New MP leads pre-budget roundtables
get local thoughts on how the federal budget can help the middle-class, what infrastruc- ture needs will help economic development while also protecting the environment and meeting local priorities, and how to address those concerns in a realistic way that makes sure the financially vulnerable are not left behind. “The middle-class is the motor of the economy,” said Pierre Morin, Clarence- Rockland Chamber of Commerce President, during the free-discussion period. Both Morin and Clarence-Rockland Mayor Guy Desjardins listed the highway connection between Rockland and Orléans as a key local concern for present and future development. Morin noted that the com- mute is a constant expense for people who work in Ottawa. Mayor Desjardins is also lobbying Ontario Transportation Minister Steven Del Duca on the Highway 174/County Road 17 link, since both roads were provincial highways until the Harris/Eaves Progressive Conser- vative government downloaded them to local governments. Desjardins noted that upgrading the highway could benefit many local businesses already located along there plus help stimulate more development. Coun. Jean-Marc Lalonde noted many young families want to live in smaller be- droomcommunities like Clarence-Rockland while working at jobs in the larger urban centre. But, he said, they need a thriving local business and service sector to meet their needs. Helen Collier, City Chief Administra- tor, suggested strengthening the commuter transit connection, including developing a park-n-ride site near the Canaan Road intersectionwhere the two routes link, would be a real benefit. «Any time you have a full bus,» Collier said, «you’re helping the environment and reducing the pressure on people to drive.»

The youth arrested during the morning incident at RDHS is charged with assault and uttering threats to cause bodily harm. He was released on a promise-to-appear and an officer-in-charge undertaking, and is now scheduled for the Feb. 17 provincial court session in L’Orignal. The second youth is charged with posses- sion of a weapon for a dangerous purpose. Several schools in the Town of Rockland went into temporary lockdown last Thur- sday as part of police investigations of two separate incidents involving possible threats with weapons. Two youths were arrested and charged. A “hold and secure” order went into effect at RocklandDistrict High School (RDHS) the morning of Jan. 21, as police investigated an allegation of possible threats with a weapon involved at the school. A 15-year-old suspect was arrested and the “all-clear” given to restore the school to its normal open-to- the-public status. Later that same afternoon, police received a report of someone seen with a firearm walking along Giroux Street, which is close
to several school neighbourhoods in the town. A lockdown notice was sent out for all schools from the four school districts operating in the Town of Rockland to go into “hold and secure” status while police investigated. Another suspect, age 17, was arrested was later arrested. An OPP incident brief
states that both the morning incident and the one in the afternoonwere unrelated.The names of both suspects are withheld under the Youth Criminal Justice Act. All students and staff were safe inside the school buildings until the “hold and secure” orders were lifted. Students all headed home by bus and customary parental pickups.

Le Plan directeur des loisirs présenté au conseil

cibler les projets de loisirs prioritaires, qui devront être effectués au cours des 20 prochaines années. Réalisé par Sierra Planning & Management, cette ébauche met en avant- plan les grandes lignes que devra suivre la municipalité pour conserver une offre de loisirs attrayants pour ses citoyens et pour
en attirer de nouveaux. Depuis juin, des sondages publics en ligne, des entrevues téléphoniques, des consultations, des ateliers publics et des réunions avec le personnel des Services communautaires ont eu lieu dans le but de récolter les informations nécessaires à la création du nouveau Plan directeur des loisirs. Après analyse, la firme, représentée par la consultante et chargée de projet Sally Turner, a déterminé que l’objectif-clé est d’améliorer la capacité d’installations et de services récréatifs pour appuyer le développement résidentiel et économique. Pour ce faire, elle a mis à l’avant-plan différents projets qui devront être considérés par lamunicipalité au cours des 20 prochaines années. À court terme, il a été conseillé à la municipalité de « donner un second souffle aux espaces récréatifs ». Mme Turner a alors faitmentionde l’aréna Jean-Marc Lalonde. Selon les données recueillies, il serait nécessaire d’en optimiser l’utilisation, notamment en transformant l’endroit en une installation récréative intérieure sans glace. Rendre plus attrayant les centres communautaires, augmenter leur utilisation et créer des partenariats pour élargir la programmation qui y sont offertes
sont aussi parmi les idées proposées. « Durant le processus de consultation, il est ressorti que les centres récréatifs avaient besoin d’investissements pour les rendre plus opérationnels. » Dans la consultation publique qui a eu lieu en septembre, le développement du secteur riverain avait été mentionné à plusieurs reprises. Sur ce point, le plan propose à la Ville de déterminer, avant tout, les contraintes concernant le développement des espaces situés près de la rivière. Une collaboration avec le YMCA d’Ottawa a également été suggérée pour éliminer les obstacles financiers associés à une piscine intérieure. « C’est une installation qui coûte très cher. Il y a des municipalités qui vont diviser les coûts des piscines publiques. Par exemple, à certains endroits, ça coûte 3 $ ou 4 $ par heure pour nager et 2 $ pour les enfants. Avec YMCA, ça coûte 13 $, ce qui représente le coût réel d’exploitation. Ça devient très cher pour les parents, mais en étant membre du YMCA, le coût devient minime. » La seconde recommandation faite au conseil a été de faire des « investissements additionnels dans les installations ».

