Final solution for Laurier Street fix

The traffic situation for drivers and busi- ness owners at the intersection of Laurier Street and St-Jean Street has been frustra- ting for the past few weeks. But the end of the problem should soon be in sight as council okays repairs to a section of sewer line that broke without warning earlier in the year. During a special June 30 session before its summer break, council approved a re- commendation from its infrastructure and engineering department for the engineering firm, CH2M, to continue with the work it has already begun on design preparation and repair work for a section of the Laurier
An emergency repair of a section of sewer line underneath Laurier Street should be over and done with this summer. But the city is looking ahead to replacing another section of the line next year.
Street sewer line. Early in April this year, a break occur- red in the sewer line underneath Laurier Street near the St-Jean Street intersection. An emergency repair was made and the city had a CCTV survey done of the line to determine its overall condition. The drone camera revealed that a 211-metre section of the original sewer line needed immediate replacement. The drone survey also indi- cated that another section of the sewer line would need replacing soon. City records for the Laurier Street sewer line note that particular section dates back to the 1960s. Council approved a recommendation for CH2M to continue with existing repair work and to also look after preparation for replacement of the other section of the sewer line with the goal of having it done next year. Total cost is estimated at $851,000 and will be covered through debt-financing. Coun. Mario Zanth noted that if the sewer repair project requires closing off all street traffic then the city needs to make sure the public knows about it. He noted recent com- plaints over driver confusion when Edwards Street was closed part of the time while city crews worked on a crossing repair job at the County Road 17 intersection. «We need a plan,» he said, «and we need to stick to it.» Helen Collier, city chief administrator, noted good response from local businesses and residents living along Laurier Street when the city sent out letters explaining the need for partial closure for the emergency repair.

ristes François Massicotte et Jean-Thomas Jobin ont attiré un grand nombre de specta- teurs vendredi et samedi, en soirée, devant la scène du Parc du Moulin. Sous un soleil radieux, les enfants n’étaient pas en reste puisque jeux gon- flables, ateliers de maquillage sur visage et spectacle de magie avec le magicien Majinx les a tenu occupés pour leur plus grand plaisir. Le dimanche, la Foire gourmande de l’Est ontarien a attiré plus de 2 500 personnes qui ont pu déguster différents produits du coin. Le chef Chuck Hughes a, quant à lui,

Recycle Action lance le projet de récupération des plastiques agricoles

Je crois que ça va faire un effet d’entraînement positif au courant des prochaines années » a déclaré M. Lessard, au sujet du recyclage de plastique. En effet, plusieurs effets positifs sont à prévoir, grâce aux deux grands objectifs du projet. D’abord, il vise à offrir une solution simple et écologique pour les agriculteurs de disposer de ces matériaux, une fois leur utilité terminée. En tout, c’est plus de 1000 fermes qui seront desservies par les espaces de collecte de la région. Ensuite, le projet vise à créer de l’emploi dans Prescott-Russell. « Pour lemoment, nous avons réussi à créer 4 emplois et d’autres sont à venir », a annoncé M. Lessard, au cours de la conférence de presse. Les agriculteurs désirant participer à la récupération du plastique devront suivre trois étapes simples. Ils devront d’abord recueillir le plastique et le secouer, afin d’enlever le plus de contaminants possible. Ils devront ensuite rouler le plastique en boule, sans l’attacher, puis le déposer dans un des espaces de collecte désigné. Finalement, ils devront téléphoner au service à la clientèle de Recycle Action lorsqu’ils constateront que le contenant est plein, afin que l’entreprise puisse venir en récupérer le contenu. L’entreprise Recycle Action, située à Hawkesbury, a tenu une conférence de presse le lundi 22 juin dernier afin de lancer un projet-pilote, le premier en son genre dans la région, afin de récupérer les plastiques servant à l’entreposage des ballots de foin. C’est grâce à la collaboration entre les Comtés unis de Prescott et Russell et les huit municipalités participantes que le projet-pilote, qui s’étendra sur deux ans, a pu voir le jour. Des contenants de collecte ont été installés un peu partout dans le secteur. Ils sont situés à Fournier, Bourget, Alfred, Vars, Vankleek Hill, Saint-Eugène, Hawkesbury, Saint-Isidore et Limoges. Cette initiative permettra non seulement de vendre le plastique recyclé à des entreprises qui s’en serviront pour faire la production de divers produits de seconde main, mais aussi d’accomplir un geste concret pour la préservation de l’environnement. « Il y avait une problématique au niveau de la façon de se débarrasser des plastiques agricoles », a expliqué Robert Lessard, directeur des opérations chez Recycle Action. En effet, trop souvent les matériaux étaient enfouis ou brûlés, ce qui pouvait s’avérer très nocif pour l’environnement. Au total, plus de 250 tonnes de plastique étaient
tenu à souligner « la très belle initiative de Recycle Action, une organisation au service de causes sociales et de la communauté. » Le député provincial, Grant Crack, a pour sa part mentionné que « 97 % des foyers ontariens participent aux collecte de recyclage et que ça fait du bien de voir que lemilieu agricole
participe activement lui aussi. » La directrice du Groupe Convex, Caroline Arcand, s’est dite fière de ce nouveau projet. « Les gens de Prescott-Russell aiment travailler ensemble pour des projets qui touchent directement la communauté », a-t-elle déclaré.

