Clarence-Rockland played host to a delegation from Boeun City, Republic of Korea on Monday, January 15. The delegation included the Mayor of Boeun, Jung, Sang Hyuck, dignitaries from the Korean Embassy, along with 15 grade-eight students. Clarence-Rockland solidifies ties with South Korea

The City of Clarence-Rockland has signed a sister-city agreement with Boeun City, solidifying its friendshipwith South Korea. Clarence-Rockland played host to a del- egation from Boeun City, Republic of Ko- rea on Monday, January 15. The delegation included the Mayor of Boeun, Jung, Sang Hyuck, dignitaries from the Korean Embassy, along with 15 grade-eight students.This day of exchange ended with the signing of a sister-city agreement between the two cities. Mayor Guy Desjardins and Mayor Jung, Sang Hyuck, of Boeun, signed this official agreement that is based upon “the prin- ciples of mutual benefit and equality.”Mayor Desjardins called the signing an historical event. “Becoming a sister municipality is a strong tradition that provides opportunities for peer-to-peer cooperation and fosters exchange,” said the mayor. “In the spirit of friendship, the City of Clarence-Rockland will cooperate with the municipality of Boeun to establish a friendship to promote different subjects.” During the presentation, Clarence- Rockland presented gifts to the delegation of Boeun City, which included baskets filled with goods representative of Canadian and Ontarian culture. Boeun City also presented gifts of its own, one which included a portrait of Mayor Guy Desjardins.

Homme accusé de conduite avec facultés affaiblies
Un homme de Rockland a été arrêté la semaine dernière et accusé de conduite avec facultés affaiblies. Shawn Brennan, 45 ans, doit paraître en cour à L’Orignal le 31 janvier 2018. Il a été arrêté dans le cadre d’une de six opérations RIDEmenées dans la région par le détache- ment de Russell de la Police provinciale de l’Ontario (PPO). En plus de ces vérifications RIDE, la PPO a également répondu à 35 collisions de véhi- cules, cinq vols, quatre conflits familiaux, trois cas de méfait et trois agressions. Six hommes et deux femmes ont été accusés de 14 infractions diverses. Parmi les conflits familiaux, un homme de 25 ans de la municipalité de la Nation a été accusé de violence conjugale et d’agres-
sion contre son jeune enfant. Fraudes sur Kijiji
La PPO de Russell étudie actuellement une série de fraudes sur le site Web Kijiji. Le suspect en question offre de vendre des articles comme des camionnettes et des pneus d’hiver, mais il ne les fait jamais suivre. Le suspect communique unique- ment par texto et convainc les gens de payer par virement Interac. Il propose ensuite de livrer les articles à une adresse à Casselman, mais il n’a jamais livré d’articles. Le suspect n’a également aucun lien avec l’adresse de Casselman. Community grants available The South Nation Conservation Authority (SNC) is accepting applications for its 2018 Communi- ty Environmental Grants Program.Any community non-profit community group with an environmen- tal or recreational project planned in the South Nation River watershed region is eligible to apply for a grant of up to $300 to assist with their project. Grants categories include: river, heritage, agri-environmental, and community outreach. So far the SNC has approved 20 grants, totaling $6000 for such projects as the Boisés Est Wood Fair, the Russell Historical Society’s Heritage Festival, the Crysler Citizens Committee Fun Run, and the Russell KinClub’s annual Poutmaster Fishing Derby. The SNC also has environmental aid grants available for landowners under its Clean Water Program. Champlain Township council thinks that if the province is going to make money from a new “sin tax” then municipal governments should be entitled to a share. Township council directed administra- tion, during its Jan. 9 session, to draft a resolution for review and approval at a future meeting. The resolution will propose that the provincial govern- ment, and the federal government if necessary, set up a marijuana tax rebate program similar to the gasoline tax rebate program, which benefits municipal infrastructure programs. Mayor Gary Barton said it was a good idea though he doubted that Champlain Township itself would ever have an Ontario marijuana dispensary similar to the LCBO. – Gregg Chamberlain Within the last week, from January 7 to January 14, the Russell detachment of the OPP conducted six RIDE checks and arrested and charged oneman in Rockland for impaired driving. Shawn Brennan, 45, is scheduled to appear for his first court appearance in L’Orignal on January 31, 2018. A 25-year-old man from the Nation municipality was charged with spousal assault andwith assaulting his young child. The Russell County OPP is also currently investigating a string of frauds occurring via the website Kijiji. —photo archives

