The children loved it and I have collected some of the comments, which can be found on my website.” The keynote speaker at this year’s confer- ence is Dr. Larry Epstein of Boston, Massa- chusetts, whose scheduled presentation is “Beyond the Bullying Prevention Basics: Re- sponding to the Non-Responders”. This year’s conference follows in the wake
of the recent death of Rehtaeh Parsons, a 17-year-old Nova Scotia girl who attempt- ed suicide as a result of bullying at school and through the Internet. She ended up on life support in hospital after her suicide at- tempt failed but after showing no signs of reviving she was taken off life support earli- er this month. She was buried over the April 13 weekend. Nova Scotia’s justice ministry is investi- gating the situation to determine if charges may be possible against Parsons’ tormen- tors. RCMP and Halifax Regional Police have announced they are reopening the original investigation of the alleged rape of Parsons in 2011 during an afterschool party which featured alcohol. The bullying of Parsons stemmed from the incident and included online harass-
ment through Facebook and other social networking systems. Federal and provincial politicians have condemned the incident with Prime Minis- ter Stephen Harper stating that the actions that led to the death of Parsons go beyond bullying to outright criminal behaviour. Baby found in speeder’s car WENDOVER | A Wendover man made a simple traffic check worse when he tried to flee from police. Const. Pascal Boudreau was on patrol in Wendover March 30 when he spotted a grey Pontiac westbound on Principal Street. A computer check showed the car’s licence plate was expired. The officer tried to flag the car over but instead it sped up as the driver headed out onto the Old Highway 17 route. Const. Boudreau lost sight of the car and broke off pursuit for safety reasons but radioed in the situation. A few minutes later police over in neigh- bouring Russell County found the car in a parking lot ditch at the MacEwen gas sta- tion on County Road 17 in Rockland. They also found a small child sitting in an unse- cured car seat in the back of the car. The child showed no signs of injury. A 26-year-old Wendover man was arrest- ed and now faces seven charges under the Criminal Code, the Ontario Highway Traffic Act, and the federal Compulsory Automo- bile Insurance Act. He is charged with attempting to flee from police, dangerous driving, criminal negligence involving a motor vehicle with the chance of causing bodily harm, street racing, driving without a valid vehicle li- cence, failure to ensure a child in the vehicle was properly secured, and driving without insurance. VISION@EAP.ON.CA PRESCOTT-RUSSELL PLANTAGENET | A police patrol scored a driving charge hat trick. Const. Luc Lécuyer was on patrol along County Road 9 in Alfred-Plantagenet Town- ship April 5 when he spotted a green Honda Civic on the road. A computer check showed the car was driving with an expired licence plate. When the officer pulled the car over, he also dis- covered the driver’s licence was also sus- pended and the car had no valid insurance. A 34-year-old Rockland man now has a May 2 traffic court appointment in L’Orignal. He is charged under the Highway Traffic Act with driving while his licence was suspend- ed, driving a vehicle which did not have a valid permit, and use validation was not furnished for the vehicle. Les allégations de conflits d’intérêts circulent toujours au conseil municipal de la Cité de Clarence-Rockland. Cette fois, c’est le maire Marcel Guibord qui a dû se défendre d’une accusation lors de l’assemblée ordinaire du conseil, le 8 avril. L’ex-maire de la Cité, Richard Lalonde, était cette fois au podium. Il a demandé au maire actuel s’il était en conflit d’intérêts en raison de la décision d’opter pour la

Serrurier avait été accusé de conflit d’intérêts après avoir voté pour des résolutions qui confiaient des contrats à la firme Levac Robichaud Leclerc pour laquelle son fils est à l’emploi. Police warn of new computer scam
States and Australia. It is known as the “Mi- crosoft Imposter Scam” because it relies on public confidence in the name of the well- known computer software company. The con may involve one or more people. It starts with a phone call from someone claiming to work for Microsoft. The caller claims to have detected either a virus or some issues with the victim’s computer. The mark is asked to open their Windows Event viewer to check if the computer is in- fected. Several error messages may be list- ed but the OPP warning notes that some of these error messages may be common and are most often harmless. But the con artist will claim that these messages all indicate a
serious problem and will suggest referring the victim to a Microsoft “technician”, who is another con artist working in partnership with the caller. The “technician” will recommend the vic- tim log on to a third-party website so that a remote diagnostic test is done on the computer. What may happen is the phony technician will then install an actual antivi- rus program at a cost of up to $250. But this antivirus program is one that is available for free download online. The victim may instead get a request for credit card information for identifica- tion and billing purposes. But in this case, the scammers do not install any antivirus
program. They may even install a malware program so they have remote control of the victim’s computer any time without the per- son knowing. They may also use the victim’s computer to find and steal personal and fi- nancial details for their own use or for sale to other identity thieves. In one variation of the scam, the victim is told by the original con artist that his or her computer is at risk of infection and offered an antivirus program for $250. The offer comes with a request for credit card infor- mation and an email address to “send” the package. Police remind residents to avoid giv- ing away any credit card, banking or other personal or financial information over the phone without first having checked through other means that the caller is le- gitimate. For computer problems use local and known companies that offer repair and upgrade services.

