«Pourquoi voter pour moi? Parce que je possède un vaste éventail d’expé- riences dans plusieurs domaines», a confié Jacques Tessier. M. Tessie a soumis sa can- didature à la toute dernière minute aux élections municipales, qui auront lieu le 27 octobre prochain. Ce sont, entre autres, les événements des dernières semaines qui ont poussé Jacques Tessier à se lancer dans une deuxième campagne électorale. Il était également candidat lors des élec-
tions de 2010. «J’avais déjà au départ le goût de me pré- senter. Il y a différentes choses qui se sont produites. De un, les événements des der- nières semaines, les incidents entourant le conseiller Bernard Payer et la façon dont le maire a géré ça, c’est venu me chercher», a-t-il déclaré. M. Tessier trouve inacceptable la situa- tion au conseil municipal. Il souhaite un changement d’ambiance et une attitude plus positive. «On a besoin de change- ments. On a besoin d’une nouvelle atti- tude.» Dans son programme électoral, le candi- dat s’intéresse notamment à la réparation et l’entretien des chemins. Il proposera, entre autres, une politique rigoureuse d’entretien des chemins. «Si l’on entretient les chemins de façon régulière avec une politique rigoureuse, à ce moment-là, on va avoir des chemins qui vont être main- tenus et seront durables.» À cela s’ajoute l’idée d’une traverse pour piétons sur les rues Laurier et Notre Dame ainsi qu’un sui- vi continu sur l’élargissement de la route 17/174. Jacques Tessier souhaite également des changements au niveau des Comtés unis de Prescott et Russell. Il déplore notam- ment le fait que la municipalité envoie en- viron 10 millions $ par année, soit approxi- mativement 38% du revenu des taxes, aux Comtés unis. «Ici, dans notre coin, on est loin de voir un retour sur notre inves- tissement à ce montant. Les pompiers de Clarence-Rockland étaient à l’œuvre, le 8 octobre en avant-midi, à la suite d’un accident impliquant plusieurs véhicules, survenu sur la rue Laurier, à la hauteur de la rue Lalonde. Selon un témoin, un véhicule aurait tenté d’effectuer un virage et a été heurté à l’arrière par un autre véhicule. Celui-ci a ensuite été heurté à l’arrière à son tour. Les pompiers ont été appelés sur les lieux notamment pour extirper les passagers coincés dans un véhicule. Des passagers ont été transportés à l’hôpital pour des blessures mineures.

As they say, a picture is worth a thousand words.” The text then contrasted Desjardins’ farm with incumbent Mayor Marcel Guibord’s property, describing it as “very well main- tained” and inferring that proves he is the better candidate for the city. Guibord is dis- tancing himself from the advertorial, stat- ing during a Monday phone interview that he had “nothing to do with it” and was nev- er consulted about it though he was told by the CRG “not to be surprised” when it ap- peared in the latest edition of the Focus. “It surely did (surprise),” Guibord said, then added that he hoped people would read the piece because “there is lots of truth.” Guibord also criticized local and re- gional media for their coverage of council affairs during the past four years. He also took aim at what he termed “cyberbullying” of himself by some individuals and groups who support Desjardins. Meanwhile Desjardins noted that the advertorial’s attempted attack on himself is backfiring because since that edition of the Focus came out he has been getting calls and comments from people, both at his home and while out during his door-to- door campaign, expressing support for him and denouncing the Focus piece. “I think it’s been the best of public rela- tions possible,” he said, chuckling. “People all over are calling me. ROCKLAND | An article in a local news- paper has introduced American-style attack advertising tactics to the mu- nicipal election in the City of Clarence- Rockland. The Focus Prescott-Russell ran an adverto- rial in its October 9 issue, credited to Citi- zens for a Responsible Government (CRG), which compared and contrasted the two mayoral candidates: incumbent Marcel Gui- bord and challenger Guy Desjardins. The Vision has received several letters of com- plaint about the advertorial, alleging the fo- cus of the piece was an attack on the char- acter, personal background and occupation of Desjardins rather than a promotion and discussion of election issues. Desjardins , during interviews with local and regional media, dismissed the Focus piece, describing it as “piddly” and that he laughed when he first saw it. “It’s a very low piece of advertising which doesn’t even deserve being commented on,” Desjardins said during a Thanksgiving Monday phone interview. “It’s very piddly and it shows the level (of the group).” The Focus piece includes photos, alleged to be of Desjardins’ farm property in St-

