La candidate s’est inclinée en indiquant que son souhait était avant tout de faire partie de l’équipe qui ramènera le Parti libéral dans la circonscription et que M. Drouin pouvait compter sur elle. «J’aimerais bien que Francis nous tende la main parce que nous avions des équipes fortes, de nouvelles personnes, beaucoup de sang neuf et de la belle expertise, a déclaré Mme Patenaude qui, bien que déçue, a qua- lifié l’expérience d’enrichissante. Pour sa part, Jacques Taillefer s’est dit surpris que l’Association libérale de GPR n’ait pas organisé de débat pendant la cam- pagne. Il estime que sans débat, «ça devient très difficile de générer de l’intérêt dans la population. Si on veut qu’une plus grande part de citoyens s’engage, on a vraiment besoin de changement de fond dans le sys- tème d’investiture. Si on pense que dans GPR, il y avait environ 85 700 personnes éligibles et qu’on a produit environ 1400 membres dont moins de 50% sont venus voter, je dis qu’il faut changer le proces- sus.» Il a ajouté ne pas être pas amer pour autant. «Je suis bien heureux d’avoir eu cette grande chance et de m’être qualifié comme candidat. Si on fait appel à mes services, je serai heureux d’aider et je me rends disponible (…).» Lors de la dernière campagne à l’inves- titure du Parti libéral fédéral dans GPR, 1900 cartes de membres avaient été achetées et le taux de participation avait été d’environ 60%. Les prochaines élections fédérales sont prévues pour octobre prochain.
C’est le candidat Francis Drouin, de Hawkesbury, qui a remporté l’investiture du Parti libéral dans Glengarry-Prescott- Russell (GPR) en vue des prochaines élec- tions fédérales. Il a défait les candidats Estelle Patenaude, d’Embrun, et Jacques Taillefer, de Rockland. Entre 13h et 17h, le dimanche 18 janvier, 675 membres du Parti libéral de GPR (sur 1400 membres en règle) se sont rendus à la salle de l’aréna de Saint-Isidore pour exer- cer leur droit de vote, soit un taux de par-
ticipation d’environ 50%. Les résultats, par contre, n’ont pas été dévoilés publiquement. Notons par ailleurs qu’il y avait environ 150 membres en règle avant le début de cette course à l’investiture. Sous les applaudissements, Francis Drouin a pris la parole en remerciant son équipe et, plus particulièrement, son gérant de campagne, Jason Golden, ainsi que son père, Yves Drouin, qui ont participé au suc- cès de cette campagne. Le nouveau candidat s’est engagé à travailler encore plus fort.
«Le travail ne fait que commencer et il y en a beaucoup à faire, surtout pour un candidat qui n’a pas le comté, a déclaré M. Drouin. Je vais faire beaucoup de porte-à- porte, c’est certain. Aussi, le Parti libéral va sortir une plateforme et je vais me faire un devoir de bien la faire connaître. Et comme je l’ai dit pendant ma campagne, je veux faire entendre les préoccupations de Glengarry- Prescott-Russell. Je pense que, parfois, c’est le rôle du député de parler plus fort pour se faire entendre. Je pense, entre autres, à nos agriculteurs à qui M. Harper tient un double discours. Il dit d’un côté qu’il appuie la gestion de l’offre et il dit en même temps qu’il pourrait y avoir des compensations si ça ne passe pas. Quand tu crois vraiment en quelque chose, tu le défends et c’est ce que je veux faire. Je suis confiant aussi parce que M. Trudeau apporte aux gens une vision qui rassemble, qui memet pas les candidats l’un
New anti-smoking campaign Following fast on the heels of the provincial government’s revision and expansion of its anti-smoking regulations for Ontario, comes a new partnership campaign between the Champlain Local Health Integration Network (LHIN) and regional health units in Eastern Ontario. The LHIN, the three health units and the University of Ottawa Heart Institute joined forces to create the I Quit program, to help smokers kick their nicotine habit. Details on the program are available through the LHIN and the regional health units. The regional health units will also be working with local municipalities on new signage placement around public parks, playgrounds, sports fields, and other sites that help enforce the new provincial anti-smoking regulations.

