A message from our CEO Reflecting on another successful year for the CIPP, I’m immensely proud of the progress we have made together as both a profession and a membership community, with membership remaining at the heart of everything we do. This year, we reached the largest member base in the Institute’s history, a clear testament to the value, support and sense of community the CIPP provides across the pay professions. We also launched our podcast, Behind the Button, offering thought leadership for the industry and, most importantly, shining a spotlight on the people behind pay. This strong membership foundation enables continued investment in education, insight, representation and development opportunities that benefit both individuals and organisations. Our training offering continues to evolve, with a strong focus on flexible, accessible online learning. Since the launch of Payroll QuickLearn (PQL) in 2025, the on-demand library has expanded to include more than 30 bite-sized courses covering essential payroll skills at all levels. Alongside this, our programme of topical webinars and training sessions ensures professionals remain informed, compliant and confident in an increasingly complex legislative environment. Our qualifications portfolio, delivered by IPP Education (a wholly owned subsidiary of the CIPP), provides industry-recognised career pathways for pay professionals at every stage. Over the past year, we have focused on enhancing the learner experience while ensuring our qualifications and assessment processes reflect the changing needs of the profession. We are also working closely with Skills England, Ofqual and the apprenticeship trailblazer group during ongoing reforms to ensure payroll apprenticeship standards remain relevant and aligned with industry requirements. The Institute’s award-winning events programme has also gone from strength to strength. We remain proud to lead the profession through National Payroll Week each September and the UK’s largest payroll Annual Conference and Exhibition in October. In 2026, we launch a new Public Sector Pay Forum, dedicated to addressing the unique challenges and opportunities within public sector pay, further demonstrating our commitment to delivering relevant, forward-thinking events. Our Policy and Research Team has strengthened relationships across government and industry, ensuring payroll professionals’ voices are heard. Following a six-month HMRC secondment, Mathew Akrigg became Policy and Advisory Leader after Samantha O’Sullivan’s departure, and we thank Sam for her contribution. Through consultation, forums and initiatives such as the Payroll Insights Survey, the team continues to provide valuable insight to inform policy and support progress across the UK payroll profession. We hope this prospectus provides a clear overview of the membership, training, qualifications and professional development opportunities available through the CIPP and IPP Education, supporting both individual growth and organisational success in an evolving payroll landscape.

As a signatory of The CAFA Climate Commitment, the CIPP is working towards net zero emissions by 2035. This commitment reflects our core values of sustainability, respect for all, and positive wellbeing. We have also established a Green Team to actively reduce our carbon footprint, promote sustainable behaviours, and support members in achieving their own net zero goals. Our plans We use the B Impact Assessment Tool to monitor sustainability performance and report key environmental metrics. In 2025, we recycled 6,682 kg of 8,139 kg of waste (82.04%), an increase of 3,922 kg from 2024. Monthly monitoring of waste and electricity use supports continuous improvement on our journey to net zero. Sustainability is embedded in daily operations through product reviews and awareness initiatives, promoting responsible environmental practice across the Institute. We will continue to build on this progress through improved monitoring, waste reduction, and employee engagement.

Where a CIPP-approved qualification was a bonus on a payroll CV, a growing number of our clients now treat it as a baseline when they brief us on a role, and the numbers behind that shift are hard to argue with. In our latest Payroll Salary Survey, CIPP-qualified professionals reported a median basic salary almost 20% above those without one, and 56% of respondents now hold a qualification. It has quietly become the standard the profession measures itself against. “What a qualification really signals is intent. Someone who has invested the time to qualify is telling you they see payroll as a career rather than a job, and that they’re likely to keep building within it. They also arrive with a genuine breadth of understanding, a grounding in the full range of payroll functions and their underlying principles rather than only the corners of the role they happen to have worked in. And because CIPP-approved qualifications come with continuous legislative updates and an active professional network, that knowledge doesn’t stand still. It keeps pace with a landscape that rarely sits still itself. “For employers, though, the most underrated benefit is retention. Funding qualifications is one of the most concrete ways a business can show it’s serious about someone’s future, and people tend to repay that kind of investment with loyalty. An employee working through a course you’ve backed has every reason to stay and see it through, and those who complete one often value the recognition far more than an equivalent sum in salary would deliver. Given how difficult strong payroll professionals are to replace, growing the people already in the team is almost always the smarter option. “We also find that clients who hold a CIPP-approved qualification themselves are often the keenest to recruit others who do. They want a consistent standard across the team, and a qualified function carries a credibility and a level of assurance that’s felt well beyond the payroll department. “The case is just as compelling from the candidate’s side. A recognised qualification sharpens career prospects, lifts earning potential and sets someone apart in a competitive market, and it’s one of the fastest ways to broaden experience for anyone who has only worked across a handful of systems or sectors. Encouragingly, more businesses are now building funded qualifications into their benefits packages, and where that isn’t on the table as standard, it’s well worth raising during negotiations. It ensures you remain compliant with the increasing amount of regulations and legislation which impacts on the day-to-day running of the payroll department.
