A message from our CEO As I reflect on my second year as CEO of the CIPP, I’m incredibly proud of how our commitment to supporting our members, and the wider pay community, continues to grow. Membership is at the heart of everything we do, enabling us to invest in the products, services and education our profession needs. I’m also delighted we have been able to further support industry by introducing mandatory membership to enhance students’ learning, alongside launching some exciting and robust new products from IPP Education (IPPE). Since 2022, IPPE training has evolved from fully online delivery to a flexible hybrid model, designed to suit varied learning preferences. In 2025, we launched Payroll QuickLearn (PQL) – bite-sized, on-demand courses covering essential payroll topics in under an hour. With new modules being added regularly, PQL offers accessible, practical learning to support you, your team and organisations’ learning, to ensure you keep growing and remain compliant. In 2024 we saw the launch of IPPE’s Level 4 Payroll Specialist Certificate , bridging the gap between our Level 3 Payroll Technician Certificate suite and the foundation degree. Early in 2025 we then followed with the launch of IPPE’s Level 5 Payroll Management Diploma , with the first enrolment in Autumn 2025. All qualifications are developed, awarded and assessed by IPPE, which became Ofqual-recognised in June 2022. Our award-winning events continue to flourish and grow. We proudly lead the industry with National Payroll Week every September and the UK’s largest payroll Annual Conference and Exhibition , is set to be even bigger in 2025, with an expanded exhibition welcoming many new organisations. Following the 2024 launch of Payroll Live , we grew to two locations in 2025, and we’re elated to add the Payroll Services Summit to our events calendar in September 2025, in a move to further support payroll service providers.
Finally, our Policy and Research Team are at the forefront of representing pay professionals on critical issues, such as the 2025 research report ‘ Systemic issues in HMRC Real Time Information (RTI) data collection and customer experience when seeking resolution ’. By engaging with HMRC and contributing to government consultations, the team ensures members’ concerns are heard and drive meaningful improvements. This work reinforces our commitment to fair, transparent, and effective payroll systems. We hope this prospectus serves as a valuable guide to the membership options, training, qualifications and professional development opportunities available through the CIPP and IPP Education. THE ROYAL CHARTER We were granted Royal Charter status in March 2011, a special recognition from the monarch that shows we meet the highest professional standards and represent the industry. The CIPP is the only Chartered organisation for pay professionals in the UK. Having this status sets us apart as a trusted and respected organisation. CLIMATE COMMITMENT
As a signatory of The CAFA Climate Commitment, the CIPP is working towards net zero emissions by 2035. This supports our values of sustainability, respect for all, and positive wellbeing. We’ve formed a Green Team and are actively reducing our carbon footprint, promoting sustainable behaviours, and supporting members in achieving their own net zero goals. Our plans We track progress using the B Impact Assessment Tool and report regularly. In 2023–24, we recycled 2,093kg of waste, up 414kg from the previous year, supported by monthly waste and fuel reporting. Sustainability is embedded in daily operations through product reviews, staff education, and awareness events like our Climate Change and Environmental Awareness Day.

Apprenticeship assessment Apprenticeship assessment is an impartial process that evaluates whether an apprentice has developed the skills, knowledge, and behaviours outlined in the relevant apprenticeship standard. Employers should select an AO early in the apprenticeship – typically via the training provider. However, the final decision lies with the employer. Early engagement helps ensure apprentices understand the assessment criteria and how they’ll be assessed. Once all the assessments connected with a standard have been completed, the AO records the outcome so that a certificate can be issued by Skills England. Support IPPE is passionate about supporting learners to become the best payroll professionals they can be. They will support learners and employers in any way they can throughout the assessment process.
