Pour le reste, le directeur général sortant entend passer plus de temps en famille notamment auprès de ses trois petits garçons. Il ne quitte pas complètement le domaine de gestion malgré tout. «Il y a tellement de bonnes choses qui peuvent être faites, soit ici ou ailleurs. Mais, ce sont des projets qui sont un peu plus ponctuels ou tu as un début, une fin et tu vois le résultat de tes efforts. C’est ce que je vais probablement rechercher». CLARENCE-ROCKLAND | Le directeur général de la Cité de Clarence-Rockland, Pierre Tessier, quittera ses fonctions à la fin du mois de juin. Il a annoncé sa démission, lundi, lors d’une réunion à huis clos. «La raison principale, c’est que je suis au point dans ma vie et dans ma carrière où il faut que je pense à la retraite. Le travail de dg c’est excitant, mais ça amène du stress, ça amène des exigences sur la santé et la façon de vivre que je dois évaluer de temps à autres. Ma santé est bonne, mais je ne veux pas qu’elle se détériore», a confié l’administrateur municipal. «Nous avons été surpris de la décision de M. Tessier. Il a apporté beaucoup à notre Cité dans une courte période de temps

permanence en avril 2012. Maintenant rendu dans la «soixantaine avancée», il souhaite s’attarder à des projets plus légers à temps partiel. «Je veux possiblement faire des projets à temps partiel plutôt qu’avoir un poste régulier à temps complet. J’ai voulu faire ça parce que je ne voulais pas attendre non plus trop longtemps», a confié M. Tessier évoquant notamment la tenue d’élections municipales l’an prochain. Le directeur général sortant se rassure qu’il a rempli le mandat qu’on lui avait confié et qu’il s’était lui-même fixé, soit de rebâtir la structure organisationnelle de la municipalité. «Les postes que j’ai eus dans la majeure partie de ma carrière c’était des postes dans des organisations qui avaient besoin d’être rebâties. Je suis devenu un adepte à faire ça, mais j’aime ça aussi. Ça c’est quelque chose
et nous lui souhaitons la meilleure des chances dans ses projets futurs», a pour sa part déclaré Marcel Guibord, maire de la Cité de Clarence-Rockland. Pierre Tessier avait d’abord accepté le poste de dg par intérim en octobre 2011. Il avait ensuite obtenu le poste en

“I want to make sure the organization is stable,” he said, adding that there are a few staffing vacancies he wants to see filled first. Tessier also wants to oversee the start of a process for a new long-term strategy for the City of Clarence-Rockland. That includes de- veloping an asset management plan for the city, which is now a condition of the provin- cial government for all municipalities for fu- ture grant considerations. A review of the city’s information technol- ogy setup is also on Tessier’s “to do” list be- fore June 30. He also wants to see the start of a job re-evaluation project for the munic- ipality. That was one of the conditions of the latest contract agreement between Clar- ence-Rockland and the Canadian Union of Public Employees (CUPE), the union which represents city employees. Both Tessier and CUPE agree that some job descriptions for municipal staff may be out-of-date and re- quire review and revision. He has also promised to help council find his replacement. “Three months, we should have a list of candidates,” he said. Tessier affirmed that he has enjoyed working “with a team of dedicated staff who is committed to the citizens of the mu- nicipality.” “In fact, it is this bond and this complicity that makes my decision harder,” stated Tes- sier. Since Canada Day falls on the Monday that follows his last official day as Clarence- Rockland’s CAO, Tessier knows what his first day of semi-retirement will involve. He also has figured out a plan for the second day following. “Probably go spend some time at my daughter’s cottage with my three grand- sons,” he said. “And golf. I miss the golf.” After a holiday break, Tessier noted, he will start looking around for a new chal- lenge to occupy and exercise his mind and skills.
ROCKLAND | Pierre Tessier will leave city hall in Clarence-Rockland at the end of June. Tessier told council during its huis clos session of a special March 25 meeting that he would step down as chief administrative officer for the city effective June 30. He has occupied the post for more than a year. “After careful thoughts and discussions with my wife, I decided to retire and devote my time to other adventures,” stated Mr. Tessier, in a news release issued the follow- ing day. “We were surprised by Mr. Tessier’s deci- sion,” stated Mayor Marcel Guibord. “He brought a lot to our city in a short period of time and we wish him the best of luck in his future endeavors.” Tessier explained during a Tuesday morn- ing phone interview that he had begun thinking about stepping down as Clarence- Rockland’s CAO just before Christmas. He discussed the matter with his wife during the holiday break. “It’s not something I took lightly,” he said. “I had made a commitment to staying as long as I could.” He noted that a desire for personal change in his life was one of the main rea- sons for his final decision to move on. “I am in my 60s and I’ve been working for over 40 years. You have to start thinking ‘What else would I like to do?’ And these jobs also carry a lot of stress.” Tessier assumed the position of CAO sev- eral months after the resignation of Daniel Gatien from the post. During his time Tes- sier pushed ahead a reorganization of the city’s corporate organization chart to in- crease municipal efficiency and provide better services to residents. Michel Thivierge a déploré le fait que, selon le règlement, les comités seraient présidés par un membre du conseil. Le président serait préalablement nommé par lemaire. «Je pense qu’il ne devrait pas y avoir un conseiller ou le maire comme président d’un comité. Il faudrait que les directeurs de département soient présidents des comités et qu’ils dirigent leur comité quand on a une réunion», a-t-il déclaré d’entrée de jeu. Michel Thivierge a ensuite lancé une accusation voulant que les modifications au niveau des comités favorisent certains conseillers. «Vous, vous essayez de pacter ça et c’est vous autres qui menez […]. Tout allait bien avant. Là il faut qu’on change ça parce qu’il y en a certains, qui sont assis à la table, qui ne veulent pas avoir ça de cette façon-là». Le maire Marcel Guibord a répliqué en disant que le président d’un comité ne possède pas de pouvoir décisionnel. Il a également souligné qu’il s’agit d’une procédure similaire à d’autres gouvernements municipaux. «Quand on dit président, on parle du conseiller qui va être responsable du comité, et il va nous apporter les informations […] c’est tout simplement d’arriver à comprendre ce qui doit se faire et d’arriver avec des suggestions. Ces suggestions-là ça vient de tout le monde, pas juste d’une personne (président)». Ces explications n’ont pas apaisé la frustration du conseiller du quartier 1. Cette fois, il s’en est pris à d’autres membres du conseil. «Pourquoi est-ce qu’un conseiller va être président, parce qu’il a un diplôme d’université comme M. Félio? Ou, parce qu’il est enseignant? […]», a lancé M. Thivierge. Ce dernier a également insinué une certaine connivence entre membres du conseil. «[…] je veux que le public sache ce qui se passe au conseil. Ils vont le savoir avec ça.» Cette intervention a mené le conseiller Guy Félio à soulever une question de privilège afin que M. Thivierge clarifie ses propos. À la fin, le maire a déclaré la réponse irrecevable à la question de privilège. Le nouveau règlement de procédure a été adopté malgré un vote contre de Michel Thivierge. Underground C-R water mapping study planned
groundwater mapping project using Clar- ence-Rockland as the pilot study. SNC hy- drogeologist Tessa Di Iorio explained the reasons behind the project proposal during the SNC board’s annual general meeting March 21 in Finch. “It does promote safe development,” Di Iorio said. She noted in a brief to the SNC board that the United Counties of Prescott-Russell (UCPR) has identified a need for an eco- nomic and efficient method for screening

