CITB NI ENCOURAGES CONSTRUCTION INDUSTRY TO HELP BUILD THE NEXT GENERATION

The Construction Industry Training Board NI (CITB NI) has been working with NI construction employers on its ‘Adopt a School’ scheme aimed at encouraging more young people to think about a career in construction. Over 60 post primary schools across Northern Ireland have signed up to the scheme, however CITB NI is seeking more construction employers to get involved. ‘Adopt a School’ provides opportunities for construction companies to build relations with post primary schools, in their local area of work, by providing direct support for schools with construction industry careers

activities ranging from careers talks, events, work experience opportunities and site visits. A recent report forecast that over 5,000 additional construction workers will be needed by 2026 in Northern Ireland to meet growing demand in the industry. ‘Adopt a School’ is an opportunity to improve young people’s knowledge of the sector, show the many diverse pathways into the industry, as well as dispel misconceptions such as a career in construction is limited to bricklayers, plumbers and architects or that it’s

CHOICE HOUSING FIRST IN THE SECTOR TO LAUNCH ESG REPORT

Choice Housing, one of Northern Ireland’s largest housing associations, has published its first Environmental Social Governance (ESG) Report, leading the way in a sector that is committed to contributing to real environmental and social change. Measured against the Social Housing Sectors Sustainability and Reporting Standard (SRS), the report sets out Choice’s commitments and subsequent progress in a range of areas, including achieving zero carbon targets, housing affordability, safety and tenant voice. The first housing association in Northern Ireland to publish a report of this nature, this represents

a new chapter in Choice’s commitment to enhance stakeholder awareness of key environmental and social priorities that will ultimately create long-term value for tenants, the organisation and society as a whole. Ballyclare-based homebuilder Hagan Homes has pledged to donate a further £165,000, over a five-year period, to the Northern Ireland Hospice’s palliative care nursing team in Ballyclare. The donation is on top of the firm’s current partnership with the Hospice, which is to supply the charity with £33,000 annually for three years to fund the role of a Ballyclare-based community nurse. The renewed commitment means the homebuilder will now support the invaluable post for a total of eight years, which will offer huge support to those needing specialist palliative care in the local area. It is this specialist palliative care following the loss of a much-loved family friend, Daphne Evans, that prompted Hagan Homes to extend its partnership with the NI Hospice. CLARKE INVESTS £4M IN NEW PREMISES TO CAPITALISE ON EXCEPTIONAL GROWTH

Façade and offsite specialist Clarke Façades has invested £4 million in a new state of the art office and advanced offsite manufacturing facility in Ballymena to support its growth ambitions. Now located at Raceview Road between Ballymena and Broughshane, the new head office of the family-owned business includes an advanced offsite manufacturing facility that will accommodate the growth of the business, which has seen turnover increase by 25% each year since 2018 to reach almost £30 million in revenue in 2022.

Tyrone-based QMAC Construction is the only Northern Ireland based contractor to have recently secured a place on a framework published by University College Dublin (UCD). The scope of the five-year framework is new-build and refurbishment work with an estimated main contract value between €1m to €5m. Projects procured through the framework typically consist of: refurbishment and retrofitting of existing buildings; energy upgrade works to buildings; new-build medium sized projects. Sean Mullen, Contracts Director of QMAC Construction commented, “Securing a place on the framework has been very welcome news. We have conducted many projects at UCD over recent years and know they have an extensive programme of building and refurbishment work planned to upgrade their estate. BUILDHEALTH NI GETS THE CONVERSATION GOING ON IMPORTANT HEALTH ISSUES IN THE CONSTRUCTION SECTOR… Lets talk about: Cancer

