IMPACT: pour aider les familles à discuter des drogues

Le samedi 14 janvier, le programme de prévention des drogues IMPACT était pré- senté à la Salle de spectacle Optimiste de Rockland, en présence de nul autre que l’ex-joueur étoile des Canadiens de Mon- tréal, Guy Lafleur. Grâce à un don offert par ce dernier, le comité IMPACT, sous la direction du Comité d’action régional pour la sécurité (C.A.R.S.) du comté de Russell, a réuni des interve- nants de toutes sortes pour encourager les familles à parler ouvertement sur de l’abus de substances. IMPACT est un programme qui s’adresse aux parents et à leurs enfants âgés entre 13 et 15 ans. « L’idée d’avoir les 7e, 8e et 9e années, c’est que c’est l’âge où les jeunes commencent à expérimenter (avec les drogues) », a expli- qué Myriam Desmarquis, intervenante en milieu scolaire au Conseil scolaire de district

En plus des présentations des différents intervenants, de petites saynètes, mettant en vedette des élèves de la classe de théâtre de l’École secondaire catholique l’Escale, ont également présenté l’impact de la drogue sur la famille, la santé et les amis. « Une fois qu’ils sont dans quelque chose de difficile, les jeunes ne savent pas trop où aller, à qui s’adresser, » a ajouté Mme Desmarquis. Le programme IMPACT est également une occasion de présenter les services et les ressources disponibles dans le milieu. Selon Valérie Cardinal, membre du co- mité organisateur, il s’agit d’une première, mais qu’ils entendent présenter dans les communautés voisines comme Plantagenet, Casselman et Embrun. « Notre objectif, c’est d’essayer de toucher le plus de gens possible, surtout les jeunes, à travers la prévention.

Canadian Na- tional Laboratories (CNL) has since taken over ownership and management of the facility and proposes to build a near-surface disposal facility (NSDF) for containment and storage of nuclear waste fromCanadian nuclear operations. Chalk River is one of two sites that the CNL is considering for the storage facility. The CNL proposal calls for a nuclear waste warehouse with the capacity of onemillion cubicmetres. Desjardins expressed concern that the CNL proposal may not be limited to storing Canadian nuclear waste but could also include material from other locations that may have lower processing standards than Canada. UCPR Warden Gary Barton agreed with Desjardins’concern.

L’Ontario octroie 1,2 M$ pour le pont Bearbrook

D’autres municipalités de l’est de l’Onta- rio recevront une aide financière de la pro- vince pour d’importants projets de réfection et d’amélioration de leur infrastructure. Ces investissements de l’Ontario dans l’infrastructure, notamment les hôpitaux, les écoles, le transport en commun, les routes et les ponts, sont les plus importants de toute l’histoire de la province. « Les investissements que fait continuelle- ment notre gouvernement dans l’infrastruc- ture de l’est de l’Ontario viennent illustrer notre volonté de contribuer au développe- ment de nos collectivités rurales », a ajouté le député Grant Crack. Avec le Fonds ontarien pour l’infrastruc- ture communautaire (FOIC), la province fournira une aide financière stable et pré- visible fondée sur une formule d’un mon- tant de 52 M$, à 71 municipalités réparties dans l’ensemble de l’est de l’Ontario, pour permettre des investissements dans l’infras- tructure communautaire.

Counties becomes fire dispatch contractor

The counties will become the contractor for a while for fire dispatch services for sixmunicipalities within Prescott-Russell. The United Counties of Prescott-Russell council (UCPR) approved, through a split vote, a resolution from Russell Township mayor Pierre Leroux for the counties to assume responsibility for negotiating and paying for fire service dispatch through the Town of Hawkesbury. Approval took place during a special session of counties council, Jan. 11, and required a registered vote that went 6-2 in favour, withmayors Jeanne Char- lebois of Hawkesbury and Guy Desjardins of Clarence-Rockland voting against. Desjardins’ objection hinged on a sugges- tion the UCPRwould assume responsibility for contracting fire dispatch for Clarence- Rockland in 2018.The City has been a client of the City of Ottawa’s fire dispatch service for more than a decade. “I have a contract,” said Desjardins. “I don’t intend on getting out of it. I do not plan on cancellingmy contract with the City of Ottawa, I assure you of that right now.” “I do not think the counties can force you to cancel,” replied warden Gary Barton. Hawkesbury has fire dispatch contracts with the townships of Champlain, Russell, Alfred-Plantagenet, the Village of Cassel- man, and The Nation Municipality. Those contracts end at the end of February. The new contract would take effect onMarch 1. Fire dispatch has been a burning issue for the counties for several months now as the number of clients for Hawkesbury dwindled with North Stormont and North Glengarry townships deciding to go with the City of Cornwall for their fire dispatch. Clarence-Rockland enjoys a lower fee rate for its fire dispatch contract with Ottawa and last year the remaining six municipalities began looking into becoming part of the Ottawa system. Hawkesbury also expressed its own interest in joining the system. But Ottawa has stated that it will not accept any- thing other than a single regional contract for all of Prescott-Russell. The 2017 billing would be based on eachmuni- cipality’s population, while the 2018 billing would be through direct assessment.