Another PA Day on the calendar The Catholic District School Board of Eastern Ontario (CDSBEO) has updated its 2015-2016 term calendar with students getting an extra free day during the school year while their teachers are involved in professional training workshop opportunities. The CDSBEO term calendar’s Professional Activities Days (PA) schedule is increased from two to three now. The change meets recent contract settlements between the provincial government and four provincial tea- chers federations.The addition to the PA schedule on the calendar is April 15. – Gregg Chamberlain Les membres du conseil ont maintenant deux semaines pour analyser ce plan préliminaire, soit jusqu’au prochain conseil municipal. À partir de là, le service communautaire présentera un autre rapport au conseil municipal, qui devra l’approuver. Finalement, le service communautaire fera des recommandations au conseil sur les étapes à suivre pour atteindre les objectifs énoncés dans le plan. Mme Turner a proposé, comme projet à long terme, le développement d’un espace pour le baseball qui comprendrait deux terrains avec dôme. L’ajout d’aires de jeux d’eau et la conception d’un réseau de pistes cyclables, en commençant par une première phase située dans le milieu urbain de Clarence-Rockland, sont des projets présentés pour optimiser les services récréatifs. L’installation d’un parc canin permanent ainsi que la construction d’un planchodrome à Hammond et des jeux pour les enfants dans tous les parcs des voisinages sont aussi des idées recommandées par la firme. L’ébauche du plan ne s’arrête pas là, alors que Sierra Planning &Management suggère aussi à la Cité de « préparer l’avenir » en planifiant l’ajout d’une surface de glace pour 2031, soit après la période couverte par le nouveau Plan directeur. Cela permettra à la ville de maintenir son niveau actuel. « Ça nous donne une idée où l’on s’en va, a déclaré le maire de Clarence-Rockland, Guy Desjardins, après la présentation du plan préliminaire. Ça nous permet de voir si les gens sont satisfaits des services de loisirs. Selon Mme Turner, on est bien alignés. Il y a beaucoup de projets proposés, mais ça coûte beaucoup d’argent, donc nous allons devoir prioriser, a-t-il ajouté, mais on a déjà plusieurs projets en branle, donc je pense que ça ne sera pas trop difficile de réaliser ce plan-là. »

Listeriosis warning from Health Canada
The Public Health Agency of Canada and the Canadian Food Inspection Agency (CFIA) have both issued public health alerts on the risk of listeriosis posed in a lot shipment of packaged salad products from the Dole companay’s American pro- cessing plant in Springfield, OH. A recall is in effect. Health Canada is working with all federal and provincial agencies and also the U.S. Food and Drug Administration (FDA) to investigate the situation. The CFIA has a complete list of all suspect products covered under the warning and investigation at www. inspection.gc.ca. The suspect products, both under the Dole brand name and others, are identified by the letter “A” at the start of the manufac- turing code found on the packages. Anyone having such products should wrap it in plas- tic for disposal and then wash both hands and the food container area with warm soapy water. Food contaminated with listeriamay not smell or look spoiled. Investigators have so far confirmed seven cases of listeriosis scattered over five pro- vinces, including three cases in Ontario, one in Québec and the remainder in the Atlantic provinces. All cases were reported to local health agencies between September 2015 and January 2016. All cases required hospital treatment and there is one fatality though there is no confirmation yet whether listeriosis was the cause or contributed to the death. Those most at risk from the listeria bac- teria include pregnant women and their unborn or newborn offspring, seniors, and people with weakened immune systems. Symptoms of mild listeriosis may include fever, muscle ache, nausea, and diarrhea. Severe case symptoms include headache, poor coordination, seizures, and neck stif- fness. Dîner-conférence avec Michel Normandeau Le 2 février prochain, Michel Normandeau sera au Centre culturel d’Orléans pour y faire une conférence intitulée Mes Divas : L’histoire de la chanson française au féminin . M. Normandeau est membre fondateur du groupe Harmonium. Il sortira, en février 2016, son premier roman intitulé Dis-moi, Lily-Marlène , publié aux Éditions David. Inscription obligatoire avant le 29 janvier au 613-830-6436. C’est à la Station 4 Saisons qu’a eu lieu la première édition du Yamafest de Hammond, le samedi 23 janvier dernier. Ce nouvel événement est né d’une collabo- ration entre les propriétaires dumagasinQuad Expert à Hammond et des représentants de la compagnie Yamaha. Organisé principalement pour regrouper les amateurs et célébrer le début de la saison de motoneige, cet événe- ment a aussi permis de promouvoir l’arrivée de la marque Yamaha au magasin Quad Expert. L’événement s’est tenu de 11 h à 16 h et a été un énorme succès. D’après le représen- tant de Yamaha présent, André Harris, « dès 11 h 30, il y avait déjà plus d’une soixantaine de motoneigistes ». La plupart des motoneigistes présents sont venus avec leur propres machines et équi- pement afin de profiter de la journée. Des représentants de Yamaha étaient sur place pour permettre aux gens d’essayer les nou- veauxmodèles de Yamaha, soit 12motoneiges différentes. Plus de 200 personnes était attendues à l’événement, y compris des amateurs de motoneige de tous les âges. Plusieurs enfants comme Jessica Lalonde, 6 ans, et son frère Marc-André, 10 ans, ont assisté au Yamafest avec leurs parents, Serge et Linda Lalonde. D’après Mme Lalonde, « ils font de la moto- neige depuis qu’ils sont bébés. Ils suivent maman et papa partout. » En plus des randonnées et essais demoto- neige, c’est également à cet endroit qu’a eu lieu le Wiener Roast annuel au profit de la Banque alimentaire de Bourget. De plus, le curé Jonathan Blake de la paroisse St-Mathieu à Hammond a aussi procédé, vers 13 h, à la bénédiction des motoneiges pour la saison prochaine. Les représentants de Yamaha, ainsi que Roxanne Rollin, propriétaire du Quad Ex- pert, sont très satisfaits du succès qu’a eu le Yamafest et espèrent pouvoir refaire l’événe- ment l’an prochain. – Avec la collaboration de Véronique Charron
