chemin St-Guillaume. M. Paquette envisage même lancer une pétition qu’il déposera chez les marchands d’Embrun afin d’inciter le canton de Russell à refaire l’asphalte. Le rang St-Pierre a été asphalté en 1988. Depuis, rien n’a été fait rappelleM. Paquette. «Ils font des retouches, c’est tout. Par contre, de la route 300 à la rue Notre-Dame, elle est en bon état», a expliqué M. Paquette. Ce dernier confie avoir discuté avec un employé de la voirie qui lui a confirmé que ce chemin aurait dû être fait depuis plus de 10 ans déjà. «Pourquoi se concentrent-ils tous sur la route 400 en ce moment? Je ne comprends pas que le chemin St-Pierre, qui est plus endommagé et qui est une porte d’entrée et de sortie pour la 417 et le village d’Embrun, ne soit pas encore dans les plans de la municipalité. Il va bientôt y avoir plus de 1500 nouvelles maisons à Embrun, ça veut donc dire encore plus de va et vient L’ÉTÉ EST ENFIN ARRIVÉ 9LYHOH95
sur le chemin St-Pierre. Un jour, il y aura un accident et c’est la municipalité qui sera res- ponsable», s’est-il insurgé. Mais selon Jonathan Bourgon du dépar- tement des Travaux publics du canton de Russell, une évaluation menée en 2012 a permis d’établir que le rang St-Pierre n’était pas une priorité. «On fait les chemins les plus critiques, a-t-il expliqué. Certains seg- ments ont passé avant le chemin St-Pierre. On fait cependant notre possible pour faire le maintien. Je peux dire que la route 400, comme le chemin St-Pierre, est l’une des plus passantes dans la municipalité.» M. Bourgon a précisé que pour asphalter six kilomètres, il en coûte à la municipalité 1,2 million$. «Pour le chemin St-Pierre, il en coûtera beaucoup plus. L’année où on va faire le chemin St-Pierre, ça se fera par segment. Si on le fait au complet, ce sera la seule route qui sera faite dans Russell,
ajoute M. Bourgon. Mais nous allons réviser notre plan dans les prochains mois.» Mais M. Paquette n’en démord pas. L’état actuel du rang St-Pierre pourrait même causer des accidents, particulièrement à la suite d’une pluie. «Les trous sont invisibles pour le conducteur, ou encore le cycliste, et lorsque deux voitures se croisent, c’est le pare-brise d’une des deux voitures, ou des deux voitures, qui reçoit un fort jet d’eau provenant de ces trous. En quelques secondes, le conducteur n’y voit plus rien. Cela surprend, et le temps de réaction pour enclencher les essuie-glaces et savoir où l’on est joue un rôle important dans la sécurité routière, a-t-il insisté. En plus, il y a des poids lourds et des tracteurs de ferme qui empruntent le chemin St-Pierre, ce qui endommage encore plus la chaussée. Et il n’a jamais été asphalté depuis 1988? C’est étonnant.»

CEPEO adopte son budget Le Conseil des écoles publiques de l’Est de l’Ontario (CEPEO) annonce l’adoption d’un budget de 211millions$ pour l’année 2014-2015, conséquemment aux visées de son plan stratégique. «Nous sommes heureux d’avoir adopté un budget équili- bré cette année, a déclaré le président du Conseil, Denis Chartrand. Cette réalisation reflète clairement les capacités de saine gestion dont fait preuve le CEPEO en cette période de croissance importante de nos effectifs.» La directrice de l’éducation et secrétaire-trésorière du CEPEO, Édith Du- mont, estime qu’un budget équilibré per- met au CEPEO et à ses écoles d’envisager l’avenir avec confiance et créativit.. Floating wetland installed in Limoges
Juvenile charged for threats A 13-year-old boy will face a provincial youth court judge next month following po- lice investigation of an incident at the Russell Arena ball diamond. Police received a complaint June 16 about threats made to two girls at the neighbour- hood ball diamond in Russell village. The OPP report stated that some boys followed the girls at the ball park and one of the boys harassed and threatened the girls. A 13-year-old boy is now charged under the Criminal Code with uttering threats of either death or bodily harm. His case is scheduled for the July 23 provincial youth court session in L’Orignal. Bus collision Police investigated a school bus collision incident June 17 on Notre-Dame Street in Embrun. No one was hurt during the accident. At the time the bus was carrying stu- dents. Aman was ticketed under the Highway Traffic Act for turning on a red light and failing to yield. Burglary Police are investigating a break-and-enter case in Casselman that occurred on June 12. The front door of a house on Faucher Street was pried open and the burglar went inside, ransacked the house, and left with a small money box that contained some $20 bills. The break-in occurred at night while the homeowner was at work. Anyone with information about the burglary can call Const. Mario Hautecoeur at the Embrun OPP station at 613-443-4499 or the CrimeStoppers toll-free confidential tips line at 1-800-222-8477. Threat complaint A 42-year-old Limoges man is charged with making threats of death or bodily harm following police investigation of a domestic disturbance on South Indian Drive in Li- moges on June 17. The police report noted that alcohol may have been a factor during the incident. No name was released. The accused is scheduled for the July 17 provincial court session in L’Orignal. Car scratching A 31-year-old Ottawa man is charged under the Criminal Code with domestic mis- chief following police investigation of a vandalism complaint on June 18. A Russell vil- lage resident reported his car was scratched with a key. The accused is scheduled for the July 2 provincial court session.

