Ce gel dure depuis 20 ans. La municipalité de Clarence-Rockland a appuyé cette requête et a demandé aux autres municipalités de faire de même. Le conseil du canton d’Alfred et Plantagenet ainsi que le conseil de Hawkesbury Est ont appuyé la demande. – Michel Lamy FONDS DEMANDÉS POUR LA FORMATION DES POMPIERS Le Canton de Champlain a demandé aux CUPR de faire pression auprès du ministère de la Sécurité communautaire et des Services correctionnels afin d’obtenir de l’aide financière pour la formation des pompiers. Les nouveaux règlements proposés par le MSCSC pourraient obliger les pompiers à suivre une formation obligatoire. Si elle est adoptée, tous les pompiers employés ou nommés à un service des incendies doivent satisfaire aux exigences obliga- toires de formation et de certification établies par la National Fire Protection Association (NFPA). Les exigences pour les pompiers, les pompistes et les éducateurs anti-incendie devraient entrer en vigueur le 1er janvier 2019.– Michel Lamy

De la pluie verglaçante, accompagnée de vents pouvant aller jusqu’à 70 km/h, ont frappé la région le lundi 16 avril, laissant plusieurs avec des pannes de courant. En tout, plus de 11 500 foyers ont été privés d’électricité dans Prescott- Russell, selon Hydro One. La plus grande concentration de foyers et d’entreprises sans électricité se trouvait dans l’est des comtés, particulièrement dans le secteur d’Embrun- Russell où plus de 5000 personnes étaient sans électricité lundi. Plusieurs rues ont été fermées à cause des poteaux et des arbres tombés. Les conséquences de cette tempête ont persisté pour plusieurs jusqu’au lendemain. Il y avait encore des pannes d’électricité le mardi 17 avril dans certains secteurs de Clarence-Rockland, d’Alfred-Plantagenet et d’Embrun. Certaines écoles ont été fermées le mardi à cause des pannes électriques, incluant l’École élémentaire catholique Du Rosaire à Clarence-Rockland, l’École élémentaire catholique Sacré-Cœur à Bourget, l’École élémentaire publique Carrefour Jeunesse à Rockland, L’École secondaire catholique L’Escale à Rockland et l’École secondaire catholique de Plantagenet. Freezing rain, with winds of up to 70 kilometers, struck the region on Monday, April 16, causing several power outages.
In total, more than 11,500 homes were cut off in Prescott-Russell, according to Hydro One. The aftermath of the storm persisted for many until the next day. There were still power outages in Alfred-Plantagenet and in Longueuil and l’Ange-Gardien. Across the Ottawa River, 50 homes remained without power in the Grenville-sur-la- Rouge area. Des employés de la Cité, ainsi que la Croix-Rouge, étaient sur place pour accueillir les gens. Le Centre communautaire d’Embrun était ouvert dans la Municipalité de Russell,
pour permettre aux gens de se réchauffer et charger leurs appareils électroniques. « Durant la journée, quelques personnes sont venues à l’hôtel de ville ainsi que dans la soirée, a dit le maire de Russell Pierre Leroux. Le monde venait pour se brancher, pour charger leurs appareils électroniques. Il fallait donner cette option à la population, on n’avait pas le choix ». Report of a gas leak from one of the properties on Spence Street near the Hawkesbury Fire Hall resulted in closure of the street during the noon-hour last Friday. The Hawkesbury Fire Department received a phone call at its Spence Street station at 12:15 p.m., April 13, about an accidental break in a one-inch natural gas supply line for Lou-Tec shop building, located west of the intersection of Spence Street and Cameron Street. Pierre Leroux is now the official Liberal candidate for Glengarry-Prescott-Russell for the June provincial election. Leroux was acclaimed, April 13, as suc- cessor to retiring Liberal MPP Grant Crack, during a riding association meeting in St. Isidore. Traditional superstition has Friday the 13 as an unlucky day but Leroux saw it as a good omen for him and a bad one for his election competition. “It’s starting off well,” he said during a brief media scrum with local reporters following his confirmation, which included welcoming speeches from veteran senior Liberals like former GPR MP and federal cabinet minister Don Boudria, and Jean-Marc Lalonde, a longtime MPP for the riding under several premiers. Leroux named two key concerns he will pursue as part of his campaign during the next few weeks. One is the upgrading of the County Road 17/Highway 174 link between Rockland and Orléans, to deal with growing worries over traffic congestion and safety along the route. The other concern is the problem with the City of Ottawa “borrowing” Prescott-Russell ambulance service units to deal with its growing number of emergency calls, rather than expanding its own ambulance service. The situation often leaves Prescott-Russell

Part of the High Street neighbourhood in Vankleek Hill will get major reconstruc- tion from below the ground up to and including the pavement, later this year. The good news is that the province is paying most of the cost. About three dozen residents and busi- nessowners from the High Street area and adjacent neighbourhoods attended an open house, April 4, at the Vankleek Hill Com- munity Centre, to view and comment on details and drawings from the public works department and a municipal engineering con- sultant, for reconstruction of a short section of High Street in the village’s downtown core. Champlain Township has contracted EVB Engineering for design work on the High Street project, which covers the section of the road, also known as Highway 34, from the Main Street intersection south towards the edge of the village. The section scheduled for reconstruction ends a short distance past the Mill Street intersection and includes the intersection with Methot Street. Public works staff and the consultants are now working out final details for the project, based on existing planning information and the feedback from the Wednesday evening open house. “We’re hoping to be able to award the (construction) tender by the end of May,” said McMahon. Last time, I took in a dozen orders and garnered additional business from referrals”, said the smiling artisan. Anik Séguin exhibited at the fair for a third time. “The (special) events aren’t on the streets, per se,” said McMahon. “It’s just a matter of moving the traffic around.” McMahon’s staff is working on plans for a traffic detour schedule for the area once road reconstruction starts.
The provincial government has approved an infrastructure grant worth about $3 million towards most of the cost of the High Street project. The final figure for the township’s minority share depends on details of the final design.

The mayors on counties council are angry that the provincial government failed to include the rural viewpoint in the new mandatory certification process it created for municipal fire departments throughout the province. Mayor Gary Barton of Champlain Township raised the issue during the March 14 com- mittee of the whole session of the United Counties of Prescott-Russell council (UCPR). The March 11 deadline for comment on the process has already passed but, he noted, that should not stop rural municipalities like his and county councils from lobbying the province for some kind of revision that will at least help rural municipalities cope with the potential financial impact. i8FTIPVMEBMMCFDPODFSOFECZUIJT u
The provincial government has created a new certification process it plans to make mandatory for firefighters in Ontario. The pro- cess includes guidelines for specific training courses that firefighters must complete as part of their initial certification and follow-up recertification. The provincial certification system pro- posed will include a grandfathering clause to cover existing firefighters who have already undergone various training programs over the years they have been with their local fire departments.