liés aux appels de service. Les appels de service représentent les cas où les agents doivent se rendre sur les lieux. Ainsi, à partir de ce système, un nou- veau coût annuel par propriété a été établi pour chaque municipalité. L’écart entre ce coût et celui de 2014 constitue pour certains une augmentation, pour d’autres, une réduction. La hausse sera appliquée graduellement à raison de 40$ par proprié- té, jusqu’à ce qu’il y ait équivalence entre 2014 et le nouveau coût. Les réductions elles, se feront à raison de 30$ par année par propriété. L’écart doit être comblé en quatre ans, ce qui fait que le montant de l’ajustement sera fixé en fonction de cet objectif en 2019.
Par exemple, pour une ville dont le coût annuel par propriété était de 100$ en 2014 et dont le nouveau coût serait établi à 320$, la facture de 2015 serait basée sur un coût de 140$ par propriété, 2016 sur un coût de 180$, 2017 sur un coût de 220$, 2018 sur un coût de 260 et 2019 sur un coût de 320$. On parle cependant de projections. Ce coût sera révisé à chaque année puisque la moyenne d’appels au cours des quatre dernières années entre dans l’équation. Les fluctuations devraient tou- tefois être mineures. Avec cette méthode, la moyenne provinciale par propriété pour propriété des services de la PPO est de 360$, depuis le 1er janvier 2015.
New education leader Tim Mills is the new superintendent of education for the Upper Canada District School Board (UCDSB). Mills’ appointment took effect in early December 2014 while he still held the post as executive director for the Upper Canada Leger Centre for Education and Training (UCLCET). The UCLCET will continue to be part of his responsibilities in his new posting along with the district’s international education program, and the T.R. Leger School of Adult, Alternative and Continuing Education. He will also supervise the Cornwall and Dundas families of schools in the UCDSB. The 49-year-old Cornwall resident is a past principal for both elementary and secondary schools in the Cornwall area and is a special education consultant for the Upper Canada district. Water protection gathering How to safeguard local water sources is the focus and priority for talks during a regional conven- tion in Casselman at the end of the month. The Ontario Onsite Wastewater Association and the Ontario Building Official Association are co-hosting the annual Eastern Ontario Regional Meeting on January 28 in Casselman at the J.R. Brisson Complex. Representatives from municipal, private, and other agencies involved in source water protection and regulation in Eastern Ontario will attend. Lemaire de la Cité de Clarence-Rockland, Guy Desjardins, a la ferme intention de ne pas augmenter le taux de taxemunicipale cette année. C’est le message qu’il a réitéré dans le cadre du déjeuner du maire qui avait lieu le vendredi (16 janvier) aux Jardins Belle Rive. Rappelons que le nouveau maire avait fait de l’objectif de 0% son cheval de bataille lors de la campagne en vue des élections municipales en 2014. «Moi j’ai dit, si on n’arrive pas à zéro, moi je vais arriver à zéro. Il faut couper quelque part», a indiqué Guy Desjardins. Celui-ci a ajouté que dans le cadre de sa campagne électorale, plusieurs ont déploré le fait que les taxes municipales étaient plus élevées qu’à Orléans et ce, en raison des taxes supplémentaires des Comtés unis de Prescott-Russell (CUPR), entre autres. Le maire souligne qu’il y a du travail à faire à ce niveau-là. « Il faut essayer de corriger cette situa- tion. Quand on ajoute la taxe des Comtés, on dépasse les taxes à Ottawa», a précisé le maire. Rappelons que les Comtés unis s’af- fairent actuellement à l’élaboration du budget pour l’année 2015. Celui-ci lais- serait déjà entrevoir une augmentation de 4%. Selon M. Desjardins, d’autres élus, comme lui, s’opposent à cette hausse. « C’est pour ça que quand j’arrive aux comtés, moi je me dis que je ne veux pas avoir une hausse de 4%. Vous (CUPR) en prenez déjà trop de nous autres. Il ne faut pas oublier qu’on paie 28% de la facture. Donc, de hausser les taxes, c’est nous qui payons encore plus cher. »