Other ways to prevent unpleasant and environmentally poor al- gae blooms in stormwater ponds or similar features include leaving a wide buffer strip of vegetation around the pond and not mowing too close, reducing fertilizer appli- cations and encouraging cattails, which Symington says are very important. The SNCA is encouraging low-impact development, such as the use of enhanced grass swales, open ditch and perched culverts, and pervious paving stones, all of which allow rainwater to percolate slowly through the ground rather than quickly run off and collect in a stagnant pool. Other possible applications for the floa- ting wetland include treatment of muni- cipal wastewater, waterways degraded by agricultural runoff, and ponds and lakes impacted by waterfowl or septic systems.

LIMOGES | A stormwater pond built within the last few years to serve a Limoges de- velopment has produced undesirable al- gae growth. A partial solution, a floating wetland, was installed on June 17 by the South Nation Conservation Authority. The mats of the floating wetland hold plants with long roots that will improve water quality by using up the oversupply of nu- trients in the water. The Nation mayor François St-Amour and SNCA chairperson Bill Smirle attended the installation. “Floating wetlands provide a highly effi- cient, natural way to improve water qua- lity and buffer habitats against surges in nutrients and pollution,” said Jason Syming- ton, SNC Environmental Technologist. “Nu- trients in fertilizer and pet waste come off

Les produits et services proposés par la Maison des Arts rapportent à cette der- nière 787 439$ en 2014 et les dépenses at- teignent les 661 284$, ce qui laisse un profit pour l’année de plus de 126 000$.

EMBRUN l La Maison des Arts de Russell Inc. a tenu sa réunion générale annuelle le 16 juin dernier. Ainsi, le total des profits pour l’année 2014 s’élève à 603 811$. C’est une hausse d’un peu plus de 126 000$ par rapport à l’année 2013, ce qui est une bonne nouvelle dans l’ensemble, selon le conseil d’administration. Lors de l’assemblée, on apprenait que le service préscolaire prendrait fin au mois d’août puisque les écoles ont maintenant pris la relève, après le changement de la loi pro- vinciale. Première pelletée de terre pour le parc canin

Le montant global de cette participation mu- nicipale s’élève à 16 819$. Un comité a en- suite été formé pour recueillir le reste de la somme. Près d’une vingtaine de comman- ditaires se sont joints à cette initiative. «Être témoin de cette implication com- munautaire, de voir les efforts et la volonté des gens d’ici, entrepreneurs et résidents, à travailler de concert afin de bâtir une com- munauté plus forte par l’entremise d’un projet aussi grand, est une source d’inspi- ration profonde», a déclaré le maire de la Municipalité de Russell, Jean-Paul St. Pierre. Le parc devrait voir le jour à l’automne 2014 et les propriétaires de chiens pourront alors y accéder entre 6h et 22h.

