CDSBEO fishes for international student enrolment Starting this fall, the Catholic District School Board of Eastern Ontario (CDSBEO) will launch an international student recruitment and support program. In a report to district trustees, Dave Chaplin, head of the interna- tional education program, explained that the district is already involved in student exchange programs where local students can spend a year outside of Canada attending classes abroad while families in the CDSBEO area host foreign exchange students spending a year at studies in Canada. Chaplin said the international education program will help bring «a global perspective into the classroom, promoting diversity and cross-cultural interac- tions, while building cultural awareness and international literacy.» The CDSBEO internatio- nal student promotion will develop a marke- ting strategy using videos, a website, and print brochures to promote the benefits, including English-language instruction and practice, of studying at CDSBEO schools. La Cité de Clarence-Rockland accueillera- t-elle le Concours international de labour en 2019? C’est ce que souhaitent certaines personnes, dont le conseiller Jean-Marc Lalonde. En effet, ce dernier a déjà eu quelques rencontres avec les organisateurs de l’évé- nement. Selon lui, ils semblent intéressés par la municipalité. Mais tenir un tel rassemblement de cinq jours, pouvant attirer jusqu’à 100 000 visiteurs, ne sera pas chose facile, selon le maire Guy Desjardins, car, pour accueillir l’événement, les hôtes doivent trouver un terrain d’au moins 1000 acres. La question est de savoir si les cultivateurs seront prêts à prêter leur terrain. « C’est beaucoup d’organisation, a indi- quéM. Desjardins. On a des terrains de 1000 acres, mais les cultivateurs ne pourront pas utiliser leur terre cette année-là. Et peut-être aussi pendant d’autres années, notamment à cause de la compaction de la terre. » Pour accueillir l’événement, la munici- palité doit aussi recruter entre 500 et 700 bénévoles, ce qui soulève aussi des doutes au sein du conseil. « Je pense que ce qui est épeurant, c’est le nombre de bénévoles requis, a poursuivi le maire. Zihaf-Bibeau was cornered in an alcove leading to the parliamentary library. Sgt- at-Arms Kevin Vickers of Parliament Hill Security, advised of Zihaf-Bibeau’s position, then dove to the floor in front of the other man and shot at him. At the same time RCMP Const. Curtis Barrett strode towards Zihaf- Bibeau, firing his sidearm. The combined gunfire brought down Zihaf-Bibeau three minutes after he had entered the building carrying the concealed gun he had used to shoot and kill Cpl. Cirillo. Zihaf-Bibeau was later pronounced dead.
Another PA Day on the calendar The Catholic District School Board of Eastern Ontario (CDSBEO) has updated its 2015-2016 term calendar with students getting an extra free day during the school year while their teachers are involved in professional training opportuni- ties. The CDSBEO term calendar’s Professional Activities Days (PA) schedule is increased from two to three now. The change meets recent contract settlements between the provincial government and four provincial teachers fede- rations. The addition to the PA schedule on the calendar is April 15. – Gregg Chamberlain They were all nominated for the awards for the courage they displayed in stopping Michael Zihaf-Bibeau who had rushed into the Centre Block of the Parliament Building on themorning of Oct. 22, 2014, after he gun- ned down Cpl. Nathan Cirillo, who was on guard post duty at the National War Memo- rial less than a block away on Elgin Street. Several RCMP and Ottawa Police officers exchanged shots with Zihaf-Bibeau in the building rotunda. He was followed down the Hall of Honour towards the Library of Parliament, still exchanging shots with police who were in pursuit. Constables Marcoux, Palmer and Ruest and eight other RCMP Three Russell County residents serving with the RCMP inOttawa receivedmedals for bravery for their part in stopping a lone gunman on a rampage on Parliament Hill more than a year ago. RCMP Constables Michel Palmer, of the City of Clarence-Rockland, and Sylvie Marcoux and Patrick Ruest, of the Village of Embrun, are among 15 members of the RCMP, the Ottawa Metro Police, and the Parliament Hill Security forces who received Medals for Bravery fromGovernor General David Johnston during a Feb. 8 ceremony at Rideau Hall.
