Controverse sur la dénomination d’un chemin
Pour sa part, le maire de Clarence- Rockland, Marcel Guibord, considère que le problème ne relève pas du nom du chemin. Il pointe plutôt du doigt des lacunes dans le système 9-1-1. « Nous payons pour avoir un service bilingue. Je suis d’accord avec vous que votre situ- ation a été pénible parce qu’il n’y avait pas quelqu’un de bilingue. Ce n’est pas la première fois que ça arrive et il faut que ça cesse. » Alain Masson ne demeure toutefois pas convaincu qu’une amélioration du service bilingue garantira la sécurité des gens dans ce secteur. Il souhaiterait que le nom du chemin tienne compte du tra- versier. « S’il y a une personne prise dans une tempête ou qu’il y a de la brume, une chose qui peut bien identifier le chemin c’est le traversier; tout le monde connaît bien le Ferry », a affirmé M. Masson. De son côté, le conseiller Michel Thiv- ierge propose une solution bien simple, soit celle de conserver la mention Tra- versier/Ferry au-dessus du nom Onésime Guibord. « Cela se fait déjà à Bourget pour le centre communautaire. C’est pour guider les gens », a-t-il mentionné. Quoiqu’il en soit, le conseil a décidé d’aller de l’avant avec la proposition du Comité consultatif du patrimoine pour le nom Onésime Guibord. Toutefois, les ci- toyens bénéficient d’une période de 21 jours pour contester ou apporter leurs suggestions. La décision doit être prise au mois de septembre.

ROCKLAND | La dénomination du chemin menant au traversier dans le secteur de Clarence Point génère une controverse à la Cité de Clarence-Rockland. Le chemin en question est sans nom depuis sa créa- tion au début des années 90. Le Comité consultatif du patrimoine, chargé de proposer un nompour le chemin, a récemment arrêté son choix sur le chemin Onésime-Guibord, et ce, au mécontente- ment de certains citoyens comme Alain Masson. Ce dernier se sent directement interpellé par ce dossier qui, cet hiver, a mis sa vie en péril, explique-t-il. De fait, Alain Masson fut une des personnes impliquées dans l’incident survenu le 24 février dernier sur la Rivière des Outaouais qui a coûté la vie à Michel Hudon. La réalité aussi, c’est que le chemin est un endroit à haut risque » - Alain Masson Selon M. MESSAGE DU MAIRE USINE D’ASPHALTE Ce message s’adresse à tous ceux et celles qui sont concernés par le projet de l’usine d’asphalte. Au point de départ, il est important de souligner que la compagnie PB Paving & Landscaping a soumis une demande d’amendement au Plan officiel des Comtés Unis de Prescott et Russell et que cette demande est combinée à une modification au Règlement de zonage du Canton. Le Conseil du Canton ne peut pas modifier la catégorie de zonage d’une propriété sans que celle-ci soit conforme à l’affectation du Plan officiel. Le processus de consultation prévu par la Loi sur l’aménagement du territoire, pris en charge par les Comtés, a débuté avec le dépôt de la demande complète le 13 juin dernier et la réunion publique, qui a pour but de présenter la demande et les enjeux, a eu lieu le 16 juillet suivant. Les membres du Conseil ont reçu une copie de l’avis de la réunion publique lors de la réunion du comité plénier du 26 juin et le Conseil a pris connaissance de la demande au même moment que tous ceux et celles qui ont assisté à la réunion publique. Le but de la réunion publique consiste à recueillir les commentaires de la population et le message transmis a été clair. Plusieurs personnes ont critiqué mon attitude, celles du Conseil et de l’administration lors de cette réunion publique. D’autres étaient convaincus que le projet de l’usine d’asphalte était chose faite ou que le Conseil était complice avec les promoteurs du projet. Je tiens à vous rassurer qu’il n’en est rien. Toute demande d’amendement au Plan officiel et au règlement de zonage peut faire l’objet d’une objection par un contribuable ou un promoteur et être portée devant la Commission des Affaires municipales. Les commentaires qui peuvent être émis par moi, les membres du Conseil et l’administration en réunion publique peuvent être utilisés pour ou contre la municipalité lors de