dans la scolarité se traduit souvent par des résultats sem- blables à l'école secondaire; parallèlement, la non-réussite tôt dans la scolarité, si elle n'est pas corrigée, peut s'aggraver année après année.» Les tests de l'OQRE mesurent le rende- ment des élèves par rapport aux attentes et contenus d'apprentissage prescrits dans