Cement plant company fined for accident
A Québec-based company operating in a cement plant in Wendover was fined for improper safety procedures resulting in injuries to one of its workers. Representatives for Colacem Canada Inc., which has its head office in Laval, QC, registered a guilty plea in provincial court in L’Orignal on Feb. 4, in an occupational safety case filed through the OntarioMinistry of Labour. Presiding Justice of the Peace François J. Pilon fined the company $60,000. The case concerned an incident Dec. 18, 2014, at the company’s cement plant in Wendover in Alfred-Plantagenet Township. The previous month, the labour ministry was told that a mobile crushing unit was installed at the plant’s quarry on Route 25 near the village and was in operation for 30 days.The cement plant receives deliveries of materials from several quarries throughout Ontario. A three-member crew was on-site to operate the crusher unit. The mobile crushing unit has a long conveyor belt system set up at an incline on a built-up pad or base of earth. Weather conditions at the time of the accident had been rainy, resulting in some buildup of crush materials on the belts and rollers of the conveyor system.This created problems with alignment and an entanglement hazard resulted where the rotating roller was in contact with the conveyor belt.
The court report noted that on the day of the accident one of the workers on site was trying to remove mud from a conveyor roller. The worker had noticed a two- to three-inch buildup of mud on the roller and wanted to get the mud cleared away before the machine was shut down for the night, otherwise the mud would freeze overnight and be harder to remove the next day. At the time of the accident, the worker was using a hammer to knockmud off of the roller while the conveyor was still running. At one point, the hammer sank into the mud and was pulled around the roller. The worker was pulled along with the hammer. One of the other workers on-site shut off the conveyer and an ambulance called. The labour ministry charged Colacem Canada Inc. with failure tomake sure a fence or other type of guard was in place to protect workers from an exposed moving part of a machine as required under the provincial government’s Mining and Mining Plants Regular 854/90 and as required under the Occupational Health and Safety Act regula- tions for worker safety. The company pleaded guilty to the charge and was fined $60,000. Justice of the Peace Pilon also imposed a victim fine surcharge of 25 per cent under the Provincial Offences Act. The surcharge goes into the provincial fund for assisting victims of crime.
Counties plan for electric cars The electric car, or its hybrid cousin, is showing up more and more on city streets and even in communities outside of major metropolitan areas. In Prescott-Russell, several communities have at least one charging station available, through local business sponsorship, to service electrics running low on power. Now the United Counties of Prescott-Russell (UCPR) office in L’Orignal may soon become a charging station stop for electric vehicles. UCPR Public Works Director Marc Clermont is finishing up the paperwork for an application to the Electric Vehicles Chargers Ontario program (EVCO) for a grant to cover all of the cost for setting up a charging station outside of the counties office building on Court Street. The station would have both a level 2 standard charger and a level 3 “quick charge” unit. One condition of the grant would require the counties office maintain a five-year record of charge station use. – Gregg Chamberlain