I t’s important to talk about Cancer. Talking more openly about how people can reduce their risk of cancer and spotting cancer early could help save thousands of lives. The four more common types of cancer include: lung, skin, bone, organ and prostrate and the main sources of carcinogens and occupational cancers on construction sites are asbestos, dusts (silica and wood), diesel fumes, solar radiation and certain paints. Silica is a natural substance found in most rocks, sand and clay and in products such as bricks and concrete. In the workplace these materials create dust when they are cut, sanded, carved etc. Some of this dust may be fine enough to breathe deeply into the lungs and cause harm to health. The fine dust is called respirable crystalline silica (RCS) and is too fine to see with normal lighting. Cutting concrete, cutting blocks, and kerbs, scabbling/grinding, drilling, sawing, abrasive blasting, dry/wet coring, sanding

wood/plasterboard can create silica dust. To reduce exposure to silica consider changing product, off site cutting, dust extraction/LEV, wet cutting or respiratory equipment. The main cause of skin cancer (melanoma) is UV radiation/sun. The first symptom of melanoma might be a change in the size, shape or colour of a mole or freckle. You should also let your doctor know about any sores on your skin that don’t heal and any new mole or lump. You can protect yourself from UV radiation by wearing sunscreen, working indoors or shade if possible, covering up and staying hydrated. To protect yourself, as best you can, from all types of cancer, be aware and know the risks and signs, follow advice, reduce exposure, stop smoking, use control measures and PPE, follow a healthy diet and exercise plan and aim to reduce stress.

rest of 2022 and into 2023, we are seeing a significant draining of confidence within our membership as to their medium-term prospects – with an alarming number now talking openly about business survival as being their main focus. “For those who engage in public sector works, the picture is further complicated by the lack of a functioning Northern Ireland Executive and the consequent impact on Government Departments being able to deliver their procurement pipelines in a timely manner. With many Government clients telling us in recent weeks that they are operating on contingency budgets for the current financial year, we are now very much in the worst-case scenario for many when it comes to market conditions. “A Northern Ireland Executive is not, of course, a panacea to many

of the challenges that contractors are confronted with – but it can set a budget which unlocks a sustainable pipeline of work, and it can also, as our survey detailed, spearhead discussions around alternative forms of Government contracts which would be of benefit to all in the current crisis. “When we also consider that housebuilders are facing not just the inflationary challenge but also the unavailability of wastewater connections in many parts of the country and a planning system that is in urgent need of major structural reform, it is clear that its prospects are also more uncertain than at any point since the 2007/08 financial crisis. Solutions to this are undoubtedly possible – but they require a fundamental shift in policy, performance and mindsets in order to unlock the new build housing which is an economic, societal and environmental imperative.”

The CEF Construction Survey covered the first six months of 2022 and reflects on many of the key challenges that contractors, civil engineers and housebuilders are facing currently. Mark Spence, Managing Director of the Construction Employers Federation, said of the results, “These results paint a stark picture of a sector that, while resilient in the face of many of the unprecedented headwinds of the last two years, is finding the never-ending inflationary pressures increasingly impossible to bear. “With absolutely no sign of these pressures easing over the

CEF Construction Survey

THE MAIN FINDINGS OF THE SURVEY, WHICH COVERED THE FIRST SIX MONTHS OF 2022 INCLUDED:

36% of firms surveyed stated their main priority in the year ahead was to stabilise output and consolidate their business. 11% said their main priority was growth and expanding turnover. 17% stated their main aim was survival and staying in business by any means. 94% expect construction materials costs to continue to rise over the next three months. 62% feel there will be reduced opportunities for NI public sector work in the year ahead. 70% foresee a reduction in opportunities for NI commercial work.

38% warned that materials shortages are having a critical or serious impact on their ability to deliver on contracts/ projects. 68% expect an increase in demand for skilled labour in the next three months. 68% felt that rising material costs/ inflation could have a serious or critical impact on their ability to deliver on contracts/ projects. 68% said the use of alternative Government construction contract options which are more flexible in their design and approach would improve their willingness to bid for public sector work.

