at the United Counties of Prescott-Russell (UCPR) office in L’Orignal havemanaged to whittle down the 2015 budget plan to elimi- nate the chance of a property tax increase this year from the counties. «We brought it down to zero,» said Sté- phane Parisien, UCRP chief administrator, following the January 28 counties council session. «Everyone was kind of pleased.» The preliminary report on the 2015 UCPR budget projected a possible four per cent tax increase tomake up the $40.3millionmunic- ipal levy needed for the counties to deal with all operation and capital works expenses not already covered through senior government grants and other revenue sources. Counties council directed administration to find a way to bring the budget down to a zero tax increase as has been possible with the last two counties budgets. Several indicated they would settle for a maximum two per cent increase if necessary. Staff reviewed the list of expenses pro-

Getting early approval for the budget also means the UCPR can take advantage of ear- lier public tender opportunities for some of its capital works projects contracts. Many contractors will offer lower bids in an effort to secure a full year of work before the start of the spring construction season.

La Fromagerie renaît officiellement de ses cendres

Deux ans, jour pour jour, après que le tragique incendie qui a complètement détruit la Fromagerie de St-Albert, l’insti- tution centenaire renaît officiellement de ses cendres. Et c’est en grandes pompes, le mardi 3 février, que l’équipe de la Fro- magerie a convié dignitaires, partenaires, fournisseurs et amis à prendre part à l’ou- verture officielle de la Fromagerie. C’est devant plusieurs journalistes et invités que Michel Picard, d’Unique FM, a animé l’événement. Le député Grant Crack, laministre des Affaires francophonesMade- leine Meilleur, le maire de La Nation, Fran- çois St-Amour, Stéphane Trottier, membre du conseil des représentants de l’Ontario Desjardins, pour ne nommer que ceux-ci, ont fait le déplacement et ont tenu à rendre hommage à cette institution mais, égale- ment, au travail de l’équipe de la Fromagerie, du directeur général, Éric Lafontaine, de Réjean Ouimet, l’ancien directeur général, et de la présidente de la Fromagerie, Ginette Quesnel. «Ce jour où on a tout perdu, on n’a pas perdu les employés, la passion et le savoir-faire», a déclaré Éric Lafontaine. À la fin de la cérémonie, une surprise attendait les invités. On a en effet dévoilé une murale et une plaque commémorative
en l’honneur des fondateurs de la Froma- gerie, ce qui marquait l’ouverture officielle du nouveau bâtiment d’une superficie de 75 000 pieds carrés, soit un tiers plus grand que l’ancien bâtiment. On y trouve l’usine de production que les visiteurs peuvent admirer par de larges fenêtres, le magasin et le restau- rant, avec ses 65 places. Unmusée devrait venir compléter les installations de la Fromagerie. La vie a donc repris son cours normal dans les rues à Saint-Albert. La circulation automo- bile a repris. Plusieurs employés, qui avaient accepté de s’éloigner au Québec pour assurer la production du cheddar, sont enfin de retour et comptent bien satisfaire les nombreux clients. En 2014, au moment de souligner le 120 e anniversaire de la coopérative, la Fromagerie St-Albert s’est relevée de ses cendres, avec des installations modernisées, une capacité de production améliorée et une volonté de fer. « Nous ne voulions pas simplement bâtir pour remplacer, mais bâtir pour innover, a lancé M. Lafontaine, soulignant le soutien de la clientèle de la Fromagerie durant cette période. Aujourd’hui, nous pouvons dire que nous sommes sortis grandis de cette épreuve et que nous sommes fiers d’avoir réalisé en deux ans un projet qui, dans la réalité, prend généralement autant de temps à planifier. »

Des centaines de personnes et dignitaires se sont rendus à St-Albert pour l’occasion, dont la présidente du CA de la Fromagerie Ginette Quesnel, la ministre Madeleine Meilleur, le député Grant Crack (à l’avant), le maire de La Nation François St-Amour, le trésorier et secrétaire général de la Fromagerie, Stéphan Schwab, le directeur général, Éric Lafontaine, l’ancien directeur général, Réjean Ouimet, le représentant de la Fédération des caisses populaires de l’Ontario, Stéphane Trottier, le président sortant, Denis Latour, et Mgr Réjean Lebrun, de Cornwall. Casselman : un résident demande au conseil d’être empathique Un résident de Casselman souhaite que le village retire une contravention qu’elle lui a imposée. Claude Lévesque, 71 ans, aime bien réparer les vélomoteurs et des bicyclettes dans son garage. Or, le village estime que M. Lévesque exploite un commerce à l’encontre des règlements de zonage en vigueur.«C’est un passe-temps que M. Lévesque fait chez lui, pas un business», a expliqué Denis Paquette, qui représentait M. Lévesque, au maire et aux conseillers lors de la réunion du 27 janvier dernier. M. Lévesque a déclaré ne pas comprendre. «Cela fait un bout de temps que je fais ça, tranquille chez moi, et tout d’un coup, je reçois une contravention, s’est-il insurgé. Chaque fois que l’agent de la paix voyait un bateau, des voitures ou encore des motos stationnés près de ma maison, il ne cherchait pas plus loin et pensait que je travaillais sur tous ces engins! Mais les véhicules appartenaient à des voisins ou des amis qui venaient me voir!» Denis Paquette a expliqué au maire et aux conseillers que l’agent de la paix n’a fait aucune vérification et a assuré qu’aucune activité commerciale n’avait lieu chez M. Lévesque. «Pourtant, a expliqué M. Paquette, Claude Lévesque devra se présenter en cour pour se défendre. S’il est trouvé coupable, il devra payer les 305$ de sa contra- vention en plus des frais d’administration. Nous vous demandons donc d’avoir un peu d’empathie envers ce citoyen qui n’a rien à se reprocher.» Le maire Conrad Lamadeleine a, pour sa part, dit que «ça fait quatre ans que j’entends parler de ça. On va régler cela une fois pour toute le 10 février prochain, lors de la réunion du conseil. On va alors vous donner notre décision.»- Annie Larfortune

