Police warn about online extortion scam

The OPP is investigating two separate and unrelated extortion reports in the Eastern Ontario region.The common link between the two cases is they involve exploitation through social media. In one case, the victim began a relation- ship with someone theymet through a social media website.The suspect then claimed he was able to access intimate photos stored on the victim’s phone and threatened to forward those photos to the victim’s fam- ily and friends unless payment was made through a money transfer service. In the other case, the victim was per- suaded to perform a sexual act in front of a webcam for the suspect to watch. The victim was then told the entire scene was videotaped and that the video would go to family unless money was paid through a
transfer service. This type of extortion is known as “sextor- tion” and has become a common computer scam. Often victims are too embarrassed to report thematter to police and, instead, meet the demands of the extortionist. In most cases of extortion, the demands never stop until the victim is bankrupted and forced into alternative methods of keeping the se- cret still secret. Police urge people who use social media to be careful about who they add to their “friends” list, and also do not be fooled or persuaded into undressing or performing any intimate acts in front of a webcam. Report attempts at fraud or extortion to the police, or to the Canadian Anti-Fraud Centre at, toll-free 1-888-495-8501.

Mayors quiz Enbridge Gas rep on future plans

Themayors on counties council hope they might soon have some good news to report about the chances of natural gas becoming a future fuel option formany homeowners in their municipalities. SteveMcGill of Enbridge Natural Gas sat down with the United Counties of Prescott- Russell (UCPR) council during its Oct. 28 re- gular session to provide an update on where the company is on its plans for expanding natural gas services into EasternOntario. He noted that, during the past year-and-a-half, the provincial government has shown “a strong interest” in helping natural gas outfits extend their services into rural communities. This past February, the Ontario Energy Board (OEB) sent out invitations for proposals to revise the economic feasibility guidelines which have prevented Enbridge, Union Gas and others from considering many new expansion projects because they were not financially viable. “We will be filing an application either later this year or early next year,”McGill said, adding that Enbridge planned to test how the revised guidelines would work.
The project Enbridge has inmind is out- side of the Five Counties region but if it works out, McGill noted, then the company will start reviewing its past reports on possible service expansion into EasternOntario com- munities. “Some of them in your jurisdiction,” McGill said. Several mayors expressed delight at the news, noting that there have been several petitions inThe NationMunicipality, Alfred- Plantagenet Township, and East Hawkesbury Township about natural gas service exten- sions from the existing Enbridge mainline running through the counties. “We are the onlymunicipality in Prescott- Russell without access to natural gas,” said UCPRWarden Robert Kirby, mayor for East Hawkesbury. “Can we have some discussions, some one-on-one talks?” asked Mayor François St-Amour ofThe Nation. “We have some big farm outfits around our villages. They’d be big customers.” Alfred-Plantagenet TownshipMayor Fer- nand Dicaire also invited McGill and other

Enbridge officials to meet with his council during one of its committee of the whole sessions to talk about a possible natural gas extension to the Village of Curran and other related issues. McGill noted that both the villages of Saint-Isidore in The Nation and Curran in Alfred-Plantagenet Township are “right on the margin of qualifying” as possible new service extension projects for Enbridge under the revised OEB guidelines. Hawkesbury Mayor Jeanne Charlebois asked whether there would be any provincial funding grant aid to help Enbridge with any of its expansion proposals. McGill noted that the province has indicated it will provide $230million in loan funding and $30million in grants-in-aid for natural gas service exten- sion projects but that money is not available in the 2015 provincial budget though it may
be part of the 2016 budget. He added that provincial officials have also indicated natural gas outfits should work through the OEB application process first to determine “how little of that (support) money they might need to spend” so that both the loan and grant funds are available for community extension projects which are on the edge of economic feasibility under the new guidelines. The revised guidelines now include a “community expansion surcharge” which may be applicable to a project. McGill des- cribed it as “one-time lump sum payment” by customers that would be part of their monthly service bills and could amount to between $400 to $500 a year spread over a period of from five to 10 years depending on the size of the project.

