Modification de recours à plusieurs reprises, désistements en cascade, demandes frivoles, lecture biaisée et partisane des dossiers, utilisation abusive des ressources judiciaires au détriment des autres justiciables… Devant ces faits, Marc A. Le Gris est mis « sous embargo judiciaire » par la Cour supérieure du Québec. C’est ce que laisse voir le jugement rendu par la Cour dans le litige entre l’actuel conseiller municipal de Grenville- sur-la-Rouge, Marc A. Le Gris, et l’ancien maire, John Saywell. Ce dernier voulait, entre autres, que le juge conditionne toute sa nouvelle procédure contre la municipalité, ses élus et ses officiers à une autorisation judiciaire préalable. Dans son jugement, la Cour interdit donc à « M. Marc-André Le Gris d’introduire toute demande en justice, ou de présenter un acte de procédure dans une instance déjà introduite, à l’encontre de la municipalité de Grenville-sur-la-Rouge ou à l’encontre de l’un ou l’autre de ses élus ou officiers, présents, passés ou futurs, devant toute instance, tribunal ou organisme assujetti au pouvoir de contrôle judiciaire de la Cour supérieure, sans avoir obtenu l’autorisation préalable du juge en chef, du juge en chef associé ou de la juge en chef adjointe, ou de tout juge désigné par eux. » La Cour donnait ainsi suite aux divers recours et procédures de M. Le Gris contre la municipalité de Grenville-sur-la-Rouge et certains de ses représentants dont M. Saywell. Elle a souligné donc que « jamais, il (John Saywell) n’a possédé quelque intérêt pécuniaire dans le Club. » Pour les résolutions, le tribunal voit dans l’attitude de M. Le Gris « une lecture teintée de partisanerie politique excessive ou de malveillance. » Il condamne le requérant à verser à M. #3*&'4 POLICE INVESTIGATING DROWNING Police and firefighters recovered the body of a man believed to have drowned in the Ottawa River over the June 2 weekend. At about 12:45 p.m. Saturday, the OPP detachment and the Hawkesbury Fire Department received reports of a man who had disappeared underwater in the Ottawa River, somewhere east of Hawkesbury. Police and firefighters searched along the river. At about 2:40 p.m., the body of a 57-year-old man was located. The name of the deceased was not released. Le conseil municipal de Hawkesbury a rejeté la demande de raccordement au service d’eau et d’assainissement faite par le directeur de MacEwen Petroleum Inc, Larry Duchscher, pour desservir une station-service située sur le territoire du canton de Champlain. Lors de son conseil du 28 mai, la Ville de Hawkesbury a réitéré son refus de faire le raccordement à son service d’aqueduc et d’égout comme le souhaitait M. Duchscher pour sa propriété. Selon les dires de la muni- cipalité, qui avait reçu l’entrepreneur dans son Comité des services du développement économique, le maire du canton de Cham- plain, Gary Barton, aurait dit à l’entrepreneur qu’il ne voyait aucune objection à ce que la station-service avec son dépanneur soit raccordée aux services municipaux de la Ville de Hawkesbury. Champlain Township council would like to see more trees planted in the area and is promoting a municipal tree planting project. “Any spare piece of township land, we’re going to try and plant trees on those and make the township look better,” said Mayor Gary Barton during the May 16 afternoon launch of the project. “It (ceremony) is a symbolic gesture, and we’ll be encouraging future councils to plant more trees.” The official start of the project involved planting 500 mixed seedlings of white cedar, red oak, and white pine on a small plot of municipal land along Route 34. Développement économique, tourisme et environnement étaient au cœur d’un échange entre des candidats aux élec- tions provinciales la semaine dernière à Embrun. Le candidat libéral Pierre Leroux ainsi que la candidate néo-démocrate Bonnie Jean-Louis ont tous les deux répondu positivement à l’appel lancé par le Groupe Média TFO, qui avait invité les candidats des principaux partis politiques. La candidate progressiste-conservatrice Amanda Simard a décliné l’invitation, disant vouloir se concen- trer sur du porte-à-porte. Elle a tout de même été attendue jusqu’à la dernière minute. Ne parlant pas le français, le candidat du Parti vert, Daniel Reid, avait pour sa part expliqué ne pas pouvoir participer à un tel évènement en français. Pour favoriser le développement écono- mique dans la région, M. Leroux croit qu’il faut miser sur l’amélioration de l’accès au gaz naturel, à Internet haute vitesse ainsi que sur un bon réseau cellulaire. « Ici, dans l’est de l’Ontario, on a une maison sur six qui n’a pas accès à un bon service cellulaire et à un bon service d’Internet haute vitesse. Si on peut améliorer ces services-là, c’est certain que ça va donner des opportunités