A Prescott-Russell resident is the victim of a con routine that is more in line with modern times. The Hawkesbury OPP detachment has is- sued a warning to all residents to beware of calls from someone claiming to be em- ployed with Microsoft. They may be the target of the newest scam that is targeting people who are not very cyber savvy. This con routine has been reported else- where in Canada and also in the United

ROCKLAND | City Hall is warning Clarence- Rockland homeowners about a possible door-to-door sales trick. City staff have received calls about resi- dents receiving visits at their homes from people claiming to represent the munici- pality. These bogus “city employees” then tell the homeowners that the water from the city’s supply system is not fit to drink and offer to sell them a water filter system for their homes. City administration stated in a news re- lease that the municipality’s drinking water supply system has received high ratings for quality and that its operation gets regular reviews from the Ontario CleanWater Agen- cy and the provincial environment ministry. City staff do not go door-to-door to solicit business or try to sell services to homeown- ers. All municipal employees have photo identification and if they do approach a resident at home on city business, they are required to present that i.d., with or without being asked. Homeowners are asked to report any sus- picious visits from anyone claiming to rep- resent the city but who cannot present a proper municipal i.d. when asked. Do not attempt to detain the person. Ask them to call back at a later time then call City Hall or phone the OPP and report the situation.

Un autobus scolaire prend feu
maîtrisé l’incendie. Personne n’a été blessé. L’autobus, qui n’était pas en service, a subi des dommages mineurs. Cet événement rappelle l’incendie qui s’était déclaré dans un autobus de Leduc Bus Line il y a quelques semaines. Pierre Sabourin souligne toutefois qu’il n’existe aucun lien entre les deux incidents. «C’est vraiment une coïncidence entre ces deux événements. On intervient souvent dans des incendies de véhicule. Les incendies d’autobus sont très rares». Le propriétaire de la compagnie, Nicho- las McRae, rassure toutefois qu’il s’agit d’un

Selon le chef pompier, Pierre Sabourin, un ennui électrique serait à l’origine de l’incident. Les pompiers ont été dépêchés sur les lieux vers 10h30 et ont rapidement

Any worthwhile goal to improve the qual- ity of life for citizens of Clarence Rockland (or their dogs), even the smallest of initia- tives, always seems to require a hercu- lean effort. It is no easy task stickhandling through the many obstacles to arrive at what should be simple decisions in the best interest of a community. A case in point is the upcoming Pub- lic Consultation meeting to be held in the Council Chambers on April 24th at City Hall concerning a proposed off-leash area for dogs to be located in the basin at the west end of Dr. Corbeil street. The area in question is essentially a “dead space” intended as a drainage area in the event of heavy rains, snow or flooding. It serves no other useful purpose now or for the future. Yet there is opposition by a few local builders who claim that placing an off leash dog area in that location would be detrimental to their ability to sell homes. It is a specious argument at best when one considers that an identical site, Apollo Crater on Apollo Way in Orleans, serves ex- actly the same function; it too is a run off area. In the latter case the city fathers of the day recognized that by turning this other- wise dead space into an off leash park for dogs year round, in addition to a toboggan area during the winter months, they would be providing a much needed, relatively maintenance free facility for their citizens.

Ottawa drinking water has clean bill of health
crystal is how the City of Ottawa’s drinking water system rates. The 2012 Municipal Drinking Water Sys- tems Summary Report hit the desk at City Hall in Ottawa and the final word is that all seven of the residential drinking water sys-
tems within the municipal boundaries rate passing marks. “Ottawa’s drinking water is exceptional,” stated Mayor JimWatson in a news release. “Ensuring the quality and safety of our city’s drinking water is a responsibility that every- one at the City of Ottawa takes seriously.” The annual report is required under the Ontario Safe Drinking Water Act. The focus of the review is compliance with provincial regulations to maintain safe drinking water. The stricter regulations came into force fol- lowing the Walkerton contamination disas- ter.
The 2012 report gave 100-per cent per- fect scores for six of the city’s seven drinking water systems. The exception is the Greely- Shadow Ridge Well System that the city op- erates for the owner, Donwel Land Inc., and which serves 125 homes in Ottawa South. That system scored 96.8 per cent because of two incidents during the summer of ex- cessive sustained water use that exceeded the system’s maximum flow rate. Drinking water quality was not affected by the inci- dents. Detailed results of the report are available at www.ottawa.ca.