VACHON / DELORME Claude H. Vachon est le fils de Jean-Paul Vachon et de Yolande Cuillierrier. Au début des années 1940, nos parents se rencontrent au Camp des Pins situé sur la ferme de monsieur Frédéric Pigeon de Rockland, aujourd’hui le couvent d’Youville des Sœurs de la Charité d’Ottawa. Jean-Paul achète une maison au 13, rue St-Jacques à Rockland en 1947. Il travaille pour la Commission de transport d’Ottawa comme mécanicien puis comme chauffeur. Yolande donne naissance à huit enfants, trois filles Diane, Jeanne, Liette et cinq garçons Jean, Claude, Louis, Jérôme (décédé à la naissance) et François. Les enfants devenus adultes, Yolande retourne aux études et devient enseignante puis infirmière. Claude, le deuxième enfant de Jean-Paul et de Yolande, vit une belle jeunesse à Rockland et fréquente les écoles Sainte-Trinité et «Rockland High School». Il poursuit ses études supérieures à l’Université d’Ottawa et fait carrière dans l’enseignement aux écoles publiques d’Ottawa. Le 8 février 1969 en l’église Saint-Paul de Plantagenet, Claude épouse Isabelle Delorme, fille de Romuald Delorme et de Pauline Gratton de Wendover. Isabelle grandit sur la ferme de ses parents à Plantagenet. Elle fait ses études primaires à la «Public School n° 6», puis à «Plantagenet High School». Claude et Isabelle ont cinq beaux enfants : Nathalie (Yves Paris), Jade, Nicholas (décédé en 2012), Marie-Claude (Michel Bénac) et Jean-Philippe (Fanny-Eve Tapp). The Wendover intersection of County Road 17 with County Road 19 can be a busy place for traffic going through Prescott- Russell between Ottawa and Montreal. The United Counties of Prescott-Russell will attempt again to convince the provincial government to take back maintenance responsibility for the local highway.

vince downgraded the status of what was then a provincial highway, and then forced the UCPR to accept maintenance responsi- bility for it as a county road. Since then, the UCPR and its mem- ber municipalities, and also Jean-Marc Lalonde, who was MPP for Glengarry- Prescott-Russell at the time, have argued that the amount of traffic, both commer- cial and non-commercial, on the road between Montreal and Ottawa, and also from Toronto to Ottawa and back, show that County Road 17 is not just a local service road but a major highway link in Eastern Ontario. The UCPR already plans to send a de- legation to the upcoming Ontario Good Roads Association (OGRA) annual confe- rence to meet with various provincial and federal government officials. Counties administration will seek to put a meeting with Ontario Transportation representa- tives on the delegation agenda.
Who should shoulder the financial cost and responsibility for County Road 17 has been an ongoing argument between the municipalities of Prescott-Russell and the provincial government ever since the pro- vince downloaded the local highway onto the counties. The United Counties of Prescott-Russell council (UCPR) accepted a resolution from Alfred-Plantagenet Township to try again to convince provincial officials that County Road 17 rates highway status and should be under the care and control of Ontario’s transportation ministry. «I think we should not relent,» said Gary Barton, mayor of Champlain Township, one of the UCPR municipalities on the county road’s route. Winter driving warning Sub-zero temperatures and snow squalls in January have prompted a winter driving reminder from police. Motorists should reduce speed because of weather and road conditions and also be more alert to potential problems while on the road. Drivers are urged not to follow other vehicles too closely as slippery road conditions require more time for braking in case of sudden stops, and poor weather conditions can also reduce the chance of seeing obstacles in time to brake at the normal posted speed limit. Drivers should keep windows, mirrors and front and read lights clear of snow and frost.They should allow more travel time on the road to reach destinations safely or cancel trips during foul weather if necessary. Finally, they should use seat belts and also have an emergency road vehicle kit, along with a small shovel, and bag of sand, in the car or truck in case of problems.

