Rappelons que Chris Bentley fait face à une accusation d’outrage au parlement dans le cas entourant l’annulation de deux projets de construction de centrales électriques qui auraient coûté environ 230 millions de dollars à la province. « Il n’est pas responsable du tout parce
qu’il a été nommé ministre après que le tout était complété, déclare M. Lalonde. Cependant, il sera probablement marqué par cela ». L’autre candidat potentiel serait Kathleen Wynne. Selon M. Lalonde, elle serait la candidate idéale pour la protection des intérêts des francophones. À titre de ministre de l’Éducation en 2006, elle a appuyé son collègue Jean-Marc Lalonde dans le financement du premier Parlement jeunesse francophone de l’Ontario.

Aujourd’hui, l’Ontario est reconnue comme ayant le système d’édu- cation le plus performant au monde grâce aux politiques adoptées par ce gouverne- ment», a déclaré la présidente Melinda Chartrand. «Malgré les tempêtes récentes, nous applaudissons sa vision d’une pro- vince forte en la positionnant pour affron- ter les défis du futur», ajoute-t-elle.

La démission du premier ministre de l’Ontario, Dalton McGuinty, soulève des inquiétudes parmi les francophones. L’Assemblée de la francophonie de l’Ontario estime que ce départ arrive à un moment peu propice et s’inquiète pour la communauté. «Nous avons des dossiers majeurs à notre agenda, l’AFO avait d’ailleurs rencontré le Premier ministre pour les lui présenter. L’AFO attend du prochain premier min- istre ontarien un engagement aussi fort que celui de Dalton McGuinty pour la fran- cophonie dans notre province », a lancé le président de l’AFO Denis Vaillancourt. « Nous sommes prêts à travailler avec le prochain premier ministre pour que la con- tribution des francophones, citoyens à part entière dans notre société civile ontarienne soit définitivement reconnue ». Hierlihy says they believe they have enough information to bring in the authori- ties.” While Hierlihy and Allen entitled their Facebook page Close Papanack Zoo, they indicated their main goal is to improve the situation for the animals in care there. If conditions at the zoo were improved, they would be satisfied to see Papanack Zoo continue operating. “I would be all for that,” Hierlihy said. “If the authorities would step in to improve things, I would support that. Our big con- cern is the welfare of the animals.” “The very least we want is to ensure these animals are taken care of,” said Allen.

WENDOVER | Mel the Zebra no longer lives in the zookeeper’s kitchen. The latest addition to the animal resi- dents at Papanack Zoo has moved out of the house and into temporary quarters in a garage used to store animal feed. The food stores were relocated elsewhere to make more room available for the two-month-old zebra colt to stretch his legs when he is not outside for one of his daily runs around the field with one of the assistant zookeepers. While plans are underway to build a larg- er and more permanent barn to house the young zebra, head zookeeper and founder of Papanack Zoo Keith Forgie is laid up in the house with a bad case of the flu. He is also occupied dealing with complaints filed by two former zoo employees about past animal care practices and the state of the facilities at the local zoo and exotic animal breeding station. Forgie is declining further comment on the complaints situation for now. Mean- while Katie Hierlihy, who lives in Russell Township, and Kent Allen, who has moved back to the Maritimes, are working togeth- er on managing a Facebook page, entitled Close Papanack Zoo. The Facebook page has a dual purpose for the two ex-assistant zookeepers. First is to provide a place for photos and
details from Hierlihy and Allen to support their claims that the Wendover exotic ani- mal facility is not operating up to the prop- er standards of care and control for all of its animal residents. The second has wider political implications for roadside zoos and anyonewhoowns anexotic animal inOntario. “Our goal is to educate the public about what is going on in Papanack, specifically,” said Hierlihy during a phone interview, “and also about the complete lack of laws in Ontario regarding ownership of exotic ani- mals. Right now Ontario has the most road- side zoos of any province in the country.” She also noted that the province has little or no regulations specific to the care and treatment of exotic animals kept either at zoos or as part of a private menagerie, other than those rules guiding organizations like the SPCA. The Ministry of Natural Resources can investigate cases of animal neglect in- volving native species like raccoons, skunks, deer, or even a bear. But exotic animals like tigers, lions, lemurs, monkeys, and such are outside of the ministry’s jurisdiction. Creation of the Facebook page is the lat- est of several efforts between the two to publicize conditions at Papanack. They
have called both the Ottawa SPCA and the Cornwall regional SPCA offices to press for on-site inspections of the zoo, and have also been in touch with ZooCheck, an organiza- tion dedicated to monitoring conditions for exotic animals kept at zoos and menager- ies. The Ottawa Animal Defence League has expressed interest in the situation since the Facebook page went up. “We’ve always talked about doing a Face- book page,” said Allen, during a phone in- terview from Halifax, Nova Scotia. “But it’s always been a last resort. We wanted to go through proper channels first.” Allen admitted that the Facebook page has received mixed reactions and com-