EMBRUN l C’est lundi dernier que l’on a procédé à la première pelletée de terre du projet de parc canin, entre Embrun et Rus- sell, tout juste voisin du réservoir d’eau. Ce tout premier projet, dont l’idée origi- nale a été lancée par Julie Émard qui fait aussi partie des membres du comité de ce projet, va bon train. La responsable du pro- jet et directrice de la sécurité publique de la Municipalité de Russell, Millie Bourdeau, est fière du travail qu’ont accompli les nom- breux commanditaires. «Le week-end der- nier, Robert Excavation a fait 100 voyages de terre pour remplir les 2,2 acres et pour créer de petites butes», a-t-elle précisé. Le budget global présenté affichait un montant de 67 619$. Suite à la présentation de ce projet, le conseil a décidé d’appuyer

Foreword: This article, slightly different from the others I have written in this series, explores the concept of time in Bali. I first came across the term Rubber Time while perusing through the book Time, Rites And Festivals in Bali published in 2013. The term seemed well suited to what I have always called the ‘hot weather syndrome’, where people’s ability to reach one’s destina- tion while confronted with the hot sun, suddenly decreases considerably. Of course, I was never really able to explain the phenomenon, as a simple case of leaving earlier would have solved this quandary or so I thought. Suffice it to say that Balinese do not adhere to the same rigid rhythm of time as West- erners do. Although they follow to some degree the standard Gregorian calendar, they also follow a 210-day Pawukon calendar as well as the Saka lunar calendar. Their tem- poral reality is based on the next celebration to be held, and the ritual obligations that precede, not on which day of the week they stand. The fact that most Balinese work every day or what we would call seven days a week, certainly makes this possible. It would of course take much more than 25 days of part-time reading and question seeking to understand how Balinese construct their time and routines surrounding these very complex calendars, but I can tell you that there are good days and bad days for every, and any activity. You need a haircut? Our guide tells us Monday andWednes- day are good days, but to avoid Sunday at all cost. Of course another day of the week may also be favourable depending on where the moon happens to be in its cyclical rotation, or how your astrological sign is influenced by that particular week’s cycle; so make sure you consult your Pawukon calendar before leaving the house. Intertwined with time and direction there is also the ‘banned’ notion of caste; where your birth plays a role within your temporal place on earth. In India as in Indonesia, it lives on, too ingrained in the countries’cultural values to vanish completely. I am always very reluctant, as an outsider, to speak of this or even of a country’s religious or moral beliefs, as I am neither an expert nor a follower, which tells me that my occidental inter- pretation may certainly be biased, and therefore inaccurate. An example of this is when a Balinese tour guide proudly told me howmen and women in Bali are equal (implicitly comparing Bali’s culture to the Muslim part of Indonesia). Upon hearing this, I couldn’t help but smile inwardly, knowing that although women may not be as constricted as their counterpart in the rest of the country, we see daily evidence of a patriarchal soci- ety. But from what I have heard, read, and observed, Balinese have a developed sense of direction. There is no need to observe the sun or stars; they have a particular connec- tion with their cosmic structure of direction, place and time. This triad being also linked back to the Hindu faith of good, bad, and the central position where good and bad can be balanced. From private temples to house furniture to the placement of your shoes, and the daily offerings to the spirits, orientation is key to a cosmic balance. So although I may not be able to explain and follow Pawukon and Saka time, the questions these time calculators have raised within our family have brought us to speak once again of world religions and beliefs; a topic that fascinates me, and that has domi- nated many of our family conversations these past few months. What about the legacy of Romans regarding time as we know it, and what about the origin of the year zero? Our family’s questions about the understanding of the world have given a meaning to our travels, which goes beyond the mere discovery of other cultures, and for which I am very grateful. I wish I could immerse myself in researching the origins of these cycles and time cal- culations, but our‘rubber time’is almost up, and soon, the very inflexibleWestern rendi- tion of the Gregorian calendar will be calling my name.

Claire Desrochers and Marie-Claire Ivanski, the two Lady Claires (at back), held the third annual Victorian Tea and Garden Tour at Desrochers’ home near Embrun on Saturday, June 21. Desrochers hosted, including supplying and preparing three-quarters of the food for the 120 attendees served in three sittings by several volunteers. The formal tea raised $3000 for breast cancer research. Ivanski has now participated in raising over $400,000 for the cause.

Rhéal Giroux, président de la paroisse St-Viateur de Limoges, et son frère René Giroux, président du tournoi de golf (à droite), ont recueilli 7000$ grâce aux 72 joueurs qui se sont présentés sur le green et grâce au don de 1000$ de la Caisse populaire de Limoges.