l’audience de la CAMO. Pour ces raisons, moi, les membres du Conseil et l’administration devons demeurer impartials devant la situation. C’est malheureux, mais le système est ainsi fait. Nous ne pouvons nous permettre d’exposer la municipalité à des risques de poursuite alors que le processus de consultation est à peine enclenché. Avant de pouvoir prendre une décision éclairée, le Conseil doit être informé de tous les aspects de ce projet. La position du Conseil doit être fondée sur des arguments urbanistiques solides si elle est pour être débattue avec succès devant la Commission. Je sympathise avec tous ceux et celles qui sont touchés par ce dossier. À ce moment, je ne peux que vous encourager à avoir confiance dans le processus de consultation démocratique en place. Sincèrement, Jean-Yves Lalonde, Maire MESSAGE FROMTHE MAYOR ASPHALT PLANT This message is intended for everyone concerned by the proposed asphalt plant. First of all, it is important to stress the fact that the company, PB Paving & Landscaping, has filed an application to amend the United Counties of Prescott and Russell Official Plan and that this application is combined to an application to amend the Township Zoning By-Law. The Council of the Township cannot change the zoning category of a property if this category is not in compliance with the Official Plan designation. The consultation process prescribed by the Planning Act started with the filing of a complete application on June 13th and the public meeting for the purpose of presenting the application and the issues at hand was held on July 16th. Members of Council received a copy of the notice of the public meeting at the Plenary Committee meeting held on June 26th and Council was informed of the application at the same time that everyone else attended the public meeting. The purpose of the public meeting is to gather the comments of the population and the message received is clear. Many individuals have criticizedmy attitude, the Council and the administration during this public meeting. Others were convinced that the asphalt plant was a done deal or that Council was involved in some way with the promoters of the project. Let me reassure you that it is not the case. All applications to amend the Official Plan or the zoning by-law can be appealed by a taxpayer or a promoter and be brought before the Ontario Municipal Board. Any comment made by myself, a member of Council or the administration during a public meeting can be used for or against the municipality during the OMB hearing. For these reasons, myself, the members of Council and the administration must remain impartial in the situation. It is unfortunate, but that’s how the system works. We cannot expose the municipality to a potential risk of a lawsuit when the public consultation process has just started. Before taking an educated decision, Council must be informed of every aspect of this project. The Council’s position must be supported by sound planning arguments in order for it to be successful before the OMB. I sympathize with everyone concerned by this project. Félicitations de votre réponse publiée dans le journal Vision du 16 août 2012 et d’avoir exposé leurs mensonges. Si, comme vous dites, il n’y a eu aucune demande d’accès enregistrée au Palais de Justice à l’Orignal, ni auprès de la PPO... donc Stéphane Lalonde a clairement encore inventé des choses! Un autre exemple illustrant clairement que le lecteur ne peut pas se fier à la véracité des propos retrouvés dans cette publication. Je tiens à vous assurer qu’une majorité des citoyens de Clarence-Rockland a compris leur jeu, sans pour autant avoir bien saisis la source du conflit éternel entre « les clans ». Je vous souhaite courage dans l’affrontement des attaques contre vos accomplissements professionnels en tant que maire ou député et, contre votre intégrité. Une réputation, c’est quelque chose de fragile car les gens ne prennent pas toujours le temps d’étudier la vraisemblance des faits. Peu importe le clan concerné, certains d’entre nous défendrons toujours l’intégrité. C’est de notre faute qui en un qui a fait son lit?