In Clarence-Rockland, Di Iorio observed, groundwater quality for drinking water use “is a persistent issue” and that maps of the underground water systems would be an aid for future development. The Clarence-Rockland groundwater mapping study would serve as a model for
similar mapping studies in future for other parts of the UCPR and the technology could be applied to other parts of the province or country. The UCPR and SNC are partnering with the University of Ottawa and the Ontario Geological Survey (OGS) on the $300,000 project with a mix of both cash and in-kind support through staffing for field work sample collections and tracking of under- ground streams and also for laboratory analysis of water samples.

David Bertschi n’obtient pas les appuis souhaités
David Bertschi est ainsi devenu le deuxième candidat à se retirer après le candidat Marc Garneau. De son côté, Marc Garneau avait parlé de la grande popularité du candidat Justin Trudeau pour expliquer son retrait. David Bertschi s’était joint à la course au mois de novembre dernier après plusieurs mois de réflexion. Il a basé sa plate-forme, entre autres, sur les familles et les valeurs canadiennes. «Les familles s’attendent à mieux de nos politiciens. Je compte redresser la situation en rétablissant l’avantage canadien», avait-il déclaré lors du lancement de sa campagne. Si le réchauffement des températures et les précipitations du mois de mars sont un signe de beau temps à venir, ils peuvent également représenter un danger poten- tiel à proximité des cours d’eau et causer des inondations. Accusant un faible appui, l’avocat d’Orléans, David Bertschi, a annoncé son retrait de la course à la chefferie du Parti libéral du Canada, le 20 mars dernier. «[…] je n’ai pas été capable de recevoir un appui suffisant pour ce que je voulais accomplir […]», mentionne le candidat dans un communiqué. Il ajoute cependant qu’il ne s’agit pas d’un retrait complet de l’arène politique. Il envisage de continuer d’appuyer le Parti libéral. «Bien que je ne sois plus sur la tribune, je reste ferme dans mon engagement au Parti libéral du Canada et ses valeurs», confie-t-il.