The Health and Safety Executive for Northern Ireland (HSENI) has launched a consultation on a new draft Corporate Plan for the 2023- 2028 period. CEF will be responding to the consultation and is calling on members to submit comments to inform our consultation response. Some of the key measures and outcomes proposed in the draft corporate plan are as follows: A reduction in the number of serious and fatal accidents compared to the average in the previous Corporate Plan. A reduction in the number of major accidents compared to the average in the previous Corporate Plan. A reduction in the number of over three-day accidents compared to the average in the previous Corporate Plan. 80,000 interventions which will include 25,000 site visits. Deliver three annual cross-cutting themes to tackle a work activity known to be a cause of fatalities, serious injury or ill-health. D esign + Build contractor McAleer & Rushe has delivered one of Belfast’s most significant and sustainable new Grade A office developments with the completion of The Ewart building on Bedford Street. The Ewart is the largest office building in Belfast situated in the heart of the central business district. The completed development is an exemplary blend of old and new with the comprehensive refurbishment and extension of a 150-year-old former warehouse physically connected to a new build 17-storey office of the highest quality of design and construction. The 290,000sq ft development was

THIRD PARTY PASSIVE FIRE PROTECTION

M ontgomery Smyth Fire Consultancy Ltd provided third party accredited Passive Fire Protection services for The Ewart Building project. The main body of works involved sealing all service penetrations both horizontally and vertically, in line with the fire strategy drawings that were issued by the project architect, to provide fire compartmentation of between 30 and 120 minutes. Outside of the general scope of works included application of intumescent paint to structural steel sections alongside the installation of a highly thermal insulating compound, to provide a fire rated load bearing construction. STONE RESTORATION

S tone restoration expert, S McConnell & Sons Ltd, was called in to breathe life back into the 150- year old sandstone section of The Ewart Building. The external walls of the original linen warehouse, built in 1869, were in need of cosmetic repair and some rebuilding work as part of the job. “The building, in parts, was in poor condition,” said Alan McConnell, company Director. “Typical of a sandstone building of this age, there was water damage and general decay, but due to its city centre location, it also carried damage from bullets and bomb shrapnel sustained during The Troubles. Some were left in, as it was deemed historical.” More serious work involved taking down and rebuilding sections of unsafe, leaning walls. “That was challenging but we are extremely experienced in working on restoration of old buildings.”

Commenting on the completed project Alan said, “We are incredibly proud to be a part of this project. It’s always an honour to be selected to do this type of work.”

K Contracts supplied and installed fall protection systems to McAleer & Rushe for The Ewart building project in the heart of Belfast City Centre. “On the roof of the listed Ewart building we supplied and installed a cable based fall restraint system,” said Cathal Kerrigan, Director of K Contracts. “And for the new build, 17-storey tower we supplied and installed a series of Davit bases and a Davit Arm for abseiling to the facade. The Davit Bases were cast into the concrete structure. “In addition we installed a series of bespoke stepovers to the new building roof.” K Contracts is a specialist contractor servicing the construction and related sectors who specialise in the supply and installation of fall arrest anchorage devices.

T wo of Northern Ireland’s most essential industries have joined forces to support the growing calls for the UK Government to take urgent action to tackle the energy crisis that is seeing electricity costs for manufacturers in this coming year, compared to last year, quadrupole. The Mineral Products Association NI and Manufacturing NI is asking our local MPs to support calls for urgent action to be taken at Westminster. MPA, MPANI and Manufacturing NI believe there are a number of steps the Treasury could take to alleviate the increasing burden on construction material manufacturers by: • Allowing temporary deferral of VAT payments. • Reinstating or replacing the red diesel rebate to cut fuel duty. • Taking measures to tackle costs for energy intensive industries like mineral and construction products. In a joint statement Gordon Best, Regional Director MPANI and Stephen Kelly, CEO

Manufacturing NI, said, “The tsunami of increasing costs for fuel and electricity facing our local manufacturers is unprecedented. Many companies are now looking into a very dark future with significant concern being expressed over their ability to operate and have a sustainable future in the light of these cost increases. “Both our organisations would echo the calls for the new Prime Minister and Government to take what ever action is needed to protect jobs and businesses. We would call on our locally elected MPs to lobby at Westminster and call for Government to introduce measures to ease the burden of these excessive energy costs on households and businesses in Northern Ireland.” The Mineral Products Association (MPANI), formerly QPANI, represents approximately 95% of Northern Ireland construction materials suppliers delivering to and supporting the local construction industry.