Pascal-Baylon, which the advertorial text describes as looking “like a dump” with high-standing weeds, outbuildings in poor repair, and other signs of disorder. The text criticizes Desjardins’ ability to make good on a campaign promise to clean up the disruptive atmosphere of current council sessions because of the way he looks after his own farm property. The text also alleged that property values would suffer if he was elected. “The City of Clarence-Rockland is boom- ing and we need a mayor who will uphold the values of our properties,”the advertorial stated. “Which candidate would you want in charge of maintaining your home, your

The Vision has received letters complaining about the advertorial and also criticizing the Focus for printing the piece. “ Focus , in a supreme insult to intelligence and morality,”stated Philippe Landry, in one letter, “ridiculed hardworking, industrious people in the agro business, the most im- portant contributor to the economy of Clar- ence-Rockland and all of Eastern Ontario.” “The conclusion the writer wants readers to draw,” stated Robert Gadoua, in another letter,“is that money equals class and ability and that Mr. Desjardins is not fit to govern because he operates a working farm, but that Mr. Guibord, by virtue of his home and his purported wealth, has more class dis- tinction and competence and is therefore more fit to reign over Clarence-Rockland. What an insult! It’s a simplistic, self-serving, poorly considered and ignorant (in the true sense of the word) comparison.”
Beware of moneylending scam The Hawkesbury OPP detachment is investigating complaints about Metrus Financial Services, an alleged financial outfit located in New York City. All the complaints to the OPP about the company state that it demands payments in advance as security for loan requests. The reason given is that some applicants to the company have bad cre- dit ratings. The problem is that when the money is sent through a Western Union wire transfer, there is no further word from the company. Police have tried without success to contact the company or anyone representing Metrus Financial Services. Residents are warned to be wary of offers by email, phone or regular mail from companies offe- ring easy-credit loans even for people with poor credit ratings. Anyone who receives such an offer should contact the Better Business Bureau first before considering the offer.

"The decision is final?" said one resident. "It’s been a hundred years that we’ve had the bank here. How did the Royal Bank be- come THE Royal Bank? It was because of us living here." Françoise Chrétien organized a grassroots effort to keep the local RBC branch open. She collectedmore than 1100 signatures on a petition demanding the local bank conti- nue operations. "I’m really disappointed," Chrétien said, regarding the announcement from RBC officials. "It’s their (RBC) reputation that’s going to suffer. Their decision was already made. So why did any of them bother to come here?" One complaint from residents is that clo- sure means that anyone who still has busi- ness with the bank will have to drive 20 ki- lometres to Rockland and the branch there. While online banking is an option, many residents noted they don’t have the high- speed Internet access necessary.
PLANTAGENET | It is official and final. The Plantagenet branch of the RBC will close in December in spite of efforts to keep the local bank office open for business. Residents crowded into the Plantagenet community centre Oct. 9 for a rally to try and convince RBC officials not to go ahead with plans to shut down the local bank branch. Their efforts were in vain as bank representatives confirmed the local office will definitely close its door on Dec. 12. Not even a plea from Alfred-Plantagenet Mayor Jean-Yves Lalonde could alter the outcome. "I would like to ask you to first reconsider your decision," he said. "This is important." During the evening rally, residents ex- pressed both surprise and frustration when told that the closure decision was final. Many complained that the RBC is focusing on centralizing its operations into larger

Au printemps 2013, elle prend définitivement sa retraite. Georges est père d’un fils, Stéphane Bazinet, né en 1984 d’un mariage précédent. La conjointe de Stéphane est Valérie Jérôme. Gisèle est mère d’un fils, Stéphane Leclair, né en 1983 d’un mariage précédent. La conjointe de Stéphane est Caroline Ravary. Georges et Gisèle se rencontrent à un cours de danse en 2000 et ils sont ensemble depuis 2002.