Wearing a lifejacket could save your life The Canadian Safe Boating Council (CSBC) and the Ontario Conservation Officers Association (OCOA) want to remind anglers that wearing a lifejacket is extremely important. According to the CSBC, 80 per cent of recreational boaters who drown each and every year in Canada were not wearing a lifejacket or Personal Floatation Device. Most of these drownings occur in small, open power boats, accounting for 60 per cent of these preventable deaths. A majority of these victims were males between the ages of 19 and 35, out for a day of fishing. – Francis Racine

Enbridge Gas donates to public fire safety

Carbonmonoxide has no smell, no taste, and no colour, but is extremely toxic. The symptoms of carbon monoxide poisoning are similar to the flu, but without the fever. Carbonmonoxide stops oxygen absorption in the blood, and at high levels, could cause brain damage or death. More information regarding carbon monoxide poisoning can be found on the Enbridge Gas Distribution website (www. enbridgegas.com), or on the Canada Safety Council website (canadasafetycouncil.org/ workplace-safety/carbon-monoxide).
Rick Sabourin from Enbridge Gas Distribution Company presented Fire Chief Ghislain Pigeon with a donation toward Project Zero and Project Assist, a public education campaign aimed at reducing the number of residential fire and carbon monoxide (CO) related deaths to zero. Enbridge Gas has a long tradition of supporting the communities they serve by promoting natural gas safety. Each year, the company combines forces with the Fire Marshal’s Public Fire Safety Council to help fire departments purchase new training programs, and educate the public on fire and CO safety. The Hawkesbury Fire Department will be conducting residential inspections to ensure homes have the proper fire and CO alarms. As of April 15, it is the law to have proper fire/ CO alarms installed in homes containing fuel burning appliances, a fireplace, or attached garage. Some residents will receive combination smoke and CO alarms free of charge. Project Zero provides combination smoke and carbon monoxide alarms to residents in 15 municipalities in Ontario in order to reduce the number of deaths caused by fire Police added an impaired driving case to their files for the end of June in Russell County. Maxime Jerome, 31, of Clarence- Rockland, was charged after police res- ponded to a report June 23 of a single-vehicle accident on County Road 8 in The Nation. Police found Jerome’s vehicle off the road in the ditch somewhere between the Route 200 and Route 300 intersections. Jerome was taken to the detachment for an Intoxilyzer test. Based on the results and other investigation, police charged himwith impaired driving, driving with a blood-al- cohol level exceeding 80 milligrams, and also with possession of a minor amount of marijuana. He was scheduled for the July 8 provincial court session in L’Orignal. Drunk driver charged