Les Jeux paralympiques, parents pauvres des Jeux olympiques
Lors des Jeux Paralympiques de 2006 à Turin, Italie, Marc Dorion de Bourget s’est fait con- naître de toute la population de la Cité Clarence-Rockland, des Comtés-Unis de Prescott et Russell, de l’Ontario et même du Canada. Ce jeune garçon de seulement 5’0’’ et d’à peine 140 livres, né le 22 juin 1987, faisait partie de l’Équipe canadienne de hockey-luge qui a remporté la médaille d’or aux Jeux Olympiques, section Paralympique. Ce jeune défenseur possède des statistiques assez éloquentes en date de février 2010. En 95 parties jouées il avait amassé 60 points avec ses 25 buts et ses 35 passes et aucune minute de punition. Pour un petit défenseur, c’est plus que remarquable. En 2010 lors des Jeux paralympiques à Vancouver, au Canada il a compté 5 buts malgré le fait que l’Équipe canadienne ne se soit classée qu’en quatrième place, donc hors de la ronde des médailles. Peut-on imaginer le nombre de compagnies qui l’auraient approché pour des comman- dites si cette médaille d’or aurait été obtenue lors de Jeux olympiques au lieu des Jeux Paralympiques ? Cette année, de nouveau il y aura les Jeux paralympiques, à Londres à la fin du mois d’août 2012. La région de l’Est de l’Ontario et en particulier les Comtés-Unis de Prescott et Russell est choyée avec deux athlètes qui représenteront deux disciplines différentes. Une jeune nageuse de Russell, Brianna Jenneth McNeill et M. Patrice Dagenais d’Embrun, mem- bre de l’équipe de rugby en fauteuil roulant, vont certainement nous rendre fiers d’eux peu importe le résultat final. À moins d’être nous aussi des athlètes de ce calibre, nous pouvons difficilement nous faire une idée de tous les efforts et les sacrifices durant de nombreuses années pour parvenir enfin à une telle participation émérite. Rockland | The engineering consultant firm hired to do a review on four-lane expansion of the highway connection between Rockland and Ottawa won’t be holding formal public meetings on the topic until early next year. But the firm’s project manager welcomes any and all comments from interested parties right now through the Internet. “We’ve only just started,” said Valerie Mc- Girr, a professional engineer with Aecom, the primary firm contracted for the envi- ronmental assessment (EA) review on the County 17/Highway 174 four-lane project. “But we’re always interested in hearing any- thing to do with existing conditions.” Aecom has sub-contracted with Dalcan, another engineering firm with extensive experience in EA reviews on major highway expansion and design plans, for the County 17/Highway 174 review. The EA process is slated to run for two-and-a-half years of in- formation gathering and study before the firms make their final report to the United Counties of Prescott-Russell (UCPR) and the City of Ottawa. The four phases of the EA that Aecom and Dalcan are in charge of concern: identifying the situation, problems, and opportunities, followed by proposing alternatives to four- laning of the highway to deal with traffic needs, then outlining the various design options for either four-laning or alternative solutions, and then providing a final report with recommendations on the best-case scenarios. Final decision whether to accept and put the report recommendations into action will be up the UCPR and Ottawa and the provincial and federal governments which are providing the main financing for any upgrades and/or expansion of County Road 17 and Highway 174. McGirr reported her people have begun researching existing information that the UCPR and City of Ottawa have on the sec- tions of County Road 17 and Highway 174 between Rockland and Orléans. She ex- pects the first general public consultation session, involving both stakeholders and area residents, will be early in the winter in 2013. For now, Aecom has taken over manage- ment of a website that the UCPR created to inform residents in the region about the highway expansion project. Road to Rock- land, at www.roadtorockland.com, has an online comments section that McGirr urges interested individuals and groups to use to provide early feedback and information on issues and concerns for the EA review. She
noted that for an EA process, the definition of the word “environmental” is very broad. “Everything from the natural environ- ment to the social environment,” she said, adding that economic factors, cultural con- cerns, archaeological sites, and other items of interest may also be included. “This is a very long study area, and very complex,” she said. “We need to know ev- erything.”

The Upper Canada District School Board (UCDSB) issued a notice that its schools will be open on Sept. 4. The UCDSB is in the midst of talks with teacher unions but Education Director Da- vid K. Thomas said that will not mean a late start to the new term. “Some people may believe that schools
won’t be open because we don’t have col- lective agreements with our teachers, and that is simply not true,” Thomas stated. “We continue to follow the legal process by bar- gaining with all of our employee unions, and that negotiations will continue for several months before we reach a final con- tract.”