the amalgamations,” he said. “It was sold as that we would save money – having one administrator now instead of two, for ex- ample – but Rockland has grown so much since 1998 that that is not the case.” Despite certain worries, however, the consensus at the time was that amalgama- tion would bring communities together. “Clarence people shop in Rockland […] we play hockey against each other, we’ve known each other for a long time,” Richard Lalonde, a Rockland councillor before the merger, told Vision in May 1997. “It’s a natural amalgamation.” Madhu Batt, a Rockland resident who at the time was the president of Crystal Chrysler, ex- pressed similar feelings, as was reported in the Vision . “It’s a wider range of people under the one umbrella,” he said. “It will make it much easier to bring the community together.” To be followed next week.
It has been 20 years since the Township of Clarence and the City of Rockland amal- gamated and became the City of Clarence- Rockland. On January 1, 1998, both the Town- ship of Clarence and the City of Rockland were officially dissolved and the new City of Clarence-Rockland was born. Clarence and Rockland were not the only ones. The then Progressive Conservative government of Ontario, under Premier Mike Harris, had signed anOrder the year before reducing the number of municipalities in the province from 840 to 350. As part of the “Common Sense Revolu- tion,” the purpose of these amalgamations was justified as cost-efficient. At the time, large provincial cuts to support funding of municipalities made it inevitable: smaller municipalities would have no longer sur- vived on their own. Some 70 per cent of municipalities across the province had a population of 5000 people or less. The ar- gument was that it just made sense to fuse most of those together. Jean-Marc Lalonde, who is now a Rock- land city councillor but was the Liberal MPP of Glengarry-Prescott-Russell in 1998, was in favor of the amalgamation. He saw short- and long-term advantages, which mostly included financial benefits. He also believed the amalgamationwould facilitate theman- agement of the City. Lalonde stands by those

beliefs even now, 20 years later, but is aware of flaws in the system. “The divisions of themunicipalities were badly decided,” said Lalonde. Lalonde cites the example of villages in Clarence-Rock- land, such as Hammond and Bourget, that do not have their own gas stations or conve- nience stores and need to go to Rockland for those services. “In Clarence-Rockland, you often hear people complain that everything is in Rockland and nothing is in the rest of the villages.” Jean-Guy Giroux, a councillor for the Township of Clarence at the time of the amalgamation expressed exactly this: “There is a definite worry that Rockland will take
control of the whole municipality,” as was reported in the May 6, 1997 issue of the Vi- sion newspaper. According to Lalonde, bad subdivisions are not the only problem. “I would not say there have been economical savings with

Le Centre de services à l’emploi de Prescott- Russell (CSEPR) lance un appel aux chercheurs d’emploi : Choisis ton emploi. C’est d’ailleurs le thème retenu pour la septième édition de la Foire de l’emploi dans Prescott-Russell. Celle-ci aura lieu le 17mars à l’École secondaire catholique régionale de Hawkesbury et le 24mars au River Rock Inn à Rockland, de 9 h à 14 h. L’an dernier, un millier de postes, un record, y étaient étalés, a fait valoir André Roy, directeur général du CSEPR, lors d’une conférence de presse annonçant l’évènement et qui se déroulait le 9 janvier au bureau du CSEPR de Hawkesbury. Encore cette année, on espère y offrir plusieurs centaines de postes. « Comme par le passé, unminimumde 25 employeurs sera présent à chaque endroit, a ajoutéM. Roy. Bien que le nombreminimum visé soit déjà atteint, il y a encore quelques espaces disponibles pour les employeurs qui aimeraient participer à l’évènement. » Des emplois seront disponibles dans une variété de secteurs, y compris les secteurs des industries, des services sociaux, de la comptabilité, de la restauration et des services gouvernementaux. Les étudiants y trouveront également leur compte. Les salaires, a préciséMurielle Huneault Pilon, agente de développement, pourraient varier entre 14 et 25 $ de l’heure. « Les salaires sont intéressants et les entreprises payent bien leurs candidats », a-t-elle relevé. C’est la nouveauté cette année », a précisé Mme Huneault Pilon. Par cette démarche, le CSEPR organise, à l’intention des chercheurs d’emploi, des visites d’entreprises. L’objectif est de leur faire découvrir les sociétés, leurs besoins et leurs dirigeants. Ainsi ils pourront savoir si elles répondent à leurs attentes. À la fin de ces visites, il arrive que des candidats décrochent sur place des entrevues qui aboutissent parfois à leur embauche. Ateliers préparatoires Deux semaines avant la septième édition de la foire de l’emploi dans Prescott- Russell, des ateliers préparatoires gratuits seront offerts aux chercheurs d’emploi. « Ces ateliers, qui seront donnés tant en français qu’en anglais, visent à les aider à se démarquer de la masse et à maximiser leurs chances d’obtenir une entrevue et un emploi », a mentionné M. Roy. Les partenaires de l’évènement ont pris part à la conférence de presse. La mairesse Jeanne Charlebois représentait la Ville de Hawkesbury, le maire Guy Desjardins représentait la Cité de Clarence-Rockland alors que lemaire Robert Kirby représentait Hawkesbury-Est. Parmi les autres partenaires, on retrouve les Comtés unis de Prescott et Russell, la Commission de formation de l’Est ontarien, la Compagnie d’édition André Paquette Inc., l’Association d’investissement industriel de Hawkesbury et la Société de développement communautaire Prescott-Russell. Annual RIDE campaign leads to six accusations in Russell County
The Russell County OPP detachment con- ducted 107 RIDE checks and charged six impaired drivers during the 2017-2018 campaign. The OPP has nowwrapped up its annual Festive Reduce Impaired Driving Every- where (RIDE) campaign for the 2017-2018 holiday season, which ran from Novem- ber 24, 2017 to January 2, 2018. During this time, the OPP charged 587 drivers across the province with impaired driving. Of the 587 charged, 29 drivers were charged with drug impairment.The Russell County detachment charged six impaired drivers from the 107 checks conducted in the region. In addition to the almost-600 drivers
charged with impaired driving in Ontario, an additional 366 drivers were issued aWarn Range Suspension.This means such drivers were caught with a blood alcohol concentra- tion between .05 and .08.The OPP considers these amounts to be within the “warn range” of life-threatening driving conditions.These drivers’ licenses were suspended for three days for a first occurrence, seven days for a second occurrence, and 30 days on the third. The OPP conducted 9830 RIDE checks throughout the province this season, in com- parison to the 7343 conducted last year.The OPP placed a higher focus on the campaign this year, after 44 lives were lost in alcohol/ drug-related collisionsin 2017.