Last-minute boundary change proposal OTTAWA | An Eastern Ontario MP is float- ing an idea for a new type of combined federal-provincial riding setup. The Right Honourable Philip Néri, MP for Sarsfield-Cumberland, announced a last- minute proposal to the federal Commis- sion for Revision and Adjustment for Parlia- ments. The MP claims his proposal will help create federal and provincial unity. “What I am suggesting is we create cross- border ridings,” said Néri. “Wherever two provincial boundaries meet, the provincial

SNC welcomes new chairman
(SNC). “It’s been a really great experience.” Levere handed over the chairman’s gavel to Bill Smirle, the SNC’s director for North Dundas Township. Smirle was acclaimed as the new chairman without any compe- tition. Doug Thompson, one of the City of Ottawa’s representatives on the board, was acclaimed as the new vice-chairman. During his own acceptance speech, Smir- le recalled some advice he’d received once about being in public office. “Be punctual, be clear, be brief,” he said, smiling. Smirle drew on his background as a long- time farmer in Eastern Ontario to outline his guiding principles during his term as the SNC’s new chairman. “For a famer there are the four H’s,”he said.
“Head, heart, hands, and help. For me now as chairman, I propose the four C’s: commu- nication, collaboration, coordination, and cooperation. I want us to have positive vis- ibility and positive results.” Smirle recalled a traditional First Nations proverb about humanity’s environmental responsibility. “We do not own the land,” he said, “we only borrow it from our children.” The South Nation Conservation Author- ity manages the South Nation River wa- tershed, one of three major watersheds in Eastern Ontario. The SNC monitors water level conditions and manages flood control programs along with doing environmental research on local flora and fauna, and man- aging conservation programs.

cident has had fatal results. Now the OPP is asking for help from the public in solv- ing the case. The Russell County OPP were called to the scene of an accident March 23 on the St-Albert Road south of Casselman.
A passing motorist spotted a car in the ditch. Police arrived to find a red Saturn with the driver dead inside the vehicle. Police have identified the driver as Mylaine Charland, 20, of Embrun. Investiga- tion determined she died as a result of inju-
ries sustained during the accident. OPP are now trying to trace back the events of that night for Charland before her accident. Investigators are asking for any- one who was with the victim or had seen her at any time and place between the hours of 8 p.m. and 11:35 p.m. on that Sat- urday night. Police answered a complaint originating from St-Denis Street in Rockland on March 23. After talking to the couple involved two charges of assault were filed against the man. He is scheduled for first appearance on the charges in provincial court on April 3. Speeder charged A fast-moving car on Baseline Road got the attention of OPP Const. Michael Laval- lee on March 23. After pulling the vehicle over and talking to the driver, the constable noted a smell of alcohol. A roadside screening test read positive and resulted in a trip to the detach- ment for a full breathalyzer analysis. The 22-year-old Rockland man is now charged with driving with a blood-alcohol level exceeding 80 milligrams. He will ap- pear in court April 10 on the charge. Police files ROCKLAND | A place where dogs are wel- come to run and play. That is the goal for local dog lovers at a special meeting next month. A public consultation session is scheduled April 24, 7:15 p.m., at city hall in Rockland on a proposal for an “off-leash dog area” in the community. The project proposed is for a secure site at either an existing neighbourhood park or a new designated site where dog owners can take their pets and let them run around off of their leashes. The lobby group which proposed the off- leash dog park project last year is canvass- ing for signatures to a petition of support for the project. Group members will be go- ing door-to-door during the weeks leading up to the April public consultation meeting and copies of the petition will be left for signing at local stores catering to pets and pet care and at other locations. Joint par téléphone, le résident de Clarence Creek a voulu obtenir plus de réponses et possiblement une entente pour un remplacement des arbres coupés. «Habituellement, nous n’offrons pas de compensation pour les arbres», a confié le technicien en foresterie. Ce dernier a souligné le fait que les arbres se retrouvaient sur l’emprise des CUPR. «On ne peut remettre une compensation à ce moment-là parce qu’ils (arbres) ne sont pas sur votre propriété», a confié le technicien. Ce dernier a cependant proposé une entente à l’amiable. «Puisque les travaux CLARENCE CREEK | Un citoyen de Clarence Creek a reçu une mauvaise surprise par courrier récemment. La lettre explique que la rangée d’arbres en question, soit des érables et deux mélèzes, est située trop près des lignes électriques. Le travail à effectuer serait donc de les coucher complètement. Surpris par cette nouvelle, DonaldVeilleux a tenté d’obtenir l’avis et possiblement l’aide du gouvernement régional. Les arbres tomberaient en fait sous l’emprise des Comtés unis. «Ça ne me dérange pas qu’ils (Hydro One) fassent les travaux, parce qu’il y a un risque je suis d’accord, a confié M. Veilleux. Mais si on enlève 25 arbres, il faudrait les remplacer». Donald Veilleux a tenté d’obtenir plus de renseignements au niveau des Comtés unis de Prescott et Russell (CUPR). «En résumé, ils m’ont dit qu’il n’y a rien à faire puis qu’il s’agit d’une entité à juridiction provinciale». Selon Guy Cayer, superviseur de la voirie aux CUPR, il s’agit d’un cas exceptionnel. «Habituellement, nous (CUPR) demandons à Hydro One de rencontrer les résidents pour leur permettre des commentaires.