Like everywhere else in Eastern Ontario, the rain poured down on Rockland for Canada Day. So city officials took the party inside. City staff and volunteers from various service clubs set up a bandstand inside the Jean-Marc Lalonde Arena located next to Parc Simon, the usual site for Canada Day activities.They then surrounded the bands- tand with inflatable slides and other games for the children to enjoy. Upstairs in themezzanine, the Clarence- Rockland Fire Department served up its usual pancake full breakfast, with the Gre- non Your Independent Grocers donating all the food supplies. Following a short welcome ceremony for families gathered inside the arena for Canada Day activities, Fanfare, Rockland’s community band, kicked off the afternoon with an instrumental selection. Various other groups provided entertain- ment during the afternoon until it was time for the evening fireworks show. Each year as part of Canada Day fes- tivities, officials for the City of Clarence- Rockland present Community Excellence Awards to local individuals or groups who have distinguished themselves over the past year in athletics, the arts, community service, and other fields. This year’s recipients of certificates in- cluded Josiane Pozzebon of Bourget, a member of the silver-medal-winning Team CanadaWomen’s U18 squad, at theWomen’s World Hockey Championships in Buffalo, NY, U.S.A., at the start of 2015; the champi- onship year for Les Couguars senior boys volleyball squad of L’Escale, comprising Gabriel Rousselle, Alexandre Bouchard, Stéphane Gagnon, Joshua Capina, Jacob Demers-Dallaire, Mathieu Quenneville, Ra- phael Payant, Xavier Demers, Jordan Legros, DylanDion, and their coaches, Jonathan Roy and Éliane Houle-Demers, with the Prescott- Russell and EOSSAA titles to their credit and a bronze-medal finish at the provincials; pentathlete Garnett Stevens, named to Team Canada in 2014; singer Gabrielle Goulet,

On voit ici les membres du conseil d’administration, Sonja Suter, Sophie- Anne Charron, vice-présidente, Shirley Gratton-Payer, Geneviève Chartrand, secrétaire, Marc Pharand, trésorier, Jodie Densmore, directrice générale, Louis Béland,
Centraide de Prescott-Russell a tenu son assemblée générale annuelle, le 17 juin dernier, à Plantagenet. La directrice générale, Jodie Densmore, s’est dite satisfaite de la campagne de 2014 pour la collecte de fonds qui a dépassé l’ob- jectif de 250 000 $. « Nous avons amassé 283 000 $, a-t-elle précisé, et chacun de ces dollars ira pour les programmes commu- nautaires de Prescott-Russell. Nous sommes très reconnaissants du geste des donateurs et des volontaires. » Centraide Prescott-Russell a également accueilli, au cours de la soirée, trois nouveaux membres au sein du conseil d’administration. Il s’agit de Shirley Gratton Payer, de Roger Coulombe et de Marc Pha- rand. Mme Densmore en a profité pour souhaiter la bienvenue à Sonja Suter, étu- diante qui travaillera pendant huit semaines à Centraide Prescott-Russell. En plus de nos subventions de projets, CUWPR dispose d’un petit fonds discré- tionnaire pour projets spéciaux permettant à notre conseil d’administration d’inves- tir dans des projets ayant une incidence sociale immédiate. Ces projets encouragent la collaboration en incluant de multiples organisations et intervenants. Àl’automne2014,CentraidePrescott-Rus- sell a aidé à acheter un défibrillateur externe automatisé pour la salle communautaire située au sous-sol de l’église Holy Trinity sur la rue Laurier, à Rockland. Cette salle est utilisée quotidiennement par divers groupes sociaux en plus du Club Fil d’argent et il arrive fréquemment que 150 personnes par- ticipent aux diverses activités. L’achat de cet équipement était offert avec une formation pour 20 personnes. « C’est avec plaisir que j’ai écrit mon pre- mier rapport en tant que directrice générale de Centraide United Way Prescott Russell (CUWPR) », a déclaré Mme Densmore. Pour sa part, le président, Louis Béland, est heureux du travail fait par l’équipe. « Nous avons de plus en plus de bénévoles d’impliqués, nous avons de plus en plus de projets communautaires qui fleurissent, et nous avons de plus en plus d’impact positif et constructif dans la communauté. »