Rural water grants
OTTAWA | Homeowners in rural Ottawa can get help with ensuring their water systems are clean. The Ottawa Rural CleanWater Grants Pro- gram is available again. The program is of- fered in cooperation with the South Nation Conservation Authority and provides funds to improve surface water and groundwa- ter quality. Eligible applicants include any property owners within Ottawa’s rural re- gions, farm owners within the City of Otta- wa’s boundary, landowners within Ottawa’s urban boundary who need help decommis- sioning a well, and non-profit groups doing public education projects on water quality. Grants approved may range from $1000 to $15,000 depending on the type of proj- ect involved. Applicants must contact the Landowner Resource Centre first before staring their projects to be eligible for funding approval. Application deadline is May 1.

Cottage country rental scam makes rounds gŏđŏ editionap.ca
As spring makes its slow progress through Ontario cottage owners also start working on getting their summer properties ready. Now they also need to be careful not to get taken in by a new con routine that tar- gets them.
The OPP issued an alert about scam in- volving rental properties that is starting to show up in Ontario. The main focus is on summer cottages or other similar rentals. The marks for the con are found through specific cottage rental websites. The victim
gets a call or an email with a request to rent the property for a few days. Then the victim gets another call later with a request for an extension on the cottage rental. A couple of days after the extension re- quest, the con artist phones or emails to say that there is another change in plan and the extended rental is no longer needed. The victim is told that the money has already been posted for the full amount in the form of American Express or some other type of traveller’s cheque using Euro denomina- tions. The con artist asks the mark to cash the cheques and mail back the refund balance. The catch is that these are phony traveller’s cheques and any bank examination of them will reveal them as such. In one case of this scam, the con artist provided the victim with a Canadian ad- dress. Police investigation determined the fake traveller’s cheques were sent from a country in Africa. The Canadian Anti-Fraud Centre has a complete list of the top scams in action in Canada. The list and information on how to avoid getting conned is available at www. antifraudcentre-centreantifraude.ca. “Grandparent scam” returns OPP have received reports of another re- appearance of the “grandparent scam” in Eastern Ontario. Also known as the “emergency call” scam, this con routine targets seniors in most cases. The con artist phones and claims to be a grandson or granddaughter of the vic- tim and says they are either in jail or calling from a police station somewhere else in the country or else from abroad. Sometimes an email is sent. The victim is persuaded to send money through a wire gram or other means to pro- vide bail or help pay a huge fine. The con artist counts on a grandparent’s sympa- thies and desire to help out a grandchild in trouble and also that the victim either is not always in touch with every family member and knows their whereabouts, or remem- bers all of their grandchildren or great- grandchildren. Variations of this scam involve the con art- ist claiming to be a relative or a close neigh- bour who got injured in an accident while out of town, being stuck somewhere on the way to a funeral or other major event, or some other dire situation that requires money to resolve. Anyone receiving this type of call should contact other family members to make sure that the alleged relative is travelling and has called to report being in trouble. If there is any suspicion then contact the police and report the matter.

ROCKLAND|MartineNolin-Simarddirigera les destinées de la Nouvelle Chambre de commerce de Clarence-Rockland (NCCCR) au cours de la prochaine année. La femme d’affaires a été élue au poste de présidente lors de l’assemblée générale annuelle qui a eu lieu le 26 mars dernier. Elle succède à Paul Paradis. Avec de nouvelles idées, un ajout d’énergie, la Nouvelle Chambre de Commerce Clarence-Rockland s’engage cette année à travailler afin d’apporter plus de bénéfices à ses membres, promouvoir l’achat local et l’expansion commerciale et créer un partenariat positif avec la Cité de Clarence-Rockland. «Pour moi, le développement économique et la promotion de l’achat local c’est important. La Cité de Clarence- Rockland a beaucoup à offrir et c’est notre mandat de la faire grandir et de la faire connaître», a confié la nouvelle présidente. La NCCCR a également accueilli quatre nouveaux membres à son conseil d’administration. Aujourd’hui, la chambre compte 135 membres actifs. Cette année, la chambre envisage la création d’une carte de membre. Celle- ci permettra aux membres d’accumuler des boni-dollars échangeables dans les commerces de la Cité. «Cette carte-là va