Les flammes ont ravagé l’un des entrepôts du Bean Town Ranch, à Plantagenet, le 5 février dernier. Alors qu’une répétition pour un mariage avait lieu dans la chapelle, des gens ont remarqué de la fumée qui s’échappait de l’édifice plus loin. Les pompiers ont été appelés sur les lieux vers 14h45. L’incendie aurait été causé accidentellement par des tisons du poêle à bois. Personne n’était dans l’entrepôt au moment de l’incendie, mais plusieurs objets, dont de l’équipement et des outils, étaient entreposés à l’intérieur. « C’est décevant parce qu’il y a bien des choses à l’intérieur, des choses auxquelles je tenais émotionnellement aussi. Mais on a été chanceux, ça ne touche pas la grande salle ni la chapelle et il n’y a personne de blessé », a indiqué la propriétaire de l’endroit, Geneviève Desjardins. —photo Véronique Charron

Boat theft case still open

1 in Alfred-Plantagenet Township.The theft occurred Jan. 12. Anyone with information can call Const. Mike Roy at 1-888-310-1122. Another recreation vehicle theft took place along Concession Road 1 in the township sometime overnight Jan. 14 and 15. A 2007 black Maxi utility trailer was sto- len along with two sets of 17-inch tires, ATV ramps, and a large red leather tarpaulin. One set of tires are Yokohama brand, mounted on mag rims for a Mazda CX5 while the other four are Goodyear brand, mounted onmag rims. Anyone with information can call Const. Trottier.
Police at the Hawkesbury OPP detachment are still searching for leads in the case of a thief who drove away with a boat and trailer parked outside a home in the Tread- well/Lefaivre area of Alfred-Plantagenet Township. Sometime overnight on Jan. 12 and 13 at a home on Concession Road 1, a 15-foot Springbok aluminum boat mounted on a grey 2003 homebuilt trailer were taken from where they sat parked outside of a shed.

A cuckold of con artists are working the county either giving them money or giving them even more valuable personal I.D. informa- tion that would assist with identity theft crimes in future. Most of the fraud attempts came through surprise phone calls during which con artists used various false identities to try and convince their targets to provide credit card numbers, banking records infor- mation, and other personal information identification. Russell County OPP report that in most cases, the householders targeted by the con artists recognized the scam attempts and just hung up. One woman reported that she did provide her social insurance number (S.I.N.) information to a caller who identi- fied himself as a Canada Revenue Agency agent (CRA).
The CRA does not phone or email or send letters to anyone asking for personal finan- cial details or S.I.N. information.The agency already has all that information in its data records fromwhen people file their income tax forms.The OPP urge residents to be wary and never give anyone any banking, credit card, or personal information to anyone over the phone or through email. Anyone who suspects they may be a victim of fraud should report the matter to the police and to the Canadian Anti-Fraud Centre at toll-free 1-888-495-8501 or www. antifraudcentre.ca. These reports help law- enforcement agencies to both track con artists and also determine any new trends in fraud routines.

The Ontario Energy Board is commencing a hearing on its own motion to consider what mechanisms may be used to recover the costs of expanding natural gas service to Ontario communities that do not currently have access to natural gas. In July 2015, Union Gas Limited filed an application (EB-2015-0179) to expand natural gas service to certain rural and remote communities. That application included a proposal to have existing Union Gas Limited customers pay a portion of the costs to connect new customers. The Ontario Energy Board has determined that the requests made by Union Gas Limited in that application raise issues that may be common to any entity that wishes to provide natural gas service to communities that do not currently have access to natural gas service. The Ontario Energy Board will therefore address these issues through a generic proceeding. The Ontario Energy Board will put the hearing of Union Gas Limited’s application (EB-2015-0179) on hold until the generic hearing is complete. In the generic proceeding, the Ontario Energy Board will consider possible alternative ratemaking frameworks to provide natural gas service to Ontario communities that do not currently have access to natural gas. The OEB plans to seek input from intervenors on exactly what the issues should be. However, broadly speaking the OEB intends to review the following issues: 1. Should the OEB implement new ratemaking mechanisms including changes to current economic tests to encourage utilities to expand natural gas distribution service to new communities? If so, what should these new mechanisms be? 2. Should the OEB consider imposing conditions or making other changes to Municipal Franchise Agreements and Certificates of Public Convenience and Necessity to reduce barriers to natural gas expansion? 3. Does the OEB have the authority to require the ratepayers of one utility to subsidize the costs of another utility to expand into new communities? If so, under what circumstances (if any) would this be appropriate? Maxime Plouffe-Villeneuve, 20, of The Nation municipality, is charged with two counts of theft of property under $5000 value following police investigation Jan. 25 of a report about a man walking along Spence Avenue inHawkesbury at 1:30 a.m., pushing a wheelbarrow loaded with four portable propane tanks. Police determined that both the wheel- barrow and the propane tanks were all sto- len from the backyards of residences along Spence Avenue and returned the items to their rightful owners. Plouffe-Villeneuve is scheduled for the Feb. 24 provincial court session in L’Orignal. Asleep at the wheel Police responded to a Sunday morning call Jan. 31 about an accident on Highway 417 near theMile 60marker.The driver was examined by paramedics with no report of any injuries sustained. She was charged with careless driving after she later told police she fell asleep while driving along the highway. Domestic disputes Russell County OPP dealt with four do- mestic dispute incidents during the first week of February. Police have charged a man with uttering threats, intimidation, and failure to comply with a recognizance order. Un week-end amusant au Carnaval d’hiver de Hammond
Le peu de neige est loin d’avoir empêché les gens de s’amuser lors du Carnaval annuel de Hammond, et ce, même si des changements ont dû être apportés à certaines activités. En effet, les organisateurs ont été obligés de modifier certaines activités prévues au cours duweek-end, à cause dumanque de neige. Ils ont notamment pris la décision d’annuler la compétition de forts qui devait se déroulé à l’extérieur du Club de Golf de Hammond. Malgré tout, la grandemajorité des activités ont eu lieu comme prévues, dont la glissade sur neige et la partie de ballon balai. Jeunes et moins jeunes ont apprécié la soirée à la patinoire extérieure, la matinée à jouer au ballon balai, la session de science en folie, la danse et toutes les autres activités organisées pendant les quatre jours du Carnaval de Hammond. —photo Gregg Chamberlain