Violence, drogue et conduite en état d’ébriété ACTUAL I TÉ • NEWS La Police provinciale de l’Ontario (PPO), détachement Russell, n’a pas chômé à la fin du mois d’octobre. Elle enquête sur différents accidents après avoir répondu à 192 appels entre les 25 et 31 octobre. Les agents de la PPO ont également ré- pondu à cinq appels de violence conjugale, deux agressions, deux dossiers par rapport aux drogues et trois conducteurs en état d’ébriété. Ils ont enquêté sur cinq dossiers de vio- lence conjugale. Une femme a été accusée à ce sujet pour agression sur son ex-petit ami, à l’école. L’accusée, âgée de moins de 18 ans, ne peut être identifiée. Le 28 octobre dernier, Richard Bégin, 32 ans, de Limoges, a été arrêté et accusé de conduite en état d’ébriété avec 80mg d’alcool dans son sang. Il a été relâché avec promesse de comparaître à la cour de L’Orignal le 18 novembre prochain. À environ 2 h, dans la nuit du 29 octobre, un agent de la PPO a été appelé sur les lieux d’une collision impliquant une camionnette d’une demi-tonne sur l’autoroute 417. Le constable Sean Byrne s’est rendu sur les lieux et a ouvert une enquête qui a révélé que le conducteur était intoxiqué. Scott Beauregard, un Ottavien âgé de 33 ans, a été arrêté et accusé de conduite avec facultés affaiblies, avec plus de 80 mg d’alcool dans son sang. Son véhicule a été confisqué pour une période de sept jours. F A I T E S 10 ANS DE MOINS EN 2 MINUTES

The revised budget will come back to counties council later in November for review and possible approval, depending on the results of the administration review. Counties council also asked staff to find a way to allow for a further increase of $250,000 in the budget for the Roger Séguin seniors retirement home. The Clarence Creek facility already has an allocation of $250,000 in the current 2016 budget proposal. But counties council received a letter from the facility director asking for a further increase to help deal with provincial government demands for upgrades.
The preliminary report suggested a two per cent increase in the counties’ budget. The mayors on counties council favour zero per cent but are willing to split the difference. The United Counties of Prescott-Rus- sell (UCPR) council voted during its Oct. 28 regular session in favour of a one per cent increase to the proposed 2016 budget. Council has now directed administration staff to review the preliminary budget report and see where cuts and savings might be possible to achieve that goal.

Ombudsman closes file on Russell council case

Ontario’s Ombudsman has closed the file on a complaint that Russell Township council violated the guidelines for holding a closed session. A copy of the complete report is included in the agenda package for council’s Nov. 2 regular session and is available to view online through the municipal website at www.russell.ca. The report, comments and recommen- dations from Barbara Finlay, the acting Ombudsman, concerns a complaint filed about a closed session of council on June 1 this year.The complaint alleged that closed session was illegal because council dealt withmatters that did not fall under the gui- delines for in-camera sessions. The Ombudsman report noted that du- ring the closed session that followed the regular open portion of council, mayor and councillors heard and watched a presenta- tion on the rebranding exercise for Russell Township, including viewing a proposed new logo and slogan for the municipality. Prior to the start of the presentation, noted the Ombudsman’s report, Mayor Pierre Le- roux had told councillors they could take

The report also stated that the open ses- sion of council, both before and after a closed session, should be always available to the public by webcast. Dog Control review committee Russell Township dog owners ordered to muzzle their pets will soon have an appeal process to plead for clemency. Council appro- ved a recommendation from administration for creation of a Canine Control Review Com- mittee as allowed for under the Ontario Municipal Act for municipal animal control needs. The committee will hear appeals from dog owners who have been ordered to keep their pets muzzled when outside because of concerns for public safety. Right now, there is one case pending of a resident who in July this year was ordered to muzzle his dog. The dog owner has asked to appeal the order but time is needed to set up the committee. To help the dog owner gain a quick resolution to his pet’s plight, council itself has agreed to hear the matter during a special session later in November. – Gregg Chamberlain