l’intersection des chemins Boundary et De- vine, dans la municipalité d’Ottawa. Le site est situé à quelques kilomètres seulement des villages de Vars, Edwards et Carlsbad Springs. La présidente de Dump this Dump 2, Sue Langlois, et la vice-présidente, Lucie Régimbald, avaient convié la population pour faire le point sur ce projet. Les participants à cette soirée ont été invi- tés à signer une lettre adressée à Lorna Zap- pone, agente du projet auministère de l’En- vironnement. À ce jour, plus de 400 lettres ont déjà été signées par les résidents de Russell, Vars, Edwards et Carlsbad Springs. Une autre rencontre a lieu le 5 février, au Centre communautaire de Carlsbad Springs. Aucun représentant de Taggart Miller n’était présent lors de la soirée. Le Reflet- News a tenté de joindre le directeur de projet de Taggart Miller, Hubert Bourque, mais sans succès. Le Conseil des écoles catholiques du Centre-Est (CECCE), duquel relève l’École élémentaire catholique Saint-Guillaume de Vars, se dit également inquiet de l’arrivée de Taggart Miller dans la région. D’ailleurs, en 2012, le CECCE avait envoyé une missive à Jeffrey Dea du ministère de l’Environne- ment, qui expliquait clairement ses préoccu- pations à savoir que les sites à l’étude étaient situés à quelques kilomètres de l’institution scolaire. Le maire, Pierre Leroux, s’est dit satisfait des résultats et du travail accompli lors de ce week-end de travail. «Je suis confiant que nous pouvons aller en-dessous de la barre des 2%», a-t-il déclaré au sujet de l’augmen- tation probable de la taxe cette année. En plus du 2,47% d’augmentation de taxes projetée, le document suggérait une augmentation de 4,5% d’augmentation des taux de redevances par utilisateur combi- nées pour les eaux et égouts. Le directeur général, Jean Leduc, a cependant indiqué que la projection pourrait changer lorsque la deuxième ébauche du budget sera pré- sentée au conseil au cours des prochaines semaines.
Le peaufinage du budget 2015 pour la municipalité de Russell va bon train et le conseil municipal devrait être enmesure de l’adopter à la fin dumois de février. L’aug- mentation de taxes devrait êtremoins éle- vée, prévue dans la première ébauche du budget présenté au conseil lemois dernier. «À la fin de février, le budget devrait avoir été adopté, a déclaré le directeur général de la municipalité, Jean Leduc, lors d’un entretien téléphonique le 29 janvier dernier. Trois individus devront répondre à des accusations liées aux stupéfiants à la suite d’une opérationmenée par la Police provinciale de l’Ontario, le 30 janvier. Patrick Bellefeuille, âgé de 26 ans, de Cas- selman, ainsi que Karalyne Roy, âgée de 21 ans, de Casselman, ont tous deux été accusés de possession demarijuana en vue d’en faire

Storm water service strategy The township’s storm water ponds and other facilities designed to handle major runoffs will get regular and more careful attention now with a new storm water management plan approved during the Janu- ary 19 council session. Director of Infrastructure Craig Cullen told council that the nine ponds for handling storm water runoff in residential and commercial areas in the township all meet provincial standards, but that, in the past, they have not always had regular inspections, including basic site maintenance like regular grass mowing around the pond edges. The new management plan will set a regular inspection and maintenance schedule and guarantee that the township’s storm water ponds and facilities meet provincial environmental protection guidelines.

Le dimanche 1 er février, le brunch des pompiers d’Embrun a, une fois de plus, attiré beaucoup de monde puisqu’ils étaient au- delà de 600 à prendre part à l’événement. La journée s’est enfin terminée avec le souper de clôture et, déjà, on pense à la prochaine édition du Carnaval d’Embrun.

Le Carnaval d’Embrun a pris fin le 1 er février dernier et laisse derrière lui une note positive, ayant enregistré un taux de participation exceptionnel. La présidente des activités, Isabelle Cour- ville, se dit très heureuse et considère cette 10 e édition réussie sur tous les plans. D’ail- leurs, les activités de la semaine et du week- end du 30 janvier ont attiré bon nombre de festivaliers qui ont participé aux différentes activités proposées. Tout au long de la semaine, les équipes de hockey hommes se sont affrontées, tout comme celles des femmes. Dans la catégo- rie 19 ans et plus, l’équipe Francis Legault Construction est la gagnante. L’équipe de Bertrand Plumbing a remporté les honneurs pour les 35 ans et plus et, chez les femmes, c’est l’Équipe 1 qui est arrivée première. Benefits of using the modern LED streetlight is that the light is brighter, more energy efficient, and also all of the light in the fixture is directed downward and does not «spread», so there are no streetlight glare problems for neighbouring house- holds in the area. The LED streetlights will avoid contributing to municipal light pollution overhead. Cost for the switchover is about $600,000. The township will maintain its regular operations budget for streetlighting and recoup the cost of the replacement within about five years through savings on electricity and main- tenance.