$ 10 million in child care funding for English school boards

TheMinistry of Education has announced funding for additional child care spaces. The Upper Canada District School Board and the Catholic District School Board of Eastern Ontario received, in total, almost $ 10 million. The provincial government of Ontario announced that nearly 200 schools across the province would benefit from this funding aimed at child care projects.The announce- ment was made with the purpose of helping more families access quality and affordable child care. The Ministry of Education also stated that this additional funding would allow more women to go back to work to pursue their careers – a factor which is criti- cal to closing the gender wage gap. Upper Canada District School Board The Upper Canada District School Board (UCDSB) will be receiving $ 7 .7 million in capital funding from the Ministry of Edu- cation for early years capital construction projects. This funding will allow the school board to create and sustain additional child care spaces in several schools. This money will allow for 39 child care spaces to be added to Rockland Pub- lic School – 15 toddler spaces and 24 for preschool. Russell Public School will also be receiving 15 additional spaces, all for toddler-aged children. Nationview Public

School’s funding will create 34 new spaces, 10 for infants and 24 for preschool children. Kemptville Public School will create 49 new spaces (10 for infants, 15 for toddlers and 24 for preschool children) and will also receive additional funding to construct an exten- sion to the school to support these extra spaces. Over $350,000 will be allocated for the construction of the new South Brockville
public school, which will sustain 64 child- care spaces – 10 infant, 30 toddler and 24 preschool spots. Catholic District School Board The Catholic District School Board of Eastern Ontario (CDSBEO) received a little over $1.3million for child care funding from theMinistry.This money will go towards two specific projects: one for Saint Joseph Catho- lic School in Gananoque and the other for Saint Finnan’s Catholic School in Alexandria.
The majority of the funding will go to- wards an addition to Saint Joseph, which will in turn create 15 toddler spots and 24 preschool spots. In order to create 15 tod- dler spaces, $262,000 of the funding will be aimed at renovating Saint Finnan’s. “We were very pleased with the result because we submitted these two projects,” said Bonnie Norton, CDSBEO’s Associate Director. “We were very fortunate that we got both of them accepted.”

Près de 200 écoles touchées en Ontario La récente annonce de la première ministre visait à créer de nouvelles places en garderie dans quelque 200 écoles situées sur le territoire ontarien. Plus de 8400 enfants et leur famille devront avoir droit à des services de grade d’enfants agréées, grâce à cet investissement.

Stormont, Dundas, Glengarry, Prescott et Russell auront de nouvelles places dans les garderies grâce à un investissement du gouvernement ontarien de près de 4 M$. United Way planning a monster auction in 2018

The steering committee will help guide planning of the event. “I like the concept of amonster auction,” said Mayor Pierre Leroux of Russell Town- ship. He added that it offers municipalities and others a way to clear out inventory of old but-still-useable equipment, and at the same time support a non-profit community group. Hawkesbury Mayor Jeanne Charlebois asked whether the auction would be limited to actual physical items like equipment, or if municipalities or businesses could offer credit vouchers for such things as arena ice time or other services for bid. Vaillancourt said it was something for the steering com- mittee to consider.
“I don’t rule it out,” Vaillancourt said dur- ing an interview. “Anybody who wanted to contribute something (useful) to the auction could do that.” Vaillancourt noted that the goal is to raise about $50,000 as part of this year’s overall
fundraising campaign for the CUWPR. Rev- enue from the fundraising campaign is later shared out to support community groups, programs, and services in the Prescott-Rus- sell region.

La troisième édition de la Journée des petits entrepreneurs du Conseil scolaire de district catholique de l’Est ontarien (CSDCEO) est officiellement lancée. Plus de 1400 petits entrepreneurs, âgés de 5 à 12 ans, mettront sur pied leur entreprise d’un jour au courant des mois de mai et juin, ce qui signifie que le nombre d’écoles élémentaires participantes a plus que triplé depuis la première édition en 2015. Environ 15 écoles élémentaires de la région participeront à cette initiative, dont les écoles élémentaires de Clarence Creek, Hammond, Wendover, VankleekHill, Crysler, Russell, et plus encore.