Members of the Russell Curling Club are rolling out the red carpet to welcome a group of very special guests and masters of the game. The 2015 Scottish Women’s Curling Tour is coming to town. The ScottishWomen’s Curling Tour is part of a longstanding sports tradition between Scotland and Canada. Since 1955 and rota- ting on a five-year basis, the Canadian and Scottish women’s curling teams go on tour in each other’s country.This is similar inter- national tour tradition for the ScottishMen’s Curling Rink, known as the Strathcona Cup, and which visited Russell in January 2013. This year is the turn of Scotland’s national women’s team to visit Canada for a three- week period and Russell is again on the itinerary as one of 24 clubs nominated to welcome and entertain the group. During their stay in Canada, the rink will visit with curling clubs in Québec and Onta- rio, including Northern Ontario. A highlight
of each visit will be a friendlymatch between the Scottish team and local curlers. The Russell Curling Club and its mem- bers are on the current tour schedule and members are organizing a welcome for the Nov. 14 arrival of the team to the village.The estimated time for the rink’s arrival is 1:30 p.m. so the opening ceremony for welco- ming the group is scheduled for 2:30 p.m., and will include a group photo opportunity for local curling fans. A dinner with the group is set for 5:30 p.m. to allow a bit of rest and relaxation before the tour moves on around 7:30 p.m. and heads west to Gananoque and theThousands Islands district as part of the scheduled itinerary. Les 550 élèves ont donc accueilli l’équipe de Pierre Lavoie qui s’est déplacée pour la première fois à l’extérieur de la province québécoise. « La mission du Défi des cubes énergie est de faire découvrir aux enfants le plaisir de bouger dans un défi qui n’est pas une compétition. On encourage beaucoup les enfants à inclure leurs parents et grands- parents dans cette activité », a expliqué la responsable de la Tournée des écoles et du Défi des cubes énergie, Julie Lafontaine. Pendant quelques semaines, les élèves, le personnel et les parents de l’école ont accumulé des cubes pour chaque 15minutes d’activité physique. Le but était bien simple :

Zombies invade Russell’s streets

La soirée a permis d’amasser plus de 5500 $ qui seront versés à la Fondation du cancer du sein d’Ottawa. Dr. Frederick Frankenstein (Scott Tomlinson) has succeeded in following in his famous ancestor’s footsteps by creating life in the laboratory. However, there does seem to be at least one critic (Dave Rama) to his achievement.

It is almost Halloween. Scott Tomlinson and Dave Rama are both spending their free weekend time boning up on their dialogue and working on their dance steps so they can do a good job of bringing to life Dr. Frankens- tein and his Monster when the curtain rises later next month on the Russell Association of Performing Arts (RAPA) production of Young Frankenstein : The Musical. It’s not the first time the two local thes- pians have worked together.They were both part of last year’s production of «13», with Tomlinson playing in the band and Rama serving as the musical director. They were also both in «GeorgeWashington Slept Here» inminor roles.This time they’re in the spot- light as the two most important characters in Mel Brooks’ musical reimagination of the Mary Shelley classic tale of human and inhuman terror and temerity. «The challenge is balancing themusic and also the script,» said Tomlinson, who counts on his background as amusician to see him to success in presenting Dr. Frankenstein to the audience. «For me, getting the story across in a musical is easy.» Tomlinson smiles when he admits that the dance scenes, including the one featu- ring Dr. Frankenstein and his creation, might be a bit more problematic. «Yeeeah, the dancing’s okay.» At least he doesn’t have the same kind of footwork problem as Rama does. The five- foot-nine actor has to wear Boris Karloff-style size 13 boots with lifts to raise him to the six-foot-three height of the Monster. The first challenge was learning to walk in those boots. The good thing is he can settle for a

Tomlinson is suited to play the role of a scientist, even a mad one, since his real job is as an environmental scientist, specializing in contaminants, working for the federal government. There is a big gap between his last real acting role, as a robot in a Grade 5 school play, to when he joined RAPA a couple years ago. «I’mamusician, with a local band, Front End, so it’s not a really big stretch,» he said, smiling. «I’ve got a very outgoing persona- lity. I’ma natural ‘character’, or somy family tells me.» Rama is a director with Telus Health. He became part of RAPA thanks to another of his co-stars on Young Frankenstein, Kevin Kennedy, who plays Igor, the hunchbacked assistant to the mad doctor. Kennedy was involved in amurder mystery project which piqued Rama’s interest. «I used to do a lot of impro in middle school,» Rama said, «back at Emily Carr in Blackburn Hamlet.» Rama prefers doing comedy and when he auditioned for Young Frankenstein, he hoped to land either the part of theMonster or Igor. «I love comedy,» he said. «It’s fun to en- tertain people and make them laugh. It’s a wonderful release.» Young Frankenstein : The Musical goes on stage at the Russell High School gym theatre Nov. 25 to 28. Details on show times and tickets are at www.rapa.ca.