Parisien told council that he and the de- partment heads just need specific direction from the mayors about their budget vision for the UCPR this year. Counties council directed administration to try and achieve a zero-per cent tax inc- rease for the 2015 budget or at least limit any increase to two per cent. Administration will present a revised budget report to counties council January 28. The goal is to have the

His quick response was echoed all along the counties council table, though mayors Fernand Dicaire of Alfred-Plantagenet Township and François St-Amour of The NationMunicipality allowed that repeating the past two year’s trend of a zero-per cent tax rate hike for the counties budget might be difficult, given some of the extra capital maintenance duties that the United Counties of Prescott-Russell (UCPR) has taken on since last year. “It would be very hard to achieve,” St- Amour said, “sincewe downloaded the roads.” Mayor St-Amour referred to a decision that the previous counties council made to allow for a road exchange between the UCPR and the Town of Hawkesbury and the City of Clarence-Rockland. The roads that the counties took over responsibility for will require some expensive upgrading work, creating an estimated $4.2 million bump to the capital works portion of the budget. Also, the previous counties council agreed that present and future county roads will have their shoulders paved to help make themmore bicycle-friendly. “If you don’t like that number,” St-Amour said to his fellow mayors, “we can always re-open the roads file.” St-Amour noted that the decision opens the discussion door for another look at fu- ture improvements to the Prescott-Russell Recreational Trail, among other issues. He expressed doubt that the UCPR can have a zero-per cent budget again this year. “I would say two per cent or less,” he said. Barton also noted that counties council is just at the start of its budget review process and all themayors need to read through the preliminary budget report first before they can make proper informed comments to staff about proposed operations and capital works costs. “I would like to have more information too,” saidMayor Guy Desjardins, of Clarence- Rockland. The preliminary budget report proposed a four-per cent tax increase to the public levy to cover all the listed operational and capital works expenses for Prescott-Russell during 2015. Stéphane Parisien, UCPR chief administrator, told council that, even if the
2015 budget approved by mid-February to allow the UCPR to get its public tenders out for bid early and take advantage of the chea- per bidding from many construction and
supply outfits at the beginning of the year. The UCPR has until the end of April to adopt its final property tax rates schedule for 2015.

Paul Caron reçoit le trophée Reconnaissance 2014

Pour les heures innombrables accordées à des œuvres de bienfaisance, le nom de Paul Caron a été gravé sur le trophée Reconnaissance pour l’année 2014. Le résident de Clarence Creek a été honoré lors du Gala Reconnaissance organisé par l’Union des Associations paroissiales de Clarence Creek, samedi dernier. Environ 80 personnes se sont déplacées pour rendre hommage au bénévole de l’année. «Le bénévolat de notre récipiendaire cette année remonte à plusieurs années et se poursuit encore aujourd’hui», a déclaré Mercedes Lavictoire, organisatrice de la soirée. En effet, Paul Caron est membre fondateur des Chevaliers de Colomb de Clarence Creek. Bien qu’il n’ait pas fait partie de plusieurs organismes, il a consacré beaucoup de temps en tant que bénévole. Pendant plus de 20 ans, il a participé à la préparation des soupers de barbottes annuels avec les Chevaliers de Colomb. Pendant plusieurs années, il a aussi prêté sa voix à titre de crieur au bingo hebdomadaire du lundi soir à l’aréna local. Par le passé, il a également aidé à la construction d’un char allégorique dans le cadre d’un défilé de la St-Jean-Baptiste. Il a également été sur le comité d’organisation des festivités de la St-Jean à Clarence Creek, en 1980. Pour sa paroisse, il accepte les postes de serveur, lecteur et distributeur de la communion lors de messes et de funérailles. Quelques années plus tard, en 1983-1984, il agit à titre d’administrateur de la paroisse. Ajoutez à cela son grand engagement lors des collectes de fonds pour la Fondation des maladies du cœur. Qui plus est, il s’est récemment engagé en tant que membre du comité du 125 e anniversaire de la paroisse. Paul Caron est également un passionné du curling. Il a agi à titre de président du club de golf et curling de l’Outaouais dans les années 1970-1980. Il a fait partie d’une équipe de quatre Chevaliers de Colomb lors d’un championnat provincial tenu en 2010, dans le Nord de l’Ontario. Avec cette Cancer Society wants you! Caron a ensuite été enseignant, pendant 12 ans, à l’école Cartier de Vanier avant de devenir propriétaire du service de traiteur «Le plat du Chef». Depuis
sa retraite en 2000, il est conducteur d’autobus scolaire.