Le 26 septembre 2012, avait lieu un grand évènement pour le service de garde Vazimolo. Quoi de plus rassembleur qu’un pique-nique familial. Dans la cour de l’école Ste-Trinité, plusieurs activités étaient prévues tels qu’un mur d’escalade, présentation de reptiles, structures gonflables, station de hockey de l’Académie et mini-cours de danse hip-hop. En plus, un barbecue était offert aux enfants ainsi qu’à leurs parents. Malgré le temps grisâtre, les quelques 190 enfants qui fréquentent le service de garde avaient le sourire aux lèvres. Cependant, à certaines occasions, ils peuvent s’en prendre aux petits animaux de compagnie qui s’éloignent de leur domicile. Pour sa part, Nicole Lalonde aimerait voir un meilleur contrôle exercer sur cet animal. Lorsqu’il est question de la présence de coyotes, les conseils suivant devraient être suivis :
WENDOVER | Comme chaque matin, Nicole Lalonde, résidente du chemin de comté 19, à Wendover, envoyait son petit chien Rocky à l’extérieur. Un peu plus tard, Mme Lalonde rappelait comme d’habitude Rocky à l’intérieur. Toutefois, dans la matinée du 15 octobre, le caniche miniature n’a pas répondu à l’appel de ses maîtres. Plutôt, Nicole Lalonde affirme avoir entendu un hurlement de détresse. Lorsqu’elle a regardé dehors, Rocky avait disparu. Après une recherche conduite par cinq membres de la famille, des restes du chien ont été retrouvés un peu plus loin. Des excréments ont également permis de confirmer l’hypothèse d’une attaque par un coyote. « C’est la première fois que ça nous arrive, confie Mme Lalonde. Nous avons été vraiment traumatisés ». Le petit chien était un membre de la famille depuis six ans. Nicole Lalonde souhaite donc aviser la population de garder l’œil sur leurs animaux de même que leurs enfants. Elle constate également une augmentation de la présence de coyotes dans le coin vraisemblablement en raison de l’approche de la saison froide. Habituellement, les coyotes s’approchent peu souvent des maisons.

Il va sans dire de ne pas nourrir les coyotes; Garder les petits animaux (chiens, chats) à l’intérieur surtout la nuit et ne croyez pas qu’une clôture éloignera un coyote; Accompagnez votre animal en laisse et assurez-vous d’allumer des lumières à la noirceur; La laisse ne devrait pas être plus longue que six pieds; Ayez en votre possession un sifflet ou objet bruyant, ou faites beaucoup de bruit afin d’effrayer le coyote; Ne vous sauvez pas et ne tournez pas le dos à un coyote.