Lancement du Défi Coureurs des bois

Le Défi Coureurs des bois Challenge est maintenant un événement annuel officiel à Clarence-Rockland. L’activité a été lancée le 1er février dernier, à Clarence Creek, par le Regroupement scout francophone 64e Clarence-Rockland et le comité organisa- teur. Cette course à obstacles se tiendra le 24 septembre prochain, au Parc naturel Lavigne, à Bourget. Près de 300 personnes sont attendues pour la première édition de ce nouvel évé- nement annuel qui prône l’activité physique. Cette activité incitera la population à se mettre au défi, selon les organisateurs, tout en favorisant la débrouillardise et l’esprit d’équipe de chacun. « Cette course a un lien direct avec les acti- vités qu’on propose à nos jeunes du Regrou- pement scout francophone 64e Clarence- Rockland, a fait valoir Chantal Lalonde, la présidente du défi. On les invite à se dépasser, à travailler en équipe et à être débrouillards. Donc, une course à obstacles pousse jus- tement les gens à travailler ensemble et à repousser leurs limites. C’est un bel événe- ment rassembleur. » Mme Lalonde est à l’origine de ce projet qui a été créé afin de soutenir le Regrou- pement scout francophone 64e Clarence- Rockland, un programme jeunesse visant le développement et le potentiel des jeunes afin qu’ils deviennent des citoyens engagés et des futurs leaders dans leur communauté. Tous les étudiants à temps plein du Québec et de l’Ontario, membres et non-membres Desjar- dins, sont invités à poser leur candidature pour recevoir une bourse d’études de la Fondation Desjardins dont le montant varie entre 1 000 et 10 000 $ chacune. En tout, 800 000 $ seront remis en bourses d’études en 2016. À chaque année, la Caisse Desjardins d’Argenteuil soutient financièrement la Fondation Desjardins pour appuyer les jeunes dans la poursuite de leurs études. Collecte de fonds pour le programme Courageux Compagnons L’organisme Courageux Compagnons a tenu une collecte de fonds au Boston Pizza de Rockland, le 2 février dernier. Courageux Compagnons est un organisme qui dresse des chiens pour aider des gens blessés physiquement ou psychologiquement, que ce soit à la suite d’une carrière militaire ou d’un travail dans les services d’urgences. Quelque « 90 % des chiens qu’on entraîne, on les sauve des refuges, a indiqué le directeur du programme, Marc Lapointe. On peut dire qu’on redonne confiance et dignité aux gens, mais aussi à leur animal. » Une partie des fonds amassés lors de cette soirée servira à financer quelqu’un de la région qui a besoin d’un chien d’élite. Depuis la création du programme en 2002, 140 équipes (chiens et maîtres) ont été cer- tifiées au Canada et 253 autres sont présentement en entraînement. —photo Véronique Charron Les élèves de l’École élémentaire catholique Saint-Joseph, à Wendover, ont eu bien du plaisir lors du Carnaval de l’école, qui s’est déroulé du 1 er au 5 février dernier.