La Cité de Clarence-Rockland ne possède pas la masse critique pour un système de transport collectif à routes fixes à l’intérieur des limites de la ville. C’est ce que révèle une étude réalisée par la firme MMM Group, récemment. Celle- ci avait été mandatée afin d’effectuer une étude de faisabilité pour un transport col- lectif inter-cité. «Au minimum, on a besoin, pour offrir un service adéquat, de 300 voyages par jour avec un autobus qui circulerait à un inter- valle de 60 minutes», a affirmé un représen- tant de la firme. Selon le projet présenté, les utilisateurs auraient à débourser 2,50$ par transport. La municipalité devrait cepen- dant fournir 50% des coûts pour le service. «La demande est probablement insuffisante pour soutenir des routes fixes avec une bonne fréquence et une couverture adéquate» - MMM Group Une consultation publique avait d’ailleurs eu lieu plus tôt cette année afin d’obtenir les premiers commentaires et suggestions des membres de la communauté. Actuelle- ment, le service CR-Transpo propose deux circuits, soit le 530 et le 535, qui transportent les usagers vers la ville d’Ottawa. Le service inter-cité faciliterait plutôt le transport vers le centre urbain de Clarence-Rockland. «La demande est probablement insuffi- sante pour soutenir des routes fixes avec une bonne fréquence et une couverture adéquate», a conclu l’étude. Celle-ci pro- pose malgré tout un projet pilote qui met- trait à l’essai un trajet à travers la munici- palité. Le service effectuerait notamment un à cinq voyages par jour. Le but est de déterminer si le nombre critique de 300 personnes par voyage peut être atteint. «Si l’on est capable d’aller chercher ça, on peut faire un système de transport en commun. Mais encore, on ne croit pas qu’on en est là, à Clarence-Rockland, a ajouté le représen- tant de MMM Group. Par contre, il faudrait peut-être regarder un système à la carte.» Le projet pilote répondrait donc à la de- mande des citoyens des secteurs ruraux et urbains. Au lieu qu’un véhicule fasse un tra- jet selon un itinéraire, il pourrait être appelé par les citoyens quelques heures à l’avance. Pour que ce service fonctionne, il devra être flexible, rentable et de qualité. Par la suite, un transport régulier pourra être étudié selon les résultats obtenus. En fin de compte, le service de transport inter-cité se veut un outil permettant, entre autres, aux gens qui ne possèdent pas de moyens de transport de se rendre dans le secteur urbain. Les gens pourraient accéder aux installations récréatives, aux restau- rants et aller à des rendez-vous. «Bien que nous n’aillons pas la masse cri- tique pour un tel service pour l’instant, ce que je trouve intéressant de l’exercice qui a été fait c’est que, premièrement, il a été fait, a affirmé le conseiller Guy Félio. different approach to the issue, one that includes more public comment and parti- cipation. “I think there can be a more aggressive approach to dealing with the asphalt plant (proposal) itself,” he said, “and having an open discussion with the proponents.” Walker observed that recent reports to the township indicate the original site pro- posed for the project is not suitable and the municipality should “help them (propo- nents) and guide them to go somewhere else.” The Ward Two candidate says that council needs to work on developing a proper vi- sion for the township “so we can follow it.” Walker thinks a community vision for Al- fred-Plantagenet should include more sup- port for environmental protection and the township’s rural lifestyle. He also wants clo- ser scrutiny of building permit requests with each application assessed “case by case” for their potential environmental impact.
“I will vote ‘No’ for non-agricultural buil- dings on agricultural land,” Walker said. “I will not vote for subdivisions on agricultural land.” He supports projects like la Foire Gour- mande which help promote agro-tourism for the township’s economy, along with related spinoff developments like propo- sals for restaurants and motels that would also cater to the tourist trade. Walker will support business project proposals like farm supply outfits that would benefit the farming sector, but not anything that seems like heavy industry. “I would certainly question that,” he said. Walker would like to see some changes made in the allocation of the municipality’s capital budget funds. “There’s a huge amount of money going to the development of roads,” he said. “I think a small amount of it could be used for promoting the environmental causes of the area.”

WENDOVER | He has thought about run- ning for Alfred-Plantagenet Township council before. Now Ian Walker believes it is time at last for him to step into the po- litical arena. “I am very frustrated with what I see,” said Walker during an interview Oct. 8. Walker, 55, co-owns and operates Mari- posa Farm off of County Road 17, a mixed farm for livestock and produce combined with an in-season weekend country dining salon catering to both local and tourist trade and also group reservations for spe- cial events. A graduate of the Kemptville College of Agriculture, Walker has owned and managed his farming business since he was 19, expanding it to its present setup. He sees his business and rural background as part of the assets he would bring to the council table as a representative for Ward Two in Alfred-Plantagenet Township. “I feel I could bring a more business- like approach to the municipality,” he said, “which I feel is lacking.” One major issue Walker wants addressed concerns public representation on local issues and projects which may have an im- pact on the environment and the township’s rural lifestyle profile. “I think there is a huge demand for more