Le parc à jets d’eau de Wendover a été inauguré au parc Denis St-Pierre le 6 juillet dernier. Une vingtaine d’enfants étaient sur place, attendant impatiemment que les jets semettent à gicler. Ce nouvel ajout au parc Denis St-Pierre, un projet qui a coûté 150 000 $, vise à répondre à la croissance qui anime le village deWendover depuis quelques années déjà. D’autresmesures sont à prévoir sous peu dans le but d’améliorer les points d’accès au parc pour les résidents des différents projets résidentiels avoisinants. Le conseiller Delorme a tenu à préciser que « ça ne coûte absolument rien aux contribuables de Wendover ». (AL)

Enbridge Gas Distribution Inc. has applied for pre-approval of the cost consequences associated with a long-term natural gas transportation contract with NEXUS Gas Transmission. Learn more. Enbridge Gas Distribution Inc. has applied to the Ontario Energy Board for pre-approval of the cost consequences associated with a 15-year gas transportation contract commencing on November 1, 2017. The total cost for NEXUS capacity over the term of the contract is approximately $421.6 million (US). If its application is approved, Enbridge Gas Distribution Inc. says that the benefits will include: • enhancing its gas supply plan through improved reliability, diversity, and flexibility • supporting the development of new natural gas pipeline infrastructure • allowing direct access to new sources of natural gas supply in the Appalachian Basin Enbridge Gas Distribution Inc. says that its forecast cost of gas supply via the NEXUS pipeline is competitive with alternative pipeline projects or existing pipeline infrastructure that accesses the Dawn Hub. THE ONTARIO ENERGY BOARD IS HOLDING A PUBLIC HEARING The Ontario Energy Board (OEB) will hold a public hearing to consider the application filed by Enbridge Gas. We will question Enbridge Gas on the case. We will also hear arguments from individuals and from groups that represent the customers of Enbridge Gas. At the end of this hearing, the OEB will decide whether or not to pre-approve the costs as requested in the application. The OEB is an independent and impartial public agency. We make decisions that serve the public interest. Our goal is to promote a financially viable and efficient energy sector that provides you with reliable energy services at a reasonable cost. Le député Pierre Lemieux s’est rendu à Rockland pour remettre une subvention de plus de 14 000 $ à l’entreprise Visual Graphic Design. C’est dans le cadre du Programme de développement de l’Est de l’Ontario (PDEO) que M. Lemieux s’est déplacé pour annoncer la bonne nouvelle. Cette subvention devrait permettre à l’entreprise d’offrir un nouveau service de design Web. La propriétaire de l’entreprise depuis 2005, Joane Brunet, explique que sa mission est d’offrir un service personnalisé, fiable et exceptionnel. « Visual Graphic Design est fière de recevoir le financement et apprécie grandement cette subvention qui nous permettra de créer de nouveaux emplois, a déclaré Mme Brunet. Ces nouveaux emplois nous permettront de développer et de faire grandir l’entreprise, d’offrir un service supplémentaire en conception de sites Web, d’introduire de nouveaux produits et de développer de nouveaux marchés. » Pour sa part, M. Lemieux a renchéri en précisant que « les entreprises veulent suivre le rythme de l’ère numérique afin de mieux joindre et servir leurs clients. » Dans la photo, on voit le député Pierre Lemieux remettant le chèque à Joane Brunet, présidente de Visual Graphic Design, et Valérie Carter, nouvelle conceptrice graphique.