Rees. « Nous ne sommes pas intéressés par une solution à la pièce. » Le conseil des CUPR a indiqué vouloir joindre le partenariat, pourvu qu’ils n’aient pas à investir des fonds dans le projet. L’ad- ministration des comtés doit préparer une résolution pour confirmer leur appui. La résolution sera présentée lors de la rencontre du conseil à la fin du mois de janvier. « C’est un projet ambitieux », a convenu le président des CUPR, Gary Barton. « Si le projet fonctionne, ce sera bien sûr bénéfique pour l’ensemble de Prescott-Russell. »

Un groupe formé de cinq partenaires a obtenu l’appui verbal des Comtés unis de Prescott-Russell (CUPR) en vue d’un projet visant à demander aux gouvernements provincial et fédéral d’approuver un plan sur cinq ans visant à transformer le Collège d’Alfred en un centre de recherche et de développement agricole. Lors d’une présentation devant les membres du conseil des Comtés unis la semaine dernière, les membres du parte- nariat, soit la Société de développement économique de Prescott-Russell (SDCPR), le collège La Cité, l’Académie entrepreneuriale de Prescott-Russell et l’Union des cultiva- teurs franco-ontariens (UCFO), ont expliqué leur projet. La présentation a été donnée par John Candie, directeur général de la Société de développement économique de Prescott- Russell, et Christopher Rees, un consultant de la firme Southey Holler Associates. « Nous avons le sentiment qu’il y a beau- coup de potentiel, a déclaréM. The innovation behind modern dentures has delivered countless benefits to people who want to regain a quality of life they didn’t think possible. Proper fitting dentures enable clients who have suffered tooth loss as the result of illness or age-related causes, to eat properly, speak clearly and maintain a healthy appearance. The downside: neglecting the care of dentures can lead to serious issues. More than just uncomfortable or embarrassing, ill- fitting dentures present a myriad of problems that can be detrimental. Although they are invaluable for those who want to regain oral health, dentures must be a consistently good fit and cared for very carefully. Ill-fitting dentures are a common problem that is often overlooked, resulting in a number of negative effects that can threaten your overall health. Unhealthy Diet When dentures are loose or painful, some foods necessary for a healthy diet such as raw fruits and vegetables can become difficult to eat, limiting the ability to obtain and maintain a balanced diet. The result: clients avoiding these foods and, as a result, eating less healthy options. As we all know, the absence of a healthy diet is the root cause of several other issues that are far more serious. Oral Cancer We know that poor oral hygiene can be one of the causing factors of oral cancer. However, studies have suggested that the long-term irritation of the mouth’s lining caused by ill- fitting dentures may also pose a risk factor for oral cancer. Also, poorly fitting dentures trap alcohol and tobacco particles, agents that have been proven to cause oral cancer. Denture wearers must follow through with regular check-ups to ensure a good fit and remove their dentures for a thorough daily cleaning. Jawbone Atrophy Jawbone atrophy is the partial or complete deterioration of bone matter. When jawbone atrophy occurs, the jawbone begins to shrink below the surface due to a lack of stimulation by a tooth root. In addition to increased difficulty in speaking or chewing, jawbone atrophy can also affect the structure of facial features. When these issues are ignored and that dental problems are allowed toworsen, clients face the possibility of far worst health complications. Bacterial infections can occur in areas where tissue has been irritated or damaged by improperly fitting or cleaned dentures. Additionally, when dentures are perpetually loose, the tendency to overuse denture cream to compensate leads to an overexposure of zinc which can be harmful to the body. The best scenario is ensuring consistent care and regular professional check-ups so that dentures are properly fitted. Consulting with a specialist in oral functionality will ensure that any issues are addressed immediately, so that clients can begin to heal and regain optimal oral health. Fraser Institute report card dismissed

A conservative think tank’s latest summary of the performance of elementary schools in Ontario received a failing grade from one school district. The Upper Canada District School Board (UCDSB) dismissed the results of the B.C.- based Fraser Institute’s annual Report Card on Ontario’s Elementary Schools for 2016. The UCDSB stated it will continue to rely on the provincial education ministry’s own assessments of student and school performance as a guide for any curriculum changes. “The Upper Canada District School Board remains open to any data or study that pro- vides information leading to improvements in our schools,” stated Stephen Sliwa, UCDSB education director, in a press release. “The most valuable information that supports student learning is derived from the regu- lar and ongoing assessments conducted by teachers and principals, as well as that furnished directly by the (provincial) EQAO and other district-wide assessments.” Sliwa dismissed the Fraser Institute’s an- nual report card as lacking enough detailed information to provide a proper assessment for parents of students and others. “There is no evidence to show that ranking schools improves student learning,” stated Sliwa, “nor does it offer a precise under- standing of exactly where improvement ef-

He also noted also that the Fraser Institute report does not consider other fac- tors outside of test scores like extra-curric- ular activities which may benefit students. “Any process that ranks schools, such as the Fraser Institute’s report, projects an un- realistic impression about student achieve- ment and the needs of schools,” stated Sliwa, “and certainly falls short of acknowledging gains in student learning that result from the intentional efforts of our schools and district.”