public participation on significant projects,” he said, citing the past proposal for an as- phalt processing plant in the Jessup’s Falls Escarpment area as an example. The project is in limbo at present but Wal- ker thinks the new council should adopt a
Battle in the Saddle Spinning is one of the latest types of popular recreational exercise. Now it may be the latest addition to the Canadian Cancer Society’s fundraising and awareness arsenal. The society’s Cornwall regional district office is organizing a Battle in the Saddle event for mid-January next year, pitting spinning enthusiasts from Rockland, Hawkesbury, and Cornwall against each other in a six-hour marathon stationary bike “race” to raise money and public awareness for cancer treatment and support programs. The Cornwall office is taking names and registrations for both spinning teams for the event and volunteers to help coordinate local spinning rides and other support work for the event. Accusée de rapports sexuels avec un adolescent Une éducatrice de 33 ans est accusée d’avoir eu des rapports sexuels avec un adolescent qui n’avait pas l’âge de con- sentement. Au terme de la Loi, Annie Carrière-Côté, du canton d’Alfred-Planta- genet, a contrevenu aux articles du code criminel 271, soit d’agressions sexuelles et 153 (1)(a), soit d’exploitation sexuelle. Selon le porte-parole de la Police provin- ciale de l’Ontario (PPO), Pierre Dubois, une plainte avait été logée par un membre de la famille du garçon en septembre dernier. L’agente Chantal Duchesne de la PPO a été chargée d’enquêter dans ce dossier. L’en- quête a finalement conduit aux présentes accusations. d’emprisonnement minimale d’un an, du- rée écourtée à 90 jours, si l’accusé plaide coupable par procédure sommaire.

Both the voter ID and the voter PIN are needed for any ballot to register as a valid vote, and the double mail- out is meant to guarantee security for each voter’s ballot. Mayor Marcel Guibord, who was one of the council members who approved the new cyber-vote system, admitted surprise at the problem that appeared with the first mailout. “This was certainly a very odd thing,” he said during a Thanksgiving Mon- day phone interview. The mayor noted that
the double mail-out method should still ensure voter security but he added that a meeting would take place the following Tuesday morning to review the problem. One of the founders of the True Vote lob- by group in Clarence-Rockland expressed no surprise about the mail-out problem. Jacques Taillefer expected some kind of glitch would crop up with the cyber vote process. “I’m not surprised,” Taillefer said during a phone interview. “That’s why we were organizing this (True Vote). The Onta- rio Elections report (on e-voting) warned us about this.” Taillefer noted that city council rushed ahead to approve a changeover from the traditional paper ballot voting system to a cyber vote setup for the 2014 election with-
out giving the True Vote group a chance to finish conducting a petition on the issue and present results of both the petition and its own review of cyber voting to council. “They (council) did a kind of pre-emptive strike against the True Vote movement,” Taillefer said. “Now, I have very uneasy fee- lings. We will all, as a community, have to live with the consequences.” Taillefer expressed concern that the prob- lem with the first voter information letter mail-out won’t be the only glitch in Clar- ence-Rockland’s cyber vote setup. “I’m concerned with the reliability of the system,” he said. “Yes, I am truly wor- ried. True Vote was never for somebody or against someone else. ROCKLAND | City Hall had to scramble to fix a surprise glitch that showed up for Clarence-Rockland’s new cyber-voting setup for this month’s municipal election. The first mail-out took place of Voter In- formation Letters and some residents who received their letters spotted a problem as soon as they looked at the envelope. Glas- sine envelopes, like those for bills, were used for the mail-outs. These envelopes have a transparent window to allow the mailing address of the bill or letter recipient to show. The problem is that the way the voter in- formation letter was designed and folded, the Voter Identification for some residents is visible through the envelope window instead of staying concealed from acciden- tal discovery. After receiving calls from concerned resi- dents, City Hall issued a press release to lo- cal media and posted it on the city website to reassure local voters that their electronic vote is still protected. “This situation was addressed with the printing company immediately,” the re- lease stated, “and that the second (Voter) Information Letters, which will include the voter’s voting PIN (personal identification number) have been printed and folded in

The Student Transportation of Eastern Ontario consortium (STEO) achieved the highest possible rating from the Ministry of Education for efficient and effective ser- vice. The ministry is point to the STEO as a model for other school bussing systems to emulate. The consortium was created three years $++(ŏ 1/ŏ#.+1,ŏ. 0!/ŏ$%#$ŏ%*ŏ,.+2%* ! ago through a partnership between the Catholic District School Board of Eastern Ontario (CDSBEO) and the Upper Canada District School Board (UCDSB), merging their individual transportation depart- ments into a single unit to help save costs and also provide efficient and safe trans- port for students. The STEO board has representation from both school districts and a recent ministry review of the consor- tium reported that the resulting operation “could be emulated by other transportation