Bonnie Jean-Louis, quant à elle, croit qu’il faut d’abord et avant tout répondre adéqua- tement aux besoins essentiels des gens pour leur permettre d’avoir plus d’argent dans leurs poches, pour qu’ils puissent ainsi contribuer à l’économie locale à sa juste valeur. « Tant et aussi longtemps que les gens sont pris jusqu’au cou avec les frais de bases, que ce soit avec l’hydro, que ce soit avec la garderie, que ce soit avec les frais de dentiste ou que ce soit avec les médicaments, on ne peut pas contribuer à l’économie. Le tourisme, qui peut être vu comme un potentiel de développement économique dans la région, a aussi été abordé. Le Parc Calypso, à Limoges, a été pris à titre d’exemple pour démontrer les enjeux qui freinent le tourisme dans GPR. Selon la candidate du NPD, il y a un manque d’hébergement. « Je connais des gens de Maniwaki qui sont venus expéri- menter Calypso. Mais étant donné qu’il n’y avait pas nécessairement d’endroit où rester proche, ils ont décidé de retourner le soir même chez eux », a-t-elle soutenu. Du côté libéral, l’augmentation du tou- risme doit passer par une amélioration des infrastructures. « La raison pour laquelle Calypso n’est pas en mesure d’avancer, c’est qu’il doit y avoir des améliorations

dans le système d’électricité », a indiqué M. Leroux. Les candidats ont aussi été appelés à donner leur avis quant à d’importants projets qui, pour certains, amènent de l’emploi et qui, pour d’autres, mettent en péril l’environ- nement. Les exemples des projets d’usine d’asphalte à Plantagenet et de cimenterie à L’Orignal ont été utilisés. Bonnie Jean-Louis indique qu’elle ferait valoir la voix des citoyens; si le projet n’est pas accepté par la majorité de la population, elle ne représenterait pas un projet. Pour Pierre Leroux, cette voix citoyenne passe- rait par davantage de pouvoir décisionnel accordé aux municipalités. On a aussi demandé l’opinion des candi- dats à savoir si on devrait faire de l’Ontario une province officiellement bilingue. Tous deux sont d’accord avec cet objectif. Ils sont d’avis, cependant, que pour avoir de bons effets, il faut prendre le temps de préparer le terrain adéquatement. En ce sens, Mme Jean-Louis préfère miser sur le bilinguisme dans la région. L’échange entre Bonnie Jean-Louis et Pierre Leroux a eu lieu devant un public d’environ 40 personnes, au Centre récréatif d’Embrun. Dans la salle, on retrouvait éga- lement les candidats du Parti libertarien, Darcy Neal Donnelly et du Parti de l’Ontario, Joël Charbonneau.

TRASH AND TREASURES WEEKEND IN VANKLEEK HILL Blue-sky weather made the first Saturday of June a perfect day to go garage-saling around the neighbour- hoods of Vankleek Hill, in search of bargains on Trash ‘n’ Treasure Day. Traffic along Main Street in the village had to go a bit slower than usual as motorists gave the right-of-way to pedestrians, both young and old, as they wandered the side- walks up one side of the street and down the other, with the occasional crossover, to browse the tables set up to display toys, books, tools, clothing, household items, appliances, jewelry, home exercise gear, novelty items and more, all in good if used condition, and all for sale.