Le document mentionne les noms des demandeurs, Jacques Archambault et Jean-Claude Marinier. « Ça va mettre au clair ce qu’est un conflit d’intérêts », a confié M. Marinier. « [...]vos démarches pour- raient être perçues comme diffamatoires et il pourrait y avoir des conséquences ». - Raymond Serrurier Raymond Serrurier a réclamé une copie du document adressant du même coup un ultimatum. « Monsieur Marinier, vos démarches pourraient être perçues com- me diffamatoires et il pourrait y avoir des conséquences ». Le conflit émanerait du fait que le fils de M. Serrurier est employé de la firme Levac, Robichaud, Leclerc qui offre ses services à la municipalité. À cet effet, lors de l’assemblée ordinaire du 11 juin, le citoyen Jacques Archambault avait exigé la démission du conseiller du quartier 4.
M. Archambault avait alors indiqué dans une lettre : Il fut récemment porté à mon attention que votre fils travaille pour la firme Levac, Robichaud, Leclerc. The mayor noted that Hydro One issues notices to local media and its customers when it plans temporary service interrup- tions as part of its upgrade and mainte- nance schedules. He wonders why Bell Aliant cannot provide the same courtesy. A Bell Aliant email in response to a call from the Vision stated that the company is aware of the problem with Curran’s phone and Internet service and that technicians are sent out to deal with each report. The company noted that the Curran area has
had several recent severe lightning storms that caused power failures. Bell Aliant has backup battery systems to maintain service during power outages but technicians dis- covered some of the battery backups serv- ing the Curran area were not as strong as they used to be. Those batteries have been replaced.
Some householders find their phones have no dial tone at all while others hear a loud crackling over the line but are still un- able to put a call through or hear anyone who might be calling them. Left alone nor- mal phone service resumes after a period of time but there is no guaranteed time limit to the loss of service. Mayor Lalonde is concerned how the sur- prise loss of service could affect the 300 to 400 households in the village area should residents need to call for fire, ambulance
Curran | Phone service has been uncer- tain for some households in the village of Curran and surrounding area for the past few weeks. It’s prompted Mayor Jean-Yves Lalonde to page Bell Aliant. “I’m worried,” said the mayor for Alfred- Plantagenet Township during a phone in- terview. “If you have any (phone) problems for emergency services, you’re in a bad way.” The mayor has received complaints from some residents in the Curran village area

Toronto | The provincial government has a new assistance program for municipali- ties needing financial help with some in- frastructure projects. The program also comes with a new mandatory rule for ap- plications. The new Municipal Infrastructure Strat- egy (MIS) demands municipalities that ask for provincial aid with their infrastructure projects to show how these project fit into an overall and comprehensive asset man- agement plan for the community. The aim of these asset management plans is to help municipalities “make the best possible deci- sions about building, operating, maintain- ing, renewing and replacing” infrastructure using long-term planning, according to a government news release. The province will provide more than $60 million over the next three years for the MIS. A maximum of $9 million will go towards helping municipalities prepare their asset management plans. The rest of the money will go towards “critical projects” identified in those plans. The focus of the fund is on small rural and Northern Ontario municipalities with infra- structure and assets serving populations of less than 20,000 for lower-tier and less than 50,000 for upper- and single-tier based on provincial ranking guidelines. Local service boards for water and waste disposal sys- tems are also eligible. Under the MIS guidelines seven munici- palities in the Glengarry-Prescott-Russell riding may be eligible for aid grants. They are: the townships of Alfred-Plantagenet, Russell, East Hawkesbury, and North Glen- garry, Casselman village, The Nation mu- nicipality, and Hawkesbury. Application deadline for eligible communities is Oct. 22. The City of Clarence-Rockland is not on the list because, according to information emailed from the Ministry of Infrastruc- ture, the city has been a past recipient of $8.9 million in capital stimulus funds for the drinking water system expansion proj- ect for outlying rural villages, $750,000 for rehabilitation of Bouvier Road, $6.8 million in recreational infrastructure funding for the new municipal arena, and more than $600,000 for watermain and roadwork up- grades in Bourget. The city has also received during the past decade $1.6 million under the Investing in Ontario Act program, $1.5 in provincial gas tax grants, and more than $1 million in municipal roads and bridge aid funding.