Taggart-Miller asks for “time out” on recycling plant
The problem for some is the size of the three volumes of reports, appendices, maps, and other documents that make up the ToR. In hard copy they amount to more than 300 pages of reading and, except for a short executive summary, they are all in English. Both Russell Township and the Vars/Carls- bad Springs areas where the company is considering setting up the plant have large francophone populations. Crack said that one of the reasons the MoE has asked Tag- gart Miller to allow an extension on the public response is so the company can provide a complete bilingual version of its ToR and also allow time for “a complete and thorough public consultation” on the issue. “It’s clear that Taggart Miller needs to do more on the public consultation part,”Crack said. “It’s important that the community be heard.” The final decision on whether there is an eight-week“time out”rests with the compa- ny. If Taggart Miller refuses, then the origi- nal Oct. 15 deadline stands. “At this time we’re waiting for a response from Taggart Miller,” said Crack, “as to how they’re going forward.” Hubert Bourque, TM’s project manager, told Le Reflet in a phone interview that any such extension is unlikely. “We think that an eight-week delay would be counterproductive,” Bourque said. He also noted that the focus of the MoE request was for the company to provide a bilingual translation of the ToR. He said that the executive summary of the document is
available in both languages, and that the company has made an effort to answer any email or phone questions and comments about the ToR in either French or English as needed. The company has also provided bi- lingual service at the open houses it held in the past on the project. “I’ve made myself available,” he said, add- ing that he is bilingual and made a point of attending all the open house sessions to answer questions. “All along I think we’ve been respectful of the fact that some peo- ple would prefer to speak in French.” The company will now wait for the min- istry decision on its terms of reference for the CRRRC, including which of the two sites proposed will receive approval. That should happen sometime during early 2013. Then the full environmental assessment process (EAP) begins. Bourque said the company will do a complete environmental report in both languages when the ToR is approved and the final site chosen for the project. “For everyone’s benefit,” Bourque said, “we need to move on.”

Toronto | The mid-October deadline has come and gone for public feedback and reaction to the terms of reference for a controversial proposal for a waste recy- cling plant in the region. But theMinistry of Environment has asked the company responsible for the project to consider a “time out” request. MPP Grant Crack, Liberal representative for Glengarry-Prescott-Russell, confirmed in a phone interview Oct. 15 that the ministry sent a notice to Taggert Miller, an Ottawa- based outfit, with a request to “call a time out of at least eight weeks” on the original mid-October deadline for public response to the Terms of Reference (ToR) for its Capital Region Resource Recovery Centre (CRRRC) waste recycling plant proposal. The company is looking at sites either near the Village of Russell or in rural Ottawa’s Cum- berland ward for the project. The project has been a source of contro- versy from local community groups in Rus- sell Township and the villages of Vars and Carlsbad Springs. Any such project has to go through an Environmental Assessment Process (EAP) under ministry regulations. But it was almost two years since the com- pany first announced its proposed project before the ToR was at last presented to the ministry for review and also posted on a website along with a 30-day deadline for public response so that the EAP could be- gin.

ROCKLAND | Comme le bon vin, le Sa- lon des vins et de la gastronomie de Prescott et Russell s’améliore avec l’âge. La quatrième édition, qui a eu lieu samedi dernier au River Rock Inn, s’inscrit com- me une des activités incontournables de l’automne dans notre région. À la grande satisfaction des organisatri- ces, Bernadette Sarazin et Martine Dion, le salon affichait complet, autant du côté des exposants (40 kiosques) que du nombre de billets vendus (500 personnes). Le « forfait pétillant », offert par le River Rock Inn, a fait mouche également alors que 45 chambres avaient été louées pour l’occasion. « Il y aura certainement une cinquième édition », a déclaré Martine Dion, en se disant très satisfaite de cette première à l’Auberge River Rock Inn. « L’organisatrice était surtout contente de la réponse des exposants « qui ont mis le paquet cette an- née pour impressionner les visiteurs ».
Les visiteurs étaient très enthousiastes à l’idée de faire de nouvelles découvertes du côté des vins et bières et autres plaisirs lo- caux. Il y avait aussi une bonne représen- tation des vins de la région de Prince Ed- ward County. « Les exposanst ont énormément de plai- sir à notre salon. Ils aiment notre clientèle ». Contrairement à d’autres salons des vins, les amateurs n’ont pas à acheter des coupons pour les dégustations. Pour les exposants, il n’y a aucun frais pour le kiosque. Une partie des recettes de l’événement sera remis cette année à l’organisme Valoris.