Sur la scène policière Bruit ROCKLAND – La Police provinciale de l’Ontario (PPO), détachement de Russell, s’est rendue, le 13 août, à la Caisse Populaire Trillium de Rockland à la suite d’une plainte concernant le bruit. Un automobiliste faisait crisser les pneus de son véhicule. Roger Brisebois d’Orléans a été accusé selon la Loi sur l’entrée sans autorisation et a reçu un avis d’infraction provinciale. Méfait ROCKLAND – Le 18 août, la PPO s’est rendue dans le coin des rues Sandra et Beaumont. Sur les lieux, les gens se plaignaient de méfaits commis à une propriété. L’enquête, réalisée par l’agent Montpetit, a mené à l’accusation de deux personnes. James McKenna, âgé de 18 ans, de Clarence-Creek et Jordan Charbonneau, âgé de 18 ans de Clarence Creek, ont été accusés selon la Loi sur l’entrée sans autorisation et ont reçu un avis d’infraction provinciale. Violence EMBRUN – Les policiers du poste d’Embun ont répondu à un cas de violence domestique sur la rue Notre- Dame le 13 août. Louis Bisson, âgé de 28 ans, d’Embrun, devra répondre à une accusation pour avoir proféré des menaces de causer la mort ou des lésions corporelles. Entrée par effraction CASSELMAN – Le 16 août, l’agent Lacroix s’est rendu sur les lieux d’une entrée par effraction au Centre d’éducation pour Adultes. Des individus se sont introduits dans le centre et ont volé du matériel. Toute personne détenant des renseignements sur cet incident est priée de joindre l’agent Lacroix au poste d’Embrun au 613 443- 4499.
Le conseil d’Alfred-Plantagenet veut une nouvelle étude Usine d’asphalte
hydrologique. Les impacts des activités proposées sur la nappe phréatique, leur in- cidence sur les réseaux d’eau souterrains et les effets des eaux de ruissellement, entre autres, sont autant de facteurs qui doivent être étudiés, à leur avis. Une opinion qui est maintenant partagée par le conseil. Ils étaient d’ailleurs fort nombreux lors de cetteaudience. Le regroupement a transmis plusieurs questions, dont certaines posant sur le zonage actuel. L’administration du canton s’emploie à y trouver des réponses.
Par ailleurs, le maire Jean-Yves Lalonde a ré- digé une lettre sur le site web du canton et dans les journaux locaux pour préciser sa po- sition, celle du conseil et de l’administration. La date pour la tenue d’une seconde réunion publique sur le sujet a été fixée au 10 septembre

WENDOVER | Sans les résultats d’une étude hydrologique, Alfred-Plantagenet ne donnera pas son aval au changement de zonage pour le plan d’asphalte. Rappelons que l’entrepreneur local PB Paving & Landscaping a soumis une de- mande de changement de zonage mu- nicipal ainsi qu’une demande de modifi- cation au Plan officiel des Comtés unis de Prescott et Russell afin de construire un plan d’asphalte sur le lot 18 de la Conces- sion 2 à Plantagenet. Une résolution, adoptée lors de la réunion du conseil municipal du 13 août à Wendo- ver, apporte qu’une telle étude est néces- saire pour prendre une décision éclairée. S’appuyant sur les particularités du terrain visé et les responsabilités vis-à-vis la Loi sur l’eau saine de l’Ontario, notamment, la réso- lution oblige donc maintenant à la produc- tion d’une étude hydrologique indépen- dante pour qu’une décision soit prise. La date pour la tenue d’une seconde réunion publique sur le sujet a été fixée au 10 septembre lors de cette même séance. La municipalité devra rendre sa décision au début d’octobre, soit 120 jours après le dépôt de la demande du promoteur pour être conforme aux exigences de la loi. Les Comtés unis ont 180 jours pour se prononcer.
